Abstract

Progress in government technology and information can be seen from administrative services that are computer based. The implementation of e-Governance is one form of business carried out by the City Government of Serang, in carrying out its government activities more effectively and efficiently. Principles that provide support, through design, data flow and the final process of implementation are then made and developed Education Application Information Systems (SIAP). The method used in this research is quantitative research methods. Data collection is done by questionnaire and interview techniques while the sampling technique uses accidental sampling. This means that the determination of the sample is based on coincidence, that is, anyone who accidentally / incidentally meets with the researcher can be used as a sample. processing data using SPSS v21. Based on the results of the study, there are differences (perceptions) between the perceptions and expectations of the community on the dimensions of information quality, namely 96.25% and the quality of service interactions 96.66% while the dimensions of usability are considered good at 97.04%. The results of this study can be concluded that there is a difference (gap) between perceptions and expectations of the community on the dimensions of information quality and quality of service interactions while not on the dimensions of usability. Suggestions in this study were held a re-evaluation to see the quality dimension of information and the Serang City Education and Culture Office must prepare employees who specifically deal with this problem. Keywords: Service, Public, Education, Management, E-governance

Abstract

The rapid development of the banking world requires existing banks to obtain quality human resources, to produce the expected human resources. One way to do this is to motivate human resources appropriately, including Bank Rakyat Indonesia, which provides bonuses to employees who provide productivity. good at work. Provision of bonuses given by the People's Bank of Indonesia to employees is based on the amount of funds collected by each employee. So that it can motivate employees to give their best productivity at work. Based on the measurement of employee productivity from 2012-2016, the results show that every year there is an increase in employee productivity at Bank Rakyat Indonesia. And the results of the regression analysis showed that the value of t arithmetic was 5.992> t table 3.182, so HO was processed and ha was received so that there was an effect of giving bonuses to the work productivity of Bank Rakyat Indonesia employees. 2.5% is influenced by other factors. Keywords: Motivation, giving bonuses, productivity, employees

Abstract

Poverty is not a descent or a destiny, poverty is an impact rather than a regional manager not doing what it should. This study aims to analyze the policy of village funds as an effort to step up poverty, focus the study on Sido Luhur village in Seluma District. The research method is qualitative, primary and secondary data source. The research informants are the Village Head, Village Secretary, Village Office (Kadus), members of the Village Consultative Body (BPD) and Community Leaders. The result of the research shows that the policy of village fund has contributed significantly to the progress of Sidohulur village. However, fund policy has not been instrumental in helping to reduce poverty level either in Sido Luhur village or in Seluma Regency by macro.Keywords: Policy, Village Fund, Poverty Alleviation, New Autonomous Region

Abstract

The tourism sector is an important part of realizing the economic equality of the community, especially those in the Coastal areas that are highly dependent on marine resources directly. Tourism industrialization provides space for investors or capital owners to enter, thus leading to a view of capitalism that raises grabbing resources. Privatization and industrialization of tourism not only have an impact on people's lives but also affect the quality of the environment around tourism sites. Industrial tourism is only felt by a handful of people so that the need for tourism management is environmentally friendly and the welfare of the surrounding community. This article uses descriptive qualitative methods and uses literature studies from various sources. Explanation of the contents of this article finds that tourism industrialization has an impact on community conflict, socio-cultural changes and the formation of power relations. Indonesia can be a pilot from other countries in developing ecotourism. Indonesia is currently an area that has natural beauty that can be used as an ecotourism potential. For example, regions in Indonesia that should be used as ecotourism objects include Minahasa, West Sumatra and Lombok.Keywords: Ecotourism, Tourism Industry, Marine Ecotourism.

