Abstract

Steam Power Plant is the backbone of electricity sector in Indonesia. Steam Power Plants supply 27.5 GW to the grid, in which 90% of them is coal fired. Today, several Coal Fired Steam Power Plants face a supply problem; consequently, they must procure lower quality of coal. One of them is XYZ Coal Fired Steam Power Plant. Even if there are four candidates of provider to supply coal for a minimum 10 years, it is necessary to make assessment about the effects of coal switching on equipment. The risk assessment focuses on effects of each coal sample on equipment in plant site, especially the equipment closely related to firing process, i.e., boiler, electrostatic precipitator (ESP), and Seawater Flue Gas Desulfurization (SWFGD). Risk Breakdown Structure (RBS) is employed to map problem and problem root in equipment. Risk analysis and evaluation use House of Risk (HOR), meanwhile Net Present Value (NPV) is used to evaluate financial traits. HOR analysis shows one environmental factor, i.e., emission, becomes the highest risk as each coal has high ash content; hence it is necessary to improve emission control. Three of four candidates show high NPV values suitable for the company to maximize profitability.

Abstract

Penelitian ini bertujuan untuk menilai kemampuan kerja SDM (teknisi lapangan) pada unit bisnis Gubeng PT. TLKM, menghitung beban kerja wilayah pada unit bisnis Gubeng PT. TLKM, dan merancang Integrated Territory Manage Service Access berdasarkan metode Time And Territory Management  pada unit bisnis Gubeng PT. TLKM.   Metode yang digunakan dalam penelitian ini adalah  penelitian deskriptif dimana pada tahap awal dilakukan studi literatur. Hasil pada penelitian ini adalah (1) Work Load Analysis (WLA) provisioning (pasang baru) adalah 6,471 kunjungan dan untuk pekerjaan assurance (gangguan) adalah 15,174 kunjungan, (2) dari hasil perhitungan diketahui nilai Account Analysis (AA) jumlah kunjungan pekerjaan provisioning (pasang baru) adalah 3,893 kunjungan dan sedangkan untuk pekerjaan assurance (gangguan) adalah 20,341 kunjungan, (3) dari hasil perbandingan antara account analysis dan workload analysis untuk pekerjaan provisioning (pasang baru) sebesar 0.60. Sedangkan pekerjaan assurance (gangguan) yaitu sebesar 1.34. dan (4) dengan melakukan pergeseran teknisi provisioning (pasang baru)  menjadi 7 tim dan 12 orang teknisi assurance (gangguan) untuk meng-cover unit bisnis Gubeng, diharapkan tidak ada lagi pekerjaan yang overload dan underload. Sehingga dapat memberikan pelayanan maksimal.

Abstract

Third Fleet is the Main Command of the Indonesian Navy as Operation City which is tasked with carrying out defense and security operations of the maritime dimension by securing the territorial waters of eastern Indonesia. The operation in these waters is faced with the vulnerability of frequent violations, geological conditions consisting of thousands of islands and shallow straits, extreme weather and also with limited state defense budget conditions. Therefore, it is very necessary to have a KRI that is right and ready to face these challenges and obstacles so that the goals of the organization can be achieved. The purpose of this study was to analyze the criteria and determine the type of KRI needed in accordance with the conditions in Third Fleet. This study uses an integration between the Delphi method and the AHP method. The results of this study are expected to be input and consideration for the leadership of the Indonesian Navy. The next 299 are fast boats with a weight value of 0.149 then Amfibious ships with a weight value of 0.154 then Bantu ships with a weight value of 0.131 then Mine ships with a weight value of 0.119 and Submarines with a value of 0.114. Abstract

