Abstract

Bali merupakan salah satu tujuan wisata terkenal di dunia karena kekayaan dan keanekaragaman warisan budaya, keindahan panorama alami, dan infrastruktur dasar yang tersedia. Bali juga dianugrahi sumberdaya pertanian yang baik. Karena itu, Bali memiliki potensi besar pengembangan pusat-pusat agrowisata. Paper ini bertujuan untuk merumuskan konsep agrowisata dan mengidentifikasi persyaratan, basis, serta dampak dan kendala pengembangan agrowisata di Bali. Data dan informasi sekunder dari berbagai sumber melalui studi literatur digunakan untuk menganalisis dan mendiskusikan permasalahan dalam paper ini. Agrowisata adalah sebuah inovasi bisnis yang mengkombinasikan berbagai aktivitas dalam sistem usahataniuntuk menarik minat wisatawan datang ke usahatani tersebut serta menawarkan pengalaman bagi wisatawan yang merangsang peningkatan aktivitas ekonomi serta berdampak pada peningkatan pendapatan usahatani dan masyarakat. Pengembangannya, yang dapat berbasis pada modal dan/atau masyarakat, membutuhkan infrastruktur dan fasilitas dasar serta lokasi strategis yang memiliki latar belakang panorama alam yang indah, dan berdampak sosial, ekonomis, dan lingkungan. Untuk dapat mewujudkan agrowisata berkelanjutan di Bali, disarankan kepada penentu kebijakan dan pakar agrowisata dapat mendukung dan memfasilitasi pengembangan agrowisata terutama yang berbasis pada masyarakat.Kata kunci: konsep, persyaratan, basis, dampak dan kendala, agrowisata

Abstract

One of important elements of Tri Hita Karana in subak system within Bali  is a rice field compound with clearly natural boundaries and irrigation facilities. If the entire rice fields are functionally converted, this could be definitely said that subak system  would be disappear. The rice field conversion is very fast and has threated the subak existence. Considering subak is one of the cultural resources and as a Bali sustainability point, it should be endeavored to control the rice field conversion  in order to ensure the agricultural sustainability and subak itself.Key words: Conversion of rice fields, subak, agriculture and sustainability.

Abstract

Pertanian berkelanjutan dipandang sebagai sebuah sistem usahatani yang holistik, secara ekonomi menguntungkan, ramah lingkungan, dapat diterima oleh masyarakat, dan secara teknis sepadan. Pengembagan sistem usahatani sangat relevan digunakan dalam menganalisis pertanian berkelanjutan. Paper ini bertujuan untuk mendiskusikan bagaimana konsep sistem usahatani dapat digunakan untuk mengembangkan berbagai model pertanian berkelanjutan. Analisis deskriptif terhadap data sekunder digunakan untuk membahas masalah tersebut.Sistem usahatani merupakan sebuah sistem yang dikelola oleh petani dengan mengoperasikan praktek manajemen terbaik untuk mengkombinasikan serta merespon berbagai faktor lingkungan fisik-biologi, sosial-ekonomi, dan sumberdaya yang tersedia pada petani dengan tujuan memaksimalkan manfaat atau meminimalkan risiko (biaya) usahatani. Berbagai model sistem usahatani sangat relevan dalam merealisasikan sistem pertanian berkelanjutan, antara lain model sistem usahatani terdiversifikasi, model sistem usahatani organik, model sistem agroforestri, dan model sistem usahatani campuran.Kata Kunci: sistem usahatani, model, pertanian berkelanjutan.

Abstract

Rice farming is susceptible to failure due to several risks including natural disasters of flood and drought as well as pest and disease attacks. Risk mitigation such as agricultural insurance is required to cope with the risks. This study aims to portray rice production risks to failure and farmer’s perception on the implementation of agricultural insurance in Bali province. Three regencies were selected purposively based on the area insured. A survey was conducted to 180 respondents who paid for the agricultural insurance (AUTP). Data were analyzed using descriptive qualitative analysis and chi-square test. Results of the research show that most rice farming risks to failure in Bali were blast and rat attacks. In terms of agricultural insurance implementation, all farmers accept the program as a mitigation risk to bridge rice farming failure. However, most farmers (85 %) asked for fully support of premium subsidy from the government while the rest agreed to pay for a-20 % of the premium. The result from the Chi-square test shows insignificant, implying that the distribution of farmers’ perception towards full subsidy of agricultural insurance is indifferent across locations. Implication of the study noted that the government and insurer need to socialize the agricultural insurance program more intensively covering premium payment, coverage and claiming.Keywords: production risk, agricultural insurance, farmer’s perception, AUTP, Chi-square

