Abstract

Implementing Social and Environmental Responsibility (TJSL) is an obligation for State-Owned Enterprises (BUMN). To increase value for the Company, implementing TJSL should be carried out with the Company's business approach. Pertamina, one of the BUMNs, is implementing the TJSL program with this approach through the pinky movement program. This program is a funding and business development program for Micro, Small, and Medium Enterprises actors with the primary objective of switching from the use of subsidized LPG to non-subsidized LPG, which is right on target and provides access to the marketing of non-subsidized LPG for the community. This program has been running since 2020, but program development is still needed so that the conversion of subsidized LPG to non-subsidized LPG is optimal. This study aims to formulate a strategy for developing the Pinky Movement program. The research method used qualitative methods for data collection to formulate strategies using design thinking methods. The results at the final stage state that the proposed program development is feasible to run to optimize the program.

Abstract

Employee development greatly affects the development of the organization. Professionally developed employees can bring various benefits to the organization. This study aims to analyze the influence of human resource development and leadership on employee performance with organizational commitment as a moderation variable in Batamindo Industrial Park companies. Human resource development aims to increase employee knowledge in terms of knowledge and practice skills through education, training, non-training and learning tasks. Furthermore, employee performance is the quality of work results, quantity of work, attendance and teamwork ability. This study uses a qualitative approach with a correlational associative research method by distributing questionnaires to employees June-July 2023 using a google form. The research sample was taken by purposive sampling involving 100 respondents. Data analysis was carried out using multiple regression analysis and data was processed using Smart PLS 3. The results of this study show that leadership variables and organizational commitment have a significant effect on employee performance. Human resource development does not have a significant effect on employee performance, this is due to HR development that is not implemented properly or without a mature plan so that it does not have a significant impact. Poor execution and lack of support from management. Organizational commitment is proven to be able to strengthen the influence of leadership and human resource development on employee performance.

Abstract

Pencatatan perkawinan penting untuk sahnya suatu perkawinan karena akan memberikan perlindungan hukum dan menjamin hak-hak yang timbul dari perkawinan. Perkawinan dengan pemalsuan pencatatan sebagaimana dalam penelitian ini adalah perkawinan sirri dimana suami istri secara sadar melakukan perbuatan hukum berupa pemalsuan buku nikah. Tulisan ini memaparkan permasalahan, pertama status perkawinan dengan pencatatannya yang dipalsukan dari perspektif hukum positif dan hukum Islam. Kedua, pertimbangan hukum hakim. Ketiga, perlindungan hukum terhadap hak-hak yang timbul dari perkawinan tanpa pencatatan. Metode penelitian yang digunakan adalah deskriptif analitis. Hasil penelitian menunjukkan bahwa: Pertama, status perkawinan dengan catatan palsu dari perspektif hukum positif dan hukum Islam (dalam hal ini Kompilasi Hukum Islam) adalah sah dan memiliki kekuatan hukum. Namun terdapat implikasi negatif terhadap tidak terpenuhinya hak-hak istri akibat perceraian, apabila petikan akta nikah yang telah diputus oleh Pengadilan Negeri tidak mempunyai kekuatan hukum/palsu digunakan sebagai alat bukti dalam perkara perceraian. di Pengadilan Agama. Kedua, Hakim pada Pengadilan Agama dalam pertimbangan hukumnya menyatakan bahwa meskipun akta nikah tersebut palsu, akta tersebut dibuat secara sadar dan diketahui bersama. Hakim Pengadilan Negeri Mataram dalam pertimbangan hukumnya adalah putusan mengenai dugaan perbuatan melawan hukum berupa akta nikah palsu, bukan putusan yang membatalkan perkawinan. Adapun perkawinan yang dilakukan tanpa pencatatan, negara tidak dapat memberikan perlindungan hukum kecuali ada kebenaran materiil yang dapat dibuktikan di pengadilan.

Abstract

Government initiatives to improve public services are critically necessary by taking into account the region’s entire potential. The regional government employs infrastructure development for public services by allocating funds in the form Regional Government Budget (RGB)) from the regional capital expenditure budgets. The infrastructure development allows the regional government to collect levies and taxes on to boost the Local Own-Source   Revenue This study aims to investigate the causality between regional capital expenditure and Local Own-Source Revenue in 11 regencies / cities in Maluku province for a 10-year period (2011-2020). A quantitative method using a Granger causality approach was employed. The data was collected using a purposive sampling method from the Statistics Indonesia of Maluku and analysis with Multiple Linear Regression Method. The results show that there is a unidirectional relationship between the Local Own-Source Revenue and regional capital expenditure. However, there is no causal relationship between regional capital expenditure and Regional Original Income. These results indicate that capital expenditure does not indicate the funding source for Local Own-Source. The implication is that Local Own-SOurce has not been able to meet capital expenditure needs. Therefore, the ability of regional governments to optimize regional income sources through extensification and intensification of potential economic sources reduces regional governments' dependence on central government finance.

Abstract

This study aims to determine the influence of the internal control system, the use of information technology, and organizational commitment to the performance of Jayapura City government agencies. This type of research is quantitative research using a causal associative design. The data analysis method used in this study is multiple regression analysis with the help of SPSS version 22. The population in the study was 23 OPDs within the jayapura city offices and agencies, the research samples were the Head of the Office/ Agency/ Secretary, the Head of the Planning and Reporting Program Subdivision, as well as staff with data sources obtained through the results of filling out questionnaires. Based on the results of the partial research conducted, it can be seen that the internal control system, the use of information technology and organizational commitment have a significant effect on the performance of government agencies. And simultaneously the internal control system, the use of information technology, and organizational commitment have a significant effect on the performance of government agencies.

