Abstract

ABSTRAK Secretary of the village is the village that privilege was taken directly into a Civil Servant by the government in accordance with Government Regulation No. 72 of 2005 and Government Regulation No. 45 of 2007. This led to the emergence of two types namely Village Secretary appointed as civil servants and employees country which is placed into the village secretary. Thus need to know about coaching and placement policy for the incumbent secretary of the village through this research. Where is the location of the selected research Gianyar. To use traditional theory of public policy analysis and the theory of rational bureaucracy in reviewing the policy defined by the Local Government Gianyar. This research uses descriptive qualitative research method is a method of research that followed the study procedures and generate descriptive data. In collecting the data were interviews, observation and documentation. By using non-probability sampling technique to determine the appropriate sample. This study also uses some of the techniques of data analysis are: data collection, data reduction, data display, verification. The results of this study is that there is a public policy that is made ??by the local government and RKPDesAPBDes, but not yet effective, efficient and adequacy, or not enough to solve the problem of coaching for the village secretary. Based on the theory of rational bureaucracy there are three ways that have not been met in the implementation of the bureaucratic system in the Gianyar regency, namely: (1) there’s no rule of selection officials; (2) The officials can not quit from office in accordance with personal desires; (3) there’s no a clear career path. Abstract

ABSTRACT The problem about officialdom in Indonesia is endless. many problems that occur in it starts from the smallest to the covers broad aspects. In November 2012, in Indonesia, news emerged that became  one of the topic. That is about it was found indication of irregularities in the recruitment process of employees that occurred  in Badung regency. Problems that arise when it is the difference in the results of tests conducted CPNS in Badung district in 2012 between results of the Regional Employment Board, Education and Training (BKD-DIKLAT) in Badung regency with results published online by the Ministry of Administrative Reform state reforms (Kemenpan-RB). From that problem, the fact is in 2012 when we talk about mechanism of recruitment and job description of the government about that thing was manage in rules of Kepala Badan Kepegawaian Negara number 9 in 2012. Abstract

In practical level, decentralisation has strengthened social capital of local community to solve their problems. The freedom for creating self-organised association increases the capability of local people to influence local policy, such as JPKMDH (Jaminan Pemeliharaan Kesehatan Masyarakat Desa Hutan) programme done by LMDH (Lembaga Masyarakat Desa Hutan) Gandong, Kabupaten Ngawi. Morever, that capability has also protected their economic interests when competing with global market. It can be seen from the implementation of Village Regulation No. 6/2008. That regulation is a clear example on how local government and local people work together to protect their interest to face the implementation of free market. For two examples explained above, the writer argues that the establishment of local institution created by local people can be used to mediate and facilitate the relation between local government and its citizen. However, it needs a strong sense of trust among local goverment and its citizen.Key words: Desentralisation, Social Capital, Local Institutions

Abstract

ABSTRACT In general, the race kite competed in a simple, unlike the case with Denpasar Bali kite into an arts and culture into public appeal. See enthusiastic people who are very high and increasing number of participants race each year, it indicates that the race kite got a great welcome from the public. The existence of race kite began ogled by the actors, especially the legislative candidates who run for the legislative  elections  in 2014.  The  objective  is to get  the  support  of the  voice  of sekaa  kites.  The purpose  of  this  study  was  to  determine  how  the  actors  in  relation  to  compete  in  a  race  kite  in Denpasar ahead of legislative elections in 2014. In order to obtain an answer from the formulation of the problem is done with descriptive  qualitative  methods, such as by interviews  with key informants, observations in the field, and documentation. Results  from  this study  can be concluded  is first,  ahead  of the  legislative  elections  many candidates became involved in providing assistance,  in the form of materials such as funding for the cost of making kites is done in their own hamlets or villages. The provision of such assistance lead to a reciprocal relationship  between candidates with sekaa kites, and equally mutual benefit. Secondly, before the 2014 legislative elections individual candidates sekaa more aggressively approached them with participating  enliven kite kite race in row to get closer to their constituents  and keep the noise down so as not to split. Sekaa  organization  and kites into the vehicle  and the political  machine  in gaining  a voice  in the legislative  elections  of 2014,  this phenomenon  was common  in those  days before  the  election,  but  it  is  interesting  because  it  dihimpuni  by sekaa  organizations  that  do  not necessarily exist elsewhere.   Keywords: Pelangi Bali, Kites Team, Candidates, Legislative Elections

Abstract

ABSTRACT Participation is one of Good Governance characteristic and such a good attitude of the governance. One type of people participation is arranging Anggaran Pendapatan dan Belanja Desa (APBDes). As same as like people of Sumerta Kaja village at Kecamatan Denpasar Timur, have their whole power to manage their consideration that village goverment given to them. With that condition, the main purpose of this study is to know how far is people participation on making Anggran Pendapatan dan Belanja Desa (APBDes) who done by the village government of Sumerta Kaja Kecamatan Denpasar Timur. The people’s participation will proof the people consideration of improving the participation to build the village together and also people of Sumerta Kaja know the program which implemented by their government by the arranging the APBDes. This study used qualitative descriptive method, to get the data; researcher observed by himself the phenomenon in the field and interviewed the people that have correlation with this partnership of making APBDes. The conclusions that got on this study are first the people participation is just on planning and suggestion, second their participation is totally seen when building character of village consideration where the consideration that they receive is totally their whole power to manage it. Abstract

