Abstract

This study discusses the implementation of local regulations No. 10 year 2012 on managing Corporate Social Responsibility in Cilegon. This type of study is descriptive, using qualitative approach. Results of the study illustrates that change has not been implemented, since it was passed on April 30, 2012. There are 2 (two) clauses article in particulary regarding Perda operational costs and recruitment patterns of administrators through the fit and proper test.  The study recommends revisions to some article that impedes the passage of Perda, in addition to the importance of involving stakeholders’ executor (company) in the formulation of article so as to accommodate the needs of the Government, enterprises and society.Key Words: Implementation, Local Regulations, Corporate Social Responsibility

Abstract

This article discusses the involvement of stakeholders in the process of Instruksi Presiden Moratorium for palm oil plantation permits between 2016 and 2017 using the stakeholder-based public policy process from Altman and Petkus (1994) to answer the research question that has been posed, which is, "Has there been any involvement of stakeholders since the Instruksi Presiden Moratorium for palm oil plantation permits set up by the government in 2016?” This qualitative study using secondary data is a preliminary study for more comprehensive research. The findings of this research are the three stakeholders in the palm oil industry, the Environmental NGOs, the government as the policy maker and the palm oil business- owners including GAPKI, do not have the same definition of problems and agree on the same agenda as the first stage in response to problems in the palm oil industry. This has meant that the Instruksi Presiden Moratorium for palm oil plantation permits set by the government in 2016 has not yet been implemented. Abstract

Batam is a very rapid business climate growth city in Indonesia. In effort strengthen it, has formed a security system policy based security camera technology with intention of creating Batam City as a smart city security field in the Asia Pacific region. It policy is Batam City Local Regulation Number 2 Of 2007 On Security System Throught Security Camera In Vital Objects, Public Facilities, And Spesific Areas In Batam City. Various problems has encountered in last 10 years including the not ideal security cameras quantity, bad security cameras quality, and Security Coordinating Board not implemented. From that, this research purpose is to analyze policy evaluation. Policy evaluation theory used as activity that concerns policy assessment including substance, implementation, and impact. Research method used phenomenology descriptive qualitative approach including primary and secondary data collection techniques, data processing and analysis, and conclusion. Through this research has found results in evaluation form from are first, substance assessment need to forward. Second implementation assessment need to be continue with an improvement. And third, impact assessment need to be continue with an improvement too. Keywords: policy evaluation, security system

Abstract

This study is going to discuss the implementation of inclusive education’s policy in Yogyakarta. Yogyakarta is a famous for being one of the friendliest city for people with disabilities (some people often refer to handicapped person, although that term is considered to new discrimination by the activist). Inclusive education’s policy is a breakthrough in education policy that puts people with disability and non-disability to sit and learn together in one classroom. In the national area, inclusive education policies stated in Permendiknas No 70 of 2009, while in Yogyakarta contained in Pergub DIY No 21 of 2013. Implementation of that policies did not reach 100% yet. Because, the policy makers forgot the social context, whether society ready to including people with disability in their life or not. Abstract

The government’s commitment to alleviate poverty today is highly important. However, the commitment must be followed by an effective policy. The Policy of Home Construction for Poor Family in the form of home renovation activity is the realization of the government’s commitment of North Halmahera Regency to alleviate poverty. The problems was that the activity did not reduce poverty and some houses were improper to reside. The aim of the research was to evaluate the success of the poicy of home construction for poor people considering the indicators of William Dunn evaluation, effectiveness, sufficiency, alignment, responsiveness, and accuracy. The research used qualitative approach with the technique of purposeive to determine key informant. The evaluation results show that the policy was not successful as indicated by the presence of poverty, improper house to reside, no empowerment to the target families, and the program was not the need of the people. Abstract

