Abstract

The representation of women in parliament is still far from the quota that has been determined in the policy, which is 30% so that the role of women in parliament is still not optimal in fighting for pro-gender equality. The method in this study uses a qualitative method with a descriptive approach, with a number of informants as many as 11 informants with details 2 from the Lampung Parliamentary Women's Caucus management, 6 from government officials in Lampung Province and 1 from public policy observers. The results obtained are that the Parliamentary Women's Caucus in Lampung synergizes with various government agencies in Lampung Province, namely the Office of Women's Empowerment and Child Protection, the General Elections Commission (KPU), collaboration is also carried out with the Damar Non-Governmental Organization, Mass Media and other community organizations that are pro- With gender equality, the goal is to manage the budget and implement work programs, namely optimizing policies that favor gender equality, but from the results of the research the Lampung Women's Parliamentary Caucus has not been able to carry out its role optimally, this is due to a lack of coordination and meetings between the Lampung Parliamentary Women's Caucus officials so that the policy that are in favor of gender also cannot be carried out optimally. 5 aspects of the theory of networking institutionalism, it is known that the organizational aspect is not optimal because there are still internal constraints, namely the lack of intensive coordination between the Lampung Parliamentary Women's Caucus administrators.

Abstract

In Indonesia, presidential elections are held every five years. In 2024, presidential elections will begin again. The president is the leader of a country who can move his people to be able to build his country to be advanced and good in the eyes of the world. The productive population in Asia, including Indonesia, is mostly occupied by millennials. Millennials can contribute to the development of the country. The names of the presidential candidates for 2024 have also been published in the media. Therefore, the authors are interested in examining how millennials perceive the leadership style of Indonesia's presidential candidates in 2024.This research method is qualitative with random sampling of informants. Informants from this study were the millennial group where the researchers conducted interviews in collecting data. This research then produced several findings. Millennials' perception of the leadership style of the Indonesian presidential candidate in 2024 is that the candidate for the country's leader they choose has a populist and democratic leadership style, has good interactive communication skills to the people, is able to motivate especially millennials through social media, has good analytical skills and makes decisions quickly overcome the problems that exist in the community and management skills are also good based on the experience they have. Millennials also give the perception that if their presidential candidate is elected as the leader of the country, the leadership style must be dynamic to keep up with the times.

Abstract

This research is motivated by the fact that the development of an increasingly modern world and the ease of transportation around the world make CSEC cases more complex. The high number of CSEC cases in Indonesia encourages the Indonesian government to focus more on developing policies and programs related to child sexual exploitation. To maximize its policies, the Indonesian government cooperates with various related parties, both government and non-government institutions, one of which is ECPAT. ECPAT is an international organization whose goal is to eliminate all forms of sexual exploitation of children. This study aims to find out the cooperation of Indonesia government policy with ECPAT in handling cases of CSEC in Indonesia. This study uses the theory of the role of International Organizations and qualitative research methods with library research techniques, namely utilizing secondary data obtained through literature studies obtained from various literatures such as books, journals, bulletins, newspapers, annual reports of several related agencies, documents, or other materials that support research. In implementing their policies, the Indonesian government and ECPAT cooperate with other parties involved in the implementation of the fight against child sexual exploitation, such as community organizations, the private sector, academics, and international agencies. The policies and programs that have been carried out by the Indonesian government with ECPAT in Indonesia are conducting research or collecting data related to child exploitation, advocating for related parties, training with related institutions to be better prepared to deal with child sexual exploitation problems, and socialization such as campaigns, workshops, or online education. Through the actions that have been taken, several achievements have been made, such as conducting research to record CSEC cases in Indonesia, such as creating a module containing ways to prevent CSEC, guiding and inviting the private sector to cooperate and be willing to pay attention to the protection of children's rights, and actively provide education and campaigns both on social media and in person.

Abstract

This study aims to explain the condition of the gap in voter participation rates between the 2018 Riau Pilkada and the 2019 Election in Riau. In the 2018 Riau Province Pilkada, voter participation rates were relatively low. In contrast to the election in Riau in 2019, voter participation was relatively high and significantly different. The question is what are the factors that cause the gap in the voter turnout rate? The question becomes interesting, because in fact these two different election momentum were followed by the majority of the same voters, took place in a relatively short time interval and were held in the same place. There are many theoretical options to explain the condition of the existing gap but considering that the two elections were conducted in close proximity, so it is irrational to assume that there is a big change in the condition of voters, this study looks at the difference in stimulus factors that causes the gap as theorized by Milbrath. The method approach in this study uses a mix-method with an emphasis on qualitative methods. While the typology of research applied is causal comparative research. This study found three main factors that caused the gap in voter participation rates in the two election momentums, namely: First, the difference in the number of political actors with an interest in providing stimulus to voters; Second, political echoes that stimulate voters to identify certain candidates who are contesting and are motivated to win them; third, the influence of mass media and social media. This study suggests that the Pilkada be held simultaneously with the regional legislative elections while the presidential elections are carried out simultaneously with the national elections to balance voter participation.

