Abstract

Historically tobacco commodities had been interesting as high value commodity sinceHindia Belanda Colonialist. Indonesian government to be continued tobacco developmentimplemented by government estate enterprise (Perusahaan Negara Perkebunan). Tobaccofarm by smallholder estate in Klaten objective to export commodities. Based on the problemin the tobacco commodities system, this paper have objective to : (1) Performance of tobaccoeconomics; (2) Private and social analysis profitability; (3) Comparative and competitiveanalysis; (4) Incentives policy analysis in the tobacco commodities system; (5) To formulatedevelopment perspective on tobacco commodities. Methodological on this paper use PolicyAnalysis Matrix (PAM), especially to analysis competitiveness and impact of divergences.The result to describe that tobacco small holder farming in Klaten have comparative andcompetitive advantage, each to indicate coefficient value of DRC : 0.42-0.65 and PCR : 0.55-0.67. Even though tobacco market especially for export very high distorted, i.e. cukai costhave achieve 30-40 %. So that rural area in Klaten, Central Java more profitable to increasingfor tobacco domestic production compared with import. Policy implication, tobaccoproduction in Klaten can to be continued improvement by specific location of technologydevelopment. The several argument are efficiency of domestic resource use, extensive oflabor absorption, and so to gate some foreign exchange that is scarcity.

Abstract

Institutional of Vegetable Commodity Marketing and Partnership: Cases in Villages ofCentral Java and North Sumatra. Although agribusiness is the biggest contributor of foreignexchange earnings, however, volume of imported vegetables and fruits tent to increase. Thissituation triggered some disadvantageous suppression on farm gate prices. The results of theresearch conducted in villages of Central and North Sumatra showed that national vegetableproducts could not compete with other country’s products. National trading pattern consistedof wholesale trading, medium scale trading and small scale trading. Marketing cost wasrelatively high while community’s accessibility on formal financing institutional was quitelow. Most traders served partnerships with farmers to maintain supply continuity in the meantime farmers could get capital for input production and marketing security. Consumer’s pricewas very fluctuate due to perishable natures and it is concentrated in a region. Consequently,relationship functions among agribusiness agents is required as well as storage facilities in theagribusiness centers.

Abstract

The last periode, agricultural sector have to burdensome rural labor absorbtion,consequenly decleaning productivity of labor in agricultural sector and wage rate relativelystagnant. This paper obyective to study : (1) labor dinamic in the macro and micro level; (2)variety kind of labor activity and labor supply in wet land rural area; (3) structure of timelabor allocation in household level; (4) trend of wage rate in wet land rural area. Both inmacro and micro level labor absorbtion in agricultural sector each achieved 68 % and 66 %.Total labor absortion by members household about 75 – 127 days (21-35 %) from timeavaibility. Trend of riel wage rate in two provincial (East Java and Central Java) relativelystagnant (1.03 – 2.03 % per years), so in West Java Provincial to decleaning (0.09 %/years).This fact to indicate shown sign labor over supplay in the rural area. Several recomendationto solve this problem are land use optimalization by higher plant intencity; to developefarming diversification, especially high value commodity; land and farming consolidation;and to develope agroindustry based on local raw material.

Abstract

The research was designed to comprehend the effectiveness of agribusinesscommunication network of ornamental fish farmers, and correlations of businesscharacteristics to effectiveness of agribusiness communication network. This research wasconducted in July-August, 2001 in sub-districts Ciampea and Parung, Bogor, West Java. Sixtyfarmers were randomly sampled during the survey. The Tau-b Kendall (?) correlationstatistics was used in the data analyses. The results indicated that agribusiness communicationnetwork was not effective, effective only at business aspect. The laborer, and input ownershipwere related to effectiveness of agribusiness communication network.

Abstract

A study on tea market preference is required in order to increase market share of Indonesiantea in Russian Federation. Russian Federation market prefers a medium grown tea, whichdominate broken grade (91%). Minimum requirement for all organoleptic attributes(appearance, taste, colour, flavour, and infused leaf) is medium score. Most of tea deffects arenot accepted are only main deffects. Packaging, delivery, and payment method prefer arepaper sack, Free on Board (FOB), and Letter of Credit (L/C), respectively.

Abstract

Tujuan penelitian ini adalah menentukan perbaikan sistem usahatani dengan simulasiprogramasi linier yang dapat memperbaiki aliran kas bersih (net cash flow) yangmencerminkan kesejahteraan finansial rumahtangga tani sekaligus produksi usahatani yangberkelanjutan.Simulasi model programasi linier rumahtangga tani yang memenuhi persyaratanketahanan pangan rumahtangga dan pertanian berkelanjutan (model FSSA-LP) digunakanuntuk analisis penelitian. Data primer yang diperoleh dari 100 sampel rumahtangga tani untuksetiap daerah pedesaan di tiga provinsi di Indonesia, yakni Bali, Jawa Timur dan DaerahIstimewa Yogyakarta, digunakan untuk menetapkan parameter model. Penerapan efisiensiteknis yang lebih tinggi dan metode pertanian berkelanjutan dengan input eksternal rendahsekaligus pertanian berkelanjutan dengan informasi ekologi tinggi disimulasikan dalam modelFSSA-LP yang valid.Hasil penelitian menunjukkan bahwa penerapan secara simultan tingkat efisiensiteknis tertinggi yang menghasilkan output usahatani optimal dan metode pertanianberkelanjutan dengan input eksternal rendah sekaligus pertanian berkelanjutan denganinformasi ekologi tinggi yang menghasilkan usahatani lebih lestari pada model FSSA-LPtidak hanya meningkatkan aliran kas bersih rumahtangga tani tetapi juga mengatasi penurunanaliran kas bersih rumahtangga tani akibat perubahan faktor-faktor eksogen dari model FSSALP,seperti tingkat suku bunga kredit tinggi, harga input usahatani tinggi, harga output rendah,dan harga pangan tinggi secara simultan.