Permasalahan peningkatan PAD melalui pemanfaatan BMD belum dikelola secara optimal dan masih ditemukannya permasalahan, seperti pengamanan dan pemanfaatan aset masih belum baik sehingga banyaknya aset daerah yang tidak tergali potensi pendapatannya serta masih adanya potensi kebocoran pendapatan atas pemanfaatan BMD yang tidak masuk ke kas daerah.Kedepannya pemerintah Provinsi Banten harus bisa membuat kebijakan terkait pengelolaan PAD khusunya dari sektor pemanfaatan BMD. Penelitian ini menggunakan indikator strategi.Metode penelitian ini menggunakan deskriptif kualitatif. Hasil penelitian yaitu, Pemerintah Daerah telah menyusun target rencana capaian agar dapat mengukur ketepatan waktu dalam menggali sektor pendapatan. Waktu yang dibutuhkan untuk peningkatan PAD saat ini masih belun optimal karena masih terkendala dengan revisi Perda mengenai rasionalisasi tarif. Dampak peningkatan PAD melalui optimalisasi pemanfaatan BMD yaitu terciptanya peningkatan kualitas pelayanan, peningkatan program kesejahteraan masyarakat, peningkatan pembangunan, dan peningkatan kesejahteraan serta kinerja pegawai. Selain itu masih diperlukannya penggalian potensi sumber pendapatan yang berasal dari pemakaian kekayaan daerah yang belum dilakukan. Perlu ditingkatkannya kualitas pengelolaan BMDsecara menyeluruh. Upaya lainnya penerapan pencatatan retribusi dan pemungutan melalui sistem aplikasi online, memperluas jangkauan layanan dan penggalian sumber potensi pendapatan daerah yang baru. Pembinaan pegawai melalui diklat bagi pengurus barang dan bendahara penerimaan serta menerapkan sangsi yang tegas atas kendala yang didapat dari aparat yang tidak mematuhi aturan dan berindikasi kepada tindakan korupsi dalam penggelapan pendapatan serta penaikan tarif secara sepihak.

Abstract

ABSTRACT This study aims to evaluate the implementation of zakat distribution program "Agam Makmur" for community empowerment in Agam District ". The background of this research is because the amount of aid given is insufficient and the number of business people who do not develop as expected in the distribution program of zakat "Agam Makmur". In this research use qualitative research with descriptive method. This research is head of BAZNAS Agam, Program and IT Manager, Finance Manager, Finance Staff, Administration Staff and community beneficiaries of "Agam Makmur" distribution program. Techniques and tools used in data collection in this study using interview techniques, observation and documentation studies. In this study the data were analyzed using analytical techniques as described by Miles and Huberman. The results stated that in the evaluation of zakat distribution program implementation "Agam Makmur" as a whole can not be said to be successful because the monitoring and evaluation of BAZNAS Agam is not implemented, the assistance given in small amount, the aid given is not right target.Keywords: Evaluation policy, distribution program of zakat "Agam Makmur", BAZNAS Agam

Abstract

This paper aims to explain how the strategy of the Government of Makassar in making the values of Islamiah in shaping ukhuwah in Makassar. By using the concept analisasi Buyda theory and the theory of leadership into a blade analysis the authors analyze the Government's strategy to form the Islamic brotherhood in Makassar. Simply how political intervention against Islamic phenomenon. With this type of analytic and descriptive writing techniques of secondary and primary data collection showed that the Government of Makassar using Islamic values that the dawn prayer with all its usefulness as a strategy to cultivate friendship rope while building morality ukhuwah in Makassar. Attended by thousands of local officials, private, school and university students as well as other public evidence of the seriousness of the government to make the dawn prayer in congregation as an instrument to build Makassar religious brotherhood. In this context when political control of religion done by leaders who transformative natara then there is no separation of Islam and politics, because the guidance of Islam is political, social, economic, and perfect law in society.

Abstract

The studi aims to find out the basic service performance at the Department of Education and Culture in Serang City. The research lays on questing the influencing factors with respect to the basic service performance at the Department. A hundred questioners was answered by teachers living in the city, coming along with semi-structured interviews. Respondents were selected based on their experiences in accessing government educational service. This research has indicated adequate performance of the Department’s officers seen from adequate numbers of personnells, proper skills, suitable knowledge. Nonetheless, suppoting resources and personnels behaviours seem to have been inadequate. Slow service respons were indicated as the first issue, followed by lack of suitable and up-to-date public service skills. This study suggests the needs to have a system analysis along with the analysis of required resources in terms of adequate realocation of the resources. As well, it is a necessity to design mechanism in which people can send their complains regarding the service.  Personnels analysis is needed to have a sense of identification in determining human resources issues. Overall, the research recommends leadership measures as to be included in assessing service performance.

Abstract

Poverty in Banten province is still a serious problem that should be addressed by the local government. The efforts to resolve is implementing Program Jaminan Sosial Rakyat Banten Bersatu (Jamsosratu). The purpose of this research is focused on the implementation of Jamsosratu Program in health sector in Pandeglang District, with case studies on Mekarjaya and Pandeglang sub-districts. Researcher use the implementation model of Van Meter and Van Horn as theoretical approach and qualitative approach as research method. Data collected through observation and in-depth interviews. The results of this research show that the implementation of Jamsosratu Program in Pandeglang and Mekarjaya sub-districts has been reachedbased on the size and policy objectives. The Attitudes of Jamsosratu program implementers, especially on counselors at the kecamatan level is passive to do mentoring. Communication and co-ordination of counselors are less proactive with the sub-district, puskesmas, poskesdes and midwives or posyandu. The result shows that social aspect, economic and political environment strongly supports the implementation of the Jamsosratu Program.
