Abstract

The pedestrians’ sidewalk is part of the transportation infrastructure in the city that has a role and function in providing service and convenience to the citizen. One of the cities that actively build pedestrian sidewalks is Banda Aceh. There were some problems in the sidewalk; the up and down sidewalk, slippery surface, high ramp, and many other obstacles. Thus, this research aimed to measure the pedestrians' satisfaction in three streets in Pasar Aceh, namely Chik Pante Kulu street,  K.H. Dahlan street, and Diponegoro street, by using the Customer Satisfaction Index (CSI). The analysis result indicated that most pedestrians’ sidewalk facilities need to prioritize their performance improvement. It was concluded from the sidewalk performance in the three streets evaluation. The dominant average value is "poor" and "moderate." Based on the gap value,  The five variables in Tgk. Chik Pante Kulu Street and the three variables in K.H. Dahlan Street were positive. However, it did not describe that the pedestrians’ sidewalk was good because the respondents considered the variable less important. Thus, the value of importance in the variable is lower than its performance value. The performance of the pedestrians’ sidewalks in the variable was "poor" and "moderate" (it did not include in the "good" category). The average index value of  Customer Satisfaction was 60% on the three pedestrians’ sidewalks, indicating that Customer Satisfaction was low and improvement was necessary for the future.

Abstract

Traffic congestion often occurs in many cities, particularly in developing countries, mainly due to excessive private vehicles instead of public transport. To solve the problem, public transport should improve its level of services to attract more people to use it. Therefore, it is essential to observe to what extent people's satisfaction with public transport regarding its operation. This research aims to analyze the satisfaction level of bus passengers in Banda Aceh City concerning the expected satisfaction and observed performance. The passengers' satisfaction level was analyzed using the important performance analysis (quadrant analysis) method. The results showed that people's perception of the level of service of Trans Koetaradja buses was still acceptable. However, the arrival and departure time still needs to be improved. Further, dedicated bus lane planning is essential to avoid traffic jams so that the travel time can be much shorter. The fleet of operating buses is sufficient, and free-of-charge fares still need to be applied.

Abstract

Implementation of Asphalt Concrete work , in addition to the material that should be qualified , temperature is also a very important thing , either mixing temperature and compaction temperatures . According to Anonymous (1989 : 14 ) , the solidification temperature ranged between 90oC to 110oC , while the mixing temperature is 1600C . In this study analyzed against ter - mix asphalt concrete with a characteristic temperature variation does mixing of 1500C ; 1600C ; 1700C and 1800C , where the temperature compaction performed at 900C minimum compaction conditions . The purpose of this study is to look at the value of stability and other parameters on the value of the temperature variation with temperature of the mixture using a minimum compaction of asphalt material Retona Blend 55 so that the resulting parameters meet the requirements . This study begins with an examination of the material that covers the aggregate , asphalt and gradation Retona Blend 55 . Furthermore, the specimen was made by 15 specimen with 5 variations bitumen content of 4.5 % , 5 % , 5.5 % , 6 % , and 6.5 % made 3 pieces of samples for each bitumen content . OBC value obtained was 5.3 %. Based on the OBC Marshall test again with a mixture of temperature variations in a total of 12 test specimens . Marshall stability values obtained showed a decrease of requirements ( 1000 kg ) . the mixing temperature 150oC , 160oC , 170oC , and 180oC and at a temperature of 90oC solidification sequence is 454.77 kg ( 54.52 % ) , 502.92 kg ( 49.71 % ) , 598.53 kg ( 40.15 % ) , and 586.44 kg ( 41.36 % ) . The highest Marshall stability value of 598.53 kg obtained at mixing temperature of 170oC , but can not achieve the required stability which is 1000 kg . The results showed that the stability of the compaction temperature on the minimum condition can not be used to Laston AC - BC

