Abstract

In the current era of village autonomy, PADesa an important benchmark for the village's ability to organize and menujudkan village autonomy, also reflects the independence of a village because PADesa is a source of pure acceptance of the village. However, if walking is not optimal PADesa it will be difficult for the village to carry out the process of governance and development independently, without the support of other parties. This occurred in the village of Batang Batindih in optimizing its income receipts. Especially PADesa sourced from Land Kas village, so the village was not optimal in receiving the income generated from the land of the village of Kas. The purpose of this study was to determine the constraints and efforts in optimizing the village of Batang Batindih Pades sourced from Cash Land Village.The theory used in this research is autonomy village, Policies, and Institutions. The method used in this study is a qualitative approach. The technique used for collecting data are observation, interview, and documentation, then analyzed using descriptive analysis method. Source interviews in this study came from informants by using purposive sampling technique Informanyaitu parties know the constraints and the village of Batang Batindih efforts in optimizing the potential of the ground the village treasury.Results from this study indicate that the village of Batang Batindih has a huge potential source of income for villagers who came from the village of Kas Land. Constraints in optimizing cash income rural land in the village of Batang Batindih form; Village Regulation (Perdes) which has not been ratified, Perdes here synchronizes with the theory of Village Autonomy. The main key of Village Autonomy participation, proactive and community initiative and self-reliance. Implementation of institutional authority have not been up that includes; Low competence village government officials, as well as the level of public education is still low. Authority here synchronize with the policy theory. There are several characteristics of policies, namely; there must be tujuanya policy, the policy does not stand alone, the policy is what the government and the policy should be based on the law. Institutional capacity is not maximized village which includes; lack of capacity, initiative, creativity and tenggung responsible for the ground the village treasury. Here institutional synchronizes with institutional theory There are five (5) opinion regarding the institutional system; communications systems, economic systems, the system agreement,the system of authority and power sharing and ritual system to maintain social ties that ada.Sedangkan efforts to address these obstacles in the form; Increase community participation in the form; deliberation, rapat.partisipasi is associated with the theory of village autonomy. Enhance Institutional Capacity in the form of village government; Training, discussion. Institutional is associated with institutional theory. And empower communities to participate in the Cash Land Village. Empower is associated with the policy theory.Keywords: ground the village treasury, revenue village.

Abstract

In this study can be found some of the impact of the conflict between labor and management PT.Duta Palma Nusantara Benai District of Kuantan District Singingi than in 2011-2014, namely, theGovernment tried to mediate the two sides but PT. Duta Palma never ignore what the Government, LocalGovernment several times to try to mediate again, but failed because the PT. Duta Palma did not come in theinvitation, PT. Duta Palma has negotiate it conflicts with other labor representatives, but the results are alsoworkers' demands were not met.This study uses a qualitative method with descriptive data assessment. In collecting the data theresearcher used interview, observation and documentation. By using key informants as sources of information.The results showed that on the Role of Government in Industrial Relations Conflict Resolution at PT.Duta Palma Nusantara is bipartite settlement which biparit settlement or by consensus have been conductedand the agreement has been designed to be but one of the negotiating parties do not meet the demands thathave been agreed upon. Mediation has been done by the parties concerned with the involvement ofgovernment as penengahnya all the problems have been submitted and obtained a decision to meet thedemands of both parties desired. The Government has given a pleasant decision for both parties but as aresult of the settlement made by the company does not provide information to workers that demands that theworkers agreed. The workers do a submission to court for the settlement of the conflict with the results of thecompany will fulfill our demands, with the settlement we submitted to court we will get a win and demandsthat we wanted.Keywords : Conflict Resolution, Industrial Relations, The Role of Government

