Abstract

The aim of this community service is to find out the factors that cause the community's legal awareness of Law Enforcement in the border territory of the Republic of Indonesia with the Democratic State of Timor Leste and describe the Law Enforcement Practices that apply in each State as the basis for the strength of the law binding the community's legal awareness in the border territory of the Republic of Indonesia with the Democratic State of Timor Leste. This research method is Normative Juridical and Empirical Juridical (mix method). The types of data that support this research are primary data and secondary data. Factors that cause public legal awareness of law enforcement in the border territory of the Republic of Indonesia and the Democratic State of Timor Leste, are factors from within oneself, namely from their mind to obey the law and external factors due to the influence of family, environment, especially law enforcement practices. Law enforcement practices in the Republic of Indonesia through 2 (two) methods namely; Through Non-Litigation and Litigation methods.

Abstract

Fish shelters in Kusamba are traditional fish shelters and still to use very conventional tools, the workers are also not trained and an educated personnal in food production, so that the boiled fish produced by Kusamba village does not have good quality, packaging tends to be haphazard and its safety is questionable. To improve the quality of processed fish products in Kusamba Village, the community service aims to conduct training and simulations that can help Kusamba Village workers and elevate the Kusamba boiled fish to become an international-class product. The service methods employed include counseling on the importance of food processing hygiene, hand washing exercises, demonstration of screening, vacuum packaging training, and marketing simulations through social media. Evaluation and monitoring will be carried out through observation during the activities and the pretest and posttest questionnaires. The results of these community service activities have succeeded in increasing the knowledge and skills of workers in applying appropriate technology applications from processing to packaging of boiled fish.

Abstract

One of the villages in Jembrana Regency, Mendoyo Subdistrict, Yeh Embang Kangin Village which is a village has local potential for development into a tourist village, so that it can provide a change in impact for the people in the form of increased knowledge and economy of the local people. Therefore, the community empowerment program at Yeh Embang Kangin Tourism Village can develop into an agrotourism village, a spiritual tourism village and a marine tourism village and is equipped with culinary tourism. This type of research is a field research with descriptive analysis research specifications. Data sources are divided into primary data sources and secondary data sources. This research was conducted in Yeh Embang Kangin Village, Jembrana Regency. The research techniques used in this study are Milles, Saldana, and Huberman. From the results of the research conducted, it can be concluded that Yeh Embang Kangin Village in the north which is a mountainous area and dense forest, needs to be preserved as a source of water for the lives of its people. Yeh Embang Kangin Village as an agricultural area, can be managed to become a very attractive agro tourism attraction, starting from the nursery process, crop management, harvesting process, yield processing, and various kinds of processed products that are followed by quality standards. Spiritual Tourism Area about the existence of Rambut Siwi Temple which needs to be preserved. And marine tourism with surfing and snockling attractions to find out the biodiversity of marine life.

Abstract

Desa Gelgel yang pernah menjadi pusat kerajaan Bali pada abad XIV-XVI masehi meninggalkan warisan budaya yang cukup kaya dan beragam. Diantara bentuk-bentuk warisan budaya yang ada, tinggalan budaya dalam bentuk prasasti memiliki makna yang penting bagi konstruksi sejarah masa lalu. Di Pura Ibu Kawitan Pasek Gelgel Bendesa Tangkas Kori Agung terdapat dua lembar prasasti dari bahan tembaga dan perak yang disakralkan, masih digunakan sebagai media pemujaan. Masyarakat penyungsung pura percaya prasasti tersebut adalah anugerah raja kepada leluhurnya. Penyungsung pura berupaya merawat prasasti dengan cara menyucikan dan memberi persembahan tiap enam bulan. Masalah yang dihadapi penyungsung pura selaku mitra adalah belum diketahuinya isi yang tersurat dalam prasasti dan cara melestarikan prasasti logam dengan baik. Pengabdian kepada Masyarakat ini bertujuan memberdayakan masyarakat terhadap dua masalah tersebut. Metode yang digunakan adalah pendampingan teknik konservasi arkeologi, pembacaan, penerjemahan, serta penafsiran isi prasasti dalam konteks sejarah. Tiga tahapan yang dilakukan meliputi: (1) pelatihan teknik konservasi / perawatan arkeologi, (2) pembacaan dan penerjemahan isi prasasti, dan (3) membuat duplikat prasasti. Hasil pelatihan dan pendampingan pelestarian warisan budaya berupa prasasti adalah dimilikinya ketrampilan di bidang konservasi arkeologi dari bahan logam, tersusunnya terjemahan isi prasasti sehingga penyungsung pura memahami isi prasasti, dan tersedianya duplikat prasasti ditulis pada daun lontar.

