Abstract

Within three years of applying the E-ticketing program at the Cimahi Regional Police there were still cases of illegal fees. This is due to the low understanding of the community towards the innovation of E-Tilang and the implementation of traffic violations that are not in accordance with the SOP (Standard Operational Procedure) that has passed. This research uses the theory of innovation diffusion, the element of management theory, the concept of effectiveness, the concept of E-ticketing, and the concept of public service. This study uses a qualitative approach to the type of field research. The research is located at Cimahi Regional Police with the focus of the research being E-ticket which is associated with public services. E-Tilang is a technology-based service that uses an android mobile phone that helps officers in handling traffic violations. In the application of E-Ticket it is not effective because its implementation is not in accordance with the SOP (Standard Operating Procedure) of E-Ticket. E-ticket in its application is supported by adequate personnel and budget and supporting operational facilities and infrastructure. There are supporting factors, namely personnel, budget, facilities and infrastructure, and inhibiting factors, namely, the target traffic method and the environment that is not conducive. The conclusion is that the implementation of the E-ticket is not effective because it is not carried out in accordance with the SOP (Standard Operational Procedure).

Abstract

The case of inter-village brawl in the Cirebon Police jurisdiction in the last two years continues to increase from semester to semester. Bhabinkamtibmas as a preemtive element of the National Police has a role in efforts to tackle brawl cases between villages in the Cirebon Police area of ​​law by carrying out sambang activities. This study aims to explain and analyze the role of Bhabinkamtibmas in preventing brawls between villages and to determine the factors that influence the implementation of Sambang by Bhabinkamtibmas in preventing brawls between villages. The research location was conducted in Cirebon Police with the focus of research on the activities of the sambang by Bhabinkamtibmas. This study uses qualitative research methods with descriptive analysis techniques. Using triangulation theory (Moleong, 2004: 330) there are 4 kinds of techniques, namely data triangulation, source triangulation, theory triangulation, and methodological triangulation. Data validity is reduction, data presentation, conclusion drawing and verification. This study uses management function theory and management element theory as well as the Bhabinkamtibmas concept and the concept of sambang. The implementation of sambang activities is considered to be less than optimal because there is still no SOP that regulates in detail about the implementation of the sambang in Cirebon Police and in conveying the message of Kamtibmas tends to be undirected and to discuss more about other matters that are not related to Kamtibmas, even though the planning has been supported with a budget in the form of support operational. In addition, there are supporting factors in the form of the National Police Chief Regulation number 3 of 2015 concerning Community Policing and the Bhabinkamtibmas Smart Book which is used as a guide for Bhabinkamtibmas members in carrying out sambang activities. There are also factors that hinder the implementation of the symbol including there are still members who are concurrently serving.

Abstract

Traffic violations in Cirebon Police are increasing every year, so the efforts of the Sat Lantas Cirebon Police are to provide Dikmas Lantas to the community as a form of prevention. The purpose of this thesis writing is to explain the role of the Cirebon Police Traffic Council in minimizing traffic violations and explain the factors that influence the implementation of the Cirebon Police Traffic Council. Theories and concepts used by the author are Role Theory by Biddle and Thomas, Management Theory by G.R. Terry, Concept of traffic violations, Dikmas Lantas concept, National Police Chief Implementation Guidelines Pol .: Juklak/5/V/2003 dated May 29, 2003 concerning the instructions for the implementation of Community Education (Dikmas Lantas) and the Kamseltibcar Lantas Concept. The approach used is a qualitative approach. Data collection techniques are by interviewing, observing and studying documents. The results obtained by the author in this study are the role of Dikmas Lantas in minimizing traffic violations in Cirebon Police, which are applied with role theory, management theory and operational guidelines No. Pol .: Juklak/5/V/2003 concerning the Implementation of Dikmas Lantas. The results of the implementation of the Lantas DASAS have not been as expected because the number of traffic violations every year is still increasing because of personnel, budgetary factors and the DASAS Lantas has not been conveyed to all levels of Cirebon society. The author suggests that there is a need to improve the ability of personnel, especially in the units in charge, increase the budget and members and activities that are more varied and conveyed to all elements of society.