Abstract

This study aims to examine the contribution of female workers and the shackles of the cultural role (case study for MKCM Pune village road cleaning workers). This research is a qualitative research. The informants taken in this study were female workers in Pune MKCM village road cleaners totaling 14 people. Then the samples taken using a purposive method by considering married female workers and Suda bekeja for more than 2 years, amounting to 6 street cleaning women workers. The results of this study found that, all female MKCM Pune village workers were married, and had worked more than 2 years. This is evidenced by the response or response given by Pune female MKCM village road cleaners who have shown how much they care about the family's economy even though they often carry out conflicts (differences of opinion) between husband and wife. This can occur because of various factors that are background, such as work time which starts at 3:00 a.m. and takes place at 8:00 a.m. and at dusk starting at 6:00 p.m. to 7 p.m. The occurrence of opinion differences is motivated by the shackles of the role of culture that has compelling values and norms. Abstract

This study aims to explain the process of transfer of authority in mineral and coal mining from the district / city to the Banten Provincial Government. Including the constraints and implications of the transition of authority over the implementation of good governance mining practices in Banten Province after the issuance of Law Number 23 Year 2014 concerning Regional Government. This study uses descriptive qualitative methods. The results of the study indicate that the process of transferring mineral and coal authority in Banten Province still encountered several obstacles and obstacles. First, mining business licenses are not permits that are only administrative in nature but are closely related to technical and non-technical readiness in the field. Secondly, the authority to administer mining business licenses that have been delegated since the end of 2014 to the Banten Provincial Government has brought its own constraints to the Banten Provincial Office of Energy and Mineral Resources (Mining and Energy Service) as the technical service provider for technical recommendations. Third, is the delegation and submission of mining data in Kabuaten / cities throughout Banten Province. Fourth, is the overlapping financial obligations imposed on applicants for mining business licenses. The Banten Provincial Government has also not yet prepared regulations related to the issue of mineral and coal mining. Abstract

Undang-Undang Dasar 1945 secara normatif menganut ajaran negara hukum kesejahteraan. Indonesia diadakan untuk melindungi segenap bangsa Indonesia, memajukan kesejahteraan umum, mencerdaskan kehidupan bangsa serta mewujudkan keadilan sosial bagi seluruh rakyat Indonesia. Kewajiban pelaksanaan secara fundamental dilakukan pemerintah dan pemerintah daerah. Permasalahan bagaimana penyelenggaraan pemerintahan daerah dan implikasinya terhadap pembangunan dan peningkatan kesejahteraan umum di daerah. Melalui penelitian hukum normative-empiris kualitatif menunjukkan hasil, penyelenggaraan pemerintahan daerah dilakukan dalam rangka mencapai tujuan bernegara, termasuk menjamin pemenuhan hak-hak serta kebutuhan hidup masyarakat melalui proses normatif menurut UUD 1945, UU No. 23 Tahun 2014 dan peraturan hukum lain. Implikasi penyelenggaraan pemerintahan daerah bernilai normatif, indikatornya dapat terukur dari dan  dapat dipertanggungjawabkan menurut UUD 1945 untuk melindungi, memajukan kesejahteraan umum, mencerdasakan kehidupan bangsa serta mewujudkan keadilan sosial. Suatu kesimpulan, bahwa kewajiban Pemerintah Daerah merupakan hak daerah diakui dalam UUD 1945 untuk mencapai tujuan bernegara bagi pembangunan dan peningkatan kesejahteraan umum di daerah sebagai bagian dari pelaksanaan tujuan negara secara umum.Kata Kunci, Konstitusi Normatif, Daerah, Pembangunan Kesejahteraan Umum.

Abstract

Sustainable Development Goals (SDGs) recognize children as agents of change and torch-bearers for sustainable development. So investing in children and young people is very important where the population of children in Indonesia reaches 84 million people or one third of the population of Indonesia (SDGs for Children Annual Reports, UNICEF & Bappenas, 2017). This research was conducted through a quantitative approach and showed the results that the implementation of strengthening children's rights in realizing family food security obtained an average of 2.81 or included in the Good category. The implementation of the family food security program is mainly focused on strengthening children's participation in implementing this program, seen from 3 indicators including (a) Indicators of whether or not this program was carried out or carried out had the highest score of 3.44 or included in the excellent category(b) The ability of the policy to structure implementation properly. get an average value of 2.96 or enter into a good category. (c) Other variables outside the policy that affect the implementation process of the Family Food Security program called KRPL (Sustainable Food Home Area also determines the participation of children in its implementation. In this indicator the value the average given by respondents was 2.04 in the good category. Research recommendations are (a) Forming a group of children (children's forums) that focus on the activities of the Sustainable Food Home Area program so that family food security can be optimally realized (b) Establishing spots or water sources around the food plants worked on by the children's forum to facilitate for children doing plant maintenance activities. Since children find it difficult to get water to water and care for their plants. Abstract

