Abstract

Social order is part of the ideals of the nation, with the situation of life in the community order would minimize social conflict. In connection with this study that raised an issue related to the social order. in the village of Bukit Batu subdistrict Kelurahan sungai pakning are social phenomena that could disrupt public order, livestock raising by way of removable without any safeguards, it received special attention and UPIKA district of government (District Leadership Element). Then out a policy in the form of circular regulating the control animals in District rocks. Policies that content rules and ban cattle raising by way of removable and no maintenance is at the spotlight in this skripsi research. Theory concept told by Ripley in book eran agus purwanto there are several indicators of research is, determine the policy goals and objectives, out policy, implementor, target group, the direct impact, medium impact, long term impact, implementing performance. By using research method quantitative and qualitative with observation technique and questionnaire question, interview by using informan key as information guest speaker and also through method of purposive sampling obtained from supplement informan. Result of this research is implementation of the civil service authority police force in the enforcement of local regulations numer 27 of 1997 on public order in the vilage studies sungai pakning districts rock bengkalis ,according to the lives stock owners are quite done well with the percentage of 50.58% and answers from the civil service police unit with a percentage of 71.11% performing well. And still there are inhibiting factors that affect the success of the policy that created, either of the factors that carry out policing (internal factors)as well as objects in the curb, and location of the area where the research problem ( external factors) and must be repaired and reviewed in order to create on orderly atmosphere in public life.

Abstract

This study aims to determine the level of objective Implementation Coordination of Badan Pelayana Terpadu and Penanaman Modal (BPTPM) and thenBadan Lingkungan Hidup (BLH) Against Business Interruption Handling Permit Laundry Pekanbaru. Assessment indicators Policies, Plans, Procedures and Work, and Briefing Meeting and Joint Decree. This type of research that is located in the Badan Pelayanan Terpadu and Penanaman Modal (BPTPM) with the Badan Lingkungan Hidup (BLH) Pekanbaru This is a kuantitative, using a method that is used to discover knowledge on the subject of study at a particular moment to reveal empirical facts objective. There are two groups of population samples in this study are servants of Licensing numbered 12 and Employees Division of Environmental Impact Assessment (EIA) amounted to 5 people. Types and techniques of data collection consists of the data perimer, secondary, obesrvasi, interviews, questionnaires and documentation. Based on this analysis technique researchers assess and conclude that the implementation of the Coordination Badan Pelayanan Terpadu andPenanaman Modal (BPTPM) and then Badan Lingkungah Hidup (BLH) Against Business Interruption Handling Permit Pekanbaru City Laundry is in the interval Good Enough. Recommendations to be considered, especially with regard to local laws and regulations regarding the implementation of the permit interruption laundry business in the city of Pekanbaru.

Abstract

General problem ofhomeless and beggras in fact closely related to the security problems that disrupt good order and discipline and keamanan in urban areas. With the expansions of the homeless and beggars will provide opportuneties for the emergance of unexpected disturbance of peace and order, which i turn woild disrupt the stability to be disrupted development and national ambitions can not be astablished. In this case civil service policy is most responsible agency because they were on duty apparatuses assits local government in maintaining the District Head and maintain public order and Security society, upholding the District Rules and Regulation of the District Head. Based on the homeless and beggars in the city of Pekanbaru, as well as know the Policy Unit blockers factor in regulating civil service homaless and beggars. The method used is descriptive, qualitative and quantitative; Samples that as descriptive data analysis, qualitative and quantitative. This study concluded that based on the results of research that has been done, then the concluded of researchers on the role of Civil Service Police Unit in the discipline vagrants and beggars in the city of Pekanbaru is “Good Enough”. Barriers found in this study is the absence of regulations governing theparticulars of vagrants and beggars, while the current police authority of the Civil Service in the city of Pekanbaru to crub vagrants and beggars who violate public onder just based on the Rules of Pekanbaru City Regionel Public Order so that it this makes the role of the Civil Service Pekanbaru City police are very limited. Also still weak coordination between the police civil service with the Departement of Social Pekanbaru is also a very in fluuetial factor in determining the role of the Civil Service Pekanbaru City police in maintaining public orde in the city of Pekanbaru.

