Abstract

Protection to the circulation of consumption goods already regulated by government which there is a institution or department which handle about industrial and commercial. One of the task of the institution is supervising the goods that are consumed by society. In this case, there are some consumption goods such as foods and baverages like junkfood, in packing and bottle. One of baverage is supervised by Industrial and Commercial Department is aperatif. In Pekanbaru, aperitif sales necessary orderly which aims to protect the society from aperitif. Based on Peraturan Menteri Perdagangan Nomor 20 Tahun 2014, as the kinds of aperitif products which may merchantability approriate with its place, such as types A, B, and C. The aims of this research are identifying and explaining about supervision circulation of aperitif by Industrial and Commercial Department in Pekanbaru. To knowing obstacle factors in supervising of aperitif by Industrial and Commercial Department in Pekanbaru. Phenomenon that shows lack of supervision conducted by Industrial and Commercial Department in circulation of aperitif, as much circulation of aperitif which is not approriate its place. Still a lot of aperitif sales above 5% are sold independently in society. There are some shops or stalls which sell aperitif that not use a license as by the government. This research use qualitative method. Head of Trade from Industrial and Commercial Department of Pekanbaru as key informant and seller of aperitif as informant. Data collection respondent was done by conducting interviews with informant. Documentation and observation was conducted to see the results of Supervision of Idustrialand Commercial Department in Distribution of Aperitif in Pekanbaru A Case Study at Marpoyan District, Pekanbaru.

Abstract

This study aims to determine the level of evaluation plans Kenagarian Work Development in Central Indrapura, where the Development Plan is measured by four indicators, namely: Inputs, Process, Outputs and Outcomes. Type of Research located in Kenagarian Indrapura middle of the District of beheading Problem Pesisir Selatan regency of West Sumatra Province is survey descriptive, namely the priority list of the questionnaire as a data collection tool and data collected by the tool is then used as the main raw material for evaluating the condition of Empirical of objectivity where the destination research at the location studied. There are 3 groups of the population and sample in this research is employees 7, Bamus 5 people, and Society 10. Sampling technique used in data collection is the census technique for employees and Bamus, type and data collection techniques used consist of primary data was collected by using questionnaires and interviews and secondary data was collected using observation. While data analysis technique used is to use tools frequency table. Based on this analysis technique researchers assess and concluded that the Development Plan Evaluation Kenagarian Middle Indrapura districts beheading Problem Pesisir Selatan regency of West Sumatra province are in Interval Good.

Abstract

In terms of implementation, the levy charged cleanliness, then the implementation needs to be evaluated to measure the performance of the running. In connection with the issue, then formulated the problem this research is how the implementation of the levy charged for cleanliness in the village of Simpang Tiga subdistrict Bukit Raya Pekanbaru? With the aim of this study to determine the results of voting conducted levy charged hygiene officer (RW), (RT) and to determine the sanction given to the people who shall levy hygiene violate local regulation No.10 of 2012. In this study the data and information collected using a questionnaire. This research can be categorized as a descriptive research with quantitative methods. The research site is in the village of Simpang Tiga subdistrict Bukit Raya Pekanbaru city, with a population of this research is the Head of Bukit Raya, Head. Kep, Works and Supplies, Treasurer Reception, Head Simpang Tiga, Head of Development, Officer Levy Cleanliness collector (RW), the Neighborhood (RT) by using purposive sampling technique and levy payers using simple random sampling technique. Types of data collected included primary data and secondary data. For primary data derived from responses through interviews, questionnaires, observation and documentation. For secondary data through a department that deals with Local Regulation No.10 of 2012. In the analysis of the data, after the data is collected the next step will be clarified and explained by the type and form of data then descriptively. As for the results of the study authors to the conclusion that the implementation of the levy charged for cleanliness in the village of Simpang Tiga subdistrict Bukit Raya Pekanbaru well served seen from the implementation of the levy charged for cleanliness by the clerk to the community has been well served by good although there are still some obstacles, such as sufficient number of people who do not want pay the levy hygiene and of the government itself is still less responsive in taking action against this is because the government is less strict in giving a legal basis to the relevant agencies, and according to the author is expected from the government to carry out this regulation as well as possible for the future in order to realize development and prosperity through a levy hygiene.

