Abstract

Local institutions along with community participation are crucial things in a sustainable development.  Collective actions performed by a community in managing natural resources have led to success, but local institutions are also facing challenges to institutional sustainability.  This research aimed to elucidate and explain the roles and sustainability of local institutions of mangrove management. This research is a qualitative research, using a case study method Research results showed that the majority of community support and admit that mangroves in their region as Mangrove Preservation Area under controlled by management of local organization with agreed rules.  Nevertheless, the inability of local organizations to enforce such rules when facing investors and politics in the local level has caused these organizations to elude their support and institutional status.  It is for this reason that local institutions need to be strengthened through collaboration among local institutions, local, national and international NGOs, universities, research institutions, and many others.  Such collaboration can improve bargaining position of local institutions, so that finally can promote regency government policies which favoring more to local institutions. Mangrove management in a sustainable way by local institutions will help regency government in rural development.

Abstract

Timber-based forest management is now shifting to as broader scope including ecosystem-based management. Timber-oriented forest management frequently affects the fragmentation of forest landscape. This paper defines the degree of forest landscape fragmentation in Batang Toru watershed, North Sumatra through indentification of correlation between forest landscape fragmentation and driving factors including biophysical and anthropogenic factors. Identification structure, pattern, and fragmentation of forest landscape were performed using Landsat imageries acquired in 1989, 2001, and 2013. Forest and land cover classes were analyzed using FRAGSTAT 3.3 to generate landscape metrics. Fragmentation of forest landscape was identified using landscape metrics, i.e., area, patch density, number of patch, contiguity and proximity index.  The clumpiness index of landscape metrics describes the pattern of forest landscape, while the patch size proportions expressed structure of forest landscape.  This study found that forest landscapes located in downstream of the watershed show more fragmented than area in the upper stream, while the sub-watershed of Batang Toru Hilir is more clumped  than the others. This study concludes that (1) the forest landscape fragmentation tend to increase since 1989 to 2013; and (2) the degree of forest landscape fragmentation has close correlation with the distance to main road and river.

Abstract

To return the ecological function of Wan Abdul Rachman Forest Park, it must be involved the role of buffer zone communities living around the forest by optimizing the cultivated land with applying agro-forestry based on socio-economic conditions in the community, such as community preferences and adoption of agro-forestry patterns. Under these conditions it is necessary to hold a study concerning to the level of community preference to the type of plants and the level of adoption, as well as the NPV analysis of the 3 patterns of agro-forestry which are applied by the majority of community around the forest park. Results of the study revealed that there were 3 dominant plant types  preferred by the community in the forest park, namely: coffee (30.8%), cacao (35.8%), and rubber (17.4%). Based on these crops, there were 3 agro-forestry patterns practiced by the majority of community in their cultivated land. They were: (1) coffee-cacao-wooden plants, and fruits (47%), (2) rubber-coffee-wooden plants, and fruit (35%), and (3) rubber-cacao-wooden plants, and fruit (18%). The highest personal and social NPVs obtained  in the agro-forestry pattern of rubber-coffee-wooded plants, and fruits were IDR4.589.627.36 and IDR6.454.806.01, respectively. To ensure the sustainability of the program, the development of communities living around the forest together with a program of community empowerment in the block of utilization and social forestry in the forest park are recommended to continue, based on the Regional Regulation (PerDa) Number. 3/2012.

Abstract

Within the policy adoption process of Forest Management Unit (FMU) concept, there has been disagreement of stakeholders on FMUs concept. This disagreement is caused by the exchange of knowledge, information, and perception among stakeholders involved. The results of these interactions could speed up, slow down, and prevent the adoption process of FMU policy. The study objective was analyzing process of knowledge diffusion of FMUs development policy and stakeholders interaction in PFMU Batutegi and PFMU Kotaagung Utara, Indonesia. Adoption process was analyzed by the logical diffusion technique based on knowledge time of FMUs concept received and its interaction space. Social interaction among stakeholders was analyzed using method developed by International Development Studies analysis, i.e. interaction among discourse/narrative, actors/networks and politics/interests. The results showed that knowledge diffusion of FMUs concept in both PFMU tends to cascade diffusion. Factors was affecting of it process were network, role of opinion leaders, willingness to know, and understand on FMUs concept. Indicative strategy is needed as anticipating and overcoming an obstacle in its internalization process, i.e. harmonization of legislative and executive relationship, building an opinion the importance of FMU, and optimalizing network for bureaucratic problems.