Abstract

Sudah berjalan 4 tahun kasus penolakan pembangunan Masjid Imam Ahmad bin Hanbal belum juga usai. Polsek Bogor Utara memiliki peran penting dalam upaya pencegahan terjadinya kasus intoleransi antar umat beragama dengan pelaksanaan penyelidikan, sambang, hingga patroli. Penelitian ini bertujuan untuk mendeskripsikan, menganalisis dan mengidentifikasi kronologi, peran Polsek Bogor Utara serta faktor-faktor yang mempengaruhi penolakan pembangunan Masjid Imam Ahmad bin Hanbal. Lokasi penelitian di Kecamatan Bogor Utara dengan fokus peran Polsek Bogor Utara. Penelitian ini menggunakan metode kualitatif dengan teknik deskriptif analisis dan penelitian lapangan (field research). Menggunakan triangulasi sumber data primer, sekunder dan tersier, triangulasi metode dan truangulasi waktu dengan membandingkan data atau informasi hasil wawancara dengan hasil observasi di lapangan. Penelitian ini menggunakan teori gunung es, teori komunikasi dan teori konflik sosial berbasis agama serta konsep peran. Pelaksanaan penyelidikan, sambang serta patroli yang dilakukan oleh Polsek Bogor Utara yang kurang maksimal dianalisa dari studi dokumen, interview, serta observasi terhadap anggota terkhususnya kepada masyarakat kelurahan tanah baru. Dalam pelaksanaan penyelidikan serta sambang terdapat beberapa faktor pro dan kontra yang mempengaruhi penolakan pembangunan. Kesimpulannya yaitu dalam proses penolakan pembangunan Masjid Imam Ahmad bin Hanbal tidak terlepas dari tanggung jawab pemerintah serta kepolisian dalam menjaga harkamtibmas di masyarakat. Kata Kunci : Peran, Polsek Bogor Utara, Harkamtibmas, Penolakan Pembangunan Masjid. ABSTRACT It is been 4 years since the rejection of the construction of the Imam Ahmad bin Hanbal Mosque has not yet ended. North Bogor Polsek has an important role in efforts to prevent cases of intolerance between religious communities and the implementation of investigation, sambang, until patrol. This research aims to describe, analyze and identify the chronology, North Bogor Polsek roles as well as the factors the influence the rejection of the construction of the Imam Ahmad bin Hanbal Mosque. The research location is in North Bogor District with a focus on the role of North Bogor Polsek. This research uses the qualitative method with descriptive analysis techniques and field research. Using triangulation of primary data sources, secondary and tertiary, triangulation method and triangulation time by comparing data or information from interviews with observations in the field. This research uses iceberg theory, communication theory and social conflict based religion theory and role concept. This investigation, sambang and patrols were carried out by North Bogor Polsek which is not maximally analyzed from document study, interview and observations of police office especially to the public of Tanah Baru village. In carrying out research as well as sambang there are several pros and cons to factors that affect development rejection. The conclusion is that in the process of rejection of Imam Ahmad bin Hanbal Mosque development cannot be separated from the responsibility of the government and the police in guarding harkamtibmas in the community. Abstract

Paham radikalisme telah menjadi masalah besar yang mengancam Indonesia, dimana setiap kejadian terorisme yang terjadi di Indonesia, umumnya dilakukan oleh kelompok radikal. Kepolisian sudah seharusnya bertindak proaktif terkait ancaman radikalisme yang terus muncul di Indonesia. Kepolisian tidak hanya sebatas menangkap dan menindak para pelaku terorisme, melainkan melakukan pencegahan sebelum terjadinya aksi-aksi terorisme dengan melakukan deradikalisasi terhadap para penduduk Indonesia yang sudah terpapar paham radikal. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pencegahan radikalisme dan faktor-faktor yang mempengaruhinya melalui peran Bhabinkamtibmas serta mendeskripsikan cara mengoptimalkan peran Bhabinkamtibmas dalam rangka pencegahan paham radikalisme di wilayah hukum Polrestabes Bandung. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Lokasi penelitian di wilayah hukum Polrestabes Bandung. Teknik pengumpulan data terdiri dari wawancara, pengamatan dan telaah dokumen. Teknik validitas data menggunakan triangulasi sumber, metode, penyidik dan teori. Teknik analisis data menggunakan reduksi data, sajian data dan penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa di wilayah hukum Polrestabes Bandung terdapat potensi dan ambang gangguan terkait radikalisme, dapat dilihat dari banyaknya kelompok-kelompok radikal yang ada dan melakukan kegiatan di Kota Bandung. Polrestabes Bandung melakukan pencegahan dengan tindakan proactive policing (pembinaan masyarakat, deteksi dini, dan mediasi). Faktor-faktor yang mempengaruhi peran Bhabinkamtibmas yaitu faktor internal (organisasi, manajemen SDM, dukungan materiil dan kebijakan organisasi) dan faktor eksternal (kultur masyarakat kota Bandung, dukungan dari fungsi-fungsi kepolisian lainnya, kerjasama lintas instansi, dan perhatian dan dukungan masyarakat). Peran Bhabinkamtibmas belum optimal, namun Satbinmas Polrestabes Bandung dalam upaya pengoptimalannya mengacu pada Program Promoter Polri dengan melakukan reformasi di dua bidang (bidang pembinaan dan operasional).

