Abstract

This study aims to explore and examine SPBE Towards Bali Smart Island in the Provincial Government of Bali. This study used a qualitative descriptive research method with an inductive approach. Data collection was carried out through interviews, observation, and documentation techniques. The results showed that SPBE towards Bali Smart Island has been going well and has implemented smart city development. However, ASN’s digital literacy and competence are still weak, post-pandemic regional budgets are not stable, cyberattacks, and the large number of application systems built by the center and each region are obstacles to implementing SPBE Towards Bali Smart Island. Strategies that can be implemented to overcome the obstacles encountered in implementing SPBE towards Bali Smart Island include: collaborating with pentahelix elements to hold local, national and global scale activities and events based on digital technology scale such as the Bali Digital Festival which is held every year; encouraging international investors to develop the digital technology industry in Bali so as to have a domino effect in developing smart city dimensions in realizing Bali Smart Island; forming an internal audit/assessor team to carry out periodic assessments related to SPBE development so as to create strong control and evaluation; optimizing the Cyber Lantern program using social media platforms in the form of providing training and sharing knowledge related to the use of digital technology, data security, technology ethics and so on as a medium for increasing digital literacy; forming the SPBE Forum throughout the Province of Bali to form integrated development of the Bali Smart Island program and hold training on the use of certified digital technology.

Abstract

This research discusses the capital and political marketing strategy of the regent and deputy regent candidate pairs in the 2020 Sleman District Election. This research identified the political marketing strategy for the victory of the Kustini-Danang pair in the 2020 Sleman Regional Election. This study aims to analyze the capital and strategies used to win elections. The theory used study combined Pierre Bourdieu’s theory of capital and Firmanzah’s theory of Political Marketing 4P (Product, Promotion Price, and Place). This research is qualitative. The data analysis used Qualitative Data Analysis Software (Q-DAS); the tool used was Nvivo 12Plus. The data were obtained from interviews, social media, local media, and other sources of literature, such as documents obtained from the internet, as well as from books, journals, reports and archives related to this research. The results showed that the most significant indicator for the victory of the Kustini-Danang pair is “Price”. This study concludes that the price indicator is the most dominant in winning the regional elections because of image value. The image built by the Kustini-Danang pair is quite strong because Kustini is the wife of the former Sleman regent who served for two terms, and Danang is a DPRD member from the PDIP party so he was able to convince the people of Sleman to vote for the Kustini-Danang pair.

Abstract

Many researchers have studied public trust to assess a government policy. Trust is the key to synergizing or connecting the state, government, and society. It is an essential foundation for the state in implementing a policy. That prompted this study to research current policies on developing new capital cities (IKN) by relating them to the level of public trust. This study used a qualitative approach with descriptive content analysis. The research object was seen from Twitter users in discussing policies regarding the development of a new capital city. Sources of data obtained from the overall results of discussions about IKN. The analysis tool relied on Nvivo 12 Plus. The findings indicated that the public trusted government policies to develop IKN. Positive trust was influenced by the idea of developing IKN, which was predicted to become an example of a world city; IKN could influence economic equality, promote well-being or prosperity, and other influential factors, such as Joko Widodo's leadership as President of Indonesia. Some factors influenced the decline in public trust, concerns about environmental damage and budget problems. It is considered that the urgency of public trust in policy issues related to IKN will affect the sustainability of the IKN development plan in the future.

Abstract

Towards the democratic party in Indonesia, identity politics has become a tool used for political campaigns to influence voters. The focus and purpose of this study are to analyze the dynamics of identity politics approaching the 2024 elections through social media from the sociology of religion perspective. This study used the theory of identity politics put forward by Manuel Castells (2007). The method used was a descriptive qualitative approach. Data sources were obtained through websites, journals and social media. Data analysis techniques used content analysis techniques and Nvivo 12 plus analysis techniques. The results showed a review of Manuel Castells’ theory (2007) regarding legitimacy, resistance, and project identity. Political parties are building good track records and campaigning on platforms that can meet voters' expectations, the concept of "resistance identities" for the 2024 elections. Groups of people who feel dissatisfied with government policies or their representatives can articulate their "resistance" identities, including ethnic, religious, or cultural groups that feel neglected and "project identities." Political parties and candidates can also try to build "project" identities by offering concrete visions and programs that focus on solutions to concrete problems faced by society.

Abstract

This study aims to identify and produce a relational marketing strategy for the Legend of Tapaktuan tourist attraction. This research used relational theory and emphasized partnership and collaboration with the aim of a sustainable tourism program. Indicators in related programs can relate to the relationship between various parties involved in the tourism industry. The problem formulation in this study is the ideal marketing strategy for the Legend of Tapaktuan tourist attraction in Aceh Province. This study used a descriptive method with a qualitative approach. The results showed that the South Aceh District Tourism Office has tried to promote not only through out-of-town trips but also through online media. To make the Tapaktuan Legend tourist attraction more advanced, the South Aceh District Government carried out the first promotion strategy, advertising and promoting Tour Travel Online services on a number of social media platforms such as Instagram, Facebook and Twitter. The government also offers a number of tour packages by participating in expo activities outside the region to introduce and re-promote tourist destinations, especially the Tapaktuan Legend tourist attraction as an icon of South Aceh. Tourists only need to download an application that provides many features that can be used, such as directions, maps, lodging, and how to get to the location. This application also provides a transportation feature that will make it easier for tourists to visit tourist sites.

