Abstract

The understanding of Information Technology (IT) adopted by internal government auditors is related to developments in the IT sector in the public sector, such as e-government applications. The purpose of this study is to provide an argument for the motivation for IT adoption when the internal auditors and to identify the factors that influence IT adoption and the influence of IT adoption on the performance of internal auditors in the public sector. This research used quantitative methods and data analysis using Structural Equation Modeling (SEM) with 79 auditors from the Inspectorate within the scope of Central Kalimantan Province. Findings. The results showed that only the perceived benefits variable had a positive and significant effect on IT adoption, while the compatibility variables, top management support, organizational readiness, the external force had a positive but insignificant effect on IT adoption as an antecedent part, while IT adoption had an effect, positive and significant impact on government performance as a consequence of IT adoption. This study provides a practical understanding for government auditors that in carrying out their duties, especially in the new normal order conditions, that the adoption of IT is important to do to produce a good performance.

Abstract

Penelitian ini bermaksudmelakukan evaluasi kebijakan izin mendirikan bangunan di Kabupaten Bogor. Evaluasi yang dilakukanmeliputi evaluasi rumusan kebijakan, evaluasi implementasi kebijakan dan evaluasi lingkungankebijakan izin mendirikan bangunan di Kabupaten Bogor. Penelitian menggunakan metode penelitiankualitatif. Hasil penelitian menunjukan bahwa pengawasan bangunan di Kabupaten Bogor masihbelum optimal sehingga salah satu indikator keberhasilan kebijakan masih belum tercapai, yaitupembangunan yang sesuai dengan rencana tata ruang wilayah Kabupaten Bogor. Hal ini dikarenakantidak adanya target yang ditetapkan dalam melakukan pengawasan bangunan di Kabupaten Bogor;petugas pengawas bangunan yang masih kurang memadai baik dari segi kualitas maupun kuantitas;sarana dan prasarana yang kurang memadai dalam pelaksanaan pengawasan bangunan di KabupatenBogor, banyaknya instansi yang melakukan pengawasan bangunan sehingga mengakibatkanpengawasan bangunan di Kabupaten Bogor menjadi tidak efektif dan belum ada standar operasionalprosedur (SOP) yang mengatur pengawasan bangunan di Kabupaten Bogor.Kata Kunci: kebijakan, evaluasi, pengawasan

Abstract

Penelitian ini bertujuan untuk mendapatkan data atau informasi untuk dianalisis secara mendalam mengenai Strategi Pengembangan Pariwisata di Geosite Batu Kasah terkait aktifitas pengembangan pariwisata sesuai dengan potensi daerah yang direncanakan dalam Rencana Induk Pembangunan Kepariwisataan Kabupaten (RIPPARKAB) Natuna Tahun 2018-2025. Sehingga Pengembangan Pariwisata di Geosite Batu Kasah dapat dilakukan secara memaksimal. Metode penelitian yang dipergunakan adalah berupa analisis kualitatif deskriptif untuk menggambarkan karakter, keunikan dan kualitas atraksi, aksesibilitas dan amenitas. Potensi atraksi, aksesibilitas dan amenitas tersebut juga dihubungkan dengan karakteristik wisatawan yang berkunjung ke Geosite Batu Kasah sesuai dengan upaya pengembangan yang telah dilakukan. Hasil penelitian diketahui bahwa Geosite Batu Kasah sangat potensial untuk dikembangkan sebagai objek wisata. Saat ini pengembangan Geosite Batu Kasah belum sesuai dengan tujuan yang diharapkan karena belum dapat meningkatkan kesejahteraan masyarakat. Atraksi dan amenitas yang ada di Geosite Batu Kasah masih perlu pembenahan. Belum tersedia transportasi reguler yang dibutuhkan wisatawan menuju Geosite Batu Kasah, diperparah dengan jaringan internet yang belum 4G. Strategi pengembangan yang perlu dilakukan adalah meningkatkan peran Pemerintah Kabupaten Natuna agar lebih memprioritaskan pengembangan pariwisata di Geosite Batu Kasah, apalagi salah satu geosite yang disiapkan untuk diusulkan ke Unesco Global Geopark

Abstract

This study reviews how government by algorithm uses AI in the public sector. Artificial intelligence has been heralded as the next source of business value in the public and private sectors. Building on organizational resource-based theory and recent work on AI in organizational contexts, this study (1) identifies AI-specific resources that together create AI capabilities, (2) develops models to capture AI capabilities in public services, and (3) looks at public trust capabilities, and (3) examines the relationship between AI capabilities and creativity and organizational performance. The research method uses a qualitative approach with a case study strategy. This type of case study is explanatory. Empirical findings show that Artificial Intelligence (AI) changes how government agencies carry out their functions and roles to improve performance, compliance, and security activities in public service and public goods. Rapid developments in AI can reduce essential governance costs and improve quality and power-based administrative data so that government performance is more efficient and effective. The implications prove that AI capabilities result in increased creativity and organizational performance.

Abstract

Especially in this age of globalization, the government bureaucracy must respond to the community's needs and demands for improved public services. The government agency in charge of vehicle tax services is one of the entities tasked with receiving PAD and sustaining public services. The presence of collaborative governance is a concept utilized by an organization to achieve long-term objectives and effect transformational change. This study's objective was to investigate the application of the concept of collaborative governance in the Regional Samsat of Natuna Regency. This study employs a qualitative methodology for collecting primary data, including interviews and observations. The results showed that the implementation of collaborative governance in the Samsat Office of Natuna Regency was Starting Condition, Collaborative Process, Facilitative Leadership and Institutional Design.

