Abstract

The International Court of Justice’s decision on the dispute over the islands of Sipadan and Ligitan to Malaysia’s sovereignity, while both countries (Indonesia-Malaysia) has not entered into an agreement about the border line of the two islands. The claim of Malaysia which using the map from 1979 poses a traditional and non-traditional threat, particulary in the Sulawesi Sea. The result of this research shows that there are threats related to maritime sovereignity in the Sulawesi Sea, among others prescription, illegal fishing and cross-border crime. As for Indonesia’s efforts to address these threats are by taking a diplomatic approaches and warship dispatch, improvements and additions to patrol ship, as well as the sinking of the ship and law enforcement.

Abstract

The Council of Europe has adopted a regulation on the removal of fins of sharks on board vessels in 2003. The regulation prohibits eksploitation activities by shark finning, which cut the fins and take off the body thrown back into the sea. Member countries of the European Union expected to minimize activities that may result in shark populations are threatened with extinction by way of attempting to comply with these regulations. In executing and implementing the regulations, European Union member states have indicated a low level of compliance. Due to the vagueness and ambiguity of the regulation contained, then it is used as a basic for measuring the level of compliance. Some EU member states are states that do shark fishing in large enough quantities for export and import activities.

Abstract

The research showed that in the Berau Forest Carbon Program (BFCP) implementationwas not separated from the vision and mission of The Nature Conservancy (TNC) whichconsistenly protect the forest and increase the livelihood of the forest communitythrough sustainable management of natural resource. This is also not separated fromthe roles of TNC to slow down the climate change by providing a model for sustainable,low-emission development in collaboration with the Government of Berau District. TNCalso plays a role as a facilitator that supports the process of discussion, deep concepts about the conditions, problems and mapping, facilitates the interaction and negotiation, and helps obtain and confirm legal supports from the Ministry of Forestry for a pilot program at district level and supports the improvement of the government and private institution capacity in the relationship between community and low-carbon environment.

Abstract

Transmigrasi adalah salah satu fenomena yang cukup banyak terjadi di Indonesia, termasuk di wilayah Maluhu Kecamatan Tenggarong Kabupaten Kutai Kartanegara. Penelitian ini di fokuskan pada beberapa macam pola komunikasi yang dilakukan oleh penduduk transmigran Jawa dan penduduk lokal yakni suku Kutai kedang lampong dalam mengatasi konflik lahan yang terjadi di wilayah tranmigrasi. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode yang digunakan untuk pengumpulan data adalah wawancara, observasi dan dokumentasi. Informan peneliti ini melibatkan 1 (satu) orang sebagai key informant dan 4 (empat) orang sebagai informan pendukung. Adapun Teknik Analisa yang digunakan adalah model analisis interaktif yang terdiri dari tiga hal yaitu reduksi data, penyajian data dan kesimpulan/verifikasi. Hasil penelitian ini menunjukan bahwa pola komunikasi sangatlah penting dan berpengaruh dalam mengatasi konflik lahan yang terjadi antara penduduk transmigran Jawa dan penduduk lokal suku Kutai kedang lampong. Ada 3 pola komunikasi yang digunakan yakni pola komunikasi satu arah, dua arah serta multiarah, dan pola komunikasi yang paling banyak membantu untuk mengatasi konflik lahan ini ialah pola komunikasi dua arah. Abstract

The purpose of this study is to determine how the Antar Jemput Izin (AJI) is implemented by Babulu District in improving the Pelayanan Administrasi Terpadu Kecamatan (PATEN). Data collection techniques in this study were obtained using purposive sampling technique and accidental sampling. The data analysis used in this research is descriptive qualitative which aims to provide a description of each of the variables studied. The results showed that the analysis of the Antar Jemput Izin (AJI) program in improving the Pelayanan Administrasi Terpadu Kecamatan (PATEN) in Babulu District by looking at the transparency, accountability, conditional, participatory, and non-discriminatory system is running quite well.

