Abstract

This study aims to analyze the migration from analog television to digital television in Indonesia, which has been going on for more than a decade. One of them is the issue of multiplexing management rules. This multiplexing should be used for the benefit of the public because it uses public frequency. Researchers assume that there is government domination in determining policies that accommodate the interests of investors with significant capital and ignore the public interest, including the interests of small investors in the broadcasting industry. This study analyzes various regulations related to digital migration using critical policy analysis methods. The research results show that the Government continues to maintain its dominance in digital migration in Indonesia. Even though it has been sued several times and declared lost in lawsuits, through the new production rules, the Government continues to carry out the digital migration agenda and strengthen its dominance.

Abstract

This research explores the role of hashtag activism and the 100-day commemoration of the Kanjuruhan tragedy in shaping the structure and dynamics of social relationships on Twitter. The study utilizes social network analysis (SNA) to analyze the social network around the #100harikanjuruhan (100 Days of Kanjuruhan) hashtag and visualize the network model formed through centrality measurements to identify influential accounts in conversations related to the hashtag. The study found that the formed network structure indicates relatively distant actor distances with low connectivity and one-way ties, as well as centralized power with an insignificant distribution. Furthermore, In the social network formed, actors with high degree, betweenness, and eigenvector centralities do not necessarily have high closeness centrality with all other actors in the network. This shows that in a large network, actors with many connections and high levels of intermediation may not necessarily be able to reach all actors quickly, contributing to the limited resonance of this #100HariKanjuruhan movement on Twitter.

Abstract

Generation Z, also known as the centennials, has been widely discussed in various studies. Gen Z's behavior in consuming news and information is shown in the way they access information, choose news topics and media platforms, and determine which media they will frequently go to specifically. The purpose of this study is to explore Gen Z's consumption of news on mainstream media and the factors that influence it, and to delve into their perceptions of the function of mainstream media in exercising social control and being a trusted source of information. The method used in the research is qualitative with a case study approach. The results show that Gen Z's exploration of information is influenced by interest, locality, proximity, self-satisfaction, and incidental matters. These five factors are closely related to the specific characteristics of Gen Z and can be input for local and national mainstream media to follow the direction of development that is now held by the young generation. Mainstream media also remains Gen Z's reference for truth verification; even though they do not have a tendency to be loyal to one media and deliberately access the web pages of mainstream media directly.

Abstract

This article deals with the intertwine between street art and the practice of democracy in post-Soeharto Indonesia. It attempts to investigate the role of street art in the contemporary political landscape of Indonesia, especially two decades after the reformasi (reformation) movement. Reformasi, which was marked by the collapse of the New Order regime in 1998, is regarded as a turning point in Indonesia's democracy after 32 years of authoritarian government. Street art took a crucial part in that historic moment as a medium of protest. This study shows cases of the Anti-Tank Project, one of Yogyakarta’s street artists, posters with four prominent issues: human rights, gentrification, rotten politicians, and anti-corruption, which are pivotal issues in strengthening the democracy agenda in Indonesia. I argue Anti-Tank Project has a significant role in the production of a new space of democracy through his works. This article investigates 12 Anti-Tank posters by employing the Peircean semiotic perspective and analyzes them through theoretical and conceptual approaches, namely democracy and participation, relational aesthetics, new social movement, and alternative media.

Abstract

This research aims to determine the cybersecurity leadership of Indonesia's General Election Commission (KPU RI) in protecting voter data within the Voter Registration Information System (SIDALIH). With the increasing use of information technology in elections, including SIDALIH, these systems have become vulnerable to cyber threats. Previous cyberattacks during Indonesian elections highlight the critical importance of cybersecurity, especially in protecting voters' personal information. Given the growing complexity of cyber threats, organizations need responsive leadership and effective communication governance, with a focus on cybersecurity leadership. The primary research question examines how KPU's cybersecurity leadership ensures voter data security during SIDALIH's deployment in the 2024 elections. The study utilizes Ozkaya's Cybersecurity Leadership framework, comprising five key pillars. The research employs an interpretive paradigm and a qualitative descriptive research design, utilizing a single-case study approach. Findings emphasize the need to prioritize leadership and communication governance, transparency, public awareness, regulatory alignment, robust cybersecurity strategies, interagency collaboration, and adequate resource allocation to enhance voter data security.

