Abstract

Penelitian ini bertujuan untuk mengetahui Fungsi Pengawasan dalam Meningkatkan Disiplin Kerja Pegawai pada Dinas Kependudukan dan Catatan Sipil Kabupaten Supiori. Permasalahan dalam penelitian ini adalah kurangnya kedisiplinan kerja pegawai, pengembangan dan peningkatan sumber daya manusia baik secara kualitas maupun kuantitas pegawai msih kurang dan minimnya teknoligi yang digunakan. Penelitian ini menggunakan metodologi penelitian deskriptif kualitatif dengan tipe penelitian Studi Kasus. Teknik pengumpulan data diperoleh melalui observasi, interview, studi kepustakaan dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Fungsi Pengawasan dalam Meningkatkan Disiplin Kerja Pegawai pada Dinas Kependudukan dan Catatan Sipil Kabupaten Supiori belum optimal. Hal ini didukung oleh hasil wawancara dari informan mengatakan bahwa fungsi pengawasan sebagai Audit, dari bentuk laporan yang dilakukan oleh pegawai sudah baik namun tidak ada tindakan yang dilakukan dilapangan apakah  sudah sesuai dengan hasil audit yang disampaikan, fungsinya sebagai Evaluasi Dinas Kependudukan dan Catatan Sipil Kabupaten Supiori belum Maksimal, karena masih adanya pegawai yang disiplin kerjanya tidak tepat waktu datang dikantor sehingga proses pelayanan terhambat, fungsi sebagai monitoring terlihat bahwa proses pemantauan yang dilakukan oleh kepala dinas belum efektif disebabkan karena kurangnya komunikasi yang dilakukan antara pimpinan dan bawahan sehingga peningkatan disiplin kerja pegawai belum baik dalam melakukan pelayanan kepada masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui peningkatan kinerja pegawai dalam pelayanan administrasi di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Biak Numfor. Permasalahan yang ditemukan pada penelitian ini adalah terlambatnya pemberian pelayanan yang dirasakan oleh beberapa masyarakat. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian Studi Kasus. Penentuan Informasi dalam penelitian ini dilakukan secara Purposive Sampling yaitu dengan melihat kesesuaian antara calon informan dengan informasi yang dibutuhkan. Teknik Pengumpulan data dilakukan dengan Observasi, Wawancara dan Studi Kepustakaan. Hasil penelitian ini menunjukkan bahwa Kinerja pegawai di kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Biak Numfor masih rendah dimana dalam hal ini dipengaruhi beberapa faktor seperti Faktor Personal/Individu, yang dimana masih banyak pegawai yang kurang dalam penguasaan terhadap penggunaan alat untuk membantu kelancaran pelaksanaan tugas, beban tugas yang tidak merata bagi setiap   pegawai, yang berdampak kurang baik terhadap tugas serta tanggung jawab pegawai   baik   sebagai   aparat   aparatur negara serta pelayanan bagi warga masyarakat, dan untuk Faktor Kepemimpinan dan Faktor Sistem terlihat sudah cukup baik pada Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Biak Numfor.

Abstract

The number of residents who indicated positive for Corona Virus Desaese 2019 (Covid-19) in Pekanbaru from March 2020 to October 2020 jumped sharply. In order to stop the spread of Covid-19 there has been a Political will of the Mayor of Pekanbaru which can be seen clearly from the initiatives and policy choices made. A total of 12 policies consisting of regulations, circulations and decisions have been made by the Mayor of Pekanbaru, but positive cases of Covid-19 tend to fluctuate. This article aims to describe the initiatives and policy choices made by the Mayor of Pekanbaru and to analyze the factors that influence the policy choices made that have not been effective in deciding the spread of Covid-19 in Pekanbaru City. The research method used a qualitative approach using literature studies. The results showed that the Mayor of Pekanbaru's initiatives and policy choices were too influenced and imitated central government policies. As an organization, the city of Pekanbaru does not have any proven institutions and procedures to deal with disasters, plus individually, the attitude of the Pekanbaru mayor seems to be careless and panicked in facing Covid-19. The situation is increasingly unfavorable due to a weak sense of trust and the emergence of confusion in the community due to policies related to Covid-19 which are often changed by the Pekanbaru city government.

Abstract

This study aims to determine the evaluation of village fund management in accordance with PMK NO. 7 of 2016 especially in the field of facilities such as infrastructure development and also pre-facilities such as empowering rural communities. This research method uses a qualitative approach with a descriptive method in Kedaung Barat Village, East Sepatan District, Tangerang Regency, with data collection techniques of observation, interviews and documentation of relevant sources, data reduction, data presentation and conclusion drawing. The results showed that the use of village funds had prioritized to finance the implementation of local village-scale programs and activities in the field of village development and village community empowerment. However, there are several programs or policies on the use of village funds that are considered less than optimal if analyzed based on the theoretical indicators that the author uses, such as the leveling indicators, which are still not optimal.