Abstract

The ship crew's safety citizenship behavior (SCB) is vital for shipping safety. Therefore, this research focuses on investigating the SCB problem of passenger ship crews based on the perspectives of safety leadership, social capital, safety awareness, and safety motivation. It aims to know and estimate the influence of safety leadership, social capital, and safety awareness on ship crew SCB through the mediation mechanism of safety motivation. The research uses a quantitative approach with survey methods and causal design. The sample was 120 crew members of passenger ships operating at Tanjung Priok Port, Jakarta. The research instrument used was a questionnaire designed in the form of a Likert scale. Questionnaires were distributed in Google Forms format via email and WhatsApp. Data were analyzed using structural equation modeling analysis based on partial least squares (SEM-PLS). The research results show that safety leadership, social capital, safety awareness, and safety motivation have a significant effect on ship crew SCB; safety leadership, social capital, and safety awareness have a significant effect on crew safety motivation; and safety leadership, social capital, and safety awareness have a significant effect on ship crew's SCB through safety motivation. These findings confirm the novelty of the mediation model of the influence of safety leadership, social capital, and safety awareness on the SCB of passenger ship crew through safety motivation. These new findings have implications for shipping companies, especially passenger ships, to take strategic policies to increase the SCB of ship crews through optimizing safety leadership, social capital, safety awareness, and motivation.

Abstract

Research related to human resource development models in the world of education is very important, because the world of education is one of the determinants of the quality of HR assets. This research aims to find the HR model that best suits the development of Human Resources (HR) in higher education. The research uses qualitative methods. The type of research used is R&D (Research & Development). In the first year using the Analysis and Design approach from the ADDIE model (Analysis, Design, Development, Implementation and Evaluation). Data collection was carried out through a literature review study of 90 articles indexed by Scopus, Sinta 1, Sinta 2, and interviews with 15 experts from the academic and professional world. This research was analyzed using the SWOT Analysis and FGD approach. The results of this research found a prototype tree-based HR model and important variables that were mapped to the tree structure, namely root variables, stem variables, and fruit/leaf variables. This research is used to improve the quality of higher education human resources. This has implications for improving the quality of lecturers both in self-development and teaching in higher education, which has an impact on the quality of students and Indonesia's human resource assets.

Abstract

The problem in this study is the implementation of policies that have not been optimal at the Makassar City Population and Civil Registry Office. This study aims to analyze the implementation of administrative service policies at the Makassar City Population and Civil Registry Office. This type of research is qualitative research. Primary data sources were obtained through interviews with 18 informants and supported by observation and documentation review at the Makassar City Population and Civil Registry Office. The results of the study indicate that the implementation of the administrative service policy has interpreted the above policies. However, the arrangement for employee placement is less effective because it only places two employees at the file verification counter so that its implementation results in long queues. This shows the lack of coordination by the implementor on the existing service arrangements and procedures and the lack of socialization to the community, resulting in the weak ability of the community to adapt to the procedures and service innovations that have been made. Thus, it is recommended to apply the Optimal One-Stop Integrated Service Model so that the administrative services of the Makassar City Population and Civil Registration Service are more effective. The need to improve effective coordination between implementing organizations to meet all resource requirements so that Standard Operating Procedures and service innovations are made according to the needs of the organization and society. Furthermore, the Operational Standards and Procedures as well as service innovations should be maximally disseminated by the implementers so that the public knows and understands the existing work mechanisms at the Makassar City Population and Civil Registry Office.

Abstract

The post-crisis pandemic outbreak has changed the order of life. In this new post-crisis era, various challenges arise, including in the accounting profession. This research aims to determine the skill standards needed to carry out the accounting profession in the new normal conditions. This standard is in line with data on job market demand for beginners in the accounting profession disclosed on the job vacancy site Jobstreet. The population and sample for this study were 151 job vacancies, including the categories "audit and taxation", "banking or finance"; “Finance or Investment”, and “General Accounting or Finance”. Research using descriptive methods is used to provide a detailed description of the expected qualifications and skills.The results of this research found 17 levels of community proficiency, namely: (1) having work experience; (2) have Certificates A and B; (3) know tax laws and regulations; (4) able to operate computer programs; (5) have communication skills; (6) proficient in foreign languages; (7) have an independent attitude; (8) have high initiative; (9) have a disciplined attitude; (10) teamwork/organization skills; (11) willingness to work overtime; (12) wise and thorough attitude; (13) honest attitude; (14) responsible attitude; (15) accounting skills; (16) analytical skills; (17) writing and reporting skills. It is hoped that the research results can become a reference for prospective workers to prepare themselves to enter the accounting industry. The practical implication is that prospective workers can use the results of this research as a guide to prepare themselves and improve the skills needed to face the demands of the accounting profession in the future. Thus, this research not only contributes to the development of science, but also provides valuable insights for career development amidst post-crisis changes and dynamics.

Abstract

This research investigates English literacy proficiency among graduates of Maritime Institute Jakarta (STIP Jakarta), focusing on deck officers, engine officers, and shipping professionals. Through qualitative interviews with 70 alumni, the study explores proficiency levels, factors influencing English acquisition, and alignment with International Maritime Organisation (IMO) Standards of Training, Certification, and Watchkeeping (STCW). Findings reveal varied proficiency levels across skills, influenced by instructional quality, exposure, and personal motivation. STIP Jakarta's curriculum demonstrates alignment with IMO-STCW standards, emphasising communication skills and technical terminology. English literacy is deemed crucial for effective communication, compliance with regulations, and career advancement. The study underscores the importance of targeted interventions to address proficiency gaps and recommends collaborative efforts to enhance English literacy education in maritime institutions, fostering safety and professionalism in the global maritime industry.
