Abstract

Indonesia is one of the countries with a large market for online transportation. This paper describes a meta-analysis on policy inequality regarding public transportation. Meta-analysis and Computer Assisted Qualitative Data Software (CAQDAS) were utilized to evaluate the inequality of public transportation policy for conventional transportation. Scopus search engine was also used to identify broad literature on a particular policy regulation in Indonesia between 2010 and 2021. Then, this study employed online news related to the conflict between conventional and online transportation. The result disclosed a policy inequality between online and conventional transportation based on the social movement on online media. Thus, the government has to implement a strict policy applicable to transportation. The words “protest”, “regulation,” and “police” were also seen clearly on the issue. In addition, the protesters, comprised of drivers from Uber, Grabcar, and Go-Car, said that Transportation Ministry Regulation No 32/2016 would disadvantage them because it is too difficult to comply with the requirements. Hence, the government can decide on self-regulation to design a policy for online transportation. In this case, state law is still necessary when monopolistic attempts are made, unfair competition exists, public safety as consumers is maintained, and taxes are collected.

Abstract

The construction of a New Capital City  (IKN) will have major implications for the equitable distribution of national welfare. The development of the National Capital Region (IKN) is a national strategic project that is considered to be able to increase economic growth and equitable distribution of national welfare. There are data that explain empirically the explanatory material that has been discussed. It can be emphasized that in the short term, the development of the  IKN can encourage economic activity through infrastructure investment in the IKN and surrounding areas. Then encourage trade between regions, and open up job creation opportunities. This paper also recommends that development in the context of welfare is not only a matter of increasing economic impact after the development of IKN in PPU and Kukar. However, in the context of the perspective of local community involvement in the stages of IKN development, it must be included, especially the contribution to recommendations for strengthening the socio-cultural aspect. The analysis used in this paper is descriptive qualitative research. In collecting data to support this research will track through data from the Central Statistics Agency (BPS) and National Development Planning Agency (BAPPENAS) for each area affected by IKN.

Abstract

This paper aims to see how the strategy of local elites in gaining power in village government in Aceh. In this case, Acehnese local elites, former members of the Free Aceh Movement (GAM), have economic and political advantages over other communities because they have networks within the Free Aceh Movement organization down to the grassroots. The qualitative method with the case study approach was used in this research. The findings of this study revealed that local Acehnese elites used the connections of fellow GAM members in the government as a strategy to seize economic and political resources in the village. They contested in the village head election (keuchik) and competed to become village government officials after knowing the number of village funds managed by the village through general elections and even through direct appointment as interim village head officials. This study concludes with four main strategies for gaining power in government in the village. The main strategies are (1) successful team consolidation, (2) segmentation, targeting, and positioning, (3) candidate image, and (4) Aceh's contextual strategy in the form of a network of the former Free Aceh Movement in gaining political power at the village level in Aceh.

Abstract

This study aims to develop an initial framework for integrating public services in Batu City. The integration of public services in Batu City is formulated into the Integrated Public Service (Public Service Mall). This research is preliminary, meaning that researchers wanted to identify potential public services developed in Batu City. Furthermore, the discussion of the initial framework focused on three aspects, namely institutional, management, and human resource management. This research used a mixed-methods approach. Furthermore, data collection was carried out through questionnaires, semi-structured interviews, focus group discussions, and literature studies. The results uncovered that the integration of public services in Batu City has the potential to be developed through Public Service Mall. The strategic placement of Public Service Mall locations is also needed to provide affordability for the community. Public Service Mall can also expand the types of services from 118-130 to 130-140. From an institutional perspective, Public Service Mall remains under the Batu City One-Stop Integrated Service and Investment Service (DPMPTSP) supervision by coordinating with technical agencies from the public and private sectors. Then, in terms of management, the implementation of the Public Service Mall requires physical and network infrastructure in the service process. Finally, the HRM (Human Resource Management) aspect needs to pay attention to the competency skills of the apparatus, both as implementers and control systems.

Abstract

The production of subsistence farmers dominates Lingga's agricultural commodities as an alternative food supply. However, this production helps meet food needs in Lingga Regency. Along with the development of regional development, to meet the needs and regional food security and guard against land conversion activities, it is necessary to protect agricultural land. This article aims to identify the implementation of the Sustainable Food Agricultural Land Protection Program in Lingga Regency, Riau Islands Province. This research is a qualitative study with a study approach that examines the government's efforts to overcome land conversion and support the productivity of subsistence farmers as alternative food suppliers by making policies to protect agricultural land for sustainable food. Research shows that to anticipate the occurrence of land conversion, the local government of Lingga Regency issued two regulations to ensure the protection of sustainable agricultural land and the determination of the area of rice fields. This study still has limitations, namely respondents for primary data sources, especially in farmer groups. As a result, additional research will be conducted to include subsistence farmers and monitor the policy progress of the sustainable Food and agriculture land conservation program in Lingga Regency.

Abstract

This paper analyzes government websites and social media accounts during the COVID-19 pandemic. In a crisis, the government must provide real-time information to store and share information using websites and social media. This paper also compares government websites and social media during the COVID-19 pandemic. This study used a qualitative analysis method with NVivo 12 Plus and Similar-web as analytical tools to assist in capturing data and mining data from government-owned websites and social media accounts. This study’s results explained that local governments' use and availability of websites and social media was the government's response to ensure that access and public information services could run well during a crisis. The performance of government websites was influenced by the intensity of relationships on social networks, such as social media. The higher the engagement of government websites with social media, the higher the level of information dissemination in the community. The findings of this study also indicated that the performance of government websites greatly influenced public trust. The limitation of this research lies in the research method, which only took data for a certain period. Hence, this research still requires further development by using observation or interviews.

Abstract

This article describes the intervention of the Sleman local government in village administration, especially in implementing the e-voting village head election. The argument of the Sleman local government is that the e-voting device for the election of the village head is smart, fast, and accurate. The author rejects this argument, because of the involvement of 59 state civil servants as the main technical team. The involvement of ASN in the election of e-voting village heads indicates that the independence of the organizers is lost. The involvement of ASN in the election of lurah has violated Law No. 16/2014, article 32. This research method uses an exploratory qualitative approach combined with governmentality. Primary data collection was done through interviews and observations. Secondary data was collected through mapping journals and books. After the data is collected, validation checks are carried out with the principle of triangulation. Data analysis was carried out by combining theory and field data. The results of the study indicate that there are non-independent ASNs that can create a pseudo-legitimacy for the results of the lurah election.

Abstract

PAMSIMAS acted as a platform for basic services for the community, therefore post-program sustainability in rural areas would greatly affect its basic services. Currently, the problems at hand are that PAMSIMAS villages, which have received assistance for the construction of facilities and infrastructures, are having troubles in maintaining the management and a number of them are on the verge of abandonment due to limited resources, and the community and village government are not equipped with enough resources to follow up after the program. This study aims to analyze the sustainable strategy after the community-based rural water supply program which ended in 2021 using qualitative methods. Data collection came from secondary data from literature reviews from journals and primary data by interviewing informants. The findings and results of this study highlight that adjusting the community institutions and village government in their place, ownership of assets after the PAMSIMAS program, mainstreaming basic drinking water services in village planning and budgeting, and increasing public awareness of the environment are strategic efforts as well as policies to support sustainable fulfillment of needs. drinking water after the end of the program.