Based on the research conducted showed that the achievement of Serang District IPKM get value 0.7709, then the achievements IPKM Pandeglang get value 0.7575, achievement IPKM Cilegon City get value 0.8491, and the achievement of Tangerang City IPKM get value 0.8622. Four districts / cities that become the focus of this study all of which showed an increase of IPKM in the previous year. Some research recommendations are as follows: 1). Instilling public awareness of hygienic behavior and healthy (PHBs), 2) Collecting regions access to clean water minimal, and supply of clean water through community empowerment programs, 3) It should be disseminated oral health and dental examination and oral routine. 4) The need for a redistribution of the distribution of health personnel, 5) Optimizing the anti-smoking movement, especially in young children to reduce smoking behavior., 6) Control Card Healthy Indonesia, and 7) Support morally and politically to the establishment of the Faculty of Medicine in order to increase access to health workers lead to improvements in Banten in particular HDI HDI Health Affairs.Keyword: improvement, Health Sector Development Index

Abstract

It is not easy to build understanding of poverty because it involves various dimensions. Understanding poverty is very diverse, ranging from the inability to meet basic consumption needs and improve conditions to a broader understanding that includes social and moral components. According to Presidential Regulation of the Republic of Indonesia Number 131 Year 2015 concerning Determination of Underdeveloped Regions in 2015 - 2019. Pandeglang Regency and Lebak Regency are included in the category of disadvantaged areas. Pandeglang Regency has a poverty rate of 9.74 percent, followed by Lebak Regency 8.64 percent, Tangerang Regency 5.39 percent, Serang Regency 4.63 percent, Tangerang City 4.95 percent, Cilegon City 3.52 percent, Serang City 5, 57 percent, and South Tangerang City 1.76 percent. For the Solidarity Line in Pandeglang District the latest data is in the range of 267,752 rupiah / capita / month, the sixth lowest after Lebak Regency (246,389) and Serang Regency (256,660). This research was conducted to analyze the causal factors and explore the potential for poverty alleviation in Pandeglang Regency, Banten Province. In this study using quantitative methods and supported by qualitative. Quantitative methods have the advantage of validating natural science: explicit, standardized procedures; precise numerical measurement; and replication. (Neuman, 2006). While the qualitative approach used as a support is a process of research and understanding based on a methodology that investigates a social phenomenon and human problems in which this approach, the researcher makes a complex picture, examines words, detailed reports from the viewpoint of respondents and conducts studies on situations which is natural (Creswell 1998). Research Results Show that the regional gap index represented by the Gini Ratio in Pandeglang District obtained an average Gini Ratio of 0.20 which can be categorized as Low Inequality, below the 2017 Province Gini Ratio in Banten which is 0.380 and the National Gini Ratio of 0.320. With Low Inequality indicates that most households have income that does not differ greatly from one another. However, other data obtained from observations and data collection in the field, critical area 1 is much lower Gini Rationya (0.15) compared to critical area 3 represented by Karangtanjung District (0.32). This means that in Sobang District the income gap between communities is relatively lower than in Karangtanjung District. Furthermore, a concerted effort is needed so that the gap does not get worse so that it triggers social jealousy among the community. The factors causing poverty gap in Pandeglang Regency, Banten Province are: a) Low Level of Education; b) Community life patterns; c) Skill limitations; d) Low population mobility; e) Number of family dependents. Keywords: Potential, Poverty Alleviation.
