Abstract

Kondisi empirik sikap profesional Intelkam pada saat ini belum sepenuhnya sesuai dengan karakteritik dan tuntutan tugas. Pendidikan Intelkam pada saat ini belum memberikan hasil yang optimal dalam meningkatkan sikap profesional. Kontribusi utama yang diharapkan dari pendidikan Intelkam adalah meningkatkan kompetensi serta profesionalisme SDM Polri yang terlibat secara langsung dalam penyelenggaraan fungsiIntelkam. Peran penting lainnya, adalah menghasilkan tenaga profesional dalam rangkamemenuhi kebutuhan SDM Intelkam yang pada kenyataannya belum dapat dipenuhioleh lembaga pendidikan lainnya. Dengan memperhatikan berbagai permasalahan yangdihadapi Polri pada saat ini serta prediksi tatantangan tugas masa depan, diperlukanpendidikan yang mampu menghasilkan SDM yang memiliki kompetensi kerja memadaisebagai dasar dalam melaksanakan tugas pokok serta fungsi Intelkam.

Abstract

Masyarakat Indonesia masih menjadikan tokoh legendaris sebagai acuan dalamberbudaya. Cerita tentang seorang tokoh legendaris dapat berlangsung terus-menerus,turun-temurun, dengan aneka ragam atau versi. Pemahaman tentang makna budaya danperubahan yang melingkupinya perlu dimiliki seorang polisi, sebab entitas budayatersebut mencerminkan pula perubahan sosial kemasyarakatan. Cerita berbasis tokohlegendaris merupakan ekspresi seni budaya yang berpotensi menimbulkan perbenturannilai, sebab latar belakang, intelektualitas, emosionalitas, bahkan spiritualitas penceritanyayang berbeda-beda. Perbedaan dan perbenturan itu perlu dideteksi sejak dini oleh satuan intelpolisisehinggatidakberkembangmengganggukamtibmas.Ceritaberbasis tokoh legendaris di wilayah pantura menarik untuk dikaji sebab secara ipoleksosbudhamkam(ideologi,politik,ekonomi,sosial,budaya,pertahanan,dankeamanan), wilayahtersebutsangatstrategis.Masalahtoleransi,konflikpenganutpenghayatdengan keagamaan, perekonomian, dan lain-lain perlu mendapatkan perhatian serius polisisebagai pelindung dan pengayom masyarakat. Polisi yang profesional, modern, danterpercaya adalah polisi yang mahir pula melakukan kerja budaya. Abstract

Polisi berperan krusial dalam menjaga keamanan negara dari tindak kejahatan dangangguan yang membahayakan masyarakat dan negara. Dalam melaksanakan perantersebut dibutuhkan sosok polisi yang profesional, modern, dan terpercaya (promoter)sehingga dapat menjalankan tugas dengan optimal. Di sisi lain, tingkat kriminalitas dangangguan keamanan di Indonesia masih cukup tinggi, sehingga peran polisi dalambidang intel masih harus ditingkatkan. Pembenahan internal dari pihak kepolisian sangatdiperlukan dengan mengoptimalkan peran polisi dalam bidang intel. Pembenahantersebut dapat dilakukan secara internal dengan menguatkan kultur dalam membangunsosok polisi yang humanis, memperbaiki layanan publik, meningkatkan profesionalismedalam penegakan hukum, dan meningkatkan stabilitas keamanan. Secara eksternal,polisi perlu didukung dan diberikan kepercayaan oleh masyarakat. Dalam hal ini, polisidituntut agar dapat menjaga hubungan baik dengan masyarakat yang dapat dilakukandengan membangun komunikasi yang humanis. Polisi harus dapat berkomunikasidengan baik, berpikir kritis, dan berliterasi humanis sehingga tercipta polisi yangpromoter dalam bidang intel. Dengan demikian, kegiatan literasi humanis berperanpenting dalam membentuk sosok polisi yang promoter.

Abstract

This study analyzes the investigators’ performance in Subnit I Cyber Crime Criminal Reserse of West Jakarta Metro Police in the disclosure of cyber fraud crimes. During 2018 and 2020, the cyber fraud cases have been increased significantly. Consequentially, the optimal investigators’ performance in disclosing the crime is required in order to continue their duty as the protector of the community. The qualitative approach was used with the type of field study research. To analyze the performance of investigators, the performance theory, the law enforcement theory, the resource theory, and information technology theory, were used, along with some relevant Perkapolri and prevailing laws regulations. The results of the study show that the investigators' performance at the investigation and inquiry stage to uncover the cyber fraud crimes has not been optimal. West Jakarta Metro Police has been working to improve the investigators’ performance by implementing PPDLT, specific allocation, and smart policing, but the efforts have not been sufficient. Several factors that hinder the optimal efforts to improve the investigators’ performance are limited personnel, request to increase the budget that has not been approved, no specific methods have been implemented to resolve the stack of cases, and the unavailability of technical SOP. Thus, it is necessary to transform the training and education methods for the investigators to tackle cyber fraud, to reform and trim bureaucratic procedures, and to strengthen the synergy with various parties that can help the investigations and both internally and externally.

