Abstract

The Act Number 6 of 2014 cause of a great implication especially on the election of village chief. More over regarding on Ministerial Regulation Number 112 Year of 2014, article 23, which prohibit the single candidate opposing with the empty of ballot box. Thus, prohibition emerging of interesting phenomenon where is 17 couples of husband and wife being contestant on the village chief election in Demak Regency in the year of 2016. The aims of the reserch is to comprehend the husband?s reason to choose his wife as associate candidate. Do thus fact be part of practicing of women subordination? How the influence of thus phenomenon to the villlage democracy itself? The research uses qualitative-descriptive method with depth interview as instrument in collecting data. The result show that there are two main husband?s reason choose his wife as a competitor. Fisrt, by choosing his wife mean that there is no cost for compensation and no hard worry about conflict of interest in the coming day after election. Second, becoming his wife as a competitor mean that the winning opportunity is greater because patriarchy and Islamic tradition (were more joy in placing men as a leader) in Demak Regency. Then, the emerging of husband and wife as a candidate would decrease of democracy because there no rivalry as a soul of democracy. To improve of village chief election as a source of village democracy, it is best to correct the regulation which prohibit of the a single canditate by completing with require that the village chief election should be follow by at least two candidate who both of them have no relation as nuclear family.

Abstract

ABSTRACTThis research entitled The Function of DPRD Supervision Performance Against Regional Head in Klaten District in 2016. This research is based on the number of cases concerning corruption, collusion, and nepotism that occurred in local government which involves the Head of Region as the main actors in it, so the role of DPRD as executive partners in conducting surveillance into the public spotlight.This study was conducted with the aim to find out how the function of DPRD oversight performance against the authority of the Regional Head. Using the qualitative approach, this case study is then researched through data collection techniques in the form of interviews and in-depth discussions with existing informants, ie DPRD members from 2014-2019. The data analysis is descriptively qualitatively described through data processing techniques with reduction, display and data verification.The results of this study indicate that the DPRD Klaten District has not implemented the function of supervision effectively because it does not meet the existing indicators in the form of productivity, quality, and also the growth of the DPRD institution itself. Therefore, the researcher has summarized the things that become obstacles for the DPRD Klaten district to be able to work effectively.The suggestion for the DPRD of Klaten district in order to realize the stability of the government is to improve the member performance of the council through quality improvement and resolve problems related to existing obstacles in the form of human resources and also political dynasties in Klaten district.Keyword: agency, supervision, DPRD, Head of Region.

Abstract

This research aims to examine the cooperation of the Provincial Government of Jawa Tengah with Perum Perhutani in order to develope a new tourism destination of Central Java Park where located in Penggaron Production Forest, Kabupaten Semarang. The cooperation is carried out in the framework of the Provincial Government of Jawa Tengah plans to find alternative tourist destinations in Jawa Tengah. In addition, the purpose of Central Java Park development is to increase the local revenue (PAD) of Jawa Tengah province. To that end, Provincial Government of Jawa Tengah appointed Perum Perhutani as Penggaron Forest land owner to cooperate in building Central Java Park. This research analyzes the cooperation process conducted by both parties starting from the idea to the implementation, knowing the supporting and inhibiting factors from the cooperation of both parties in the development of Central Java Park. Researchers chose related parties such as Central Java Provincial Government and Perum Perhutani KPH Semarang as a case study study.The method used in this research uses a qualitative approach with descriptive method. In obtaining the data, the researcher uses interview method with the research informant is the Bureau of Infrastructure and Natural Resources of Central Java Province, Perum Perhutani Unity of Semarang Forest Stakeholders and other Parties involved in the cooperation. Researchers also use secondary data derived from relevant Regional Regulations as well as other literary sources such as books and journals.The results showed that the process of cooperation between the two sides is still not good in terms of communication. This is evidenced by the length of time required in the assessment of cooperation and the division of development responsibilities Central Java Park. From it shows the cooperation is not running effectively. Therefore, both parties must be more firm and committed in implementing such cooperation so that the development of Central Java Park will be more quickly implemented. Keywords: Public Private Partnerships, New Company, Beauty Contest