Abstract

Implementation of the Policy on Standardization of work facilities and infrastructure regarding the use of KDO in the Bandung Regency Government, there are many problems so that the BPK finds the distribution of vehicles compared to the number of employees who are entitled to use these vehicles. The purpose of this study is to analyze how the implementation of the policy of standardization of work facilities and infrastructure in Bandung Regency (study on the use of KDO). The method in this study uses a qualitative research method with a descriptive research design and tends to use an inductive approach to analysis. Where the author tries to find an understanding of an object by using the existing theory will be developed with the data collected. The model from Grindle is considered relevant to be used as a research theory with two important variables that can affect the implementation process, namely the content of the policy and the implementation environment in relation to the desired degree of change. understanding of the implementors, coupled with the administration of KDO so far that has not been maximized, despite all these efforts to resolve the KDO problem, the character factor of the leader involved in implementing this policy is still considered to be less firm so that it seems that there has been omission in KDO administration so far, thus giving rise to the existence of form of non-compliance from the implementers.

Abstract

The method in this research is using the explanatory type, using qualitative analysis techniques, namely by explaining the causal relationship between phenomena with an emphasis on bureaucratic ethics as a determinant of the success of bureaucratic reform in government administration, development and public services. Which is that bureaucratic ethics is essentially closely related to the behavior of the bureaucratic apparatus themselves in carrying out their duties and functions. Efforts to apply good government administration ethics, it is necessary to have rules made to regulate bureaucrats to remain consistent in carrying out and practicing good ethics in government administration. Reinventing Government is a conscious and planned effort to change bureaucratic structures and procedures (reorganizational or institutional aspects); and behavior of bureaucrats (behavioral aspects) in order to increase organizational effectiveness. Designing bureaucratic reform is not just simplifying the bureaucratic structure, but changing the mindset (mind set) and cultural pattern (cultural set) of the bureaucracy to share roles with the role of non-state actors in good governance. Therefore, the reinventing government strategy is implemented in the government bureaucracy through an integral approach that combines structural and cultural approaches. Through the facts, currently there are still many government agencies that have not been able to apply the principles of good administrative ethics, once again this is dependent on the willingness of individuals who work in these agencies to be able to change bad habits and replace them with the application of good administrative ethics

Abstract

The Tariq Bin Ziyad Foundation Bekasi is one of the educational institutions that was established in 1997. The Tariq Bin Ziyad Foundation Bekasi has the duties and responsibilities of planning, formulating programs and organizational regulations. In addition, it has a role in organizing the structure under it, starting from PAUD/TK, SDIT, SMPIT, SMAIT and Boarding School levels. The number of population and this sample has the same number in a small capacity, namely only 41 people through the distribution of google forms to each of these respondents. To find out the sample size in this study, it was determined by categorizing all the governing bodies of the Tariq Bin Ziyad Foundation. The results of this study are simultaneously leadership style and motivation have a very positive and significant effect on organizational commitment.

Abstract

This research is based on the background of tourism management in the city of Palembang which is still traditional and has not been managed properly. The complete tourism potential in terms of history, nature, and man-made attractions in the city of Palembang still does not bring prosperity to the community. In addition to sustainable tourism-based management is still far from expectations, this condition is exacerbated by the low involvement of the active role of stakeholders as a driver of tourism progress. This study aims to examine the government's efforts in creating sustainable tourism in the city of Palembang by focusing on four aspects, namely tourism infrastructure, information and communication technology (ICT), education, and socio-economic development. The study used qualitative methods, with purposive techniques, where the validity of the data was obtained through triangulation of sources. The results of the study show that tourism infrastructure has not been maximally developed and connectivity between stakeholders is still weak. Then from the ICT aspect, it shows that there is still a lack of use of ICT as a basis for tourism marketing in the current global era. Based on the aspect of education, it can be seen from the cooperation between the Palembang City government and the world of education, and the development of a positive trend of improvement in the economy and people's mindsets that go hand in hand with the government's efforts

Abstract

Problems regarding the management of the Cultural Village include the lack of careful planning, lack of human resources, capital and infrastructure, lack of coordination and leadership and have not been felt by the community and have not been able to contribute to the PAD of Karawang Regency. The results of this study indicate that government management in the management of Kampung Budaya is still not optimal. In terms of planning, Disparbud does not have a plan that has not been stated in the Strategic Plan. The sub-function of organizing resources is not yet optimal, which has not been marked by the lack of natural resources, human resources and natural resources. The sub-function of resource use is not yet optimal, which is indicated by the lack of government communication, government and government coordination. In terms of control, the government has not been able to carry out control optimally, marked by the lack of maximum supervision carried out by the Department of Tourism and Culture of Karawang Regency.

Abstract

This research is motivated by the widespread spread of the Covid-19 Virus in Samarinda City which has an impact on the government administration process, especially in public services which are ideally able to adapt to environmental changes. The implementation of public services during the Covid-19 pandemic underwent changes with the aim of preventing the spread of Covid-19 in the City of Samarinda. At this time several institutions in Samarinda limit the service process to the people of Samarinda City. Public services during the current Pendmi period experienced a decline in the implementation process. Several offices, such as the Office of Population and Civil Registration, the North Samarinda District Office, and the Office of Investment and One-Stop Integrated Services and other services reduce activities in public services. This study uses a descriptive qualitative research method. The analysis technique uses steps such as data collection, data reduction, data display, verification and confirmation of conclusions. Meanwhile, the credibility check technique used in this research is source triangulation technique. The results of the study show that during the Covid 19 pandemic in Samarinda City, the implementation of public services in Samarinda City still consistently pays attention to democratic values ​​for its citizens so that people get services. The meaning of these democratic values ​​can be observed in the aspects of accountability, responsibility and equality in services by government agencies in Samarinda City.
