Abstract

The international relations study has experienced a lot of movement in the dinamic, looking at patterns in an increasingly of the dynamic of dipomacy, then it is considered to give the influence into the development of the science of international relations. This paper deals with how the theory or concept of Polilateral Gastrodiplomacy describes the movement patterns of diploamcy. The authors trying to see the interactions between actors in diplomacy, especially in an effort to develop Indonesia's culinary business in Los Angeles. Interactions between these actors and then encourage the presence of a development that can be mutually beneficial but depending on the aspect of what being a concentration. The authors also assume that the interaction that is formed into a new style in running the diplomatic mission of Indonesia.

Abstract

Historicallly, Aceh was and is still part of Indonesia, accrding the proclamation of independent promulgated in 1945. At the infant stage the declared Republic of Unity was transformed into a United Republic of Indonesia. The uncertainty of political situation inspired the Dutch imperial to reoccupied Indonesia. Controntation by the people and the Indonesian government against the Dutch imperial ended on a round table negotiation in Den Haag where the Dutch serendered the sovereign back to Indonesia United Republic. Since Aceh were not part of the Dutch Imperial, and therefore not subjected to this sovereign, Aceh tried to claim an independent territory from Indonesia. Moreover, feel disappointed by unfair and enequal treatment by the Central Government Jakarta, Aceh with GAM proclaims independent. Under the MOU Helsinky, a peace settlement could be reached. An analysis of what is the future of Aceh after this MOU is presented.

Abstract

Based on data from the West Java Central Bureau of Statistics (BPS) in 2012, AKI and AKB in West Java were still at a fairly high level. Until now, West Java AKI is 86 per 100,000 births and AKB in West Java is still above 65 per 1000 live births (BPS West Java, 2013). One of the causes of AKI and AKB is hypertension in pregnancy. The possibility of many factors that cause hypertension in pregnancy include external and internal factors of the mother herself. Therefore it is necessary to examine the factors associated with the incidence of hypertension in pregnancy. To find out the factors associated with the incidence of hypertension in pregnancy at the Sukaraya Health Center, Karangbahagia Sub-district, Bekasi, the period October-November 2015. This research is a series of analytical research using a cross sectional approach with accidental sampling. The respondents used in this study amounted to 60 respondents in the 2015 Sukaraya Health Center. The instrument of this study used a questionnaire. The results of the study showed that of the 60 respondents from the incidence of hypertension in the largest pregnancy there were 40 respondents (66.6%). From the 4 independent variables studied there were 3 variables related to independent variables namely parity, work, psychological stress. The results of this study are expected to be input to be able to further improve information and counseling to the public about hypertension in pregnancy.

Abstract

This research has analyzed Memang Jodoh by Marah Rusli using descriptif kualitative method and  John Langshaw Austin’s Speech-acts theory in perspective Illocutionary acts. I have taken opposite category at this illocutionary. After analyzing and discussing this research, I’ve discovered that Hamli’s opposite illocutionary act was manifested the illocutionary of the author, Marah Rusli. There are a few kind of opposite in Memang Jodoh; opposite about compulsory to work as a men, opposite to hold Minangkabau’s regress tradition, opposite to marriage tradition in Minangkabau’s culture, and opposite to conservatives thought in people of Padang about education. Hence, with this research we know that Rusli’s opposite illocutionary act was denied a few of Minangkabau tradition causing the regress of human being. Besides, the traditions are according to opposite illocutionay aren’t relevance on this age.

Abstract

The development of the tourism industry should be supported by skilled human resources, these resources can be printed from the high schools of tourism that prepare educators with the provision of science in accordance with industry demands. Improving the quality of education is something that must be done so that we are able to compete with foreign graduates by producing competent and professional learners. Improvement of quality improvement of high school especially high school of tourism can be done by organizational reform. This research explores. Organizational changes at the National Academy of Tourism academy institutions so that the library still exists and maintains the quality of its education so that its graduates meet the industry's qualification standards.