Abstract

This study discusses the dynamics of the process of fulfilling the political rights of persons with disabilities in the Temanggug regent election in 2018 by the Temanggung KPU. The lack of service for persons with disabilities in the Temanggung election by the KPU makes the political rights of disability in the election of Temanggung not maximally fulfilled.The purpose of this study is to describe and analyze the dynamics of the process of fulfilling the political rights of persons with disabilities by the KPU Temanggung in Temanggung Pilbup in 2018 and identify the inhibiting factors. The research method used is descriptive qualitative with data collection techniques through interviews and documentation. The theoretical framework used is the Concept of Disabled, Disabled and Disability, the Concept of Democracy and Election, and the Concept of Human Rights.The results of the study showed that in the Temanggung regent election on 2018, KPU Temanggung had not been maximized in providing programs that initiated the fulfillment of the political rights of disability, the equality for disabilities to play an active role in the election implementation was still hampered by educational requirements. However, KPU Temanggung has been tried to serve disability by adjusting the budget for disability needs, and committed to providing services to them despite the shortcomings. KPU Temanggung had also implemented two of the four strategies to support the creation of inclusive elections so that the political rights of disability can be fulfilled. Factors that inhibit the process of implementation are low disability education background, election organizers who lack understanding of SOPs, invalid data, lack of accessibility, and poor reference choices.KPU Temanggung has sought the implementation of the fulfillment of the political rights of disability in the 2018 election, even though it has not been maximized. Suggestions that can be made by the Temanggung Disdukcapil are recording the pick-up administration of the ball. For KPU Temanggung is to improve the disability database, interactive dialogue with disabilities, cooperation with election participants for socialization. And for those with disabilities, they must actively follow up on political information and not hide family members with disabilities.Keywords: KPU, political rights, persons with disabilities, regent elections

Abstract

Pendidikan merupakan hal yang sangat penting saat ini dimana pendidikan menjadi hal yangdiutamakan, tingkat pendidikan seseorang berbeda-beda begitu juga dalam menyikapi fenomenapolitik yang ada dimana banyak sekali isu-isu berkembang di masa-masa Pilkada. Ekonomi memilikitingkatan-tingkatan ekonomi dimana ada tiga tingkatan, tingkat ekonomi atas, menengah dan bawah.Partisipasi politik pemilih pemula karena untuk pertama kalinya akan berpartisipasi dalam Pemilu.Dari hal-hal yang telah disebutkan tentunya akan mempengaruhi partisipasi politik mereka. Adapun penelitian ini menggunakan metode kuantitatif. Berdasarkan analisis dari data penelitiandengan 70 responden yang telah dilakukan dengan cara menyebar kuesioner dan melakukanwawancara, maka dapat diketahui variable pendidikan nilai t hitung = 2,905 atau nilai p = 000 danvariable ekonomi t hitung = 2,795 atau nilai p = 000, di peroleh juga f hitung = 4.036 dan nilai sig.0.000, diketahui tingkat pendidikan tinggi dan tinggkat ekonomi tinggi partisipasi politiknya jugatinggi, dijelaskan bahwa tingkat pendidikan dan tingkat ekonomi secara langsung mempunyaipengaruh dan hubungan tetapi hubungan dan pengaruh tersebut rendah terhadap partisipasi politik.Jika ditinjau dari hasil penelitian yang telah di peroleh pengaruh dan hubungan tetapi pengaruh danhubungan itu rendah dengan presentase 10,8%, karena tingkat pendidikan dan tingkat ekonomi tidakmempengaruhi banyak dalam partisipasi karena partisipasi politik pemilih pemula dapat digerakan melalui kesadaran dari diri sendiri akan hak wajib sebagai warga negara dan partisipasi politik dapat dipengaruhi dari pendidikan politik melalui sosialisasi-sosialisasi yang diberikan.

Abstract

AbstrakDewasa ini, dinamika politik di Indonesia semakin umum menjadi konsumsi masyarakat. Ormas terbentuk bukan semata untuk menjadi wadah untuk menyalurkan aspirasi dan ideologi politik, juga karena fitrah dan tugasnya berbeda. Namun, ormas memiliki peran yang cukup besar sebagai pemersatu para aktor atau pelaku politik. Di Kabupaten Banjarnegara, ormas Syarikat Islam (SI) berperan besar dalam proses atau aktivitas politik.Anggota SI Banjarnegara tercatat sebagai anggota beberapa Partai Politik yang berbeda. Sebagian menduduki jabatan di lembaga legislatif daerah (DPRD) Kabupaten Banjarnegara. Dalam Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara Tahun 2017, beberapa anggota SI tergabung dalam Tim Sukses setiap pasangan calon mewakili Partai Politik yang berbeda.Partisipasi Politik anggota SI dalam Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara tergolong tinggi. Mulai dari partisipasi politik yang terendah sampai Partisipasi Politik yang aktif yaitu sebagai Tim Sukses dalam Pilkada. Sebelumnya, pihak SI telah menghimbau kepada seluruh anggotanya dengan sebuah Maklumat untuk menggunakan hak pilih dalam Pemilu tersebut. Namun, dengan catatan harus menjaga jarak yang sama terhadap semua Pasangan Calon.Warga SI diperbolehkan berpolitik dengan ideologinya masing-masing namun tidak membawa nama besar Syarikat Islam. Partisipasi Politik yang tertinggi terbukti dengan adanya anggota SI yang tergabung dalam Tim Sukses pada Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara.Pendahuluan

