Abstract

The porpuse of the research is to determine the quality of servicein the government apparatus based electronicpassport, in this study using 5 indicators that Keberwujudan (tangible), Daya Tanggap (Responsiviness), Kehandalan(Realibility), Jaminan (Assurance), and Empathy (Empathy). andalsosee at the factors that influence the quality ofservice indicators Organizations, Human Resource, and Service System. The methoduse disdescriptive quantitativemethod using frequency distribution, and the data collection were interviews, observation, documentationandquestionnaires. With research sites at the Immigration Office Class 1 Yogyakarta. Results ofthe research is thatthequality of service in thegovernment apparatus based electronic passport given tothe publicis VeryGood”as indicatedby the scale 4.21cumulative indexofthe highest value 5.The variables that have the highest value is in thevariable Assurance (Warranty) with a score value of 4.60 with the category of “Very Good” and the variable that getsthe lowest score by the public is the variable empathy with a score value of 3.97although the category of “Good”. Asfor the factor of influence in the organization’s services are among the factors, for cesor human resources andservice system. Then there commendations givent o the immigration office in Yogyakarta is in grade 1 to furtherenhancethe quality of His ministry, especially in the Empathy dimension of hospitality, courtesy and discriminatoryactions in serving.

Abstract

The study aims to explore the barriers of online learning in Sudan. The achievement of the research purpose requires an approach which is not only describes the relations between variables, but also the experience of the stakeholders, therefore, the study adopted mixed mothed approach. To collect data, the study used two sources; secondary, and primary data sources.  The secondary sources included peer-review international journals from recognized publishers, books, newspapers and reports. The primary sources included questionnaires and interviews. 132 participants were surveyed. Two professors were interviewed. SPSS was used to analyze the data. The findings indicate that there are five unique barriers to e-learning adoption in Sudan including; poor network infrastructure, lack of bandwidth in rural areas, electricity outages, lack of electricity in rural areas, and stakeholder’s deficiency of e-skills. Furthermore, the study showed that some professors are old, and they resist the adoption of e-learning. Likewise, the study found that 67% of respondents were not able to access the internet in their areas during Covid19 lockdown, 25% of respondents do not possess computers, 35% of respondents did not receive training for gaining E-skills, and 74% of respondents prefer learning in classrooms. The study concluded that, E-learning to be adopted in Sudan, several steps can be taken such as e-skills intensive training for stakeholders, support of stakeholders, electricity and internet networks connection to whole parts of Sudan, poverty combat, and stimulation of students to accept e-learning.

Abstract

Natural resources and biodiversity Indonesia make this country rich with potential that exists in it, the main challengeis how to both the way the government manages the resources and can be functioned as it should be for the State andthe Regions. Through the Regional Autonomy in Regions expected to be more independent in determining the wholethe activity as a subordinate of the Unitary Republic of Indonesia, Sula Islands Regional Government also has the samelegitimacy to make various policies, including in the field of tourism. Sula Islands Government has set as part of thedevelopment of tourism and economic make-Based Tourism Policy development to support the development of tourism.Sulabesi island Sula Islands has five locations coastal tourist potential to be developed as a regional destinationtour namely Wai ipa of beach, Pagama Island, Coastal Fatkauyon, Goiyofa Wai of beach,and pas ipa of beach. TourismRegions Island Beach Sulabesi have a characteristic of a typical and natural. But not yet supported by facilities andinfrastructure, including tourist facilities are good and decent for tourists.This research was conducted using qualitativeresearch methods with fenomenalogi approach to describe, analyze and interpret the sides of policies such asparticipation, networking, Organizational Structure, actor, financial, facilities, social, cultural, economic and political aswell as the interests of stakeholders.The results showed that the availability of resources have not been allocated tosupport the implementation of clear, communication and coordination has not run optimally, external conditions (social,economic, and political) impede the implementation of special regional development policy implementation in SulaIslands tourism effectively and optimally. The implication is activity-based tourism economy has not contributed optimallyto the government, private and community from an economic standpoint.

Abstract

The problems discussed in this study is the transparency of budget management in the area work unit (SKPD)Bulukumba Lodging at the Department of Education, Youth and Sports Bulukumba, Department of Health, Office ofFinancial Management and the Department of Highways. This study aims to determine the performance oftransparency in the management of local budgets in the regional work units Bulukumba and factors that affect theapplication of transparency. The method used in this penelitiian is the combination of qualitative and quantitativemethods, sample in this study of 60 people with menggunanakan purposive sampling method. There are two typesof data analysis applied in this study, the analysis of qualitative and quantitative analysis. The results showed thatthe transparency of budget management conducted by the Department of Education, Youth and Sports Bulukumbaof several indicators has a value of cumulative index 2:02 by category Less Good, transparency of budgetmanagement conducted by the Office of Financial Management Bulukumba of several indicators has a value ofcumulative index 2. 81 with good category, transparency of budget management is conducted by the Department ofHealth Bulukumba of several indicators has a cumulative index score of 1. 98 with the category of Less Good,transparency of budget management is carried out by the Highways Agency Bulukumba of several indicators has acumulative index score 2:09 with Less Good category.