Abstract

Bureaucratic reform needs to be implemented immediately because the bureaucracy has been regarded as something that is difficult, convoluted, unprofessional, high cost and full of practices of corruption, collusion and nepotism. The government began to feel uncomfortable with the status of civil servants who had arbitrary, corrupt, unprofessional, and high-cost titles. The government wants an increase in bureaucratic imagery in the eyes of the public, so that the government also wants immediate bureaucratic reform. With all the conditions and resistance they have, the authors are interested in conducting research qualitatively about efforts to improve bureaucratic reform at the Secretariat General of the House of Representatives of the Republic of Indonesia, using the Sedarmayanti concept (2009: 336), with the aim of knowing the factors that can improve bureaucratic reform at the Secretariat General of the House of Representatives of the Republic of Indonesia.

Abstract

The existence of tanah ulayat (communal land) as a right of possession over land in Indonesia is recognized by Law - Act No. 5/1960 about the Indonesian Basic Agrarian Law, contained in Article 3, supported by Law - 1945 Article 18 letter B paragraph (2). As long as they exist, hak ulayat (communal land rights) are recognized in the order of National Land Law. Therefore, it is also valid for hak ulayat of Indigenous Minangkabau society that still exist today. There are several kinds of hak ulayat according to the Customary Law of Minangkabau, one of them is hak ulayat kaum (clan communal land rights) or also called tanah kaum (clan communal land). Tanah kaum has become the object of research. Research method used is a normative juridical research which is descriptive. Data collection is conducted through literature study with secondary data and analyzed qualitatively. Tanah kaum is a high-inherited wealth which according to Minangkabau Customary Law, the ownership should not be transferred to another party except certain things. Tanah kaum can only be given to the another party with special rule called ganggam bauntuak (right of use) based on grant. Grants can be made either orally or written. From these results, it can be concluded that the grants were made either orally or written is legal under Customary Law of Minangkabau.

Abstract

The phenomenon of Cyber Public Relations in Non-Ministerial Governance Institutions is an interesting thing to be studied. This study raises case studies at one of these institutions, the Agency for the Assessment and Application of Technologies (BPPT), which was awarded as Top IT Institution in 2017. The purpose of this research is to see how far the IT-based institutions perform Cyber Public Relations activities to publish performance and enhance corporate image in the eyes of the public. This research uses qualitative research approach and descriptive research type. Data collection was obtained through observation, interview, and documentation. The findings of research that the dissemination of information conducted public relations BPPT has been using Internet-based media such as websites and utilize social media such as twitter, facebook, instagram, and youtube to publicize. Despite having many advantages, Cyber Public Relations activity is still constrained internet access problems, human resources and also bureaucratic policy.

Abstract

This study aims to describe the role of translation methods in translating idiomatic words from English into Indonesian. The research is focussing on the idiomatic words in English film subtitles into the Indonesian version. It employed qualitative descriptive method. The data sources were English film subtitles “Eurotrip” directed by Jeff Schaffer and its translation in Indonesian version. The data analysis was content analysis using interactive model consisting of data reduction, data display, and conclusion drawing. The findings are as follows. First, there are 92 items of idioms found in the film subtitles, namely substitute (7), proper namen (42),  abbreviation (4), English phrasal compound (7), figures of speech (11), and slang (21). Second, the translator employs four translation methods, there are literal (36), faithful (24), semantic (13) and communicative (19). Third, the translator tends to employ methods oriented to source language and culture. In general, the orientation to the source language and culture can result in a translation which is accurate, acceptable, and highly readable.

Abstract

The Foreign Policy can be defined as a policy and/or action pursued by a government in dealing with other state’s government in order to achieve its national objectives, especially to safeguard its national interests abroad.  The Foreign Policy of the Republic of Indonesia is a policy and/or an action to purposedly design by the government of Indonesia to achieve its national objectives especially to safeguard its national interest abroad. The guiding principal which serve in Indonesia’s Foreign Policy excecution is to pursue an independent and active line. The meaning of Independent is the Republic of Indonesia should not join to any political bloc or military pact, however it should be “Active to participate in creating a world peace based on freedom, lasting peace and social justice” (4th paragraph of the Indonesian 1945 constitution preambule). From the time’s point of view, the Indonesia’s foreign policy could be divided into five periods: 1) The period of Independent Struggle (1945-1950); 2) Paliamentary Democracy period (1950 —1959); 3) The period of Guided Democracy (1959-1965); 4) New Order periode (1966-1998); 5) The periode of Reformation (1998 – until now). The execution of foreign policy by the Indonesia’s government in any period through or by diplomacy, taking into account the current issue(s), strategic environment and the agenda priorities which should be accomplished