Abstract

The purpose of this study is to describe and analyze governance carried out by the Loktuan Village Government, Bontang CIty through the SUPER RT Application for services to the community. Data collection techniques in this study were obtained by observing, interviewing and documents that have been processed by the researcher using qualitative research methods. Informants who have been determined are the parties who have a direct role in the implementation of this application. The results showed that governance that is carried out through the SUPER RT application in Loktuan village, Bontang City has met the requirements of good governance. The existence of services through the SUPER RT application makes it easy for Community Leader to provide services to the community. Service becomes easy, fast, saves time and effort. However, governance through this application still has many shortcomings, for example; 1) frequent interruptions to the latest android version, 2) awareness of using the application towards elderly Community Leaders, 3) availability of android or ios gadgets. This application goes through the planning to evaluation stages in 2017.

Abstract

The purpose of this study is to investigate how the village government efforts to improve the status of the village to become an independent village in Miau Baru Village, Kongbeng District, East Kutai Regency. Data analysis used in this study is descriptive qualitative which aims to describe and analyze each of the variables studied. Data collection techniques in this study were obtained by using purposive sampling and accidental sampling techniques. The results showed that based on the readiness of each of the efforts made by the Miau Baru Village Government, it was not optimal to improve the status of the village to become an independent village. Each of these efforts has a relationship that influences each other in taking steps as an effort to improve the status of the village towards an independent village. These efforts include 1) Organizational Capacity Efforts; 2) Program Planning and Implementation Efforts; 3) Efforts to Availability of Resources and; 4) Institutional Efforts. The inhibiting factors come in terms of budget and human resources as well as the support for good collaboration between village governments, the potential for local culture and adequate natural resources.

Abstract

Electronic Government is an important part of this modern era. This technological advancement is utilized in the scope of government in order to realize effective and efficient public services. This research includes a type of qualitative descriptive research with purposive sampling techniques. The result of this study are known that from all five indicators of the implementation of electronic government has been fulfilled. So the implementation of this electronic government can be said to have been implemented has not fully run its maximum. The implementation of electronic government in the Communication and Informatics Office of East Kalimantan Province has not fully run its maximum because it is largely influenced by the inadequate infrastructure of internet network in each region, so that more coordination and communication is done manually and does not apply electronic government.

Abstract

Starting from the understanding conveyed by Severin and Tankard (2005: 93), the audience is considered active in selecting the media they use. In this case, the Women's Cooperative 64 Bahari Group has tried to choose the mass media according to their needs as a medium for doing business. Through the internet, they personally sell seafood, either fresh or processed fish, although they are still experiencing some difficulties. Selling online activities using either Facebook (FB) or Instagram (IG) is easier and cheaper. However, not every person from the 64 Bahari Women's Cooperative Group has an Android, and even if it does, it doesn't mean that they can operate it properly, especially to use FB or IG. The result is that even though it is already in the selective retention stage, the results of the selective level are still low. Many factors cause this, some of which are the ability of the 64 Bahari Women's Cooperative Group in the use of Information and Communication Technology. This condition ultimately affects the selectivity of the media, especially the 64 Bahari Women's Cooperative Group in using Facebook and Instagram as a medium for doing business.

Abstract

The changing nature of conflict post World War II from inter-state conflict to intra-state conflit resulted in insistent humanitarian crises. Based on UNOCHA Report 2010, in 2009, Africa had the biggest number of humanitarian crises. This article aiming at explaining the humanitarian crises in Africa, the effort to deal with the crises from humanitarian intervention and the rise of Responsibility to Protect (R2P) Principles, and implementation of principles in Central African Republic, Sudan and Nigeria. In general, UN Security Council is a central institution which the highest authority in world security issue to implement the R2P Principles. However, the principles enforcement in these three cases interposed African Union as a main actor to implement UN Security Council mandate as well as the International Criminal Court as a prosecutor and adjudicator crimes against humanity .