Abstract

This research is motivated by the number of traffic violations that occur in the city of Bandung because the density of the population of Bandung is accompanied by the increasing number of motorized vehicles every year but not balanced with road expansion. This kind of condition requires an extra role from the police to take action when pre-emptive and preventive methods are ignored by the public. Action can be carried out by providing administrative sanctions (ticketing) where the implementation of the ticket itself has become more modern in accordance with the development of science and technology, namely the E-Tilang program which has been inaugurated by the Police Corps. This research uses the concept of ticketing, law enforcement, and traffic offenses and uses the theory of legal effectiveness, George R. Terry's management theory, and the deterrent effect theory as the analysis tool. This study uses a qualitative approach and descriptive methods to explain the effectiveness of the E-Tilang program in prosecuting traffic violations at Polrestabes Bandung. Sources of data were obtained through interviews, observations, and document review. The results of the study explained that the kamseltibcar situation was then dominated by traffic jams that spurred offense from motorists. Then the implementation of law enforcement with E-Tilang still faces shortcomings such as members who have not been trained, people who are still unfamiliar with the E-Tilang program, and its implementation in areas that are often seen makes it even more complicated. The factors that influence the effectiveness of the E-Tilang program are internal factors, namely the ability of personnel, attitudes and ethics, sarpras, and socialization, as well as external factors, namely nature and the environment, society, and cooperation with other agencies. Suggestions from researchers so that in the future the implementation of E-Tilang will be more effective is to provide traffic training to all traffic personnel, form an integrated system between the police and the prosecutor's office so that there are no errors in data input so that the process can run faster, and conduct socialization about E- Tickets to the people of Bandung as a whole.

Abstract

Traffic violations in Sumedang Regency are dominated by violators between the ages of 16 -21 years old who are mostly students.To overcome these problems, the Dikyasa Traffic Unit of Sumedang Police runs Dikmas activities through the Police Goes To School Program which is conducted on students. The purpose of this study was to describe the concept of Police Goes To School program in reducing traffic violations by students and the effectiveness of the program in reducing traffic violations by students at Polres Sumedang. The theory that was used in this study was Management Theory by George R. Terry, including the Effectiveness Concept, Dikmas lantas concept, Traffic Violation Concept, and student concept. This research used qualitative approach with field research method. The data collection techniques were interview, observation, document review, and questionnaire. The location of the research was in Sumedang Police area. The results of this study indicated the level of violations and traffic accidents by students were high. The Police Goes To school Program was implemented by the Satlantas Unit of the Sumedang Police. They became the ceremonial inspector, carried out PKS coaching, Saka Bhayangkara, and socialized the traffic rules. The Implementation of the program was not considered effective yet because the activities were not in accordance with Standard Operating Procedures (SOP) that has been set. The suggestions of the researcher include (1) need additional facilities and infrastructure to support the implementation of activities, (2) need to review the program that has been run, (3) the need for the placement of members according to Dikjur, and (4) need to be coordinated with Dinas Pendidikan to run a program that has been designed by the Head of Traffic Police Corps.

Abstract

The background of this research is the high number of traffic violations at the Karawang Police. Based on data from the Karawang Police Traffic Unit, where the number of traffic violations by high school students. So a research was carried out aimed at reducing traffic violations by high school students at the Karawang Police. The purpose of this study was to describe a general description of traffic violations and describe the efforts made by the Dikyasa Unit with the Dikmas Lantas program. The theory used as an analysis knife to discuss this research, using several theories and concepts is management theory, communication theory, effort concept, Dikyasa Unit concept, Dikmas Lantas concept, traffic violation concept, and student concept. In this study using a qualitative approach and the method used is field research (field research) and data collection techniques by interview, observation, and document review. The results of the study found that the Karawang Police had a high number of violations committed by high school students. The efforts made by the Dikyasa Unit in reducing traffic violations have decreased. Factors that influence the efforts of Dikmas Lantas are internal factors including Human Resources, commitment, budget, facilities and infrastructure. Meanwhile, external factors include legal awareness, culture, media, coordination. Based on the discussion of the results of this study, according to the author, there are several things that must be done, including (1) increasing the number of Dikyasa Unit members, (2) involving officers in training, (3) making daily activity plans, (4) improving Lantas Training.

