Abstract

This research is based on the weak dynamics of implementing the legislative function in Garut Regency which results from chaotic inconsistencies due to the absence of a DPRD code of ethics as a guideline for implementing regional government in accordance with the mandate of the legislation. This has an impact in the form of the lack of regulations issued by the Garut Regency DPRD which leads to real needs, in addition to the many violations that are actually recorded in the DPRD code of ethics. This research uses qualitative methods with descriptive studies. The determination of informants was selected from the actors who intersect with the dynamics of governance by the Regional Representative Council (DPRD) of Garut Regency. Data collection used in-depth interviews, observation and documentation techniques. The results of the study reveal the fact that the implementation of regional government by the Garut Regency DPRD for the 20142019 period is still very far from the essence and expectations of the community. It can be seen from the magnitude of the inconsistency of the members of the legislative body, because during one period of office there was a utopia of establishing a code of ethics. Apart from the abnormal and weak function of the Honorary Board (BK) in maintaining the proper manner and relationship between DPRD. The domio effect of consistency and the absence of a code of ethics can be seen from the weak articulation of the aspirations of the community because of the 97 Regional Regulations produced during the five years (2014-2019 period) Garut DPRD only produced two regional regulations.

Abstract

During the 2019 Presidential Election, the public could hardly avoid political exposure in the form of information & issues that even rolled around long before this election stage took place. This information / issue is used as material for voters to consider their choice. This is called issue voting, which consists of hard issues and easy issues. In addition, with the large amount of information / issues circulating, not a few people handle the excess information they have through heuristic means, one of which is by allowing other people outside of themselves to make decisions, which is called endorsement. Based on the results of the survey and the opinions of several observers, there are various reasons for Prabowo-Sandi winning in Bogor City. In this context, the main factors are issue and endorsement. This is the reason the author conducted a research entitled "The influence of heuristic and issue voting on Prabowo-Sandi's vote acquisition in Bogor City in the 2019 Presidential and Vice-Presidential Election". The method used in this research is a quantitative approach carried out by survey methods using factor analysis tests. The sampling technique in this study used a non-probability sampling technique, namely convenience sampling / accidental sampling technique. The analysis used for research data processing is factor analysis. Factor analysis aims to identify several factors that cause the correlation between a large number of variables and this technique is also classified as a reduction technique. The analysis results show that of the 9 (nine) indicators made, 3 (three) factors are formed. This is consistent with the initial mapping that was carried out as a research operation. The first factor, an easy issue with a loading factor of 0.904 and the acquisition of an impact dimension of 37.70%, means that symbolic things have the highest effect on the decision to elect Prabowo-Sandi voters in Bogor City. The second factor is the hard issue with a loading factor of 0.789 and the acquisition of a dimensional impact figure of 32.90%, meaning that technical matters such as work programs, presidential debates, and others have a second effect. While the last factor is the endorsement with a loading factor of 0.705 and the acquisition of a dimensional impact figure of 29.40%, which means that the consideration of recommendations from other parties who are considered worthy of being a role model (endorsement) has the lowest effect on the decision to vote for Prabowo-Sandi voters in Bogor City. On the other hand, according to the results of this study, it can be seen that in terms of endorsement for Prabowo-Sandi voters in the City of Bogor, they are considered to have a big role to be used as role models in choosing the presidential and vice presidential candidate pairs in 2019, namely religious figures.

Abstract

On 27 June 2018 regional head elections (pilkada) were held throughout Indonesia, including the Bogor district. In Bogor district, the millennial generation reaches 58 percent of 5 587 390 people, so that the votes of the millennial generation can influence the vote for the Bogor regency Regent election. The purpose of this study was to analyze the characteristics of the millennial generation, perceptions of the participation of the millennial generation and leadership models, to analyze the factors affecting the millennial generation in the decision to elect the Regent of Bogor regency. Sources of data obtained through questionnaires, interviews, and literature review. The sampling method uses snowball and quota sampling. Data analysis used descriptive analysis, factor analysis, and net promoter score. The results showed that the factors that influence the election decision are personal factors with the indicator of the provision of new jobs for the community and the net promoter score is the detractor

Abstract

Research is intended to find out how the implementation of the Karawang Response Program carried out by the communication and information officer of the Karawang district, to accommodate and settle any existing issues in society through public complaints. The method used was to use a descriptive method with a qualitaitive, narrative approach. The resulting data include primary data coming from the informant directly and secondary data coming from other data support. The study is conducted by direct observation, in-depth interviews of supportive sources and instrument reinforced by documentation and is supported by secondary data available. Studies have shown that the implementation of the Karawang Response Program (Tangkar) is good, even throught teh implementation of it still has several flaws in it. Such as a direct lack of socializing of the community and a lack of support facilities like a free internet network for the community.

