Abstract

Culture and Indonesia is a thing that will never loose. But cultures that abounds in its development especially in the digital era and the current globalization as pushed the waning cultural premises in indonesia specially in younger generations. It would certainly be the task of the Government as the driving force in cultural preservation efforts. One of the local culture that needs to be preserved is a saronen musical culture derived from the Regency of Sumenep Madura. Based on the phenomenon of researchers interested in knowing the strategies of communication in Cultural preservation Saronen To the younger generation in Sumenep. As for the research methods using a descriptive qualitative approach with data collection techniques of observation, interview and documentation study. The results in this study demonstrate the communication strategy undertaken by the Department of culture, tourism, youth and sports festival by using Sumenep Regency as a medium in the delivery of cultural preservation efforts to saronen generation Young's been right on target.Key Word: Communication Strategy, Saronen Cultural Preservation, The Younger Generation

Abstract

Abstract: Analysis of Local Economic Potential and Competitiveness Economic Sector in Improving Local Economic Development. Batu as the youngest autonomy region in East Java, is one of the city that formed in 2001 as a breakaway from Malang Regency. Since 2006-2010 Batuis a city which has faster economic growth compared to East Java and its PDRB per capita is lower than the average of PDRB per capita of East Java. Moreover, from this point of view, the researcher aims to analyze the best sector (superior potential) and competitive potency of Batu which able to support its economic development.The purpose of this study is to analyze and describe the superior potential and competitiveness sector in 2007-2010 period and the contribution of superior sector to PAD Batu City. This study uses qualitative and quantitative approach. After using quantitative approach, the researcher will continue the analysis using qualitative approach as a supporting method for the previous one. For quantitative analysis, the researcher uses analytical tools such as Location Quotient (LQ) and Shift Share (SS) method. For qualitative analysis, the researcher use descriptive qualitative approach. The results of this study areBatu has three superior sector during 2007-2010, there are services sector; trade, hotel and restaurant sector; and agriculture sector. The competitiveness sector are trade, hotel and restaurant sector; services sector and construction sector. The superior sector that contributed to PAD are services, hotel and restaurant sector. Agriculture sector since 2007-2011 not became competitiveness sector and indirectly has contribution to PAD. The suggestions to develop agriculture sector which begins to drop its production and empowerthe people who work in each sectors especially in agriculture. Batu sebagai daerah otonomi termuda di Jawa Timur, merupakan salah satu kota yang dibentuk pada tahun 2001 sebagai pecahan dari Kabupaten Malang. Sejak2006-2010 Batu adalah sebuah kota yang memiliki pertumbuhan ekonomi yang lebih cepat dibandingkan dengan Jawa Timur dan PDRB perkapitanya lebih rendah dari rata-rata PDRB perkapita Jawa Timur. Selain itu, dari sudut pandang ini, peneliti bertujuan untuk menganalisis sektor terbaik (potensi unggulan) dan potensi yang berdaya saing di Kota Batu yang dapat mendukung tujuan pembangunan. Tujuan dari penelitian ini adalah untuk menganalisis dan menggambarkan potensi unggulan dan daya saing dalam sektor periode 2007-2010 dan kontribusi sektor unggulan terhadap PAD Kota Batu. Penelitian ini menggunakan pendekatan kualitatif dan kuantitatif. Setelah menggunakan pendekatan kuantitatif, penelitiakan melanjutkan analisis dengan menggunakan pendekatan kualitatif sebagai metode pendukung yang sebelumnya.Untuk analisis kuantitatif, peneliti menggunakan alat analisis dengan metode Location Quotient (LQ) dan Shift Share (SS). Untuk analisis kualitatif, peneliti menggunakan pendekatan kualitatif deskriptif. Hasil penelitian ini, Batu memiliki tiga sektor unggulan selama 2007-2010, yaitu sektor jasa-jasa; sektor perdagangan, hotel dan restoran; dan pertanian. Sektor yang berdaya saing adalah sektor perdagangan, hotel dan restoran; sektor jasa dan sektor bangunan/konstruksi. Sektor unggulan yang memberikan kontribusi terhadap PAD adalah jasa-jasa, hotel dan sektor restoran. Sektor pertanian sejak 2007-2011 tidak menjadi sektor daya saing dan secara tidak langsung memiliki kontribusi terhadap PAD. Saran untuk mengembangkan sektor pertanian yang mulai turun produksinya dan orang-orang yang bekerja di setiap sektor terutama di bidang pertanian. Abstract