Abstract

The COVID-19 pandemic remains, and its impact continues to collapse on Indonesian tourism, particularly the hotel industry. During the pandemic, the Ministry of Tourism and Creative Economy implemented a program of issuing CHSE certificates to the hotels in order to restore their performance. However, no market-based analysis has determined the impact of the hotel's CHSE certification. This research measures how the CHSE certification can increase Indonesian tourists' loyalty to hotels during a pandemic. The structural equation model (SEM) found a significant positive influence on Indonesian tourists' loyalty from 564 respondents. Variables such as perceived quality, image, trust, perceived value, and satisfaction significantly influenced Indonesian tourist loyalty toward CHSE-certified hotels during the pandemic, both directly and indirectly. The NFI score of 0.907 indicates that the model constructed in this study is highly sufficient to describe the loyalty of CHSE-certified hotel visitors during the pandemic.

Abstract

Employee performance is an interesting topic of debate because it determines the success and growth of an organization. This study aimed to analyze the effect of empathic leadership, innovative work behavior, and health protocol culture on employee performance. Respondents in this study were employees of Panggungharjo Village. Samples were taken using a saturated sampling approach with 101 employees. This research proved that empathic leadership strongly influenced employee performance with an original sample coefficient value of 0.194, a t-statistic value of 2.174, and a p-value of 0.0030. This research also discovered that empathetic leadership and innovative work behavior majorly influenced employee performance with an original sample coefficient value of 0.411 with a t-statistic and a p-value of 4.747 and 0.000. Health protocol culture had the strongest effect on employee performance during the pandemic and had an original sample coefficient value of 0.371 with a t-statistic and p-value of 5.122 and 0,000.

Abstract

This study aims to examine and determine the COVID-19 Refocusing and Budget Reallocation Policy implementation in the Southeast Sulawesi Provincial Revenue and Expenditure Budget 2020. The research method used a qualitative approach with an analytical descriptive design. This research took place in Southeast Sulawesi. Primary and secondary data came from observations, interviews, and document studies. According to Miles-Huberman, data analysis techniques using an interactive analysis model included data in condensation, data presentation, and conclusion. The results showed that the COVID-19 Refocusing and Budget Reallocation Policy in Southeast Sulawesi, for the most part, could not be accounted for due to administrative errors and errors in the actions of the implementers and third parties. Based on Grindle's argument, the policy content seems to have been carried out too quickly, as evidenced by the 3 (three) changes to the COVID-19 budget. Based on indicators according to Van Meter and Horn, of the 6 (six) policy implementation indicators, only 1 (one) was fulfilled, so the implementation of the COVID-19 Refocusing and Budget Reallocation Policy in the Southeast Sulawesi Regional Revenue and Expenditure Budget 2020 is declared to have failed to meet the formulation and implementation of the policy.

Abstract

This research analyzes President Trump and Jokowi’s speeches on the Paris Agreement. The descriptive qualitative approach was employed in this study. The Critical Discourse Analysis model examines the connections among language, ideology, and power. Van Dijk’s Discourse Analysis Model was used in critical discourse analysis to examine President Trump’s speech. NVivo 12 was further utilized to gather and evaluate the data. The study highlighted a significant contrast in how presidents handle the Paris Agreement. Despite a lack of factual evidence, Trump tried to amplify the perception that the United States is unfairly targeted in environmental efforts, while President Jokowi supported and favored the agreement. Through discourse analysis, the stance of political leaders and public opinion could influence the acceptance of the Paris Agreement.

Abstract

Granting special autonomy to Aceh Province is the government's response to support sustainable development in post-conflict. This study aims to optimize the management of Otsus funds for the overall welfare of the Acehnese people, with the ultimate goal of achieving independence. This study focuses on explaining and addressing issues related to managing the special autonomy fund and strengthening institutions to realize sustainable development and prosperity for the Acehnese. Descriptive qualitative research methodology was employed, involving data collection, reduction, presentation, and conclusion. The analysis utilizes the accountability and transparency theory to evaluate fund management practices in Aceh. Findings revealed that the special autonomy fund has not been effectively implemented due to weak institutional capacity, hindering sustainable development and welfare. Transparent fund management aligned with good governance has not been optimally achieved. The dominance of local political elites in policy-making has led to ineffective government management of the special autonomy fund, while bureaucratic efforts have yielded limited results. Nonetheless, Aceh has undergone some changes over the past 15 years, although not yet significant.