Abstract

Local communities around the forest need to be involved in securing the sustainability of Mount Halimun Salak National Park (MHSNP), for example through the utilization of non-timber forest products (NTFPs) such as flora in the utilization zone. This research was aimed to provide data and information about 3 kinds of vegetation producing resin (Pinus merkusii, Agathis dammara, and Hevea brasiliensis) and the harvesting NTFPs by the community in the forest vicinity. The research was conducted in MHSNP, and data were analyzed through quantitative-descriptive. The survey method was employed in the study through interviews of respondents using structured questionnaires.   This study revealed that the vegetations at the stage of tree comprised of the following: (1) Agathis dammara (damar) with Importance Value Index (IVI) of 276.15% and density of 452 trees ha-1, (2) Pinus merkusii (pine) trees with IVI of 300.0% and density of 552 trees ha-1, and (3) Hevea brasiliensis (rubber) trees with IVI of 217.42%  and density of 85 trees ha-1. Pine, damar, and rubber sap tapping afforded contribution in 59.18, 4.41, and 60.71%, respectively of the total household incomes. Community involvement in the collection of NTFPs in national parks implicated to the increasing of the forest communities revenue and the forests will be maintained since public can get benefits from forest resources. Forest management should be directed as a producer of NTFPs that can increase the economic income of forest communities with attention to ecological factors.

Abstract

Conservation areas such as national parks became the last safe area for biodiversity in Indonesia, especially for orangutan, because they have permanent status, and other forest areas may change at any time. Currently, there have been tremendous numbers of land use changes in orangutan habitats such as the development of roads, large scale plantations, settlements, farming as well as logging.  However, the available national parks still offer secure places for orangutans. This research was conducted to study the impact of spatial land use policy on the habitat distribution of orangutans. A remote sensing technology was used to study the habitat distribution and suitability of orangutan in Betung Kerihun National Park (BKNP), Danau Sentarum National Park (DSNP) and a corridor which connects these 2 parks. Seven parameters have been observed to characterize the habitat of orangutans. Habitat suitability levels of three research sites i.e. BKNP, corridor, and DSNP were 53.72%, 42.94%, and 3.34% which is considered as high, moderate, and low level of habitat suitability, respectively. These results were obtained with 93.63% of validation.

Abstract

This paper examined several methods for interpolating biomass on logged-over dry land forest using terrestrial-based forest inventory in Labanan, East Kalimantan and Lamandau, Kota Wringing Barat, Central Kalimantan.  The plot-distances examined was 1,000−1,050 m for Labanan and 1,000−899m for Lawanda.  The main objective of this study was to obtain the best interpolation method having the most accurate prediction on spatial distribution of forest biomass for dry land forest. Two main interpolation methods were examined: (1) deterministic approach using the IDW method and (2) geo-statistics approach  using Kriging with spherical, circular, linear, exponential, and Gaussian models.   The study results at both sites consistently showed that the IDW method was better than the Kriging method for estimating the spatial distribution of biomass.  The validation results using chi-square test showed that the IDW interpolation provided accurate biomass estimation.   Using the percentage of mean deviation value (MD(%)), it was also recognized that the IDWs with power parameter (p) of 2 provided relatively low value , i.e., only 15% for Labanan, East Kalimantan Province and 17% for Lamandau, Kota Wringing Barat Central Kalimantan Province. In general, IDW interpolation method provided better results than the Kriging, where the Kriging method provided MD(%) of about 27% and 21% for Lamandau and Labanan sites, respectively.

Abstract

Residents of Raja Ampat, Papua, have been practicing sasi for generations to manage local marine resources. Recognizing its importance for marine resource conservation, efforts have been made to integrate sasi into current conservation management approach. This study was carried out with 3 objectives: (1) to define and elaborate sasi; (2) to examine the benefits of sasi for conservation of marine resources; and (3) to evaluate  the change of sasi  in the context of conservation. Multi-method approaches were employed to collect data from local communities in Dampier Strait District MPA in two separate sampling periods. Results indicated that sasi in Raja Ampat could generally be categorized into samson or kabus which basically reflect different aspects such as location, type of commodity, implementing ceremony, period of closure, the influence of monsoons, and communal ownership. The benefits identified included the increase in target fish production, the lowered level of exploitation, the improved recovery of fish stocks, and the increase in the local people's income. From the modern conservation management point of view, it was obvious that sasi could help protect and sustain marine biological resources. Therefore, it is essential to incorporate sasi into modern conservation management practices and vice versa.