Plunturan is one of villages in Ponorogo, East Java Province. The prime product of Plunturan Village is a cultural heritage that is still maintained by the local village community. The various cultural products are Reyog (Reyog Anak, Reyog Perempuan dan Reyog Taruna); Gajah-Gajahan; Jathilan; Ganongan; Tledekan; Karawitan; Wayang Kulit; Coke’an; Metik Desa; Metri Desa; Metri Tandur; Campursari; and Sego Angkruk. Artists come from across generations, passed down through village elders and art groups. Artists today do not consider the potential of art in their village as their main source of income. They have other livelihoods such as farmers, traders, civil servants, government officials, teachers, health workers, private employees. This condition causes a lack of initiative from artists to attract tourists from outside the region. The role of stakeholders in Plunturan Village is very important in developing cultural tourism. The Tourism Awareness Group (Pokdarwis) which is the driving force for cultural tourism development activities must develop a strategy to make Plunturan a tourism village. Therefore, this service uses a SWOT analysis (strengths, weaknesses, opportunities and treath) to find out what strategies should be taken to initiate Plunturan Tourism Village based on local wisdom. So that culture-based development is not only aimed at improving culture, but also in carrying out development it is necessary to base on the culture that is owned, especially regarding value systems, attitudes and customs.

Abstract

ABSTRAK Angka korban akibat pandemi Covid-19 yang melanda Kota Surabaya semakin hari semakin bertambah. Permasalahan yang terjadi di kehidupan masyarakat bahwa kenaikan pendapatan per kapita mungkin tidak menaikkan standar hidup riil masyarakat. Tujuan penelitian ini adalah menganalisis pengembangan ekonomi lokal dalam pemulihan pasca pandemi Covid-19. Penelitian yang dilakukan menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Ruang lingkup penelitian adalah optimalisasi sektor unggulan Kota Surabaya dalam pemulihan ekonomi pasca pandemi Covid-19 dengan menggunakan pendekatan Blakely dan Bradesaw (2003) yaitu pengembangan basis ekonomi, kelembagaan, pengembangan Sumber Daya Manusia (SDM), dan pengembangan teknologi. Berdasarkan hasil penelitian yang telah diperoleh adalah pengembangan basis ekonomi Kota Surabaya pada masa pandemi sudah menerapkan pertumbuhan ekonomi berbasis lokalitas yang bertumpu pada sektor penyediaan akomodasi dan makan. Dari segi kelembagaan, Organisasi Perangkat Daerah (OPD) Kota Surabaya sudah saling berkoordinasi dan berkolaborasi melakukan berbagai pelatihan untuk pelaku ekonomi. secara garis besar sudah melaksanakan beberapa pelatihan dan pendampingan kepada UMKM, namun masih ada catatan yang perlu diperbaiki. Faktor yang diperhatikan dalam pengembangan Sumber Daya Manusia (SDM) di Kota Surabaya adalah kendala jaringan usaha. Dengan adanya pandemi yang melanda, banyak sekali jaringan yang sudah terbentuk, mendadak mengalami pengurangan bahkan pemutusan dalam distribusi barang dan jasa. Dalam pengembangan teknologi, Pemerintah Kota Surabaya berkolaborasi dengan pihak swasta dalam mendukung pelaku UMKM. Selain pihak swasta, berbagai pihak seperti peneliti, lembaga penelitian, dunia usaha dan lainnya diupayakan mendukung kegiatan pemerintah. Marketplace merupakan salah satu media penggerak ekonomi nasional era kompetitif global dan di masa pandemi Covid-19. Kata Kunci: Pengembangan Ekonomi Lokal (PEL), Pandemi Covid-19     ABSTRACT Covid-19 pandemic that struck Surabaya is increasing day by day. The problem that occurs in people's lives is that the increase in per capita income may not raise the real standard of living of the community. The purpose of this study is to analyze the development of the local economy in recovery after the Covid-19 pandemic. Research conducted using qualitative research methods with a descriptive approach. The scope of the research is the optimization of the leading sectors of Surabaya in economic recovery after the Covid-19 pandemic using the Blakely and Bradesaw (2003) approach, namely the development of economic bases, institutions, development of Human Resources, and technology development. Based on the results of research that has been obtained and is the development of the economic base of the Surabaya during the pandemic, it has implemented a locality-based economic growth that relies on the sector of providing accommodation and food. From an institutional perspective, the Surabaya Regional Apparatus Organization (OPD) has coordinated and collaborated to conduct various trainings for economic players. Broadly speaking, it has carried out some training and mentoring to UMKM, but there are still notes that need to be improved. The factor to be considered in the development of Human Resources in Surabaya is the constraints of the business network. With the pandemic that has hit, many networks that have been formed have suddenly experienced a reduction or even cutouts in the distribution of goods and services. In developing technology, the Surabaya City Government collaborates with the private sector in supporting UMKM players. Apart from the private sector, various parties such as researchers, research institutes, the business community and others are made to support government activities. The marketplace is one of the media driving the national economy in the global competitive era and during the Covid-19 pandemic. Abstract