Abstract

This research aims to describe the effectiveness of the Integrity Zone (IZ) development towards Corruption-Free Zone and Clean Bureaucratic Service Area in Kantor Pertanahan Kota Langsa, as well as to identify the dimensions that influencing the effectiveness of IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa. This study employs a qualitative approach with a descriptive method. Data collection is conducted through interviews, observations, and documentation. The research findings indicate that (1) In terms of program success criteria, the results show the effectiveness of IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa. (2) The research findings related to target achievement criteria demonstrate that the Kantor Pertanahan Kota Langsa has effectively implemented the IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area. (3) Concerning program satisfaction criteria, this research shows that the IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa has been carried out effectively. And (4) The research findings indicate the presence of internal and external factors influencing the IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa.

Abstract

This research aims to analyze how tourism policy is implemented in Gayo Lues Regency and what factors influence the implementation of tourism policy. This research uses a qualitative descriptive research approach with data collection techniques, namely interviews, observation and documentation studies. The research was conducted referring to Merille S. Grindle's policy implementation theory. The results of the research conducted show that the implementation of tourism development policies in Gayo Lues Regency has not been optimal. There are several supporting and inhibiting factors for policy implementation. The supporting factors are that the interests affected by the policy are shared interests, not personal interests, the type of benefit produced has multiple effects so that its scope can be felt by various groups, the characteristics of the governing body which continues to carry out activity programs in accordance with existing policies, the compliance and responsiveness of the implementers. Very good. Meanwhile, the inhibiting factors are that the degree of change expected in tourism development policy is not the degree of change that can be achieved in a short time, the location of decision makers and policy implementers and targets is relatively far so that implementation does not run optimally, there are implementers of tourism development policy programs who have tourism education backgrounds. , the resources involved in the form of human resources, physical resources, technological resources and financial resources in Gayo Lues Regency are very minimal, the actors involved do not have a high commitment in making tourism development strategies.

Abstract

PT Pulau Bintan Jaya is one of the foreign investment companies producing crumb rubber in Riau Islands Province. The company had been in operation since 1969, producing rubber with a few measures which were Standard Indonesian Rubber (SIR) 5, SIR 10, and SIR 20 per customer request. Companies have conducted employee performance measurements but have not specifically measured employee performance by linking it to company strategic functions. Current performance assessments are not yet focused on human resource development efforts. There were still poorly educated employees who served as team leaders and as supervisors. As a result, work-related communication became difficult and led to multiple obstacles under which employment resources became inadequate, and the targets of corporate performance unattainable. There are issues relating to the quality of human resources, and companies have been declining demand and declining production rates for several months. The decline in demand from customers has become one of the issues to evaluate in the company's performance measurement, due to its inadequate strategic resource management. It requires alightnment of the work systems to capture the role of human resources, while in this regard some current case work accident are still faund annually in the production section, even though for the past three consecutive years the accident rate has declined, it needs to be figured out by performing performance measurements. A human resource scorecard measures the performance of human resources by finding solutions to the weaknesses of human managerial resources in PT. Pulau Bintan Jaya, and assist in linking mission vision and strategic objectives. In this study, the design results were obtained as follows: there are 15 strategic goals and 32 Key Performance Indicators, special elements of the human resource system can be driven by 16 performance drivers (called Lagging Indicators), and 16 performance outputs to be achieved (called Leading Indicators), while the results Measurement of employee performance in PT Pulau Bintan Jaya using the Human Resource Scorecard method obtained good results.

Abstract

Taxes are an essential pillar of countries and nations. It contributes to the country's economic growth and support for sustainable development. Therefore, this study aims to investigate the effect of algorithmic government, artificial intelligence, and tax services on tax compliance. This research uses a quantitative approach with a survey method. The sample was 393 taxpayers. The research instrument used was a questionnaire designed on a Likert scale with five response options. The questionnaire was distributed via the WhatsApp application and email in Google Form format. Data were analyzed using regression. The results found that algorithmic government, AI, and tax services, partially and simultaneously, affect tax compliance among taxpayers. These findings provide insight into how tax compliance can be improved through algorithmic government, AI, and tax services. Therefore, researchers and practitioners can discuss the findings of this research critically and in depth before adapting and adopting them in their future work without ignoring the limitations of this research.

Abstract

This research was conducted conducted because there are still cases of accidents at PT. Samudra Oceaneering Batam by restricted work category in 2019 which resulted in the victim being unable to carry out his main job and had to be transferred to another job of an administrative nature, and the time lost from the accident is two working days. The consequences of these work accidents not only have an economic and social impact on the company but also have a moral impact on both the employee concerned and his co-workers. This also shows that the achievement of OHS performance has not been maximized by PT. Samudra Oceaneering Batam which can lead to a bad perception of company owners regarding OHS management in the workplace. The aim of this study was to explore the variables that affect the OHS performance at PT. Samudra Oceaneering Batam, so as to reduce the number of work accidents which in turn improves OHS performance. The methodology used in this study uses quantitative methods. The population in this study were all employees of PT. Samudra Oceaneering Batam at all levels with a total of 135 employees and the sample involved in this study was 101 respondents using the Likert scale method. The results of the questionnaire then were processed using SEM SmartPLS. The results of the SmartPLS quantitative data analysis can be concluded that the variable of safety culture has a positive but less significant effect on OHS performance, while employee behavior has a positive and significant effect on OHS performance. Other variables such as leadership style have a positive and significant effect on employee behavior and management commitment has a positive and significant effect on safety motivation. Meanwhile the variable of employee motivation has a negative and insignificant effect on OHS performance.