Hospital Auxiliary Ship is an Indonesian Navy ship produced by PT. PAL Indonesia (Persero). The construction of this BRS ship was very time consuming and one of the main parts of the ship building project was the construction of the hull structure. In relation to time and production costs, the shipyard must be as efficient as possible in the use of time in each activity or activity, so that costs can be minimized from the original plan. Acceleration of the total duration in a project is done by accelerating critical activities in the project. To find out which are the critical activities of a project, the Critical Path Method (CPM) technique is used; namely by drawing a Network Diagram of the project. By using the CPM method in scheduling a ship hull construction project, it can be seen which activities should take precedence so as not to experience delays and waste. After that, the crashing method is carried out by increasing work hours (overtime) which aims to speed up the time of the project. The results of research for activities that are in the initial critical path with the CPM method can be seen as activities A, C, H, M, R, W, AB, AC, AD, AI, AP, AT, BA, BJ, BN. After accelerating, the critical path activities include activities A, C, H, M, R, W, X, AC, AD, AI, AP, AT, BA, BH, BO. Calculation of the project during initial conditions with Early working days without using overtime hours PT PAL Indonesia (Persero) costs Rp. 5,299,631,000, - while the Crashing Method is through the addition of 1 hour / day overtime so that the project implementation can be accelerated from the initial implementation of 450 days to 412 days and PT. Abstract

Scheduling of Indonesian Warship Assignment is Operation Presence at sea by Indonesian Warship to carry out security duties at sea based on time. Security threats and violations at sea in the form of theft of fish, timber and other natural resources and violations of territorial boundaries by foreign vessels require the presence of Indonesian Warship for security.The limited number of Indonesian Warship and the budget provided by the state as well as the need for securing the vast sea area of ​​the Republic of Indonesia in the need for thought about the Indonesian warship assignment model.The purpose of this research is to get the best alternative in order to optimize the scheduling of the Indonesian Warship assignment plan in order to produce a ship movement schedule in this case made by SOPS.Indonesian Warship is used in modeling as many as 52 Indonesian Warship to 17 operating sectors .This method of scheduling research attempts to develop an optimization model by applying the Integer Linear-Zero One Programming method.by identifying decision variables, establishing objective functions and identifying constraints. The results of the assignment model simulation in the form of the composition of Indonesian Warship assignment to 17 operating sectors with a maximum coverage area reached is 65,130,362.68, scheduling Indonesian Warship assignments carried out over a period of 1 year, there is also an increase in Coverage Area of ​​12.16% from real conditions.Simulation of this assignment model can be used as a consideration in the decision making of the TNI Al Leadership about the assignment of Indonesian Warship in the operations sector, so that it can be implemented / applied in the future. Abstract

Mechanical engineering corps of Indonesian Naval Cadets Department in charge of producing professional Engineering Corps Officers with knowledge and skills in the field of Indonesian Navy logistics management and warship engine engineering. There were still some of the obstacles that exist in the Study Program will certainly have an impact on the performance displayed by the graduates in their duties. This study used the IPA (Importance Performance Analysis) method to see the performance of graduates, the SWOT (Strength, Weakness, Opportunities and Threat) method in formulating strategies and the ISM (Interpretative Structural Modeling) approach in determining priorities and strategy mapping with the aim of producing a roadmap of chosen strategy. The results showed that the mapping of the position of the performance attributes of graduates in the Quadrant Analysis and the level of satisfaction at the level was quite satisfied with a satisfaction score of 63.6%. By using ISM method approach, five levels of hierarchical structure are generated to be used as a reference in determining the roadmap for the professional development strategy of the engineering corps of Indonesian Naval Cadets. Abstract

The formation of the III Fleet Command in the development and development of the Indonesian Navy's strength has a strategy of developing a strong posture. The development of the TNI AL posture that has been determined includes the level of ability, strength, and pattern of strength degrees. One of the strength postures built and developed is submarines. To support the optimization of submarine operations in the Koarmada III area, it is necessary to build supporting facilities to extend the capability of the submarine's operating range, namely special submarine base facilities. The purpose of this study is to analyze the criteria that are considered and determine the priority of the location of the submarine base in the Koarmada III area. This research was carried out in three stages, namely the stage of determining the criteria using the Delphi method, the stage of weighting the criteria using the ANP method, the stage of ranking alternative locations using SAW. In the first stage of the analysis, ten main criteria were found in determining the location of the submarine base which were then used as the basis for the second stage of analysis, namely the determination of the structure and weighting of the ANP. The results of the weighting of the criteria are used for the third analysis process, namely the ranking of alternatives using the SAW method. The results of the SAW processing prove that Ambon is the main priority in determining the location of the submarine base in the Coarmada III Region with the SAW value = 0.858 with a weight of 27.8%. The results of this study are expected to be a consideration for the leadership of the Indonesian Navy in determining the location of submarines in the future. Abstract