Abstract

This research is based on the spread of radical terrorism in the jurisdiction of the Kudus Police. It is the duty of The Kudus Police Satbinmas through Bhabinkamtibmas as the spearhead in conducting prevention in the community, especially in the village. The purpose of this study was to find out the picture of the radical spread of Terrorism in the jurisdiction of the Holy Police, prevention of the spread of radical understanding of Terrorism through the role of Bhabinkamtibmas and what factors influence the role of Bhabinkamtibmas. This study uses qualitative approach with case studies. The location of the research in the jurisdiction of the Holy Police. Data collection methods include interviews, observations and document studies. Data validity techniques use source, method, and time triangulation. Data analysis techniques use data reduction, data serving and drawing conclusions and verification. The results of the study found that the spread of radical terrorism in the jurisdiction of the Holy Police is caused by ex-convicts of Terrorism. In addition, there are mosques, boarding schools, organizations and radical books that become a medium of dissemination of such understanding. Prevention of the spread of radical terrorism conducted by Bhabinkamtibmas using counter-radicalization strategies that are divided into two activities, namely promotive and preventive. The role of Bhabinkamtibmas is influenced by factors such as man (personnel Bhabinkamtibmas), money (budget), methods (methods and HTCK), material (material implementation of tasks), machine (infrastructure facilities bhabinkamtibmas), and markets (community conditions).

Abstract

This background arises because the case of brawls between residents is one of the prominent cases that occurred in the East Jakarta area. The study was conducted to determine the effectiveness of the implementation of patrols carried out by the Sabhara Unit whether or not it was effective or not in preventing brawls between residents and what factors hindered and supported the patrols carried out by the Sabhara Unit in preventing brawls. Theories and concepts used to analyze the research focus. The research concept includes the concept of brawl to identify the brawl that occurs, the concept of implementation carried out by the Sabhara Unit in carrying out patrols, and the concept of preventing as a way to minimize the occurrence of brawls between residents in East Jakarta. The research method systematically is a qualitative approach. This type of research is descriptive analytic. Primary, secondary, and tertiary data sources. Data collection techniques through observation, interviews, and document studies. The location of the research was carried out in the jurisdiction of the East Jakarta Metro Police. Data validity uses reduction, data presentation, and conclusion drawing. The results of the study found that the implementation of patrols carried out by the East Jakarta Metro Police Sabhara Unit was analyzed by law enforcement theory. Factors influencing the implementation of patrols carried out by the Sabhara Unit were analyzed using the concept of patrol, the concept of brawl, the concept of implementation, and the concept of preventing. Conclusion The implementation of the Sabhara Unit Patrol in the Context of Preventing Brawls among Residents in the Legal Area of ​​the East Jakarta Metro Police has not been effective. Constructive suggestions include suggestions for optimizing the implementation of patrols carried out by the Sabhara Unit.

Abstract

The spread of Covid-19 in the Indramayu Police area in 2020 is still high. This research was conducted to explain the role of the Traffic Dikyasa Unit by providing public education about health protocols by means of socialization, counseling and appeals to the public in increasing knowledge and awareness to comply with health protocols as a form of preventing the spread of Covid-19 in the Indramayu Police area and explaining the factors involved. factors that influence the implementation of Dikmas health protocols by the Dikyasa Traffic Unit of the Indramayu Police. Therefore, the author compiled a thesis entitled "The Role of Dikmas by the Traffic Education Unit in the Implementation of Health Protocols for the Maintenance of Kamtibmas in the Indramayu Police Region". To analyze the research results, Biddle and Thomas' role theory was used, Lawrence Green's theory of behavior change, George R. Terry's Elements of Management theory, Kamtibmas concept and Dikmas concept from the Indonesian National Police Chief's guidebook No. Pol. : Juklak/5/V/2003 dated May 29, 2003 regarding guidelines for the implementation of public education in the field of traffic (Dikmas Traffic). This research use descriptive qualitative approach. In this study, the primary informants are members of the Dikyasa Unit of the Indramayu Police Satlantas and secondary data sources are data and documents on the implementation of the tasks of the Indramayu Police Dikyasa Unit. Data collection techniques are by conducting interviews, observations, and document studies. The results obtained by the author in this study are to provide solutions to the problem of the spread of Covid-19 through the role of the Traffic Dikyasa Unit in implementing health protocols to reduce the spread of Covid-19 in the Indramayu Police area, applied with role theory, behavior change theory, the concept of the spread of Covid-19 and guidelines. National Police Chief No. Pol. : Juklak/5/V/2003 regarding the implementation of Social Education Education. The results of this study on the implementation of Dikmas carried out by the Traffic Dikyasa Unit have not met expectations because the number of Covid-19 spreads continues to increase every month due to limited personnel who carry out Dikmas, limited budget, facilities, and infrastructure and Dikmas regarding this health protocol have not been fully conveyed to the public. all levels of Indramayu society.