Abstract

Pertanian dan perubahan iklim adalah dua hal yang saling berkaitan, diindikasikan oleh peranan nyata pertanian dalam menyumbang emisi gas rumah kaca dan pertanian merupakan salah satu sektor yang dipengaruhi oleh perubahan iklim. Emisi gas rumah kaca terutama karena penggunaan energi fosil dan peningkatan biaya bahan bakar fosil diakibatkan oleh peningkatan permintaan bahan bakar global, hal ini mendorong banyak negara berkembang mencari sumber bioenergi baru. Paper ini bertujuan untuk mendiskusikan bagaimana mengembangkan bioenergi di bawah kondisi perubahan iklim tanpa mengganggu ketahanan pangan. Analisis deskriptif terhadap data sekunder yang diperoleh dari berbagai sumber digunakan untuk mendiskusikan masalah tersebut. Bioenergi, yang diproduksi dari biomasa dapat dibakar langsung atau diproses lebih lanjut menjadi bahan bakar padat, cair atau gas. Pengembangan bioenergi dapat merevitalisasi sektor pertanian, menciptakan lapangan kerja dan menyediakan sumber pendapatan bagi kehidupan perdesaan, meningkatkan akses perdesaan terhadap energi secara kontinu, meningkatkan panen terhadap tanaman pangan dan penghasil energi, dan secara nyata berkontribusi positif terhadap pemecahan masalah iklim. Tetapi, bila tidak dikelola secara berkelanjutan, pengembangan bioenergi dapat mengancam ketahanan pangan. Mengingat peluang yang diberikan dan resiko yang ditimbulkan, maka kriteria keberlanjutan untuk industri bioenergi perlu ditetapkan dengan jelas.

Abstract

Intensive farming system development will lead to trade-off between economic benefits in the short run and environmental problems, especially critical soil erosion in the long run. The excessive erosion has reduced soil quality, then caused rapid reduction in land productivity or even made the land unsuitable for agriculture. If agriculture is to become sustainable, land management must be considered as one of best management practices in farming system development. A research in Tembok Village, Buleleng Regency, Bali aims to assess land suitability, soil fertility, soil erosion and conservation, and soil nutrient management for irrigated mixed farming system in north coastal plain of Bali. It is found that coastal area in the study area is classified into poor fertile soil due to the low level of cation exchangeable capacity and organic matter content. It is potentially categorized as marginal suitable (S3) for maize, cassava, groundnuts, sweet potato, melon, chili, banana, cashew, coconut, and palmyra palm; and suitable enough (S2) for mango, papaya and fodder grasses. The erosion level was very light by 2.036 t/ha/yr. This level has good relation with the erosion level by 2.04 t/ha/yr from laboratory experiment result by Sukartaatmadja et al. (2003) with similar characteristic of land and cow manure dosage requirement by 5 t/ha/yr. To improve soil fertility and to keep soil erosion not more than 2.036 t/ha/yr, the minimum 5 t/ha/yr of manure should be added into soil.

Abstract

AbstractThe objective of this study is to develop the optimal solution model for food productiontechnology of integrated farming system (SIMANTRI) to support sustainable agriculture inBali. Primary data under survey method towards 20 farmers of the SIMANTRI 068 in BulelengRegency and secondary data from appropriate sources were used to specify parameters ofthe model. Linear programming approach was used to analyze constrained optimizationproblem of the model by using BLPX88 package program. A small farming system with farmscale of 0.58 hectare, which integrates food and horticulture crops and bali cattle, wasoptimally operated by farmer. It is indicated by optimal solution of the model which conformsto observed behavior. The maximum farming system’ income that was generated from theoptimal model was Rp21,658,160 per annum. The integrated farming system (SIMANTRI068) is potentially sustainable since it can fulfil sustainability criteria: economically viable,environmentally sound, socially acceptable, technically and culturally appropriate.

