Dalam Pengembangan dan pengolahan SDA maritim memerlukan kerjasama multidisiplin ilmu, dimana kesemua disiplin ilmu tersebut berperan besar dalam menjadikan Indonesia sebagai poros maritim dunia. Oleh karena itu diperlukan inovasi dan sinergi untuk menghasilkan riset tentang teknologi kelautan oleh perguruan tinggi, lembaga-lembaga penelitian dan industri dapat memberikan kontribusi terhadap issue tersebut. Tujuan Zona Laut adalah sebagai wadah menyalurkan pemikiran, ide-ide cemerlang dan konstruktif komprehensif sehingga menjadi bagian usulan-usulan solusi bagi kemajuan pembangunan Sumber Daya Kelautan Indonesia. Abstract

The 70 GT multipurpose fishing vessel is a type of vessel designed to operate longer at sea. This ship has a relatively wider cargo space with a variety of fishing gear (multipurpose). The ship is propelled by a 283 kW diesel engine and the source of electric power is supplied by a 20 kW diesel generator. The purpose of this study is to determine the amount of electric power used for ship lighting. The method used is the lumen method or the zonal cavity method. This method is used to determine the proper lighting standards on board according to regulatory standards from the American Bureau of Shipping (ABS) class. The results of the study showed that the total electric power needed for lighting on board was 0.4 kW. LED lights are an alternative in determining the type of lighting that is energy efficient and durable on board.-

Abstract

The Covid-19 pandemic has caused the Indonesian government to restrict the movement of communities to prevent the spread of the Corona Virus. This regulation has been enforced by the local government of Makassar City as well. The restriction affects the community's economy, which includes business activities related to population movement. Similarly, the restriction impacts the sea transportation in Makassar City, particularly the Makassar-Barrang Lompo route. The limitation of the passenger-carrying capacity to 50% of the maximum ship carrying capacity and the limitation of working hours have caused a decrease in the productivity of sea transportation on this route. In addition, the population movement on the Makassar – Barrang Lompo route has declined, causing the demand for sea transportation to decrease as the number of service frequencies decreases. It directly affects the revenue of sea transportation. As the tariff applied during the pandemic RP. 25,000, this study aims to determine the minimum tariff for operating ships so that it can be seen with the decreasing productivity and number of ships frequency, whether the applied tariff can cover the operational costs of the ships. Determination of the minimum tariff using the Required Freight Rates (RFR) method. RFR is the minimum rate that can cover the expenditures related to ship operational activities. The result shows that the minimum tariffs for the six ships operating during the Covid-19 pandemic were Rp. 11582 – Rp. 32,486. This indicates that the minimum tariffs of some operating ships are still higher than the applied tariff. Therefore, the ship fares on the Makassar-Barrang Lompo route need to be reviewed if the policy of restricting people's movements is reenforced.

Abstract

Smart ports are an innovative solution for the world's port industry in the application of integrated technology and environmental sustainability to increase the efficiency and effectiveness of operational services. The concept of smart ports is usually widely adapted to container ports because most of the world's trade is carried by sea in containers. Terminal II of the New Makassar Container Port which is a new container port in Indonesia and is expected to develop into a gateway for world trade in Eastern Indonesia in order to improve the socio-economic region is required to innovate and keep abreast of world port trends. Therefore, to support Terminal II of the New Makassar Container Port to develop into a smart port, a study was conducted to determine the extent to which the port met the criteria for a smart port. In carrying out the research, direct observation and interview methods were used with selected respondents at Terminal II of the New Makassar Container Port. Based on the observation results, it was found that Terminal II of the New Makassar Container Port had fulfilled the productivity criteria in the operational domain and the safety and security management system criteria as well as the Integrated monitoring and optimization system.

Abstract

This study aims to determine the existence of public policy uncertainty in the concept of good governance which can be a source of non-compliance by people to law or public policy, understanding of competence and commitment to understanding the marketing of domestic products is still low and the facilities and infrastructure in increasing the marketing potential of domestic products are less supportive. The population in this study were MSME industry players and 250 respondents. Data collection was carried out using the questionnaire method via Google form and direct interviews. The test of this instrument was carried out on 50 industrial players in the 3 tp area. The methodology used uses a qualitative approach where data collection techniques use observation techniques (observations), literature studies and interviews (interviews). Analysis of the data used is to use a form of qualitative descriptive method. The observation results obtained are the ability to implement public services in carrying out and serving to provide services to help the community according to what is promised in an appropriate and reliable manner and the reliability of employees in providing services greatly assists the community in providing the promised services, accurately and as expected. The third dimension is Responsiveness ( responsiveness).

Abstract

A port is said to have a good level of service if the time required for loading and unloading activities is shorter than the specified schedule. In order to smooth the flow of goods, increase the effectiveness of port operational performance, it is necessary to use service performance standards as a benchmark to determine the level of service that can be provided to service users. Depapre Port is one of the ports that plays an important role in the process of progressing economic growth in Papua Province. The availability of facilities and infrastructure at Depapre Port greatly influences the smooth distribution of logistics in the Papua Province region, specifically in areas on the T-19 Route, namely Merauke – Kokas – Sorong – Biak/Korido – Depapre/Jayapura – Sorong – Merauke. Port performance is analyzed using the Decree of the Director General of Sea Transportation Number HK.103/2/18/DJPL-16. This research will discuss the performance of Depapre Port in distributing logistics in the Jayapura Regency area. In addition, this study also identified the factors that influence the performance of Depapre Port by conducting interviews and direct observation of several informants who understand and are involved in port activities, which are divided into 5 categories: Humans, Ship Service Facilities, Environment, Material and Methods and will explained in more depth using cause and effect diagrams. The results of this study will then be evaluated so that an improvement effort can be determined so that the performance of the Depapre port can run normally like other ports in Indonesia.