Abstract

This study aims to analyze and evaluate crisis communication management in institutions that support law enforcement, with a study at a national institution that supports law enforcement. The analysis is carried out by integrating theories and concepts from crisis communication management in the pre-crisis, during-crisis, and post-crisis stages and their relation to the image restoration strategy that is carried out when a crisis occurs when an institution discloses a case to the public. This study is qualitative research supported by issue monitoring data. Data were obtained through in-depth interviews with internal and external informants as the main data, and document studies in the form of media monitoring reports and related documents. The findings of this study indicate that crisis communication carried out by institutions that support the law enforcement process does not comply with the ideal process/stages of crisis communication management. The reorganization in 2022 has removed the name of public relations from the organizational chart and moved the position of public relations staff to another division, which has reduced the role and number of public relations personnel. Confidentiality of data and information causes barriers between units that make public relations have difficulty identifying the substance of the problem when potential crises begin to appear in the public. However, several crisis responses undertaken have played a role in resolving the crisis as well as restoring the image of the institution, such as in the use of the evade responsibility strategy which states that the actions taken are follow-ups from related institutions.

Abstract

This article discusses the digital transformation at Tempo, one of the most prominent Indonesian news magazines. Under Bourdieu’s term, the ‘journalistic field’ that Tempo operates today had shifted from the autocratic regime under Suharto’s New Order (1966-1998) to a more open and democratic digital era. This article argues that Tempo was slow in anticipating the changing environment, which not only introduced the technological shift but also changed social and political contexts, forcing Tempo to transform into a new digital organization. Using the case study method and interviews with 11 resource persons with specific knowledge of Tempo, this research demonstrates the many challenges to transforming into digital journalism practices, which may include starting a new habit in the digital context, convincing the whole organization to transverse on the same path to digitalization, and lastly—tackling the sole primary challenge: ensuring quality journalism amidst digital transformation. Has quality journalism been compromised at the expense of news digitalization at Tempo? This article argues that Tempo has the necessary ‘transformative capital’ to face the new situation, but whether Tempo will financially succeed in this new era still has to be proven.

Abstract

Changes in human life from 2019 to 2023 were reported to shift behavior, with an emphasis on well-being. In this context, the paradigm of healthy living is important, manifesting as a new cultural phenomenon. Therefore, this research was carried out to explore the transformation of post-pandemic healthy living behaviors into new cultural practices. The paradigms of health communication, healthy living attitudes, and new communication culture were also examined. Previous research supported the hypothesis and a quantitative approach was used by distributing questionnaires in several cities. Meanwhile, the validity and reliability tests of the variables enabled the continuation of the bivariate analysis. The results showed that there was a high influence of healthy living attitudes on the new post-pandemic communication culture. The descriptive results were positive in all indicators due to the strong influence of the bivariate analysis. Communication culture also had high dynamics and the concept was accompanied by changes in human life. As a result, future research could be developed from the perspective of theories and research methods used

Abstract

The Constitutional Court of Indonesia decided to grant a request of the Deputy Chairman of the Corruption Eradication Commission (KPK) to extend the term of office of the KPK from 4 years to 5 years. This brought up public attention on Twitter, including members of the House of Representatives (DPR). Social network analysis was used to discover how the discussion appeared on the Twitter network and the actors involved (using indegree, outdegree, and betweenness centrality derived from graph theory). The Netlytic program recorded 6,195 uploads from May 25, 2023, to June 1, 2023. the Gephi application detects 3377 nodes and 5050 edges. The analysis showed a domination of words with negative nuances. In terms of indegree, news media still stands as an important resource for the Twitter users, although the space for regular users being popular is widely open. Regular users also were able to participate more actively with less restriction. However, institutions or politicians were not engaged in the discussion. These findings should be an evaluation for the government in managing their relationship with the public.