Abstract

TMB-59 is one of 39 irrigation systems under the project of Sustainable Development of Irrigated Agriculture in Buleleng and Karangasem Regencies, Bali (SDIABKA). This system, whose cost is amounting up to Rp 850,848,998.00, has been jointly financed by the European Commission and the Government of Indonesia. The average of groundwater discharged at TMB-59 was 12.93 l/s and the maximum discharge that was recommended by the project was 14.4 l/s. In case of water availability was limited, it was necessary that the discharge should be less than the recharge and the opportunity cost of water as well as depletion premium should be considered in designing tariff structure of water. Present water pricing by Tubewell User Group (TUG) of Sarining Pertiwi at TMB-59 considered operation and maintenance (OM) only – the costs in amounting to Rp 301.01/CM. The concept of sustainable value in the use of water fused the full supply cost, opportunity cost and externality cost. It was obtained that sustainable value in the use of water for irrigation in TMB-59 was Rp 1,218.29/CM consisting to full supply cost of Rp 631.26/CM, opportunity cost of Rp 188.74/CM, and depletion premium of Rp 398.29/CM. This amount, which was four times of OM costs or two times of full supply cost, and should be paid by users in order that irrigated agricultural development is to become sustainable.

Abstract

Analysis of Business Feasibility Study in Bottled Drinking Water of PT.Amiro in Uma Jero Village, Busungbiu District, Buleleng Regency.Water is a major component in the human body, without which creatures cannotgrow and develop. Drinking water is a major component of the body; on averageeach person has 70-80 percent of water from his body weight. The community hasnow switched from consuming ordinary drinking water which is cooked intobottled water. Companies engaged in the BDW sector keep increasing andcontinue to expand their product networks. The purpose of this study was todetermine the bottled drinking water business at PT. Amirowhether it isfinancially feasible in terms of investment criteria, namely NPV, IRR, Net B / C,Payback Period and Sensitivity Analysis and the goal of the study was also toidentify the constraints faced by PT. Amiro in running a business. Based on thisresearch, it could be seen that the NPV value wasRp. 12,640,670,205, IRR35.79%, Net B / C 3.64, and the Payback Period was 8 years 3 months, thereforeit means that BDW business of PT. Amirois financially feasible to be carried out.Constraints in the feasibility study of PT. Amiro, in developing the businessprocess were that the licensing process took a lot of time to meet the requirementsneeded to obtain a business license such as the Agency of Food and Drug Control,Indonesian National Standard, Halal Certificate from MUI and ISO 9001. Amirois a new player in the BDW business and is not yet known by the public so itneeds a strategy to get market share from a very dense market.

Abstract

Traditional Irrigation Management at Subak Umaya System at Talibeng Village, Sub-district of Sidemen, KarangasemSubak Umaya has a traditional irrigation system of water distribution system called bumbung. Subak generally faces problems of land use, loss of Tri Hita Karana elements and limitations of water. It is interesting to examine these conditions amid the problems of Subak irrigation system. On the initial observation at Subak Umaya showed that not all members use bumbung. The aim of research was to find out the traditional irrigation systems and irrigation water distribution to each member in the Subak Umaya. Data were analyzed by descriptive qualitative method. The research results indicate that the distribution of water in the form of water control system by using a tube/bumbung and cakangan. The rights to water is based on the size of land area. The water needs is based on the cropping pattern of rice - crops - crops. Ngulu-ngasep planting system. Subak implements the system of continuous flow and intermittent flow to water the plant. Conflict over water has never happened. Canals that are the responsibility of Subak begin from the tunnel after Yeh Masin river to tertiary canals. The rituals are held collectively and individually. Sources of funding come from active members and the government. The Subak structure are: pekaseh/ subak’s chief, vice of pekaseh, secretary, treasurer, kelian tempek, and assistant to kelian tempek. Members who use bumbung are 18%, and 82% were taking cakangan. Many members use cakangan for their leniency rules. The specialty of the bumbung is to prevent flooding, because it has a measurable hole. Subak Umaya is expected to save funds to repair the broken channel. Subak should provide intermittent water flow and reapply the bumbung system in order to grow rice simultaneously. Additionally, Subak may make strict rules regarding the use of langki and cakangan.