ABSTRACT The aim of this study is to know the role of DPRD in Musrenbang mentoring and involvement process between executive and legislative in order to accommodate the result of musrenbang in subtlety of the development of Denpasar City.The method of this study is descriptive qualitative. To gain the data, the researcher did the field observation and deep interview with the resource who related with the senator in taking aspiration by musrenbang Denpasar City in the 2012-2013. The results of this study are, the role of DPRD in monitoring the musrenbang was started on January in village level. On February was held in sub-district level. On March was held in regency level. The presences of the senator were four times in musrenbang meeting, those are in musrenbang RPJPD, musrenbang RPJMD,  musrenbang RKPD, and musrenbang village level. The involvement process of executive and legislative in accommodate the result of musrenbang assessed not accurate. Oftentimes the DPRD was hard to find the data from SKPD. It caused by the supervision in the planning of the achievement target as the reference of the next planning was not applied yet. From the result of some documents and interview the role of DPRD is as the facilitator between one SKPD to the other SKPD. The functions taken by the DPRD are legislation function and budgeting. The other involvement between executive and legislative in designing programs and activities was overlapping between one SKPD to the other. It was marked by the same program of Disnakertan and SATPOL PP in destruction of vagrant and beggars. Abstract

ABSTRACT Regulation of the Board of Directors Number: PD-12/DIR/2012  servers regulations used by PT. TASPEN  (Persero)  as guidelines  for the implementation  of main duties and their functions to manage   Pension   Program   including   Retirement   Saving   Program,   and   Participant   Data Management  to Retired  Civil Servants.  Regulation  of the Board  of Directors  is also used to recommend   the  success  and  failure  of  service  regulations  established   by  PT.  TASPEN (Persero) related to post-retirement reforms (pensions). This study used a qualitative descriptive method. With the interactive model analysis by Milles and Huberman (1992), which consists of three  components  of analysis,  namely  the analysis  of data reduction,  data presentation  and drawing  of a conclusion.  The  writer  conducted  direct  interviews  and  observation  by looking directly   at  the  phenomena   that  occured   in  the  field.  The  results   of  the  study   is  the implementation of program services and superannuation pension run by PT. TASPEN (Persero) Branch  of Denpasar  has been going well and in accordance  with the policies  set out in the Directors  Rule Number:  PD-12/DIR/2012.  However,  implementation  has encountered  several obstacles that hindered the implementation of services to participants such as pension file management and participant data management. The role TASPEN in providing solutions related to constraints  that occur is through some form of socialization  strategies  that direct services, socialization  with the use of electronic  and printed media, external and internal reconciliation routine  as  well  as  financial  reconciliation  and  ease  of  service  benefit  from  their  services customers visits, e-banking, MOBTAS services, and 1 hour services.   Keywords: Policy Implementation  of Service Regulations, Retirement Management,  Regulation of the Board of Directors Number: PD-12/DIR/2012 PT. ABSTRACT Management asset instructed can guarantee development of going concern capacities of local government, so that claimed to be can develop or  optimal of exploiting of area asset utilize to improve earnings of area genuiness. To be able to be optimal of asset property of area, hence require to be conducted by exploiting of asset, where this matter is happened at Government Sub-Province of Badung with Government Town of Denpasar. Such as those which have been known, that in this time Government Town of Denpasar is exploiting building real property property of Government Sub-Province of Badung which located in Lumintang, where which we know that the farm unifinished previously for no exploiting it. To see the the problems hence intention of this research is to know management pattern exploiting of area asset switchover of building function in environment Governmental Sub-Province of Badung. This research use method of descriptive qualitative. Where to get data, researcher conduct observation seen directly phenomenon that happened field and also circumstantial interview with guest speaker related to Management Asset Area (Analyse switchover of building function in environment Government Sub-Province of Badung).Obtained conclusion of this research is Government Sub-Province of Badung not yet too is applying of principle of akuntabilitas and transparency in area asset management, where this matter proven by there is still its is problem of related to used exploiting form between Government Sub-Province of Badung with Government Town of Denpasar in exploiting of asset of ex-Center Governance of Sub-Province of Badung and also there is still its of resistances that happened in management of asset in Sub-Province of Badung so that government cannot give accurate information and detailed about assets property of Government Sub-Province of Badung especially regarding asset remain to property of Government Sub-Province of Badung to society   Keyword : Management Asset Area, Exploiting of Asset

Abstract

Abstract The implementation of SAMSAT (One stop Administrative System) Corner program makes taxpayers greatly assisted. This is because the service in the SAMSAT Corner is provided until night time. However, behind the good service system in SAMSAT Corner, of course, there are still some shortcomings starting from a lack of rules or legal grounds about SAMSAT Corner to services which still give unfair selection treatment of customers. The purpose of this study was to know forms of service of SAMSAT Corner and to know ideal models of tax payment services based on the input of the community. This study used a qualitative descriptive method to obtain data, the writer made observations by watching directly the phenomena happening in the field and conducted in-depth interviews with resource persons associated with SAMSAT Corner service system and taxpayers as service users of SAMSAT Corner. The findings showed that were several innovations suggested by the community, they are, SAMSAT Banking, SAMSAT Go To Village Program and SAMSAT Drive Thru. Beside that there are very important obstacles from this study, there are still brokers as main comprtitors for the innovation of SAMSAT.