Campus Social Responsibility merupakan sebuah pembangunan untuk menangani sebuah permasalahan sosial di kota Surabaya. Jenis penelitian ini menggunakan jenis penelitian kualitatif dengan pendeketan deskriptif. Pembangunan memerlukan partisipasi dari masyarakat agar sebuah pembangunan tersebut berjalan dengan baik, sama halnya dengan Campus Social Responsibility memerlukan partisipasi dari Pemerintah, Akademisi dan Masyarakat untuk menunjang keberhasilan sebuah pembangunan.

Abstract

Plunturan Village is one of the villages located in Ponorogo Regency which has many cultural products and is still preserved. One of the cultural products of the village is Reog Ki Onggo Pati. Reog Ki Onggo Pati is an art that has become an icon of Plunturan Village because it still upholds the originality of Reyog. The purpose of this study is to analyze the capacity building of human resources (HR) through inclusive development in supporting the Cultural Tourism Village in Plunturan Village, Pulung District, Ponorogo Regency, East Java. The researcher uses a qualitative research type with a descriptive approach. The research focus which is the limitation of the research is the result of several literature studies that are in accordance with the existing conditions of Plunturan Village, namely a) resources for development; b) decent employment; c) strong and sustainable economic growth, and d) rising standards of living. Based on the results of research and discussions conducted by researchers, it can be concluded that efforts to develop human resource capacity through inclusive growth in supporting the Cultural Tourism Village in Plunturan Village have been running but are still very slow. Resources for the development of Plunturan Tourism Village are not ready in all aspects. If the resources are strong, then the ongoing economic growth will be sustainable so as to create long-term redistribution. Meanwhile, viewed from the employment aspect, the Village Government, BUMDes and Pokdarwis and other village government institutions have not coordinated well within the scope of the development of Plunturan Tourism Village so that economic growth in the village is very slow. This results in weak competitiveness between villages and/or regions in terms of cultural tourism. If these aspects are implemented and coordinated properly, the output will be able to improve the living standards of Plunturan Village.