Abstract

This research at indication to know objektiflevel of development infrastructures of Cik Puan traditional market by market office Pekanbaru. Development assessment indicators used planning, execution, movement and observation. This study located in Market office Pekanbaru and Cik Puan Market. There are two groups of population and sample, 17 employees of the development of facilities and infrastructure department on the Market office and 41 traders from Cik Puan Traditional Market Pekanbaru. This study using three sampling techniques, Purposive technique used to determine individual sample, Saturated sampling technique or Census used for population group of development of facilities and infrastructure department employees and Incidental sampling technique used for population group of Cik Puan Traditional Market Pekanbaru traders. Types and data collection techniques consist of primary and secondary data. Data analyzing technique used is by using descriptive method to analyzing the available data on the studied object and comparing with theory-related problems. Furthermore, both quantitatively and qualitatively analyzed further to comparing the reality and references from this studied, and then described briefly and clearly. Based on analysis technique, researcher conclude that Development Analysis of Traditional Market Infrasturctures By Market Office Pekanbaru ( Cik Puan Market Case Study ) is in the interval assessment has not been good enough. Recommendations that should be considered, mainly for the development of infrastructure to make a more appropriate plan, timely implementation of activities, a good socialization, and an effective observing and monitoring to make comfortable place for buying and selling process.

Abstract

Government in general is an organization given legitimacy by the people as the holder of sovereignty to carry out the duties of government in the country, as well as equipped with state-fittings .. The government is an organization that has; The governing authorities of a political unit, the ruling power of a political society, the apparatus is functioning government agencies and the exercise of power, the power to make laws dealing with disputes and discuss the decision of the administration with a monopoly on the legitimate power. Essential functions of government, namely; service (service), empowerment (empowerment) and development (development). Public service is a public bureaucracy production received citizen users. Related awareness of government officials towards the delivery of public services, in fact, not all government officials aware of the importance of service. In fact, sometimes the expression "if it can be made more difficult, why is it easy?", Which is always circulating among government officials in the public service, it shows that they are generally not aware of their position as public servants and also the philosophy of the service itself. Other facts also show that the educational curriculum and training for government officials in various types and levels, less gave the charge on the general aspects of service management. Problems of the poor quality of public services in Indonesia, namely; Still low competence of the State Civil Apparatus (ASN) in the implementation of public services in Indonesia. Still lack of professional ASN, ASN still low morale. is still a lack of motivation in the development of the ASN ASN. Research results indicate that Factor Employee Competency, Professionalism Employees, Employee Morale and Motivation Employee Giving effect on the level of the quality of public services in Indonesia.

Abstract

This paper is motivated by still many problems associated with employment in the city of Pekanbaru, especially women workers. The phenomenon that is seen on the issues of women's employment, among others; the number of female labor force continues to increase every year, there are many companies in the use of female labor is not in accordance with the legislation, there are still many women are employed at night, there are still many rights of women workers which are not given such a right to breastfeeding, menstruation, and so forth, and there are still many heard the cases of sexual harassment of women workers, and there are many women workers are employed minors by companies, and other problems. Resulting in discrimination against female workers in finding employment and occupation. Therefore the article wants to know how the government protection for these women workers. The government has issued Law of the Republic of Indonesia Number 13 of 2003 on Labour, which also clearly and Resolute has been protecting the rights of these women workers. Pekanbaru City Government has also been instrumental to the protection of women workers is through oversight of companies that use tenga this work, and provide sanctions against companies that do not implement the Employment Act is in the use of women workers in the company. Pekanbaru City Government has also provided counseling to women workers and corporate users of the Employment Act. Nevertheless suggested to the Municipality to be more intensive in protecting women's labor, so that a variety of issues related to women's labor force can be minimized, and the female labor force can be enabled through the protection of the female labor force.