Abstract

In the history of political contestation in South Sulawesi as the election, there has never been a woman who has wonan election. Moreover, the female candidate is a newcomer in the constituency, while his political opponents in theelection are the incumbent. an incumbent is considered to have a greater opportunity than the other candidates,because it is considered to have more capital as the level of popularity and figuritas. Women in the political contestwould also have the same opportunities as other candidates, although the participation of women in a politicalcontest still an issue - an issue that marginalize women. It still can be minimized depending on how the power ofmodality which is owned by the candidates, in which a candidate must have akumalasi more capital so as to win adispute. This study aimed to analyze and learn how modality which is owned by the candidates in the administrationof the election, studies in Indah Putri Indriani as regent elected in the district of North Luwu, South SulawesiProvince Year 2015. The method in this research is qualitative research. The technique of collecting data throughinterviews and documentation. The results of this study found four dominant modality owned by Lovely DaughterIndriani compared to the incumbent candidate. The modality is social capital, cultural, political and economic. Thisproves that the beautiful daughter Indriani as a woman and also newcomers are able to accumulate the capital ithas, so it managed to win a political contest and also became the first female Regent in South Sulawesi.

Abstract

Rural development is a holistic concept encompassing both natural and human resources development in an integrated manner. It aims at increasing the opportunities of all rural people in respect of health, knowledge, and skill development, income and participation in decision making and creating a conducive environment in reducing social and economic inequalities. Since Independence India has made a significant progress in rural development and In this connection large number of rural development programmes have been implemented by the concerned ministers and departments of the union and state governments in the area of education, health, drinking water, sanitation, transport and communication and supporting infrastructure, among others, have shown varying degree of response and performance at the grassroots level. The study is based on secondary data and focused on the rural development programmes which are implemented in the state of Jammu and Kashmir.

Abstract

Local elite competition occurs in many regions in Indonesia. One of them was in West Sulawesi, which was issued by three clans, the Manggranian Clan, the Mengga Clan, and the Masdar Clan. At present, the competition between the Mengga Clan and the Masdar Clan continues. Several political contestations in West Sulawesi have followed by-elections, both governor and regent elections. In the 2012 gubernatorial election, the Masdar Clan was defeated by Aladin S. Mengga (the Mengga Clan) and in the 2017 gubernatorial election, the Masdar Clan could win his victory. This article discusses the role of the Masdar clan socio-political capital in political marketing strategies using qualitative research methods, this study shows the socio-political capital used by the Masdar Clan is related effectively in political marketing activities. Social capital consists of bureaucracy, public trust and characterization carried out in activities through marketing. Political capital in the form of political party support/coalition, representative pairs, political experience, and successful team support is carried out in push marketing and pull marketing activities. Overall, socio-political capital is capital that is superior to the Masdar Clan. However, if examined closely, then social capital "figure" is the most decisive, the capital can make another capital.

Abstract

Investment is one source of  state revenue. Until  now the investment management in Indonesia can not be managedoptimally, because one of  them by a system of  investment management organization that is still weak. This study aimedto analyze the relationship between the organization (network governance) in organizing system in the developmentof  investment in the Free Trade Zone and Free Port of  Batam. The method used is the analysis of  network coordina-tion with the study of  the 5 aspects including governance structures, karaketristik service, operational interactionpar tner characteristics and network characteristics on a 3-level organization of provincial and district/city. The analy-sis finds that the coordination between the provincial and district organizations / cities still not optimal. coordinationhorizontally and vertically has not established optimally.

Abstract

The rise of corruption cases in Indonesia at this time every year is always increasing, this causes the community to feel uneasy with corruptors who are still rampant everywhere. The percentage and network of corruption Edy of the supreme court judge’s Decision no.23 /Pid.Sus-TPK/2019/Pn Mks is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Edy corruption case in the supreme court’s decision no.23/Pid.Sus-TPK/ 2019/Pn Mks. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the supreme court decision no.23/Pid.Sus-TPK/2019/Pn Mks and previous research relating to the corruption of edy. the results of this discussion the conclusions that the author can take from the presentation of the analysis above are based on the decision of the supreme court no.23 / Pid.Sus-TPK/2019/Pn Mks analyzed with nvivo12 Plus in general from the four processes above can be seen corporate 44%, Government 52%.

Abstract

The concept of regional autonomy and the views from the historical Aceh considered appropriate to enforce ShariaLaw kaffah. Qanun No.13 of 2003 about Maisir (Gambling) is one of the five existing Qanun in the implementationIslamic Sharia in Aceh, with the aim of preventing all forms of implementation and support for implementing gambling,to implement Islamic Sharia there are three institutions that run(1) Department of Islamic Sharia, (2) Satpol PP andWH, (3) Syariah Court. Bu tthe reality is still going on various forms of gambling. The above considerations, there viewwas conducted in order to see how the Governance Policy Qanun No.13 of 2003 about Maisir (Gambling) in Gayo LuesRegencyof Aceh province and Relationships between Implementing Agencies. The method used in answering thereview using qualitative descriptive method to obtain aclear description of the public participation, LSM in the implementationof Qanun No.13 of 2003 and the relationship between the executing agency. Therefore, the technique incollecting the data that used is observation technique which is observe the objects condition in the field, interview theperformers who involved in implementing Qanun Nomor 13 in 2013 about Maisir (gambling) in regency of GayoLueswith record it in a document.
