Abstract

Abstract Finance management is aimed at finding out the finance position of a company so as to reveal finance condition, which serves as the cornerstone in business decision making. Finance management also functions as an evaluation tool to business appropriateness in order to assess its accountability, probe its finance condition related to profit and loss, control business finance, and meet the obligation as citizen to pay tax. The finance condition aforementioned is germane to the administration of profit-and-loss finance which complies with the procedure as well as standard stipulated in Law number 20 of 2008, concerned with the obligation of home industry to carry out finance management as regulated in The Finance Standard of Entity with no Public Accountability (commonly known as SAK ETAP) to put home industry at ease when dealing with finance management. This research was projected to explain profit-and-loss finance management at UD Kayu Mas Balung, a home industry specializing on music instrument, in Jember district. The research employed qualitative method, coupled with descriptive analysis. The research findings revealed the profit-and-loss finance management which already complied with the very standard due to improvement on several production processes and the documents of finance administration carried out by the business owner.

Abstract

Abstract On January 22, 2013, the Philippines had submitted an arbitration proposal to the international court of arbitration. The proposal was intended to sue China's claim over the nine-dash line through the map which was considered to be an overlapping claim toward sovereignty of some countries in the South China Sea. China considered that the Philippine’s initiative in resolving these issues through arbitration was a wrong option. China also considered that the Philippines had broken up the consensus of Declaration on the Conduct (DOC) that took the initiative to solve the problems of the South China Sea through peaceful measures. Therefore, China had declared to refuse to participate in the one-sided tribunal. This research aimed to identify China’s reasons to refuse to participate in the arbitration court. The research applied literature research and interviews. The results showed that China refused to participate in the arbitration for two reasons. First, China believed its sovereignty of South China Sea. Second, China considered this one-sided justice would take it to defeat because the tribunal would only be based on different interpretations from the way of acquisition of China’s territorial sovereignty.

Abstract

Abstract The problems faced by farmers in Indonesia still struggling in the weak structure of the network. Where the farmers prefer to depend on kinship relations and chose to run its business outside of the formal organization. The farmers tend to seek own patterns of organizing his business according to their better rational for various reasons. Here, the empowerment and organizing farmers by agents into the formal organizational structure became more important to construct mindset of farmers, so that the farmer can progress towards a better and can sustain development of the national economic. This research used a qualitative method which was located in Gapoktan Guyub Santoso Office and Wisata Edukasi Kampung Coklat in Plosorejo Village, District Kademangan, Blitar. The data were collected through interviews, observation and documentation. The research results showed that: the solidarity and participation of farmers into a farming institution is a key element that supports the success of Gapoktan Guyub Santoso in strengthening the capital and breaking the marketing chain of cocoa beans is too long and much harm to farmers. With the development of agro area through Wisata Edukasi Kampung Coklat also improve the quality and selling value of cocoa farmers and bring the impact of economic improvement of the surrounding community through various business opportunities. This is in accordance with the concept of participation empowerment explained by Craig and Mayo that participatory empowerment is a potential strategy in order to improve economic, social and cultural transformation. Therefore, emphasis should be emphasized on the importance of alternative approaches to development approaches beginning with the local community empowerment process.

Abstract

Abstract Myanmar is a country which is highly vulnerable to ethnic conflict. It is a risk for Myanmar as a multiethnic country which has 135 ethnics. In 2012 and 2015, the worst intensity of the conflict was in Rakhine region. There was conflict between Rakhine Buddhist ethnic and Rohingya minority ethnic. This conflict caused 140,000 Rohingya people had to flee in 2012, and the number continued to increase as the continuation of the uprising, slaughter and expulsion carried out by Rakhine Buddhists ethnic. As a result, in 2012 to 2015, there was a wave of Rohingya refugees from Myanmar towards neighboring countries. The wave itself was out of control. One of the destination countries of Rohingya refugees was Thailand. This caused Thailand has the responsibility to provide humanitarian assistance in accordance with the principle of "responsibility to protect". However, Thailand efforts to overcome the wave of Rohingya refugees turned out not to be realized maximally as evidenced by the continuing Rohingya humanitarian crisis. Therefore, this study aims to determine what factors that caused Thailand could not realize the principle of Responsibility to Protect optimally. This study used qualitative descriptive and library research. The results showed that the realization of the responsibility to protect as an effort of Thailand to overcome the wave of Rohingya refugees Thailand could not be done optimally because Thailand as part of the international community was only responsible to encourage Myanmar to protect the Rohingya people, but the full sovereignty in this case belonged to Myanmar. On the other hand, Myanmar even was uncooperative and refused to take responsibility over cases of humanitarian crisis suffered by the Rohingya people.

Abstract

Abstract This article discusses about the new social movement which male students as the movement actor by the study of non formal education movement in Jember. In this case, the new social movement called Swayanaka. Swayanaka is a student organization which made non formal education as the educational basis. Swayanaka comes as the alternative solution and supporting education during the time that we can say having the unsimilar in the quality especially in Jember and around it. This article uses qualitative method, because it aims to give detail explaination what about the action that have done by Swayanaka and how Swayanaka does the action using the concept of new sosial movement approach and discourse analysis as the theory to analyze the data. This research gives the description on how Swayanaka has a discourse itself in doing the activity process. Swayanaka lifts a text about education, by making an awareness toward children and health as a diskurtif practical. Afterthat diskurtif practical make to be social practical by focusing the movement on the health and awareness toward children. Social practical is such of Swayanaka strategy to create assisted village and develop networking, do some approaches, and do another activities which related to the Swayanaka activity process