Abstract

Penelitian ini bertujuan untuk mengetahui kerjasama yang dilakukan antara Pemerintah Provinsi DKI Jakarta dengan Pemerintah Kota Bekasi dalam mengelola sampah di Tempat Pengelolaan Sampah Terpadu (TPST) Bantar Gebang serta menganalisis implementasi pelestarian lingkungan dan pencegahan bencana dengan menggunakan konsep collaborative governance yang berpedoman pada Perjanjian Kerja Sama (PKS) antara kedua belah pihak. Penulis menggunakan metode kualitatif studi literatur dan memperoleh data berdasarkan penelitian terdahulu. Edward III merupakan teori yang dipilih oleh penulis, berdasarkan teori kebijakan Edward III penulis mendapatkan hasil kerjasama antar daerah yang tertuang dalam Perjanjian Perubahan (addendum) perjanjian kerjasama antara Pemprov DKI Jakarta dengan Pemkot Bekasi No. 25 Tahun 2016 dan No.444 Tahun 2016. Tujuan dilakukannya kerjasama ini adalah untuk meningkatkan fungsi TPST Bantar Gebang Kota Bekasi sebagai tempat pemrprosesan akhir yang akan dilakukan dengan penerapan teknologi pengolahan sampah modern serta ramah lingkungan. Namun, kerjasama antar daerah ini belum melibatkan pihak swasta, padahal pihak swasta mempunyai peran sangat penting dalam pelestarian lingkungan dan pencegahan bencana alam yang disebabkan oleh sampah. Penulis merekomendasikan pemerintah perlu melakukan kerjasama dengan pihak swasta dalam pengelolaan sampah yang ada di TPST Bantar Gebang serta menjaga hubungan yang baik antara kedua belah pihak, sehingga koordinasi yang dilakukan berjalan dengan mudah.AbstractThe purpose of this research is to know the collaboration between carried out between the DKI Jakarta Provincial Government and The Bekasi Government in managing garbage in Bantargebang (TPST) and also to analyse the implementation of environmental preservation and disaster prevention using the concept of Collaborative governance carried out by the DKI Jakarta Provincial Government and Bekasi  Government written in the Coorperation Agreement (PKS) between them.  The metode author use qualitative method of literature study, the author obtain data based on previous research. The autors choose Edward III Theory. Based on the implementation policy of Edward III autors getting a result interzonal collaboration in the treaty of change (addendum) treaty collaboration between the DKI Jakarta Provincial Government and The Bekasi Government number 25 of 2016 and Number 44 of 2014.  The purpose of this collaboration to increase function Bantar Gebang TPST Bekasi City as a place final processing that will do with the application of modern garbage processing is eco-friendly technology. But, this interzonal collaboration hasn’t involve the private yet, while the private has a very important to environmental preservation and disaster prevention caused by garbage.  The autors have a recommendation to the government, the government needs to do collaboration with private to garbage management in Bantar Gebang TPST and maintain good relationships between them, in which coordination done with ease.Key Words            : Collaboration, Management, Local Government, Local Government in province, TPST.       This is an open access article under the CC–BY-SA license.

Abstract

Law Number 23 of 2014 concerning Regional Government clause 29 verse 5 explains that "The strategy for accelerating regional development as referred to in clause (4) covers the priority of development and management of natural resources in the sea, acceleration of economic development, socio-cultural development, humans development resource, development of customary law related to sea management, and community participation in development. Economic growth is one indicator of economic success in Indonesia, but in the course of economic growth there are several economic problems. The main economic problems according to Adisasmita (2005: 201) are (i) consumption; (ii) production; (iii) distribution; and (iv) growth. Economic growth of Indonesia depends on the production of goods and services in the real sectors produced. Surabaya is the second largest city after Jakarta in Indonesia, it is important to explore local economic potential and regional economic competitiveness to encourage the acceleration of the regional economy. The potential of local economic may not be competitive with all districts in the East Java Economic Province. Location Quotient analysis can be a basic calculation method for determining the acceleration of economic development in a region. Based on the Location Quotient analysis, it can be seen that the three main potentials of the local economy are the company's service sector (LQ = 3.056); and the sector of providing accommodation and food drink (LQ = 2,818); financial and insurance sector (LQ = 1,937). It can be concluded that the leading sectors and competitive sectors can be used as the basis for accelerating the economic development of Surabaya City.

Abstract

This study aims to explain how the skills needed for successful collaboration between the government, the private sector, and the community are as a solution for social rehabilitation of slum settlements. The case chosen was a collaboration between PT Astra International, the sub-district government, and the people of the East Keputih Tegal Sub district, Surabaya City which is a CSR fund management program. This study uses a qualitative descriptive method using primary data collection techniques (interviews, observation and documentation). The theory used in this research is collaborative governance skills according to (Donahue Zeckhauser, 2011). The results show that the success of Collaborative Governance that occurs between the Government, PT. ASTRA and the community can run optimally because they are able to collaborate in 4 types, namely, a) Collaboration for Productivity, b) Collaboration for Information; c) Collaboration for Legitimacy Collaborative governance; and d) Collaboration for Resources. From the 4 types of collaboration that the researcher analyzed, all collaboration skills that occur are in accordance with the 8 skills proposed by (Donahue Zeckhauser, 2011). The success of this collaboration is because the sub-district government is able to delegate several functions to PT ASTRA and the community. In addition, community participation can be facilitated from the beginning of the program to implementation. PT ASTRA is very professional in carrying out the delegation function given by the sub-district government and the Surabaya City Government.

While the three main sectors that are competitive are large and retail trade (SS = 11,172.2); car and motorcycle repair sector (SS = 8,113,6); and the sector of providing accommodation and food drink and processing industries (SS = 7,616,7). It can be concluded that the leading sectors and competitive sectors can be used as the basis for accelerating the economic development of Surabaya City.