Abstract

This study aims to provide an explanation of the relationship between civil society, democracy, and democratization and to explain the contribution of civil society to democratization. The method used in this study is a literature study or literature study. Sources of information from this study are from books and journals of research results which are analyzed with relevant theories. The results of this study indicate that there is a close conceptual and practical relationship between civil society, democracy, and democratization. Civil society has both positive and negative implication in democratization. The positive implications of civil society for democratization are when it is able to play a role in bringing changes from authoritarianism to democratic consolidation by taking on the role of balancing state power, defending public interests, and being able to influence the state policy agenda for mutual prosperity. Civil society also has a negative side if it is dominated by ethnocentrism, radicals, and power oriented.

Abstract

This article aims to find the historical-political context of the ups and downs of oil palm policy issues in Riau by focusing on the early 2000-2010 reform period. The background is the political struggle of factors in the history of palm oil policy issues from colonial to early Indonesian reform, including in Riau. The argument is that the ups and downs of the political issue of palm oil occurred at the beginning of the reformation. How did the ups and down so political interaction between these actors take place in Riau? In answering the questions, Jeffry Frieden used theories and modern political economy analysis methods. Political ups and downs related to palm oil policy issues have occurred since Law No. 32/2009 and UU. No. 25/1999 were implemented. In the ORBA regime, politicians only made political demands in the DPRD and local bureaucracies. During 2000-2010, local actors who fought for the issue of palm oil had a wider spectrum. To a certain extent, many local actors were passive and then went viral. This period of political transition is expressed because several civil society activists, technocrats and the government have emerged. There are government actors who agree, reject and agree with the proposal. According to their position, the actors have strategies, tactics, and tips in forming a coalition. In the context of pluralistic local politics like this, the ups and downs of local politics on oil palm policy issues occur due to the interaction of local and national actors.

Abstract

Revision of Regional Regulation number 1 of 2018 which contains a zoning plan for coastal areas and small islands in each province which is considered to be able to castrate a lot of living space in coastal communities in several islands. This situation can be read in regional regulation number 1 of 2018 which divides each settlement of fishermen into an area of ??11.66 hectares. WALHI Lampung, which is an environmental forum with 14 other memberships, gave a form of rejection and then cancellation of the revised regional regulation on RZWP3K in other words, namely zoning regulations. The purpose of writing is to identify and explain the Lampung Walhi Forum in the case of rejecting the revision of the Regional Regulation RZWP3K based on the perspective of the Advocacy Coalition Framework (ACF). The results of the study There are two coalitions in the revised Perda RZWP3K, where each individual carries the logic of belief systems, namely coalitions A and B where both coalitions have differences in the framework of the ACF approach. The value system in the case of the revised Perda RZWP3K based on the ACF perspective is in the form of a political interest system of the Lampung Provincial Government included in the regional legislative program of the Lampung Provincial DPRD or in the ACF study it is called the Core believe system. The civil society coalition in the case of the rejection of the revised Perda RZWP3K was formed on the basis of the same vision, namely rejecting the revision of the Perda RZWP3K. The decision of the Lampung Provincial DPRD in revising the Law made the Lampung Civil Society Coalition reject the regulation which is currently included in the 2020 Lampung Province legislation program.

Abstract

The establishment of the Regional Research and Innovation Agency (BRIDA) as a localapparatus will bring innovation, especially as an arranger for research and development activities inthe regions. The business processes of the BRIDA must stimulate the creation of new research andinnovation governance in the regions so that the products produced are of more tangible benefit andhave a massive impact on the public benefit. Reform of research and innovation governance isnecessary and should be targeted as the main target and raison d'etre of the establishment of theBRIDA - not only by local governments but also because of government intervention throughconsiderations given by the National Research and Innovation Agency (BRIN). The researchquestions are, who should be the target for the innovation of research and governance in the regions?What should be prepared by the BRIN in response to establishing the BRIDA? This study aims to mapthe existence, role, and management design of the BRIDA. It is hoped that the BRIDA will be able tobecome a regional apparatus that is strong, professional, and adaptive in carrying out the mandate ofresearch, development, assessment, and application, as well as inventions and innovations in theregions. This study uses a qualitative-exploratory approach. The data refers to regulations/policiesgoverning the formation of regional apparatus and elaborating national/regional development planning documents. The conclusion showed that the establishment of the BRIDA should be guided bythe grand design of research and innovation governance in the regions determined by the BRIN.Several mandates are entrusted to the BRIN. In contrast, the BRIDA is expected to be able to play anactive role as a catalyst for improving government performance and accelerating regionaldevelopment. Therefore, it is recommended that the BRIN compile a comprehensive-adaptivemanagement design for the BRIDA by taking into account aspects of managerial novelty, coherencebetween national priority agendas, local government performance targets, and meeting the basicneeds of the community in achieving regional and autonomy goals.
