Abstract

This study aims to describe the implementation of the principle of transparency in public services at the Department of Population and Civil Registration of Kendari City. The method used in this research is a descriptive qualitative method by means of observation, interviews and documentation. The results of this study indicate that the application of the principle of transparency in public services at the Kendari City Population and Civil Registry Service is generally good which includes 5 indicators, namely procedures, officers or authorized officials, service promises, reliability, and responsiveness. although there are still 3 indicators that are missing. satisfying namely belief, empathy, and tangibility. In addition, public services at the Kendari City Population and Civil Registration Service are still not optimal, especially the problem of timeliness.

Abstract

The purpose of this study is to describe the effectiveness of the Hope Family Program and find out what factors influence the Effectiveness of the Hope Family Program in the Mataindaha Village, Pasikolaga District, Muna Regency.  Data collection techniques using observation, interviews, and documentation.  The data analysis technique in this study was using descriptive qualitative analysis techniques.  Informants in the study amounted to 8 (eight) people consisting Village Head, village secretary, PKH assistant and 5 (five) PKH recipient communities. The results of this study indicate that the Effectiveness of the Family Hope Program in Mataindaha Village in supporting poverty alleviation is ineffective as seen from the indicators put forward by Sutrisno namely Understanding the Program, Target, Timely, Achieving Goals and Real Change.  Because PKH management in the field only meets 2 indicators, namely on time and real change.  While understanding the program there are still PKH recipient communities who lack understanding of the objectives, benefits and allocation of PKH funds, then the accuracy of the targets is still not appropriate because there are still PKH recipient communities from families who are able, for the achievement of the objectives it cannot yet be fully effective.  While the factors that hamper the effectiveness of the PKH Program are among them the incorrect targets that are not in accordance with the requirements or criteria for PKH recipients and the lack of coordination from the village government in relation to the management of PKH target data.

Abstract

The purpose of this study was to determine the efforts to increase human resource capacity in supporting the effectiveness of employees at the Kendari City Education, Youth and Sports Office. As for the dimensions of efforts to increase human resource capabilities, as seen from; a) education, b) training, and c) courses. While the dimensions of work effectiveness, as seen from; a) punctuality, b) application of discipline, c) accuracy of employees, and d) achievement of targets. The results of this study indicate that; efforts to increase the capacity of Human Resources at the Kendari City Education, Youth and Sports Office have been carried out quite well in supporting the work effectiveness of employees. The work effectiveness of employees at the Kendari City Education, Youth and Sports Office has been going quite well. This can be seen in the responses of respondents starting from the dimensions of employee discipline in completing work on time and implementing employee work discipline, employee accuracy in completing office tasks, and achieving targets against predetermined targets.

Abstract

The purpose of this study was to determine the effectiveness of the Office of Education and Culture Employees in the Eradication of Illiteracy in Labengki Village, Lasolo District, Konawe Utara Regency. The research method used was a qualitative method. The results obtained were the Illiteracy Eradication in Lebengki Village, Lasolo District, Konawe Regency. The North is still effective where the level of illiteracy has not decreased, namely in 2017 as many as 83 people, then in 2018 as many as 86 people and then in 2019 there were 88 people. This is a form of effective illiteracy in Labengki Village, Lasolo District, Regency Konawe Utara, in this case the dimension that is still lacking in handling is the number of results achieved.

Abstract

This study aims to identify and describe the Efforts to Improve the Ability of Human Resources in Supporting the Work Effectiveness of Employees at the Dangia Sub-District Office, East Kolaka Regency. This type of research is qualitative research with data collection techniques using observation, interview and documentation techniques. The informants in this study amounted to 5 (five) employees consisting of the Dangia Sub-District Head, the District Secretary, Chief of Section for Government and Public Services, Chief of Section for Community and Village Empowerment, Chief of Section for Development of Peace and Public Order, and a staff of 1 (one) person. The data analysis technique in this research is using the qualitative descriptive analysis technique of the Lexy J method. The results of this study indicate that the Efforts to Increase Human Resource Capability carried out in the Dangia District Office environment are not going well where through the improvement of employee education there is no at all, while for training it has been carried out quite well where there are already several employees who have attended the training but that happened in 2017 alone, it is different with the Head of Dangia Sub-district who every year participates in the training. This of course will support the effectiveness of employees at the Dangia Sub-District Office. Furthermore, the work effectiveness of employees at the Dangia Sub-District Office is partly good even though the education and training of employees is still lacking, this can be seen from the ability to adapt to employees, employee performance, and employee job satisfaction which are carried out well by employees at the Dangia District Office, East Kolaka Regency.