Abstract

Abstract This study was aimed at describing the service innovation devoted to pregnant women through SAKINA program at Sempu Public Health Center, Sempu Sub-regency, Banyuwangi regency. Sempu Public Health Center faced issues germane to the high number of pregnant women and babies’ deaths in its operational region, wherein the health center was reported to contribute the highest number of mothers and babies’ death rates in Banyuwangi. The high death rates in its operational region occurred due to slow service for pregnant women. As such, Sempu Public Health Center created an innovation in their service so as to surmount the issue under the spotlight, resulting in SAKINA service. This research applied descriptive method in qualitative setting. Research data were collected by observation, interview, and documentation. Informant determination was done through snowball technique. The obtained data were then tested for its validity by observation consistency, triangulation, and detailed elaboration. Afterward, data were analyzed using Miles and Huberman’s analysis model, comprising of data collection, data reduction, data presentation, and verification. The research findings showed that SAKINA service innovation carried out by Sempu Public Health Center was effective and efficient in bringing down the death rates of mothers and babies in its operational region. That was representative of the innovation in service process and methods applied. The innovation in service process was to give service emphasizing the ease of access, which could be obtained within and beyond the health center. In terms of method innovation, the health center applied get-the-ball method, by which midwifes and Laskar cadres came to patient’s house in order to carry out examination. Implementing these innovations, Sempu Public Health Center managed to nullify the death rates in 2014 and 2015.

Abstract

Abstract As one of the efforts to contribute the mitigation and alleviation of poverty, Community Empowerment Board (Bapemas) of East Java, beginning in 2010, had realized P2MPP program which aimed to improve the community welfare, especially the coastal community through managing the Unit of Financial Management and Business (UPKu) as an instrument providing capital loan service to the community. This research aims to describe and to analyze the implementation of P2MPP on UPKu Bina Insan Bahari in Kilensari Village. This research used a qualitative research approach. The used informant determination was purposive technique. The data were collected through observation, interviews, and documentation. After the data was collected and analyzed by the method of data analysis, researchers used triangulation technique to test the validity of data. The results of this research indicated that there were four phases in the implementation of the P2MPP Program done by UPKu Bina Insan Bahari. The first phase was the preparation of UPKu that began with strengthening the UPKu institutional capacity. The second was the socialization done by UPKu through doing election of RTS or community group. The third was the management of funds done by UPKu in the form of fund distribution of P2MPP to RTS or community group and the management of Savings and Loans Business in order to assist community in accessing the funds provided by the government. The last phase was monitoring done by UPKu management in every three months.

Abstract

Abstract This research aims to describe the institution of community based waste management at RT 01 RW 03 Dusun Krajan Kalirejo village Kabat district Banyuwangi regency. Banyuwangi regency had public issues of environment which was also suitable with its predicate as the dirtiest city; the second dirtiest city in East Java in 2010. However, Banyuwangi transformed into the winner of clean city (Adipura) successively from 2012 to 2015.Adipura is a trophy and the predicate which is only given to the cleanest city/regency. The key success factor of Banyuwangi as a clean city was gradual rules to the level of community that supported the behavior of the community in waste management. Such behavior was seen at RT01 RW03. The waste was managed by institution which had the impact on improving the quality of environment in the form of beauty and cleanliness and decreasing the amount of residue waste produced for disposing to landfill. The used data collection methods were observation techniques in the form of overt and covert, interviews, documentation and triangulation. The used informant determination method was purposive sampling technique with eight key informants. The researcher checked the data validity by using persistence observation, triangulation, and peer discussion. Data were analyzed by using an interactive model of Miles and Huberman that consisted of data collection, data reduction, data presentation, and conclusion. The research results showed that a community-based waste management in RT 01 RW 03 Dusun Krajan Village Kalirejo Real Estate Kalirejo village Kabat district Banyuwangi regency followed the institutional patterns. Institutional patterns were supported by formal and informal rules as well as the structure and role of executive institution (DKP, BSB, Kalirejo Village, RT 01 RW 03, Dasawisma) that shaped the behavior of community-based waste management at RT 01 RW 03.

Abstract

Abstract Fine corporate performance is required by each company under State-Owned Enterprises, one of which is insurance company. The performance can be seen from scheme dimension as the benchmark of company’s success in achieving its purpose. This research is aimed at describing budget implementation as performance control tool in 2014-2016 period at Asuransi Kredit Indonesia of Jember branch. The budget scheme under investigation dealt with company’s profit report. The research method was descriptive qualitative in nature. Budget scheme as performance control could be scrutinized by three aspects, comprising creation, management, and evaluation. The research findings evinced that the budget implementation as performance control was properly executed as seen from the aspect of company’s scheme creation applying Spander and Log system or Launching, in which figures were determined by referring to the guide map issued by the head office and interdivision coordination. The management aspect of targeted profit in 2015 only sufficed 26% of initial target, yet in 2014 and 2016 the company could surpass the targets. Nevertheless, overall the gaps were still beneficial in as much as the gap between income and underwriting was bigger than those between underwriting and expense. The aspect of scheme evaluation was carried out on monthly basis by applying implementer system and the calculation of scheme variant analysis

Abstract

Abstract Kajarharjo was one of the villages in Banyuwangi that had a lot of poor people who did not have personal documents like Electronic Identification Card, Family Certificate and Birth Certificate because its management was complicated, expensive, and discriminating to the poor community. Therefore, the government issued a one-stop integrated service program. The research problem was how the implementation of one-stop integrated service program in poor community is. The used research method was descriptive with qualitative approach. The research location was in Kajarharjo village, Kalibaru subdistrict, Banyuwangi regency. The used informant determination technique was purposive with principal and additional informants. The data were collected by using semi-structured interview technique, participatory observation, and documentation. To test the data validity, the researcher used triangulation of data sources. The research result was the implementation of one-stop integrated service program was suitable with the standard of the program without distinguishing the economic status, and the poor community could access the social welfare program because they had complete personal documents.