Abstract

This research was designed to analyze public service of building permit management in Mandau District by City Palanning, Spatial Planning an Residence Depertement of Bengkalis Regency. The type of this research was descriptive survey and used quantitative method. The population and sample consisteol ot two groups, the 22 employees of city planning, Spatial Planning and Residence Departement of Bengkalis Regency and the 50 people whom managed the building permissions. The techniques of collecting data were by providing questionnaires, interviews and observations. There were six numbers of indicators in research. This research concluded that The Public Service of building permit management in Mandau District that did by City Planing, Spatial Palnning and Residence of Bengkalis was in category Good Enaugh.

Abstract

The policy of ordering and fostering homeless and beggars in Pekanbaru City was made to overcome the problem of homeless and beggars who have become phenomena and has become a very complex issue. This condition makes people become disturbed, homeless and beggars use various ways to make people feel sorry for them. They begged by reaching out even they dare to pretend defect in order to get the mercy of the community, other than that which is very disturbing community is the act of coercion that they do on the highway, especially red lights. The policies that have been made have not had an impact on their existence, the number of homeless and beggars is increasing every year. The purpose of this study is to see what factors affect the implementation of policy of curbing homelessness and beggars in Pekanbaru City. This research uses qualitative approach and analyzed descriptively. The results of the study found that the factors that influence it are the policy itself, the institution factor and or the implementing agency and environmental factors.

Abstract

Importance of local taxes as a cash receipts and local finances. to achieve this goal, local governments continue to improve and explore every potential. One source of revenue sizeable contribution and potential as a source of revenue is the advertisement tax. This study aims to identify and analyze the implementation of Advertisement Tax Payments in UPTD Department of Revenue District of Bengkalis Bengkalis. In this study, using the theory of Policy Evaluation according Winarno, indicators evaluating policies used include identifying the purpose of the program will be evaluated, the analysis of the problem, standardization activity, a measure of the level changes, the observed change of activities and indicators to determine the existence of impact , To know Evaluation of the advertisement tax payments in the District of Bengkalis the researchers took population and sample a total of 11 people including employees UPTD Revenue, and 26 people who are not paying taxes, while being key informants in this study is the Head of Revenue and Treasurer Recipients UPTD UPTD. The sampling technique is a technique Dispenda UPTD employee census and for people who do not pay taxes is purposive sampling. This study uses qualitative and quantitative data collection from respondents was conducted by distributing questionnaires, and selanjunya researchers conducted interviews, documentation and observation to know the results of the implementation of the payment of the advertisement tax. After data collection is done, then analyzed by using percentages to determine how many respondents stating done, quite materialize, or less accomplished. based on the analysis of the obtained results of the research done and it can be concluded that the implementation activities Payment of advertisement tax in UPTD Department of Revenue District of Bengkalis Bengkalis, from the employees that are in the category of "Done" and Society in the category "Simply Done", it is appropriate with comments and statements of the respondent.

Abstract

The research was conducted at the Field Services and Information on Board of Investment and Integrated Licensing Services Siak.The purpose of this study to determine and explain the performance of employees at the Field Services and Information on Board of Investment and Integrated Licensing Services Siak.Sampling method in this study, for employees is conducted by using census method because it is considered more relevant, the number of population and the sample relative bit and be in a place with this research.Data collection techniques used consist of primary data collected by using a list of interviews and secondary data were collected by using observation and documentation.While data analysis technique used is descriptive method.Where the descriptive method to describe the full reality of the performance of employees in Field Services and Information on Investment Board and Integrated Licensing Services Siak.Once the data is collected, then subsequently grouped for descriptive analysis were presented in accordance with the withdrawal of a conclusion.As for the results of research conducted by researchers with the title "Employee Performance Analysis In the Field Services and Information On Investment Board and Integrated Licensing Services Siak" with the indicator variable quantity, quality, time and costs can be categorized own good.Thus Employee Performance Analysis In the Field Services and Information On Investment Board and Integrated Licensing Services Siak has been performing well, although not optimal, with no hope of improvement for the future in order to achieve the vision and mission of the Board of Investment and Integrated Licensing Services Siak.