Abstract

Barges are used as the main means of transporting heavy goods such as nickel, wood, coal and other materials that are placed on the main deck and have implications for stress values ​​and construction fatigue life. This study uses a numerical simulation method with the help of ANSYS software. The load simulations given to the main deck construction of the barge are 50% load, 75% load, and 100% load (full load). The results of the numerical simulation detected that the largest stress occurred when the 100% load condition was 190.7 MPa. The stress with 75% load is 160.21 MPa and the stress for 50% load is 129.73 MPa. The fatigue life at 100% load is 10.66 years with a stress cycle of 170000 times, 75% load is 13.49 years with a stress cycle of 300000, and a 50% load is 21.16 years with the a stress cycle of 700000. -

Abstract

The Sandeq boat is a type of traditional boat used for fishing and sea transportation by the Mandar people, in the coastal area of ​​West Sulawesi. Round wood is still the main material used in making sandeq boats. The aim of this research is to determine the characteristics of sandeq fishing boats made of wood in the province of West Sulawesi. Determining of the respondent is this research is done by purposive. Analysis method is used: qualitative and quantitative descriptive analysis. The result of the research shows that there were 4 types of sandeq boats used to catch fish, namely the Pangoli types with a length 5-7 meters as much as 55,23 %, Parroppong and Potangga types with a length 7 – 11 meters as much as 41, 91 %, and Pallarung types with a length >11 meters as much as 2,86 %. The four types of sandeq boats used a combination of sails and engines as propulsion. The main construction includes: stripes (lunas), sideboards (palamma boards), ivories (tajo), deck boards (kalandara), katir beams (baratang), and masts (palayarang). The L/B of a sandeq boat average 8.23-11,27 which intends to increase if the length is added to indicate that they are appropriate for high speed boats, while the L/H   ratio of sandeq boats average 7,25-10,30 which tends to increase in length indicates that sandeq boats are lacking in terms of elongation resistance.  The B/H ratio of a sandeq boat average 0,89-0,92 which is relatively low and tends to be the same indicates that the stability of the boat is not good. This study suggests that further research are needed to do advance research on the longitudinal resistance of sandeq boats, as well as more in-depth research on the stability of outrigger boats is required.

Abstract

This research aims to give a recommendation competition requirement which needed by kleder in improving of safety aspect cattle ship. The research method uses descriptive qualitative with literature study. Observation and interview done for evaluation of cattle transportation policy who employs the kleder on the ship. The observation was conducted by captain and crew. The collected data is then processed and analyzed using policy analysis. The result of the research is that an increase in Kleder’s competence is absolutely necessary not only in terms of handling livestock but also in the basic skills of shipping safety and security on ships. In improving the safety and security aspects of livestock shipping, crew members are required to have a basic certification of shipping safety and security and be registered in an emergency certificate in order to comply with the provisions on manning. In addition, there is a need for serious attention and coordination among institutions, practitioners, ship owners, livestock owners and other related parties to issue appropriate policies regarding the status of kleders on board ships.

Abstract

This research aims to know agency service implementation flow by inaportnet system. This research use qualitative descriptive design. This research is conducted in the port of PT. Pelindo II (Persero) and PT. Adi Bahari Nuansa Banten. Method of collecting data such as literature review, documentation, observation and interview. The result of this research is agency service implementation flow with inaportnet system and vessel management system (VMS) by PT. Adi Bahari Nuansa is complicated by operational staff of PT. Adi Bahari Nuansa. Agency service with inaportnet system and Vessel Management System (VMS) have a delays in sending ship document, so that hampering the entire process of agency activities using the inaportnet system and vessel management system (VMS). In addition, making billing for payment of signs, and vessel traffic system money has not been able to use the inaportnet system, so that the implementation of agency services not run effectively and optimally.

Abstract

The purpose of this research is to improve the skills of the crew in the use of navigation technology on board (case study of graduates of the Banten Shipping Polytechnic). This study uses a qualitative method, the population of this study is more than 50 people consisting of management and lecturers of the shipping polytechnic and more than 100 students of the shipping polytechnic. The results of this study through the Analytical Hierarchy Process (AHP) which will calculate hierarchically from each research criteria for each respondent. The results of the analysis of this study are in the form of a priority scale that shows the order of the first factor to the last priority position which causes the quality of the crew to decline along with the parties that have the most influence on the quality produced by the crew. The priority scale of each criterion obtained is the most important criterion that affects the quality of ship crews from graduates of training participants at the Banten Shipping Polytechnic, namely aspects of curriculum/teaching materials that place rank 1 (one) with the highest matrix value 0.5047255107, aspects of the number of hours of study place rank 2 (two) with the matrix value 0.3037629869, the aspect of infrastructure is ranked 3 (three) with the matrix value 0.1275744589, the aspect of facilities is ranked 4 (four) with the matrix value 0.0482186131, and the aspect of the number of teachers is ranked 5 (five) with the matrix value 0.0157184303. The results obtained after the ship's crew implemented the curriculum were that the ship's crew could operate the navigation tools according to what was taught in the Banten Shipping Polytechnic curriculum. The conclusion in this study is that the most important effort in improving the quality of crew skills in the field of navigation technology for graduates of the Banten Shipping Polytechnic is the curriculum and teaching materials used in the education process at the Banten Shipping Polytechnic.