Abstract

Abstract The construction of toll roads is one of the government's efforts in facilitating the community to be able to carry out their mobility both in economic and social terms well and quickly. The construction of toll roads is also expected to be able to pass traffic with a safer, more comfortable and smoother level of service. Therefore, the government and related parties plan to build toll road in Aceh. It has 4 (four) roads with a total length of 455 km consisting of the 110 km of Binjai - Langsa toll road, 135 km of Langsa - Lhokseumawe toll road, 135 km of Lhokseumawe - Sigli toll road, and 75 km of Sigli - Banda Aceh toll road. The construction of the first toll road in Aceh will be started on the Sigli - Banda Aceh road corridor, and the construction or placement of the first stone will be started from Banda Aceh. The toll road construction has become the first toll road in Aceh. Consequently, the government has not yet set an official tariff. The purpose of this study is to determine and obtain effective rates based on analysis of the Ability to Pay (ATP) and Willingness to Pay (WTP) toll road tariffs. This research consists of data collection, namely primary and secondary data. Primary data are obtained based on direct observations in the field whereas for secondary data obtained from the relevant agencies. The data that has been obtained is then continued to the tariff analysis stage by using the ATP and WTP formulas. From the results of this analysis it can be concluded that the recommended tariff for the Sigli - Banda Aceh Toll Road is based on the average value of Ability To Pay (ATP) and Willingness To Pay (WTP) for class I (LV) vehicles of Rp. 56,000, - for class IIA (MHV) vehicles in the amount of Rp. 152,000, - for class IIB (LT LB) vehicles amounting to Rp. 118,500. Keywords: Toll Road, ATP, WTP, Toll Rates. Abstrak Pembangunan jalan tol merupakan salah satu usaha pemerintah dalam memudahkan masyarakat untuk bisa melakukan mobilitas mereka baik dalam hal ekonomi  maupun sosial dengan baik dan cepat. Pembangunan jalan tol juga diharapkan dapat melewatkan trafik dengan tingkat pelayanan yang lebih aman, nyaman, dan lancar. Pemerintah dan pihak terkait berencana untuk membangun ruas jalan tol Aceh, untuk ruas jalan tol itu sendiri memiliki 4 (empat) ruas jalan dengan panjang total 455 km yang terdiri dari ruas jalan tol Binjai - Langsa 110 km, ruas jalan tol Langsa - Lhokseumawe 135 km, ruas jalan tol Lhokseumawe - Sigli 135 km, ruas jalan tol Sigli - Banda Aceh 75 km. Sedangkan untuk pembangunan jalan tol pertama di Aceh ini dimulai pada koridor ruas jalan Sigli - Banda Aceh, dan untuk pengerjaan atau perletakan batu pertamanya dimulai dari Banda Aceh. Pembangunan jalan tol tersebut menjadi  jalan  tol pertama di Aceh, dan Pemerintah belum menetapkan tarif yang resmi. Tujuan penelitian ini untuk mengetahui dan mendapatkan tarifnefektif berdasarkan analisis Ability To Pay (ATP) dan Willingness To Pay (WTP) tarif jalan tol. Penelitian ini terdiri dari pengumpulan data yaitu data primer dan data sekunder. Data primer diperoleh berdasarkan pengamatan langsung di lapangan. Sedangkan untuk data sekunder diperoleh dari instansi terkait. Data yang telah diperoleh kemudian dilanjutkan ke tahap analisis tarif dengan cara menggunakan rumus ATP dan WTP. Dari hasil analisis tersebut dapat disimpulkan bahwa tarif yang direkomendasikan untuk Jalan Tol Sigli - Banda Aceh berdasarkan nilai rata- rata Ability To Pay (ATP) dan Willingness To Pay (WTP) untuk kendaraan golongan I (LV) sebesar Rp 56.000,-, untuk kendaraan golongan IIA (MHV) sebesar Rp 152.000,-, untuk kendaraan golongan IIB (LT LB) sebesar Rp 118.500,-. Kata kunci : Jalan Tol , ATP, WTP, Tarif Tol.