Abstract

The purpose of this research is to measure the adjustment of implementation musrenbangdes with the principles of deliberative democracy and to assess the results of implementation of musrenbangdes in Pulau Rimau Subdistrict, Banyuasin Regency, South Sumatra. Descriptive research method with the approach used in this research process. The data analysis technique used by the researcher is Miles and Huberman. The results of this study indicate that the implementation of the principles of deliberative democracy in the musrenbangdes is weak because it has obstacles in reporting and realizing the results of the musrenbang. The community is not comprehensive in the process of implementing the musrenbang too, this interaction is contrary to the principles of deliberative democracy which is optimizing the role of the community in the process.

Abstract

Rendahnya motivasi kerja pegawai ditunjukkan oleh adanya sebagian pegawai yang hanya datang duduk dan menunggu waktu untuk istrahat, serta kurangnya desakan pimpinan membuat pegawai kurang termotivasi dan merasa aman dengan keadaan saat ini. Berdasarkan hal tersebut, maka tujuan penelitian ini untuk menginvestigasi motivasi pegawai Dinas Pemuda dan Olahraga Provinsi Sulawesi Tengah. Penelitian ini didesain menggunakan pendekatan kualitatif. Pendekatan ini bertujuan untuk menemukan makna dan permasalahan utama terkait dengan motivasi pegawai. Pengambilan sampel dilakukan dengan teknik purposive sampling kepada seluruh informan dengan pertimbangan bahwa informan penelitian ini adalah pegawai yang memahami masalah penelitian. Teknik pengumpulan data dalam penelitian ini terdiri dari observasi, wawancara, dan dokumentasi. Data yang digunakan adalah data primer dan data sekunder. Analisis data yang digunakan adalah kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan aspek gaji dan kepastian penghasilan untuk memenuhi kebutuhan fisiologis telah terpenuhi, sehingga hal ini tidak lagi dianggap sebagai aspek yang mempengaruhi motivasi pegawai, sedangkan kebutuhan rasa aman dan kebutuhan sosial yang dikaji dengan tinjauan aspek kenyamanan dalam bekerja dan keharmonisan dalam hubungan kerja di lingkungan kantor belum terpenuhi dengan baik. Begitupun dengan kebutuhan penghargaan dan kebutuhan aktualisasi diri belum terpenuhi. Motivasi yang yang rendah dari penelitian ini karena kurangnya semangat kerja, etos kerja dan inovasi dari pegawai yang disebabkan karena tidak terpenuhinya kebutuhan rasa aman, kebutuhan sosial, kebutuhan penghargaan dan kebutuhan aktualisasi diri.

Abstract

Kota Tasikmalaya menjadi salah satu kota yang memiliki tingkat epidemisitas HIV/AIDS kategori concentrated epidemic level. Bila tidak dilakukan upaya penanggulangan yang tepat, maka level nya bisa menjadi generalize epidemic level. Temuan kasus HIV/AIDS dari tahun ke tahun terus meningkat dan ditemukan masalah penelitian diantaranya: sarana prasarana belum memadai, sumber daya manusia yang kurang, serta kerja sama dengan belum di lakukan secara formal baik itu dengan swasta maupun lingkungan pemerintah. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pengembangan kapasitas kelembagaan Komisi Penanggulangan AIDS Daerah dalam pencegahan dan penanggulangan HIV/AIDS di Kota Tasikmalaya. Penelitian ini menggunakan metode penelitian deskriptif jenis studi kasus dengan pendekatan kualitatif, Teknik pengumpulan data dilakukan melalui studi pustaka, observasi, wawancara mendalam, focus group discussion dan dokumentasi. Teknik analisis data dengan, reduksi data, display data, drawing conclusion. Validasi data dengan menggunakan triangulasi sumber. Berdasarkan hasil penelitian diperoleh hasil bahwa pengembangan kapasitas kelembagaan Komisi Penanggulangan Aids Daerah belum efektif dalam pencegahan dan penanggulangan Aids dan masih terdapat beberapa faktor penghambat di diantaranya, pertama dimensi individu dengan keterbatasan jumlah pegawai di KPAD Kota Tasiklamaya mempengaruhi efektifitas capaian kinerja KPAD Kota Tasikmalaya baik secara kualitas maupun kuantitas. Kedua dimensi struktur yaitu struktur organisasi KPAD Kota Tasikmalaya belum terisi lengkap sehingga belum bisa memenuhi kebutuhan masyarakat dalam program pencegahan dan penanggulangan HIV/AIDS di Kota Tasikmalaya. Selain itu, kepemimpinan yang ada saat ini masih belum efektif dalam mendorong keterlibatan seluruh stakeholder serta komunikasi dalam pelaporan yang dinilai memiliki rentang waktu yang lama. Ketiga dimensi sistem aturan hukum yang saat ini telah ada dinilai belum cukup dan masih perlu diperkuat dengan Peraturan Walikota. Koordinasi antar SKPD saat ini belum maksimal dan tim koordinasi yang ada pun belum efektif. Kerjasama yang dilakukan dengan berbagai pihak masih banyak yang bersifat tidak tertulis. Secara keseluruhan, dalam dimensi ini ditemukan bahwa belum ada komitmen yang penuh dari seluruh stakeholder dalam pencegahan dan penanggulangan HIV/AIDS secara menyeluruh dalam berbagai aspek kegiatan di Kota Tasikmalaya, untuk bersatu, bersinergi dan saling mendukung