Abstract

This study aims to investigate the implementation of the Placement Officer at the Office of Population and Civil Registration Pekanabaru City and to know how the placement of civil servants in the Department of Population and Civil Registration Koata pekanbaru. Placement employee means an employee occupies a position, both structural and functional positions in an organization. Structural position is the position that indicates the duties, responsibilities, authority and a person's right of Civil Servants in order to lead an organizational unit of the state. With the staffing is done in the right position means indirectly own trust and responsibility to the civil servants concerned for the position. Although the deployment of staff in the Department of Population has been applied or implemented optilam, but based on the data in views, there are things or irregularities ditemuakan in the implementation of the deployment of staff, namely that the staffing they do not see on the side of working life / work experience , education and classes that employees have. Because they do not base it on the side of working life / work experience to occupy a structural position and still there are employees who do not disenioritaskan tenure, and employees who have a high class they occupy as a staff. Therefore, to conduct this study the authors provide data / information related to the issue being investigated. The types and sources of data used are primary data and secondary data. Primary data is data that is processed from the questionnaire sdangkan secondary data include data on the implementation of the staffing and organizational structure of government in the Department of Population and Civil Registration Pekanbaru.Populasi City and samples in this study were 20 people and a sample of 20 people, where there are Head Office, Subbid procurement, placement and employee pension, Secretary, Head. Public and Civil Service, Head of Division, and Head of the section. Descriptive data were analyzed quantitatively. Mechanical sampling using sensus.Teknik used data collection were questionnaires, interviews, observation and documentation. Technical analysis of the data used is quantitative descriptive data anlisis quantitative research data is data collection for which data are numbers - statistics can in quantification. The data in the form of variables - variables and operationalization with a particular size scale scale eg nominal, ordinal, interval and ratio.

Abstract

This research aims to know the Implementation of the regional province of Riau Regulation number 6 in 2012 about the social responsibility of companies in Riau Province (study of community empowerment Around PT. Agro Lestari Tamora village of Serosah sub-district of Hulu Kuantan District of Kuantan Singingi). Assessment indicators used include communication, resources and karakeristik problems. The research method used qualitative methods. This research can be categorized as descriptive research . prioritize list of interviews as a means of data collection and the data collected with this tool then made a major raw material for analyzing the empirical conditions of obyektifitas of the existence of objective research on the location thoroughly. As for the location of this research in the PT. Tamora Agro Lestari village of Serosah sub-district of Hulu Kuantan District of Kuantan Singingi with Key informants 1 person Secretary of social and Employment Office District of Kuantan Singingi and 9 people informant is Commission B the House of representatives of the regional province of Riau, Forum TJSP Province Riau, the Riau Malay custom, the House of representatives Commission III area of Kuantan Singingi, Kuantan Upstream Head , The Village Chief, Serosah, Publicist PT Agro Lestari Tamora Serosah, Chairman Of The Youth Village, Serosah Village Community. Types and techniques of collecting primary data gathered with interview techniques as well as secondary data collected through the documents, books, and records the nature of the documentation. While the data analysis technique used is to use the tools of triangulation. Based on this analysis techniques researchers assess and conclude that the Implementation of the regional province of Riau Regulation number 6 in 2012 about the social responsibility of companies in Riau Province (study of community empowerment Around PT. Agro Lestari Tamora village of Serosah sub-district of Hulu Kuantan District of Kuantan Singingi) are not fulfilled. The recommendations need to be considered especially with respect to the making of the regulations the Governor about procedures for the implementation of corporate social responsibility.

Abstract

This study aimstoinvestigate the implementation of surveillance conducted by the Department of Industryand Supervision through of Development and Protection of electronic goods and servicesin the cityof Pekanbaru. Assessment indicator susedinclude the determination of the standard implementation, measurement Determination of activity implementation, measurement of the implementation of activities, comparison and analysis of the implementation of the standard deviation, Taking corrective action when .Metode the methodof research useda combination of qualitative and quantitative. The location of this researchin the Department of Industryand Trade of Pekanbaru witht wogroups of the population and the samplein this study are employees of guidance andprotection, amounting to 7 people, then business communities Merchan diseand/ Services Electronic numbering 14 people. Based on this analysis technique researc hersassess and concludethat the implementation of Goods and Services Supervision Circulating By Consumer Protection Sectionat the Officeof Industry and Tradeof Pekanbaruis in the interval Recommendation sassessment done enough to be considered, especially with regard to the implementation of supervision must be optimized again to protect the public from electroniccirculation of goods and servicesthat do not conformto the standard.
