Abstract

This paper seeks to examine the application and implications of the GreenRevolution in the country through the perspective of social construction Mary E.Pettenger. In her analysis, the perspective of Pettenger's social construction involvesthe dimensions of power, knowledge, social norms, and discourse or discourse. InIndonesia, the Green Revolution is better known as "Panca Usaha Tani" which issensitive to the modernization or mechanization of agriculture. Through the studiesthat have been carried out, it is clear if the “Orde Baru” regime uses resources ofpower, knowledge, social norms, and discourse in an effort to promote themechanization of agriculture in the country. A series of dimensions are arranged intoa form of social construction that successfully hides various hidden interests in it,among others; national socio-political stability, the legitimacy of debts on the part ofthe parties, alignments with the West Bloc, and efforts to make Indonesia a rice barnfor developed countries.

Abstract

This study aimed to determine the income, sources and risk mitigation, as well as the level of income risk of red chili farming. Farming analysis is used to know the income; coefficient variation to measure income risk, and qualitative descriptive analysis to identify sources and mitigate income risk. The research location was chosen purposely in Subak Iseh, Karangasem regency. This study uses secondary data as well as primary data. Respondents were taken at simple random, ie, farmers who planted red pepper in 2016/2017. The results showed that the income of red pepper farming in the rainy season was Rp 42.793.576,79/ha/ planting season and Rp 46,541,506.17/ha/planting season during the dry season. Risk of revenue comes from competitors, the physical environment condition, and the operational environment. The types of risks include price; weather and climate condition; pests infestation and disease infection; weeds; and un-optimally applied farming techniques. The level of income risk in the rainy season (3.06) was higher than that in the dry season (2.89). Risk mitigation of income was (1) risk planning, through the selection of plant resistant variety to the potential pest and disease and also resitant to environmental stress; choosing the right planting time, choosing better cultivation and harvesting techniques; determine optimal cropping area; (2) risk limitation, ie subak organization needs to develops a reliable business partnership in product marketing.

Abstract

This study probes into the effectivity and impact of the implementation of Social Efforts Program (Upaya Khusus/UPSUS) in providing free hybrid maize seed, through qualitative researches in two maize central cities: Dompu (West Nusa Tenggara) and Sumenep (East Java). The research shows that to improve the overall effectiveness of the UPSUS Program, local maize markets need to be categorized bytheir particular strength: thin-maize market, semi-strong maize market, and strong maize market. The study identifies that the UPSUS Program is most effective in areas with semi-strong maize markets because here it supports the transition from traditional to hybrid maize types with positive effects on production levels. While region with thin and strong maize markets are deemed to be lower in UPSUS seed absrobtion, distributing seeds in these markets appears to contribute to the emergence of black-markets where farmers illegally sell their UPSUS seeds to finance other needs. The study also finds the hybrid mazie seed produced by Research and Development Agency of the Ministry of Agriculture (Balitbangtan) and licensed domestic producers are lower in quality compare to seed procued by the privatesector, hence, it may hinder the improvement of maize production for the farmers.

Abstract

Sustainable tourism development is directed at developing environmentally friendly urban tourism. The revitalization of rivers in Denpasar City is one of the work programs of the Denpasar City government that aims to provide ecological education to the surrounding community can also have economic value. Traditionally, the river is a sacred area that deserves to be preserved in realizing the activities in the wisdom of Tri Hita Karana, namely maintaining good relations with God, nature and humans, so that the presence of water in Bali continues to maintain its quality and quantity. An important strategy to find out the potential for ecotourism development in urban areas is the empowerment of surrounding communities in the tourist area. Community empowerment is a vital unit related to physical, material, economic and income aspects, institutional aspects (growth of individual strengths in the form of groups / groups), strength of cooperation, intellectual strength, and shared strength to comply with and apply the principles of empowerment. The principle of ecotourism has an inseparable part by minimizing the negative impact of the surrounding environment through conservation efforts by maintaining the quality of the environment and local culture, as well as being able to empower the economy of the surrounding community.