Abstract

Family Hope Program (PKH) is a government policy to accelerate poverty alleviation for very poor families to access health and education services. The purpose of this research is to analyze the implementation of PKH and to know the factors that influence the implementation of PKH for fishermen community in Kragan Sub-district of Rembang Regency.The method used in this research is qualitative descriptive. The research was conducted at Department of Social, Women Empowerment and Family Planning of Rembang Regency, UPPKH of Rembang Regency and Kragan District with 12 persons including Head of Rehabilitation and Social Security of Department of Social, Women Empowerment and Family Planning of Rembang Regency; Coordinator of PKH Rembang Regency; Coordinator of PKH Kragan District; PKH Assistant of Kragan District; Education and Health Service Providers; and PKH participants who work as fishermen. Data collection techniques are carried out with interviews, documentation and literature studies.Based on the results of the research, PKH implementation in Rembang Regency with the theory of policy implementation according to George C. Edward III of the four implementation indicators, three of them have been implemented well and there is one indicator that has not run well that is the indicator of resources and also PKH not able to reduce the poverty rate in Rembang Regency because it was influenced by the low quality of very poor families and the abuse of PKH assistance by participants.The results of this study are expected to provide good benefits for the parties involved. Based on the results of this study, the authors propose a recommendation that is the empowerment of PKH participants to create independent business in order to be separated from the poverty chain, increasing the availability of infrastructure facilities needed PKH implementers and PKH participants to support the success of PKH and provide more understanding to PKH participants in the use of funds PKH assistance and awareness of those who are unable to receive PKH assistance.Keywords: Policy Implementation, Family Hope Program

Abstract

The Regulation of the Minister of the Interior Number 2 Year 2016 onChildren Identity Card was enacted as a form of government policies for children’s protection of their identity rights. To follow up this regulation, Semarang City government issued Regional Regulation of Semarang City Number 4 Year 2016 on the Implementation of the Population Administration. The purposes of this study are to find out how the implementation of this regulation of the minister of the interior about Children Identity Card (KIA) in Semarang City is and what efforts have been done to overcome every obstacles. The results showed that Semarang City governments will carry out this regulation of the minister of the interior about Children Identity Card (KIA) in 2017. The preparations the Semarang City governments do are to collect datas of children, to discuss the addition of KIA’s benefits with several stakeholders, to conduct a comparative study into areas that have already implemented KIA, and to disseminate about KIA and its basic regulations. However during preparations Semarang City governments experiencedsome constraints such as, obscurity in distribution of KIA form, limitations anddelays in budget provision, lack of competent human resources to operatePopulation Administration Information System (SIAK) and the lack of regulationimplementing the Regional Regulation Number 4 Year 2016 on the Implementationof the Population Administration. Abstract

Kemiskinan merupakan salah satu permasalahan yang menyebabkan tidak tercapainya kesejahteraan. Untuk itu, pemerintahan di kota Semarang ikut untuk melaksanakan pencapaian kesejahteraan. Upaya pemerintah dalam melaksanakan pencapian kesejahteraan dilakukan dari pemerintah pusat sampai pada pemerintah daerah. Pelaksanaan pencapaian kesejahteraan telah tertulis pada pembukaan UUD 1945 pada alinea ke empat yang mengatakan bahwa untuk memajukan kesejahteraan umum Penelitian ini menghasilkan temuan bagaimana pemerintah melakukan pelaksanaan program Kampung Tematik dalam menanggulangi kemiskinan. Peran masyarakat kampung Home Industry dan pemerintah adalah kunci dari terciptanya kesejahteraan yang ada. Untuk itu, pemerintah perlu melakukan pembinaan pada masyarakat sekitar agar nantinya UMKM yang berguna meningkatkan pendapatan masyarkat dapat berdampak secara keseluruhan.

Abstract

Abstract            Elections are one indicator of democracy, where the people directly involved in determining the direction and policy leaders and state politics for the next five years. But this time they found the lowest participation rate caused by several factors: a decrease in the level of confidence in the behavior of the corrupt political elites, factors critical meaning critical community can analyze the results of the previous general election in realizing the promise during the campaign, a factor the circumstances in which the person does not may vote at the polling station where he lived because the person registered at the polling station other areas eg people who wander, lack of socialization election by the general elections Institute so that people do not know how big the benefits of involvement in the election itself, the lack of role of political parties in political socialization.            Of these factors, the Election Commission of Semarang had planned strategies such as long-term evaluation. In 2015 came the idea and creation to increase political participation as student council president election held in SMA / SMK / MA as the city of Semarang. Then with Effectyang Multiple factors together with the first simultaneous elections or through Parliament as the previous year which caused controversy. The controversy is being used for public communication. After seeing the condition as a way strategy, the State Election Commission conducted a survey with academics that Cepp UNDIP to make an assessment of the participation of local elections of 2015.
