Abstract

This research has been intended to find out the effects of memberparticipation, management guilty, and Government Roles on Cooperativesperformance, both the effect of the combination of those variables as well as theeffect of individual variables are observed. Path analysis is used intensively in thisstudy.This research was conducted in Buleleng regency, Cooperatives forsamples taken were there those who have been concussed as KUD’S Mandiri. Themembers of KUD’s taken ware (n = 950) and the KUD’s management staff ware(n = 65) taken from the KUD’s for samples based on the term of the proportionalallocation.Experiment using parth Analysis has show that, each of the variables(members Participation, the Management’s and of the Government’s roles) havepositive effect and significant on the performance of the KUD’s.

Abstract

The scarcity of land, especially sawah land is one of problems that cause to achieve riceproduction more difficult for producing the staple food. Because of that, the Indonesianstatus shifted from self sufficient to rice importer. The objective of this paper is to seekthe size of sawah land conversion and how is the implication to the rice production, andhow is the Government effort to control the sawah land conversion. By tabulation andsimple mathematic approach, the result showed that during 18 years 26, 9 thousandhectares each year, occurred net sawah conversion in Java. During that period, netaccumulation of rice losses was about 40, 6 million ton or 2, 2 million ton per year as animpact of sawah land conversion. The government effort to control sawah landconversion just conducted by law enforcement approach, which is still looking for thebest way. So, the effectiveness of law enforcement to control sawah land conversion isstill relatively low.

Abstract

Agricultural sector in Central Kalimantan is expected to be a leading sector, especially toprovide food and export. Therefore, improvement of technology is badly needed. Theestablishment of Assessment Institute for Agricultural Technology (AIAT) is aimed to dopackaging and dissemination of mature and appropriate technology to meet the localstakeholders and beneficiaries needs. The appropriate technology should be based on thecharacteristics of local bio-physical and socio-economic environment. This article is aimed topresent the baseline condition of land holding and income distribution of farmers in tidalswampy area of Kapuas and dry land in South Barito districts of Central Kalimantan. Theresults of the study showed that the average land holding in South Barito is larger than that ofin Kapuas. Land holding is equally distributed among farmers, shown by Gini Index of 0.28and 0.27, respectively, for ownership and operated. In Kapuas, land holding is relativelyunequal, shown by gini index of 0.42 and 0.49, respectively, for ownership and operated. Theannual household income in Kapuas was Rp 6.5 million or Rp 1,3 million/capita/year, withrelatively unequal distribution among households, shown by Gini Index of 0.44. In SouthBarito, it was Rp 6.9 million or Rp 2,1 million/capita/year and has relatively equaldistribution, reflected by Gini Index of 0.36. Most of household income is spent for foodexpenditure accounting for 67-69 percent in both districts. This performance indicating thatthe farmers still unable to improve their life quality, especially to meet their secondary needs.This implicitly shows that farmer’s capability to form capital accumulation for their farmingis still very low. Therefore, the least cost new technology is required.

Abstract

The Nucleus Estate and small-holder Development Project (NES-Project) of Elaeismelanococca which is developed in Papua Province (Irian Jaya) is inspired by Henrison IntiPersada Enterprise. It has involved about 5,650 families and covered 19,333 hectares. TheNES-Project requires an investment of Rp 231.79 billions.Feasibility study of this project is overlooked from its marketing, technical,operational management, economic and financial aspect. Data analysis includes descriptiveand quantitative analysis.The result of study shows that The NES-Project of Elaeis melanococca would becompetitive investment according to the investment criteria of Net Present Value (NPV) andInternal Rate of Return (IRR). The project suitability depends on prospective marketing, theavailable technology, operational management ability, and which can give benefiteconomically. Financial ratio analysis shows that this project is profitable, liquid, solvent,and efficient, but from the sensitivity analysis, this project seems to be sensitive (especially inThe Nucleus Estate), if viewed from the IRR value which only slightly bigger compared tothe social discount rate, which expected.

Abstract

Economic crisis and various economic recovery policies issued by government lead tomore dynamic and fluctuative prices of foodstuffs and agricultural inputs since mid 1997.During the peak period of the crisis food prices at retail market increased at higher rate, about3 to 25 times of price growth before crisis, particularly for the low price foodstuffs. Thismeans that the crisis tends to cause higher impact on food consumption of low incomehousehold. To overcome the crisis various trade policies on food and agricultural inputsissued by government so that the rate of growth of food prices become lower, in other word,favorable for food consumer. Those policies however were unfavorable for farmer’s incomeincrease because due to policies on inputs trade the ratio of food prices to inputs pricesdecreased with increasing rate. The situation was more difficult for future agriculturedevelopment, which more focused on income increse instead of production increase, becausein addition to unfavorable prices the crisis also lead to increase of number of people involvedin agricultural sector about 3.56 million people or 9.9 persen. In order to support agriculturedevelopment, accordingly, reorientation and reorganisation of food trade policies for riceparticularly is required.

Abstract

his paper aim to identification and the affecting factors analysis of farmer’s exchange rate (FER). The survey was conducted in North Sumatera covers 60 farmers and 15 trader’s respondent in FY 1995/1996 using descriptive analysis with simple statistical model. The results indicated (a) During FY 1987-1994 periods, the trend of FER value was decreasing, (b) The value of FER affected by rice yield, output price, consumer goods price and the fertilizer price. The rice yield and output price are positive impact, while the fertilizer price is negative impact. (c) Through the regression models knowing that one percent FER improvement will be rising about 0.02 percent rice production and farmers income Rp 1.285,8. (d) To improvement of FER, the regulation or policy for out put and input price are needed. Keywords: Farmers exchange rate, rice yield, output, consumer goods, fertilizer and Farmer’s income.

Abstract

Free trade policy which is hope could avoid scarcity of fertilizer, at the end wascausing the condition of fertilizer scarcity. This condition push the government to replied thepolicy of urea control distribution. This research has an objective to evaluate the impact ofthese policy to marketing efficiency and fertilizer supply. Data and information was gatheredby using Rapid Rural Appraisal Method in some level of respondent in Kabupaten Subangand Garut on February 2001. The data was analysed by using description method with crosstabulation. The result of these analysis showed that the impact of urea control distributiongovernment supply with small variants of price. In the other way, for producer and tradersthis policy was give disincentive to them, but on the other hand their marketing systems quiteefficient. We still found some weakness factor which is caused the minimum function ofdealers/distributors, this all caused by unfairness between them. The indicate analysisshowed that comparable fertilizer use was not applied yet. To create sustainability infertilizer distribution, the unfairness should be eliminate. To control the price of fertilizercould be done as follows: (1) to push raw material price. In this case natural gases; (2) Todelete the obligation of Pusri in using storage in the Pusri fertilizer port; (3) to suggest valueadded tax 10 percent in fertilizer selling process, by this scenario we assumed that it willhelp them to use comparable fertilizer so the extension to farmer will keep continue.

Abstract

Rice is the most important and strategic crop. Hence, distribution, price stabilityof rice and continuous availability at market are the government should achievethe main objectives. This study was conducted at East Java province, theobjectives of this study to identify the effectively of floor price policy, factorseffecting farm gate price of rice, market structure and efficiency of rice marketing.The results of the study showed that, farm gate price of rice at harvest time (Feb-March) relatively the same with floor price. The main factor effecting of rice priceat harvest time is weather, bed weather (heavy rain) price will decrease 20 to 30percent under floor price. Market structure of rice in East Java is almostcompetitive and efficiency.