Abstract

The background of this research is because there is still Narcotics Abuse among students in the Bogor City Police area. Therefore, the authors are interested in seeing the phenomenon that occurs and trying to link it with the implementation of Bhabinkamtibmas duties in counseling on drug abuse among students. So a research was carried out which aims to determine the description of the implementation of counseling by Bhabinkamtibmas, the factors that influence extension, as well as efforts to optimize Bhabinkamtibmas extension. The research conducted by the author was carried out in the city of Bogor, especially the Bogor City Police, using a qualitative approach, using field research research methods (field research), and using POAC management theory, communication theory, and crime prevention theory as well as management resource theory. This research is based on the Regulation of the Head of the National Police of the Republic of Indonesia Number 21 of 2007 concerning Guidance for Community Security and Order Counseling, which includes the management of the extension consisting of planning or preparation stages to controlling guidelines in analyzing extension activities by Bhabinkamtibmas to prevent narcotics abuse against students. The results showed that Bhabinkamtibmas work was in accordance with the SOP but there were still influencing factors, namely the facilities and infrastructure factors, human resource factors, and budget factors as well as students' legal awareness factors. Efforts that have been made use secondary crime prevention theory, namely a form of cooperation with internal and external Polri to get maximum results and as expected. The results of this study are expected to provide an overview of how to optimize extension activities by Bhabinkamtibmas, because the methods, techniques and utilization of all existing organizational resources are expected to be more able to reduce the level of narcotics abuse among students.

Abstract

Persoalan pengelolaan pendidikan di lingkungan Akademi Kepolisian yang telah menerapkan pola pendidikan holistik, dengan menggabungkan pola pembelajaran, pelatihan fisik dan non fisik, serta pembentukan sikap mental melalui pengasuhan masih harus berhadapan dengan kenyataan di lapangan terkait dengan tuntutan dan ekspektasi masyarakat yang tinggi terhadap profesionalisme kinerja Polri. Kapasitas dan kompetensi Perwira Polri harus ditingkatkan seiring tantangan kondisi obyektif dimana masyarakat semakin cerdas, terbuka serta memiliki kesadaran dan partisipasi hukum yang meningkat, ditambah lagi dengan kompleksitas kondisi tantangan tugas yang berhubungan dengan tugas pokok dan fungsi Polri. Gubernur Akpol dengan penuh kemantapan menetapkan visi besar menjadikan Akpol sebagai lembaga pendidikan yang menjadi pusat unggulan (center of exellence) menuju World Class Police Academy, sebagaimana visi Lemdikpol untuk menjadikan lembaga pendidikan di internal Polri sebagai Center of Exellence, yang diyakini dapatdilakukan melalui empat pendekatan, yakni: Teaching Quality (Kualitas Pengajaran), International Outlook (Pandangan/Wawasan Internasional), Graduate Employability (penerimaan dan penempatan personil) dan Research Quality (Kualitas Penelitian). Pada saat ini peserta didik (Taruna) telah mengikuti pendidikan prodi S1 STIK-PTIK di luar domisili dengan output berkualifikasi S1 untuk memenuhi tuntutan penyesuaian dan peningkatan kompetensi perwira Polri dalam menghadapi berbagai tantangan tugas yang semakin kompleks. Ke depan, eksistensi Akpol harus mampu menyelenggarakan program pendidikan tinggi secara mandiri, sehingga membuka kesempatan seluruh kegiatan akandemis dan nonakademis yang diselenggarakan diAkademi Kepolisian merupakan hasil murni kinerja Akpol tanpa dapat dianggap, dinilai atau bahkan diakui sebagai hasil kerja institusi pendidikan lain, sehingga mampu menegaskan posisi Akpol sebagai penyelenggara pendidikan tunggal di Akademi Kepolisian dan berhak mengakui seluruh prestasi yang dicapai sampai peserta didik mencapai tahap akhir dan dinyatakan lulus sebagai perwira remaja Polri.