Abstract

Sishanta can be actualized in the face of all the dynamics of potential threats to national defense that are rapidly developing in line with the development of the strategic environment that can create threats that are not only military threats, but also non-military ones. Threats are not only traditional but also non-traditional. The formation of a reserve component (komcad) as an element of non-military defense forces, is functioned to assist the main component (computing) of national defense (TNI). The reserve component is a solution to deal with potential military threats in the context of the fifth and even sixth generation wars that are non-military. Furthermore, state defense in this case is useful as the main teaching material given to members of the state defense reserve component so that through this effort Sishanta as a state defense system can be actualized. Because the involvement of citizens in the effort to defend the country is part of the responsibility of citizens. This responsibility is impliedly mandated by the constitution, as well as Law no. 3 of 2002 on National Defense. With the aim of maintaining the survival of the nation and state.

Abstract

Background The Bandung Regency Government has implemented the National Health Insurance (JKN) program as mandated by Presidential Regulation Number 82 of 2018. JKN participation in Bandung Regency is still below the 95% target and budget utilization is not optimal. This study is expected to provide recommendations for achieving UHC in Bandung Regency. Research Objectives: In Bandung Regency, to find out the substance and context of the implementation of the JKN policy to find out the reasons and suggestions that limit the implementation of UHC. Methods: This type of research is qualitative, descriptive and the Bandung Regency Health Insurance Satlak Team is the research site in Bandung Regency. The research tool is an in-depth guide to interviews. Content and JKN policies are implemented in Bandung Regency. The research variable is content. Results: In terms of substance and context of policy implementation, the JKN policy in Bandung Regency has been implemented well. However, there are still obstacles in recording the population, so that the UDB data at the Kelurahan level has not been updated optimally. Conclusion: understanding the substance and context of the JKN policy implemented by Bandung Regency to fulfill the basic rights of the community in health services. Updating the UDB data affects the accuracy and availability of funds to ensure that JKN covers the community.

Abstract

This research is motivated by Lake Toba tourism which has not been managed optimally, resulting in low interest in tourist visits. In addition to overlapping central and regional government authority arrangements, this condition is exacerbated by the lack of public understanding regarding tourism, the lack of information disclosure, and the lack of involvement of indigenous peoples which have implications for the rise of community land acquisition conflicts. The purpose of this study is to explain how BPODT develops Lake Toba tourist destinations based on the principles of good governance proposed by Sedarmayanti (2007) based on aspects of transparency, accountability, and participation. The research is qualitative, primary data obtained through observation and interviews, data analysis and validation using triangulation. The results show that the development of Lake Toba tourism objects by BPODT is still not optimal, it can be seen that there is a lack of openness, information, and coordination. Based on the accountability aspect, BPODT is trying its best to make the Lake Toba tourist area a world-class tourism area that is superior and supported by adequate infrastructure. As well as implementing ecosystem maintenance policies through the prevention and management of the Lake Toba tourist attraction area. Regarding the participation of BPODT and stakeholders, it is currently running, although there are still land acquisition conflicts.