Improved personnel performance will bring progress for the institution to be able to carry out its duties. Therefore, efforts to improve personnel performance are the most serious challenges for leaders because the success in achieving goals depends on the quality of the performance of human resources in it. The purpose of this study was to analyze the variables that have an effect on improving the performance of the Indonesian Navy's Diktukpa students Candidates including competence, career development and soldier motivation. The method used is a quantitative method with Structural Equation Model (SEM) analysis and AMOS software. The results showed that the competency variable had an adequate influence on performance although it was not significant. The soldier career development variable has a significant effect on the performance variable of the NCO soldier candidates for the Indonesian Navy's Diktukpa students. The soldier competency variable has a very significant influence on the motivation of the NCO soldier candidates for the Indonesian Navy's Diktukpa students. The soldier career development variable has a significant influence on the motivation of the NCO soldier candidates for the Indonesian Navy's Diktukpa students. The soldier's motivation variable has a sufficient influence on the performance of the NCO soldier candidates the Indonesian Navy's Diktukpa students even though it is categorized as less significant. The analysis of the results can be used as a basis for input in the formulation of strategies and policies as well as efforts to improve the performance of Naval Air Force candidates for the Indonesian Navy's Diktukpa students, given the very important function of the presence of NCO members who are the liaison between officers and enlisted. By increasing the performance of Naval Forces candidates for the Indonesian Navy's Diktukpa students, it will automatically improve the performance of the Indonesian Navy organization. Abstract

A project of base facility is a kind of routine developing in Indonesian Naval. In this developmentt is necessary to develop methods in measuring performance and evaluating project time through a more accurate critical path feature. The research problem statement is how to evaluate the project schedule related to the time and cost of the Indonesian Navy's facility construction project by conducting a case study as a study for project scheduling at a later stage. The research objective is to identify the critical path of the project through network analysis, determine the factors that cause delays and how to overcome them, and calculate the time effectiveness and cost-efficiency of the project based on the calculation of scheduling acceleration. In this study, project performance measurement was carried out using the Earned Value Method (EVM) and network analysis using the Precedence Diagram Method (PDM). The solution to overcome delays with the crashing project method. The results of the discussion identified 15 critical path activities. The factor causing the delay is the delay in activities on the critical path due to the low level of productivity of the workforce group. The crashing method through additional 2 hours/day overtime can solve the problem of delays so that project implementation can be accelerated from the implementation of 256 working days to 226 working days (11.72% effectiveness) with the initial project cost of Rp. 74,316,727,585.00 reduced to Rp. 72,152,162,704.00 (2.91% efficiency). It will be measurable and reasonable in responsibility when it was suitable with the target. Keywords : Network Analysis, Naval Base, and Project Development.

Abstract

ABSTRACT The material codification system is deliberately designed to realize effectiveness and efficiency in providing defense logistics support and facilitate better management of equipment and supplies materiel data. The main tool of the navy weapons system consisting of ships, aircraft, marines and bases including personnel who manned. The preparation of adequate logistical support it, will have an impact on the readiness of the main tool of the navy weapons system in carrying out its duties and functions. This research aims to improve the implementation of codification embodied in the completeness of the Material Basic Book (MBB) in The main tool of the navy weapons system so that it will support the preparedness of the Navy in carrying out operations and exercises. To examine the above problems, identification is needed to answer the current problem by using swot analysis method approach. In this approach, the right decision is also done in making decisions using SWOT matrix calculations that can produce the best strategy formulation by providing weight and rating values from internal and external factors against four quadrants so that it is known that the result is in quadrant III which supports turn around strategy with a difference between strength and weakness of 1 while the odds and threats are 2.62.
