Abstract

In construction project management, achieving three main goals, namely cost, quality, and time, becomes the primary focus. This study aims to evaluate a road widening project in Mojokerto Regency with a target completion time of 150 days. To prevent delays and cost overruns, researchers adopted the Earned Value method as a tool to identify early warnings regarding project performance. This method integrates cost and time measurements through indicators such as Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI), Schedule Performance Index (SPI), Estimated at Completion (EAC), and Estimated Schedule at Completion (EAC). The analysis results show that the additional costs required (ETC) amounted to Rp 3,276,704,110.14, with an estimated additional time (ETS) up to the 12th week being 87 days. The project's cost change (EAC) reached Rp 3,961,767,811.01 from the contract cost, while the estimated project completion time (EAS) was 171 days. These findings indicate that the construction service provider has implemented an efficient execution method with consistent monitoring, ensuring the smooth progress of the project.

This program is based on rules and regulations regulated by local and central governments, and involves various stakeholders and available resources. A qualitative approach was used in this study, with the purpose sampling method to provide an overview of the phenomena that occur. Program effectiveness based on Budiani's theory identifies four effectiveness indicators, namely target setting, program socialization, program objectives and program monitoring. The findings show that the program has been running well in the issuance of death certificates, although there are still some challenges faced, such as the lack of death certificate issuance services offered by the Population and Civil Registration Office of Cirebon Regency; second, the lack of public knowledge about the SINTREN application offered by the Population and Civil Registration Office of Cirebon Regency; and third, the Regional Apparatus Organization (OPD) is still insufficient in an effort to socialize the SINTREN application to the people of Cirebon Regency. Therefore, the study concluded that more enhanced efforts are maximizing human resources, repairing unstable networks and further socializing or educating the public to further improve the making of death certificates due to the benefits of the Death Certificate Document.

Abstract

Customary law, as an integral part of the cultural and social identity of Indonesian society, has an important role in shaping the norms and values that prevail in various communities. This study aims to examine the juridical aspects of the recognition and application of customary law within the national legal framework, focusing on the constitution, laws, and regulations governing customary law. The research method used is the normative juridical method with an analytical-descriptive approach. The data analysed consisted of primary legal sources, such as the 1945 Constitution, laws, and court decisions, as well as secondary legal sources, including legal literature and previous research. The results show that although customary law is constitutionally recognised, there are significant challenges in its implementation at the national level. This is mainly due to the existence of legal dualism, norm conflicts between customary law and national law, and the lack of harmonisation in legislation governing the existence of customary law. The study concludes that further efforts are needed to harmonise customary law with national law through legislative reform, legal education, and public awareness raising. Thus, customary law can function effectively and fairly in the national legal system, while preserving Indonesia's cultural diversity.