Abstract

Agribusiness has been a new discourse in development of agriculture andeconomics in Indonesia. Implementation of agribusiness concept promise many kindof positive benefit for development of agriculture and economics, so that everyagricultural activity and which related to agriculture always use agribusinessapproach.Development of dry land in East Bali generally and in Buleleng Regencyspecially with grant support of European economic community (MEE) also use ofagribusiness approach, expected can improve prosperity of the farmers in dry land.Therefore, the target of writing of this paper is to present stages and informationapproach of agribusiness in development of dry land.From result study and reasoning empirical, so can be told that development ofdry land agriculture in east Bali generally and in Buleleng regency specially troughagribusiness approach is a precise and correct steps, because this approach tointegrate vertically from upstream activity to downstream and by horizontal amongvarious sectors, so that will be able to create feasible profit for farmers in dry landfarming.In effort to realize development of dry land agriculture through agribusinessapproach which has potency to increase of farmer’s income and also to eliminateeconomics gap, need support of political will of government (center, province, andregency) and all of society include Non Governmental Organization (NGO) inBuleleng regency. They can be important actors in its realizing, either throughdevelopment strategy socialization or also through accompanying of farmer indevelopment of advantage agribusiness and co-operation of agribusiness.In the end of project require to evaluate by independent institution aboutproject impact of European Economic Community grant toward improving of socioeconomiccondition of the farmer as target of project with analysis methods of beforeand after project or with and without project.

Abstract

Circular migrant adaptation process: Case of migrants originated from TeaSmallholder Plantation Community in Cianjur, West Java. Value of work orientationchanges from agriculture towards non-agriculture has caused higher populationmobility from rural to urban areas. Sociologically, this geographical or spatial mobilityis also a socio-cultural mobility from traditional agriculture towards modern industry.Migrants should be adaptive to new situation so that the purpose of migrating wouldbe achieved. The objectives of the study are to investigate: (1) influencing factors ofpopulation migration; (2) Adaptation process of migrants originated from smallholderplantation community in Cianjur working in Tangerang Industrial Areas. The studyapplied qualitative method with case study strategy. The results of the study showedthat economic and social factors pushed the migration cases complimentarily.Adaptation process by maintaining “in group feeling” succeeded in providing sense ofserenity and comfort ability although it seemed to get acculturation process sloweddown. Orientation of working for the future directed the migrants to keep makingrelation with their relatives or their hometown communities

Abstract

The research was conducted in South East Sulawesi and aimed : 1) to identify factorsaffecting the beef demand, 2) to classify whether beef as normal or luxury goods, 3) toidentify other product that have substitution and complementary relationship to beef, 4) toidentify whether the number of population and income on beef consumption have positiverelationship, 5) to estimate the consumption of beef for 2010. The time series data in theperiods for 14 years of 1987-2000 was used for this research. A dynamic model of OrdinaryLeast Square (OLS) method was used to analyze the data. The result showed that beefdemand in South East Sulawesi depended on the price of beef, chicken, fish and consumptionof the previous year. A cross price between fish and fried oil was in elastic. A regressioncoefficient for price of beef was negative but positive for the income, therefore, beef wasclassified into normal goods. Chicken and fish had substitution relationship and fried oil hadcomplementary relationship to beef. The consumption of beef for 2010 tend to increase andwill be higher then that of the previous year.

Abstract

Incorporation of Gender Perspective in Agricultural Machinery Engineering. Development isbasically gender neutral. However, gender bias often occurs in the developmentimplementation and it leads to gender inequity and gender inequality. This implies that onlyone gender side (mostly men) accesses and takes a part in the various development programs,including agricultural development. In addition, they also control and benefit its output andoutcomes. In this reform era, agricultural sector still plays an important role in the Indonesia’seconomy. Agribusiness and smallholders would be successful if all discrimination forms foragribusiness agent’s empowerment is eradicated and market mechanism fairness could beserved. Due to cultural bias existence, roles of women in economic aspects are often takenfor granted. Therefore, dissemination of Republic Indonesia’s Act No 7/1984 especially inthe articles 11 and 14 to all stakeholders responsible for agricultural developmentimplementation in various sectors at rural areas is required so that that woman would benefitfrom labor saving technology skill. Social and institutional constraints should be overcome, inorder that woman farmers needs skill on operating and repairing simple agriculturalmachineries to lighten they daily drudgery.