Abstract

Indicators used include the coordination of research policies, plans , procedures and work , meetings and briefings , and a joint decree .This type of research is mrnggunakan tenik Diskriptif Survay data collection such as interviews , questionnaires , and document review , and analyze the data that has been prepared on the object of research and comparing with the theory related to the problem . Then analyzed qualitatively and quantitatively for comparing reality with references that have to do with the analysis related to research in the form of concise and clear description perpetually . the location was used in tfis study is the Dinas Sosial and Pemakaman with satuan Polisi Pamong Praja Pekanbaru city.Based on this analysis technique that implements selected research concludes Coordination of Dinas Sosial and Pekakaman with Satuan Polisi Pamong Praja Pekanbaru City is in the interval Good Enough . This Kesimplan accordance with the measurement technique that has been set that is done categories Good Enough is of five indicators used have not all done well.

Abstract

Planning and career development, a planning process that enables employees to identify sasaransasaran careers and pathways leading to goals / objectives are. Planning programs and career development provides the opportunity for employees to explore their interests, desires and their career options in the company, because it is through this process employees can look for ways to improve themselves in order to develop skills and the ability to achieve the targeted position. For that management must seriously take into-overdue and treating employees with respect to the potential for achievement. The use of directions and paths and career development process in accordance with the needs and interests of employees with the company towards mutual benefit. Process and career development should be able to provide certainty to employees more transparent and secure and be able to grow and develop all the skills, intellectual, wawasasan, motivation, and dedication of the employees on the job position that embrace. Through process and career development can be pursued coaching employees towards the right on the right place.

Abstract

This research aims to find out the factors that influence implementation activities of the SPP (Women’s Saving and Loans) in Nagari Tanjung Betung, Regency of Pasaman. The method used in this research is descriptive qualitative research, data collection by means of interviews, observation, and documentation with UPK Team and community users group of SPP (Women’s Savings and Loans) in Nagari Tanjung Betung. The results showed that in terms of the interests that are affected by the policy are enshrined the importance either for UPK, implementing areas, and SPP funds users, still lack of the benefits and changes in the gain due to a goal from inappropriate programs, namely on Non RTM, more prioritize the smooth repayment compared the concept of empowerment, taking and executing layout policies were in accordance with the mechanisms and provisions laid down. Resources adequate in terms of quality but felt less in terms of quantity. Obstacles encountered are lacking of coordination and communication so that an understanding of the purpose of the SPP program to the community have not precise. Even so, with the construction will attempt by those who are still less so that there is no significant development for the efforts.

Abstract

Social health insurance (Jamkesos) is organizing the Yogyakarta Provincial health care insurance that provides health insurance and are able to meet basic health needs for the population in the province in a sustainable manner so manifest optimal health degree equitably. As an institution that aims to provide maximal service to the community, the quality of service can be one of the responsiveness of the institution, so Bapel Jamkesos as a service provider, provides responsiveness to the expectations, desires, aspirations and demands of service users or the public, Accordingly, this study aimed to determine the responsiveness of Jamkesos Program to the community with a case study in the hamlet Blali, Bantul. The results of this study indicate that Jamkesos in the implementation of the program has a pretty good responsiveness, as Jamkesos can provide services according to the needs and aspirations of the community, although there are still many shortcomings in implementation. To measure indicators of the responsiveness of the program Jamkesos obtained from the writing and analysis of several indicators, namely (1) Procedure Guarantee and claims, (2) Procedures Socialization Program Jamkesos DIY, (3) Quality of the Program jamkesos DIY, (4) Community (as the Target Group ) of the four indicators of responsiveness, no visible positive impact on the number of Jamkesos utilization, and the negative impact of the lack of information received by the community of participants Jamkesos.