Abstract

Pemanfaatan material getah karet salah satu sumber daya alam yang dapat digunakan untuk penggunaan infrastruktur perkerasan jalan di Indonesia. Seiring berjalannya waktu keawetan dan kemampuan aspal beton semakin berkurang salah satu kasus penyebabnya adalah tumpahan cairan minyak bumi seperti solar, bensini, dan oli yang tumpah dari kendaraan yang melintas hingga dapat mempengaruhi umur rencana. Dari permasalahan tersebut maka dilakukan sebuah penelitian terhadap pengaruh tumpahan produk minyak bumi tersebut. Riset ini dilakukan untuk melihat pengaruh campuran aspal penetrasi 60/70 yang dicampurkan getah karet 7% sebagai bahan aditif dan filler fly ash yang dapat meningkatkan kualitas campuran laston lapis aus (AC-WC). Fly ash menjadi salah satu alternative pengganti filler dengan memanfaatkan hasil limbah batu bara. Pada benda uji dengan perendaman produk minyak bumi terjadi penurunan nilai stabilitas yang sangat signifikan semakin lamanya durasi perendaman maka semakin buruk angka stabilitas yang didapatkan hanya perendaman oli 3 menit yang memenuhi spesifikasi yaitu ≥ 1000 kg. Nilai durabilitas yang diperoleh dari campuran menggunakan aspal penetrasi 60/70 yang disubstitusi 7% getah karet dan dilakukan perendaman dengan oli yaitu ≤ 90% tidak memenuhi persyaratan Bina Marga 2018 revision 2 (2020).

Abstract

Kesrem General Hospital and PMI Hospital are public service facilities in Lhokseumawe City. The parking area for the Kesrem General Hospital and PMI cannot accommodate all vehicles so vehicle users must park their vehicles on the road which results in congestion in front of the hospital. Therefore this study aims to design parking space requirements. The method used is the method based on the largest difference between the arrival and departure of vehicles according to the Guidelines for Planning and Operation of Parking Facilities at the Directorate General of Land Transportation 1998. Observations start from 08.00 WIB to 17.00 WIB for 3 days, namely Monday, Tuesday and Thursday, namely the 8th, 9 and 11 August 2022. The results of the analysis show that the parking area for motorbikes can still accommodate parking requests because the available land area is 271.5 m², while the required land area is only 222.63 m². The car parking area is no longer able to accommodate the demand. This can be seen from the calculation results that the required area is 300 m², while the available area is only 212.5 m². The parking pattern for motorcycle parking areas is island parking pattern with an angle of 90°, for car parking areas a one-sided parking pattern and two-sided parking patterns are used with an angle of 90°, and for car parking areas on the road using a one-sided parking pattern with an angle of 60°.

Abstract

Seiring dengan banyaknya pergerakan yang membutuhkan kendaraan baik itu motor, mobil atau angkutan umum, ada kemungkinan terjadinya ketidaksengajaan pertumpahan produk minyak bumi di antara lain solar dan bensin, sehingga dapat mengurangi umur rencana dari perkerasan jalan. Karena itu,  perlu adanya penelitian terkait pengaruh tumpahan produk minyak bumi tersebut. Pemanfaatan bahan substitusi (additive) dari limbah merupakan salah satu cara untuk meningkatkan daya tahan dan nilai keawetan pada jalan. Oleh karena itu, Adanya penelitian ini untuk mendapatkan pengetahuan tentang bagaimana sifat AC-WC yang aspal penetrasinya diganti dengan substitusi polypropylene 4% guna sebagai bahan pengikat dan filler fly ash sebagai bahan pengisi yang dapat meningkatkan kualitas campuran aspal (AC-WC) dalam perendaman permukaan produk minyak bumi. Permulaan dari penelitian ini yaitu mencari nilai Kadar Aspal Optimum (KAO), kemudian dibuatkan benda uji dengan substitusi polypropylene sebesar 4% terhadap kadar aspal. Setelah nilai KAO didapatkan, maka dilakukan pengujian benda uji untuk direndam perendaman minyak (oli, bensin, solar) dengan 3 lama waktu rendaman yaitu 3, 5 dan 7 menit yang diuji pengujian empiris menggunakan alat marshall. Hasil pengujian stabilitas marshall menunjukkan bahwa pada benda uji lapisan AC-WC tanpa rendaman minyak ialah 1288,27 kg. Terjadi penurunan kekuatan stabilitas yang sangat signifikan dengan lamanya durasi perendaman dan hanya oli dengan 3 menit perendaman yang masih memenuhi spesifikasi yaitu ≥ 1000 kg. Nilai durabilitas yang didapat pada campuran aspal penetrasi yang disubstitusi 4% polypropylene dan dilakukan perendaman dengan oli yaitu ≤ 90% dan ini tidak tercapai persyaratan umum Bina Marga 2018 revisi 2 (2020).
