Abstract

This study aims to determine the factors inhibiting the distribution of clean water by PDAM officers in Dolong B village, Tojo Una-Una district. The research method used is descriptive with a qualitative approach. Based on the results of the research analysis, it can be interpreted, namely: 1). Capacity of Human Resources (HR) in the Regional Drinking Water Company In Dolong B Village, Tojo Una-Una District, there are still problems regarding staffing and performance. 2). Operational Funds, most PDAMs experience funding difficulties originating from the APBD of each region. Operational funds needed for operations, maintenance and replacement of damaged assets are still lacking. 3). The facilities and infrastructure of Dolong B Village that have been built by the government in the provision of clean water are in the form of PPIP (Rural Infrastructure Development Program), PDAM (Regional Water Supply Company) and large water storage tanks. However, the existing clean water facilities and infrastructure are still very minimal, due to limited water sources so that the water flowing to the shelter takes very little time. It is suggested to the Government of Dolong B Village that management of PDAM employees is needed through training and always holding a control network to minimize the level of leakage and create adequate facilities/facilities and infrastructure, both in the form of building a water treatment plant (IPA) and additional distribution pipelines.

Abstract

This study aims to determine the effect of the Behavior of State Civil Apparatus on the Administrative Proposal for Promotion at the Education and Culture Office of Bone Bolango Regency. Collecting data by distributing questionnaires to respondents who have met the predetermined sample standards so that the data in this study are primary data. Data collection was obtained from the results of interviews, observations, questionnaires and documentation. Then data analysis using simple regression (because only 1 independent variable). The analysis was carried out with the help of the SPSS 21 program. The results showed that the behavior of the State Civil Apparatus (ASN) had a positive and significant effect on the administration proposal for promotion at the Education and Culture Office of Bone Bolango Regency with a variability value of 68.7%. While the remaining 31.3% can be explained by other variables not examined in this study such as self-awareness, leadership motivation, work spirit, changes in education level and employee career expectations. The meaning of the positive coefficient indicates that the better the behavior of the State Civil Apparatus (ASN) gives a good impact in proposing administrative promotions.

Abstract

This study aims to determine what factors are the Obstacles to Implementing latrines in Lonuo Village, Tilongkabila District, Bone Bolango District. The method used in the implementation of this research is a descriptive method of qualitative approach. Data collection techniques are carried out through in-depth interviews with a number of informants, observation and documentation. The focus of the research used in this study consisted of Public Awareness, Budget and Cooperation. The results showed that there was a lack of awareness of the village community in the construction of latrines in Lonuo village so that they had not fully participated in village meetings to determine the priority of latrine development for poor families. Budget allocation in the construction of latrines from year to year increases regularly. However, this has not been able to support the construction of latrines in Lonuo village. So that currently there are still some people who have not been touched by the construction of latrines. However, the increase from year to year is a significant factor for the development of development in Lonuo village, especially the construction of latrines. Collaboration between the village government and the community that has not been very good in the construction of latrines so that it can influence development and become one of the obstacles to the construction of jambanyang in Lonuo Village, Tilongkabila District, Bone Bolango District. There is a need for a form of increased cooperation from the community and the village government to further optimize the construction of latrines in Lonuo village. Transparency of budget allocations and development targets in the community is needed to avoid differences in understanding in each community so as not to trigger conflict in carrying out village development. It is necessary to increase public awareness of the construction of latrines so that they can support the welfare of the community in general and their health.

Abstract

This study aims to determine and analyze the Planning of Housing Facilities Development by PT. Wilnatama in Alata Karya Village, Kwandang District, North Gorontalo Regency. This type of research is descriptive research with a qualitative approach. This research is focused on three development problems: Road Access, Facilities of Worship and Guard Post. Data collection techniques are observation, interviews and documentation. Based on the results of the research that has been carried out, it is concluded that the planning for the construction of the Alata Karya housing facility was not realized by PT. Wilnatama. Overall, the planning for the construction of housing facilities, road access, worship facilities and guard posts was not realized by PT. Wilnatama because the company did not have the funds and did not get a location permit for the next housing development. It is recommended that PT. Wilnatama is committed to carrying out the construction of housing access roads and roads within the housing complex in asphalt conditions so that their utilization is maximized. (2) So that every Realstate company pays attention to all facilities according to the initial plan to be realized, (3) So that PT. Wilnatama prioritizes the construction of the Post Guard facility for the safety of the residents of the Alata Karya housing. (4) So that PT. Wilnatama pays attention to and realizes the facilities that were originally planned.

Abstract

This study aims to determine the Inhibiting Factors for Entering Personnel Data at the Toto Kabila Regional General Hospital, Bone Bolango Regency. With a research focus, namely competence, supporting facilities, and data accuracy. This research uses descriptive qualitative research. Data collection techniques used are: Observation, Interview and secondary data recording. In accordance with the type of research used, the data analysis technique used is a qualitative analysis technique. The results showed that: Overall the research inhibiting factors for entering personnel data at the Toto Kabila Regional General Hospital, Bone Bolango Regency, which was seen from the three aspects studied such as competence, supporting facilities, and data accuracy that the most dominant inhibiting factor was supporting facilities. The things that are suggested in this study are the need for the leadership of the Toto Kabila Hospital in the implementation of employee data input to pay attention to the competence of the officers, the supporting facilities used, and the accuracy of the data used, so that the tasks are more effective in their implementation, and can be accounted for.