Abstract

Anturan Village, which is still included in the tourist area of North Bali, has enormous potential to be developed into an adat village-based tourist destination. This village, has a unique culture, religion and customs. The potential of the Anturan traditional village in particular has Kerta Desa a kind of traditional court that can reconcile civil disputes, in the indigenous Anturan community, especially those who are Hindu. This means that prior to the enactment of Indigenous Village Law No. 4 of 2019 concerning Indigenous Villages which obliged to form a Kerta Desa, the Anturan traditional village already had a Kerta Desa. The problem arises that, even though the Kerta Desa has authority in peace in adat villages based on adat law by making decisions in accordance with awig-awig and / perarem. In the Empowerment of Anturan Indigenous Village Empowerment there are problems namely: (1) legal issues related to tourism activities in Anturan Village cannot be comprehensively solved. (2) The form of Kerta Desa's relationship with Bendesa adat and community leaders in resolving tourism cases has not been synergistic so that the law can mean coexistence. (3) There is no Kerta Desa Empowerment model, in the context of state law enforcement and Balinese customary law. (4) The absence of kerta desa in tourism law enforcement is in accordance with the interests of the local community. Solution offered: (1) Existence of Policy Study on Empowerment of Village-based Tourism Village that involves the kerta desa in handling cases of traditional village land and land in the form of investment; (2) Increased knowledge and the existence of legal awareness in the management of traditional village-based Tourism Villages concerning land for investment purposes; (3) Able to develop the implementation of state law and customary law of Bali and tourism law to resolve the case of tourism investment in the traditional village of Anturan; (4) Can have a positive impact on society and can improve human resources, and the Kerta Desa in handling investment cases in tourism can apply the law in coexistence. The method used in the form of empowerment Kerta Desa with the pattern of assistance, FGD and find the real core of the problem. Legal issues are very complex, can find hidden problems in travel cases, and inventory problems and solve problems that arise with village officials, custom officers and indigenous community leaders in Anturan. Target outcomes to be achieved are publication of national journals / or proseding ISBN National publications, mass media publications, videos on broadcast activities. Activities in Empowering Anturan Indigenous Village Empowerment in resolving land issues in tourism investment by providing assistance and counseling to Kerta Desa, Prajuru Desa adat and community leaders who are relevant to Land Cases and investments in Anturan village.

Abstract

Sumerta Traditional Village, located 4 KM east of the center of Denpasar City, seeks to participate in accelerating the handling of the Covid-19 Pandemic in its area. In accordance with the policy of the Governor of Bali, at the village / kelurahan level a Mutual Cooperation Task Force was formed based on the customary village. Through the Collaborative Task Force at the customary village level, Pecalang is at the forefront of preventing and overcoming the Covid-19 outbreak. All Sumerta Traditional Village pecalang are the main force in handling the Covid-19 pandemic. Even so, pecalang people do not know carefully the role that must be played in tackling and preventing the corona virus outbreak. In carrying out this humanitarian task, the pecalang must be supported by adequate facilities and infrastructure. In addition, basic necessities in the form of healthy food must also be available while they are carrying out their duties. Taking into account this phenomenon it is deemed necessary to do community service (PKM) to pecalang in Sumerta Traditional Village. This PKM targets community groups, especially the pecalang in Sumerta Traditional Village. Given that the pecalang is an organ of a traditional village, the PKM partner is Bendesa, the Sumerta Traditional Village. The problems faced by partners are: (1) the unknown role that pecalang can play in overcoming and preventing the covid-19 outbreak (2) lack of available facilities and infrastructure in carrying out epidemic prevention and control tasks, and (3) assistance for basic necessities obtained pecalang is not sufficient. This PKM aims to solve the problems faced by partners, namely counseling / mentoring the role of pecalang in tackling Covid-19, meeting the availability of materials for the prevention of the Covid-19 Pandemic in the form of masks and hand sanitizers, and providing basic food assistance to all pecalang in Sumerta Traditional Village. Thus this PKM uses two approaches, namely the method of mentoring / counseling, and service assistance to the pecalang. The two solutions offered are expected to increase the role of the pecalang in handling the Covid-19 pandemic, the availability of facilities for prevention / overcoming the outbreak and partners to obtain basic necessities for their household needs.