Abstract

The focus of this study discusses the performance of Bhabinkamtibmas in preventing criminal acts of theft by weighting in the jurisdiction of the Ciamis District Police. The background of this research is because there are a large number of population so that employment is low and the high number of crimes committed in the jurisdiction of Ciamis Regional Police, so that the performance of Bhabinkamtibmas is not optimal in preventing felony. The purpose of this study is to describe the performance of Bhabinkamtibmas in preventing foul crimes and to describe the factors that influence the performance of Bhabinkamtibmas. This research uses theories and concepts, among others, competency theory, management theory, performance theory, performance concept, Bhabinkamtibmas concept, and the concept of Crime of theft by weighting. This research was conducted with a qualitative approach using more research methods in interviews, participatory observation, and document review. Next what is done is to reduce data, present data, and make conclusions. The results of this study include: (1) The performance of Bhabinkamtibmas in order to prevent crimes is not yet optimal both from the implementation and management (2) Factors that affect the performance of Bhabinkamtibmas in order to prevent crimes can be distinguished into 2 (two) factors, namely capability and motivational factors, among others: there are members of Bhabinkamtibmas whose assignments are more than 1 village, there are still Bhabinkamtibmas members who have not yet carried out vocational education on Binmas technical functions, limited facilities and infrastructure so that in carrying out their tasks is not optimal, and the amount of budget given by Bhabinkamtibmas is still not not completely given. So, the writer gives some suggestions in optimizing Bhabinkamtibmas performance. Empower Binpotmas in the community, increase cooperation between the police and the community, increase Bhabinkamtibmas members and facilities and infrastructure, and increase human resources in terms of budget.

Abstract

This research was motivated by the appreciation of the number of motor vehicle theft in the Ciamis District Police, Ciamis Regional Police. People who do not need to place their vehicles will cause a person's intention to commit a crime. The Ciamis police station not only did repressive effort to prevent criminal acts of fraud but also prevented and pre-emptive activities by Bhabinkamtibmas from providing appeals to the public through door-to-door activities. Research related to knowing the role of bhabinkamtibmas through the implementation of door-to-door sambang activities by Bhabinkamtibmas and the factors that influence the implementation. knife that used to analysis used are role theory, management theory and 6 M. This research was conducted using qualitative methods and using research methods descriptive analysis and collecting data through interviews, observations, and document review. With research located in the jurisdiction of the Ciamis Police Station. This research uses the Republic of Indonesia National Police Chief Regulation No. 3 of 2015 about Polmasto analyze door to door sambang activites by Bhabinkamtibmas to prevent the motor vehicle theft. Findings resulting from the study show that Bhabinkamtibmas is not in accordance with the SOP because there are some factors that influence, that are the factor of facilities and infrastructure, human resource factors, and budgetary factors and door-to-door resources which are not suitable for all communities. Based on the results of the research, author reccomended to made e the Whatsapp group based on the community in society, to build a working relationship between organizations by means of an integrated manual or information system, the creation of Bhabinkamtibmas home office, providing training / dikjur, procurement of facilities and infrastructure that provides official vehicles, tools communication and computers. Besides that, it is also appreciated to provide rewards in the form of awards or prizes and punishment.

Abstract

This research is motivated by the high level of success of the Bhabinkamtibmas unit in reducing the crime of motorized theft by counseling the public in the Majalengka Police jurisdiction. This research is discussed by using the concept and theory as a knife of analysis, which uses the concept of counseling, crime prevention, and the concept of Bhabinkamtibmas. This research was conducted with a qualitative approach, using descriptive research methods. Data collection techniques by interview, observation, and document review. The results of the study found that the conditions in the Majalengka Police Binmas Unit were still minimal, this can be seen from the number of HR needs and the availability of HR in each unit and the Sector Police that were still inadequate. This has an impact on the performance of the Police Force. The Guidance and Counseling in the Majalengka Regency was conducted through a lecture approach and visits to crowded places were carried out to facilitate the dissemination of messages. The factors that influence the efforts of binmas units to prevent acts of violation consists of two factors, namely internal factors and external factors. Included in internal factors include the lack of personnel of Majalengka Regional Police Binmas Unit and facilities and infrastructures that can support the results or educational outcomes. While external factors consist of the condition of the Majalengka area which inhibits the affordability of the Bhabinkamtibmas in reaching an area that is difficult to access, as well as minimal public awareness in absorbing kamtibmas messages which impacts on the lack of public awareness of environmental security and a sense of sensitivity to the law. The form of preventive measures undertaken by the Binmas Unit is to carry out counseling. The material presented in general only addresses Kamtibmas. Not explain in detail related to criminal acts Curanmor.