Abstract

This study aims to determine the level of tourist satisfaction with tourist destinations in Pati Regency. This study uses a sentiment analysis method by utilizing reviews from tourists via google maps. The data collection technique used in this research is web scrapping. The data taken is in the form of reviews of visitors to tourist destinations in Pati Regency which have been translated into English. The number of samples taken is 6,746 reviews. Then sentiment analysis was carried out using the vander method through the orange tools. The results illustrate that visitors to tourist destinations in Pati Regency are quite satisfied with Pati Regency tourism. Tourists gave a strong positive sentiment totaling 1,557 times, regular positives amounting to 1,497 times. Neutral sentiment is at the top with 61.17% of the sample, positive is 31.06% and negative is 7.76%. The average tourist gives 4.24 stars to tourist destinations in Pati Regency. Existing complaints should be a concern for managers so that tourists are more interested in visiting tourist destinations in Pati Regency and increase tourist comfort when visiting.

Abstract

This research is motivated by the awards received by the Regional Office of the Ministry of Law and human rights of Riau province, namely the Corruption-Free Area award (WBK) and also the free clean serving area (WBBM) from the Ministry of Administrative Reform and Bureaucratic Reform (KEMENPAN-RB), this award is an award given to the Regional Office of the Ministry of Law and Human Rights of  Riau province because it has succeeded in utilizing the technology of publication of services that are fast, precise, cheap, and clear to the public. Furthermore, the award from the National Legal Development Agency (BPHN) is the national award of the International Covenant on Civil and Political Rights (ICCPR) because the Regional Office of Riau law and Human Rights is considered successful in providing assistance to the underprivileged in terms of legal assistance and also in the application of SMART applications. Thus, this study aims to see the performance of the Regional Office of Kemenkumham Riau in terms of public services and the performance of employees in serving the community. This study uses the theory of Agus Dwiyanto about the performance of public bureaucracy, which states that productivity, service quality, responsiveness, responsibility, and accountability are ways to measure the performance of public bureaucracy. In this study, interviews and documentation used as a method of data collection in qualitative descriptive method. While purposive sampling method used for informant selection techniques. Triangulation sources were used by the researchers to validate the data. This study shows the results that related to the performance of the office in serving the community can be seen that the level of efficiency and effectiveness of services performed by the Regional Office of Kemenkumham Riau is good, the index of Community Satisfaction with the services provided by the Regional Office of Kemenkumham Riau to the community has increased. Thus, it can be used as a reference that the quality of service Kemenkumham Riau Regional Office runs well.

Abstract

The aim of this research is to analyze the performance of online water bill payment services at the Regional Drinking Water Company (PDAM) of Padang Panjang City. PDAM Kota Padang Panjang as a regional BUMD that aims to provide clean water and as a source of regional income presents an innovation in water bill payment services with the aim of making it easier for customers to pay water bills so that billing efficiency made by PDAMs to customers can increase. The theory used in this research is the balanced e-government scorecard theory by Booz, Allen, and Hamilton with the Bertelsmann Foundation regarding measuring the performance of e-government by the government. The research method used qualitative with descriptive type. Data collection techniques are interviews, documentation, and observation. The informant selection technique was a purposive sampling technique and tested the validity of the data by triangulation of sources. The results of this research are the performance of online water bill payment services implemented by PDAM has been running both from the PDAM as a BUMD and from customers as service users, but there are still several indicators that become obstacles in its implementation, namely the dimensions of benefits on the one stop shop service access indicator. In this indicator, the online water bill payment service does not have a one stop shop service because its main focus is to make it easier for customers to pay their water bill every month. Then on the participation dimension, there are aspiration delivery facilities and stakeholder direct access through the web. These indicator is still not available because the focus is on making sure customers are easy to pay water bills every month.

Abstract

This study aims to determine the inhibiting factors for inputting certified teacher data at the Education Office of North Gorontalo Regency. The focus in this research is, human resources, completeness of files, and supporting facilities. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that the human resources that carried out data collection for certified teachers were not optimal. This can be seen from the very limited number of human resources or the State Civil Apparatus (ASN) and lack of computer and network (IT) skills, thus hampering or slowing down the process of inputting teacher data. The completeness of the certified teacher data file is not optimal. This is due to the uncooperativeness of some teachers in completing the file in accordance with existing provisions and the lack of socialization related to changes in the completeness of the teacher certification data file. The supporting facilities for the certified teacher data input process are not optimal. This can be seen from the absence of supporting equipment such as generators as an alternative solution in the event of a power outage. It is suggested that it is necessary to improve the quality and quantity of certified teacher data entry officers by adding new officers who master IT-based computer operations. It takes awareness and cooperation of teachers to be more cooperative in completing the filing as stipulated. The need to add supporting facilities such as generators, computers, networks so that the process of inputting certified teacher data can be more optimal.

Abstract

This study aims to determine the Utilization of Traditional Sea Transportation in supporting community activities in Ponelo Kepulauan District, North Gorontalo Regency. With a focus on research namely availability, affordability, and security. This research method uses a qualitative descriptive research type. Data collection techniques used are: observation techniques, interviews and recording of secondary data. The results of the study show that seen from the aspect of availability, it is still lacking or not yet supportive. Because the number of traditional sea transportation owned by the community is still limited, and there are still many traditional sea transportation that do not use engines as a propulsion device. Judging from the affordability aspect, it is still lacking or not yet supportive. Because there are still some people who use traditional sea transportation complain about the amount of payment set by boat owners or traditional sea transportation. Because the costs or tariffs are very high and burdensome for users of traditional sea transportation. Judging from the security aspect, it is still lacking or not yet supported. Due to the condition of the boat used for traditional sea transportation in the Ponelo Islands, it is less comfortable and very worrying for the user community. So it can be concluded that sea transportation in supporting community activities is not sufficient so that an increase in the transportation fleet becomes the security and safety of the community. Therefore, the government's attention is also needed to assist the community in procuring adequate means of transportation.