Abstract

Desa Adat Siangan merupakan desa tradisional yang terletak 31 KM sebelah timur laut Kota Denpasar. Desa ini memiliki potensi budaya yang dapat dikembangkan sebagai desa wisata spiritual. Di Desa Adat Siangan terdapat tujuh situs purbakala, keindahan alam, kesenian lokal dan unsur tradisi budaya yang bisa diberdayakan menjadi daya tarik wisata. Masyarakat krama desa adat belum menyadari sepenuhnya potensi warisan budaya yang ada untuk dijadikan basis wisata spiritual. Oleh karena itu, dibutuhkan pemberdayaan masyarakat dalam iventarisasi warisan budaya, dan pemanfaatannya sebagai DTW guna menunjang pengembangan desa wisata Siangan. Program Kemitraan Masyarakat (PKM) menyasar kelompok masyarakat pengelola desa Wisata dengan mitra Bendesa Adat Siangan. Permasalahan yang dihadapi mitra adalah: (1) belum teriventarisirnya warisan budaya yang ada dan (2) belum ada pemanfaatan warisan budaya sebagai ikon wisata spiritual. Pelaksanaan PKM ini merupakan wujud pemberdayaan masyarakat dalam pemanfaatan warisan budaya dengan cara menginventarisasi warisan budaya di Desa Adat Siangan, dan mengelola warisan budaya sebagai daya Tarik wisata. Hasil kegiatan adalah tujuh pura yang mengandung tinggalan arkeologi dapat diinventarisir dan dikonstruksi latar belakang sejarahnya, serta ditata sebagai basis wisata spiritual. Model pengelolaan warisan budaya dilakukan dengan metode dokumentasi arkeologi, dan pendekatan arkeologi publik. Melalui strategi demikian akan muncul kesadaran pelestarian terhadap warisan budaya, dan mitra memahami arti penting warisan budaya sebagai basis wisata spiritual yang berimplikasi kepada kesejahteraan masyarakat.

Abstract

The general problem that occurs in Sanding Village is based on the results of our visits to the community, especially in the field of micro, small and medium enterprises (MSMEs) that significant problems occur, including the lack of qualified workers to assist in the process of developing products produced by local communities. This happened because of the lack of interest in the community in cultivating home businesses or micro, small and medium enterprises (MSMEs) so that the people in Sanding Village mostly work as construction workers and other jobs, besides that due to the COVID-19 pandemic it is also an obstacle, because it automatically causes income. The community in this business has decreased due to reduced orders for their products, in addition to that another problem presented by business actors is the lack of reach in marketing their products due to a lack of knowledge about the use of gadgets and the internet, especially social media.

Abstract

Dusun Siladan is located in Taman Bali Village, in about seven minutes it has arrived at the city center. Natural conditions and the environment still look beautiful, because tourism activities have not been touched. The potential of the hamlet is very suitable to be developed as a supporter of Bangli in realizing Bangli as a tourism city, in order to complement Penglipuran Village as a tourist attraction. Penglipuran Village, which is known as one of the cleanest villages in the world, does not seem to have local products to support tourism, both in the form of entertainment and souvenirs. For this reason, the presence of the Jayapangus Foundation has the potential to be empowered, both as a provider of entertainment and souvenir services. To find out and understand the potential of Siladan hamlet, we used the observation method to observe people's attitudes and behavior and the interview method with a purposive system, namely interviewing several local community leaders, then supplemented with a literature study. The data that has been collected is processed and analyzed using a qualitative descriptive analysis method.

Abstract

This study aims to increase community empowerment to cultivate asparagus through the Asparagus Renjani Farmer Group, in Banjar Selantang, Belok Sidan Village, Petang District, Badung Regency, Bali. This research design uses a qualitative approach with descriptive analysis. The population in this study was the Asparagus Farmer Rinjani Group in Banjar Dinas Selantang, Belok Sidan Village, Petang District, which consisted of 18 members. This research uses data collection from primary and secondary sources with the technique of determining positive sampling of informants from the results of interviews with the chairman and members who are considered potential in providing relevant information and in accordance with the reality in the field. The results of the study are in accordance with the problems faced by the Asparagus Tani group. Renjani, the solution offered to Asparagus farmers and administrators of the Asparagus Tani Renjani group regarding the problem of seedlings, as it has been explained that the seeds are imported from Taiwan. Farmers often complain that the seeds don't arrive at the targeted time, so the solution for that is that some farmers try to make their own seeds through seeds from the asparagus plant. Regarding financial management that has not been considered good, the solution we can provide is by educating on the importance of financial management and accounting. In carrying out promotions, it was conveyed to carry out promotions through social media. Given the development of increasingly sophisticated and practical and broad technology. Social media is a way that we can try to promote. Social media is broad and global.
