Abstract

Regular School Operational Assistance (BOS) is a central government program to provide funding for operational costs for schools sourced from non- physical special allocation funds, in its implementation technically experiencing problems, including slow BOS management, misuse of the BOS budget, incomplete accountability reports and late data synchronization. SMA Negeri 8 is one of the school as recipients of the Regular School Operational Assistance in the city of Medan.This study aims to identify and analyze the policy implementation of the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 8 of 2020 concerning the Technical Guidelines for Regular School Operational Assistance at SMA Negeri 8 Medan and to find out what factors are obstacles/ obstacles in the implementation of the Regulation of the Minister of Education and Culture Number 8 Tahun 2020 regarding Regular School Operational Assistance Technical Guidelines.The research method used is a descriptive method with qualitative approach, with the research informants being the Regular BOS Team at SMA Negeri 8 Medan.The theory used is George C Edward III’s public policy theory. The influencing factors are communication, resources, disposition and bureaucratic structure. The results of this study indicate that The implementation of the regulation of the minister of education and culure of the Republic of Indonesia Number 8 of 2022 has been carried out but not yet with optimal results. The succes of policy implementation.

Abstract

This study aims to determine the effect of leadership style, work environment and performance benefits on employee performance at the Service Office for Placement and Protection of Indonesian Migrant Workers (BP3TKI) Medan. The effect of these variables on employee performance was studied using statistical analysis. The sampling technique used in this study is saturated sampling. Scaled surveys has been done by 116 employees of Service Office for Placement and Protection of Indonesian Migrant Workers (BP3TKI) Medan. The statistical tool used is the Structural Equation Modelling (SEM), and analysed using LISREL 8.80 statistic software. The model developed fulfil Goodness of Fit (GoF) requirements from LISREL 8.80 to which shows that it is good enough. The most significant sub-variables are no strong grip and low confidence from leader, legislations related to employee’s performance benefits, and good air circulations in the workspace, which strongly affect work quality, time efficiency, and cooperation from employees in Medan BP3TKI office. For further research, other researchers, institutions, or parties, could use this research conclusion and suggestions as foundation or additional information for similar problems, that is to improve employee performance in an office.

Abstract

This article discusses the analysis of the leadership role of the principal of the 14 Rantau Utara State Elementary School, Rantau Utara District, Labuhan Batu Regency. This type of research is a type of field research (field research) with a qualitative approach. The sources of data for this research are the principal, school teachers in their respective fields, school operators, representatives of several parents. Data collection methods used are observation, interviews and documentation. Then the presentation of the data goes through four stages, namely: data reduction, analyzing data, compiling data and drawing conclusions. The results of this study indicate that, the principal's leadership on school management in terms of the principal's leadership has been fairly effective, in addition to placing himself as a headmaster leader as well as a role model who always provides motivation, direction and advice to students. subordinates both to teachers and staff as well as to their students. Principals in elementary schools maintain order and school discipline, and strive for the progress of the school. In the management of facilities and infrastructure, it is still considered inadequate or not enough because the principal is constrained by funds so that he has not been able to cover the shortcomings in the school, but the principal is still trying to cooperate with the government in the progress and development of the school and can meet the needs of the school. especially in learning.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Peraturan Walikota Medan No. 49 Tahun 2018 Tentang Rincian Tugas dan Fungsi Satuan Polisi Pamong Praja Kota Medan dalam penertiban Pedagang Kaki Lima dan kendalanya pada Kelurahan Petisah Hulu Kecamatan Medan Baru. Penelitian yang digunakan adalah metode deskriptif, dan teknik analisis data menggunakan deskriptif kualitatif. Hasil penelitian bahwa Satpol PP Kota Medan belum sepenuhnya mampu mengimplementasikan Perwal Perwal No. 49 Tahun 2018 dalam penertiban PKL di Kelurahan Petisah Huku, karena sampai saat ini PKL masih tetap menjadi sumber gangguan bagi ketertiban masyarakat umum yang berada di Kelurahan Petisah Hulu. Hal ini disebabkan masih adanya faktor kendala implementasi yang belum dapat di atasi. Faktor kendala yang dihadapi Satpol PP Kota Medan dalam implementasi Perwal No. 49 Tahun 2018 dalam penertiban PKL di Kelurahan Petisah Hulu adalah: sulitnya menyadarkan PKL tentang pentingnya pinggir jalan bagi kepentingan umum, PKL dapat mendirikan tempat berjualan dengan segera setelah penertiban, kurangnya personil Satpol PP sehingga pratroli untuk pengawasan jarang dilakukan, serta kurangnya sarana dan prasarana. Direkomendasikan Pemerintah Kota Medan perlu menetapkan sanksi yang jelas atas pelanggaran larangan penggunaan pinggir jalan oleh PKL dan perlu menambah jumlah personil Satpol PP agar dapat melakukan penertiban PKL di semua wilayah termasuk di Kelurahan Petisah Hulu.

Abstract

Fokus penelitian ini adalah pelaksanaan implementasi kebijakan Permendagri No. 8 Tahun 2018 pada Kantor Camat Medan Amplas dan faktor yang mempengaruhi kebijakan implementasi. Peneliti menggunakan Teori Edwards III sebagai pedoman analisis dan menggunakan teori Miles, Huberman dan Saldana sebagai teknik analisis. Jenis penelitian yang digunakan adalah penelitian deskriptif kualitatif dengan pengambilan data primer dengan teknik purposive sampling untuk menentukan informan penelitian. Teknik pengumpulan data menggunakan tiga cara yaitu wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan implementasi Permendagri No. 8 Tahun 2016 terhadap pelayanan KTP Elektronik pada Kantor Camat Medan Amplas sudah berjalan dengan baik dengan kendala dari kesadaran dan partisipasi masyarakat dapat dilihat dari komunikasi yang baik antara pembuat kebijakan, pelaksana dan warga masyarakat, SDM sudah memiliki kompetensi yang sesuai, SOP sudah ditetapkan dan petugas bertindak sesuai dengan SOP yang ada. Adapun faktor yang mempengaruhi implementasi adalah adanya peraturan pemerintah yang menjadi pedoman pelaksanaan implementasi, sosialisasi kebijakan disampaikan dengan baik kepada warga masyarakat, sumber daya manusia yang sudah memiliki kompetensi di bidangnya, sarana dan prasarana yang lengkap, kesadaran dan minat partisipasi masyarakat.

Abstract

Purpose to find out and analyze the implementation and what factors hinder and support the implementation of Regional Regulation Number 4 of 2018 concerning the Industrial Development Plan of North Sumatra Province for 2018-2038 at the Industry and Trade Office of North Sumatra Province. This research is a descriptive study with a qualitative approach. For the analysis, the implementation theory that the researcher uses is the implementation theory of Edward III. Based on Edward III's Theory, indicators affecting implementation are: Communication, Resources, Disposition and Bureaucratic Structure. Communication implementation has not run optimally. Implementation resources have not been informed and carried out optimally, Disposition in the implementation of implementation has been carried out properly. In the Bureaucratic Arrangement, it is still running less than optimally or seems slow because. There are no awards in the form of incentives for implementation implementers. The bureaucratic structure has been running well and has complied with the applicable provisions in order to support the implementation of the Regional Regulation concerning the Provincial Industrial Development Plan. The fragmentation in the implementation of the Perda RPIP has gone well, marked by the North Sumatra Province Industry and Trade Office with other technical services within the North Sumatra Provincial Government.