Abstract

Property tax revenues are essential to the development of facilities and infrastructure in the village of Koto Taluk sub-districts Kuantan Tengah district Kuantan Singingi. The state can provide the facilities and infrastructure for the public use of tax funds. Payment of taxes we do to improve the living standards of future generation. The nation’s progress is determined by the consciousness of the people’s to understand and pay taxes properly.The purpose of this research was to determine the factors that affect the low property tax revenues in the village Koto Taluk sub-districts Kuantan Tengah district Kuantan Singingi in years 2012-2014. Types of research is a qualitative research (research that cling to the naturalistic paradigm and phenomenology), the informant many as 14 people.The results of research, affecting the low property tax revenues in the village Koto Taluk sub-districts Kuantan Tengah district Kuantan Singingi in years 2011-2014. Influenced by internal and external factors. External factors affecting low property tax consists of, weak legal system and bureaucracy, weak capacity of government officials and budget, weak public administration and system control/supervision can’t be carried properly. While external factors affecting the low property tax consists of intellectual development level of public education and lack of public awareness of the property tax.Keywords: Low Acceptance Factors, Property Tax

Abstract

This study aims to determine how the performance Ombudsman representatives povince Riau in carrying out it’s duties as stipulated in section 7 of law No. 37 of 2008. As for background this study is the high case maladministration in Riau and Ombudsman are expected to provide solutions for the improvement of public service in Riau.This study used descriptive qualitative approach in obtaining and analyzing data, for data analysis, Law No. 37 of 2008 about Ombudsman and law No. 25 of 2009 on publik service the basis for the study of data analysis. As for technique whithdrawal informants done with the approach perposive informants, data in this study was obtained through technique interviews and observation and review of documentation do with some informants those who considered interested and bound in full that concern the researchers As for uses this research is to develop theories the science of government pertaining to the theory public organization and can be beneficial for inputs, and the ideas to ombudsman representatives province Riau to improve their performance.The results shows that Ombudsman representatives province Riau as monitors public service has run his duties by optimal, and by function can do function control to the public service especially in the Riau. As for scope this research including the performance Ombudsman in received reports on suspicion of maladministration in the public service, follow up report covered are divided in space scope of the authority of Ombudsman, conduct an investigation and do efforts to prevent maladministration in the public service .In carrying out duties, Ombudsman representatives provincial Riau in turned to the constraint namely laws and sanctions not firmly, lack of personnel and a budget and lack of public awareness of the existence of Ombudsman in Riau .Keywords: Performance, Duties of Ombudsman and Maladministration

Abstract

Danau Buatan is one of tourism areas in Pekanbaru which is managed by PT Sarana Pembangunan Kota Pekanbaru as a BUMD and Pekanbaru City Government which aims to increase District Own Source Revenue of Pekanbaru City. But, in the implementation of Danau Buatan Area as a source of revenue cannot be realized well. Thus, it causes PT Sarana Pembangunan Kota Pekanbaru as the manager of this area to take some actions which one of them isconducting management. Management, according to Hasibuan, is a typical process consists of the actions of planning, organizing, activating and controlling which is conducted to determine and to achieve the goals that have been determined through the utilization of human resources and the other resources. This research aims to see the form of the management of Pekanbaru city government in developing Danau Buatan Tourism Object as District Own Source Revenue of Pekanbaru City.This research uses the qualitative research method with descriptive approach, which can be interpreted as a problem-solving process which is investigated by describing the condition of the research subject based on the facts that appear during the research and is continued based on existing theories. In management implementation, the government of Pekanbaru City together with PT Sarana Pembangunan Kota Pekanbaru conductthe four (4) principles of managementthat are Planning, Organizing, Directing or Actuating and Controlling. Abstract

Teratakbuluh village is one of in Siakhulu subdistrick Kampar districk. The analizy cosh and balances the Teratakbuluh village is less especially in 2014. Teratakbuluh village struggle to add the cosh so that the village can be using to all people is not except buerocracy. Teratakbuluh has many change the APBDes cause the Alokasi Dana Desa (ADD) is not enough to progress to all people in the village. So, Teratakbuluh village should many enter the cash village. In 2014, Teratakbuluh village has many money from Dana Perimbangan, Teratakbuluh village get from Siakhulu subdistrick and Kampar districk. The government Teratakbuluh village can be changed the rule of village (Peraturan Desa) which of UU Number 6 in 2014 about “Village”. So that, the rule of village can give to all people in the Teratakbuluh village to follow the rule especially APBDes. The methods to learn about APBDes in Teratakbuluh village is qualitative, and the key informan is all in village office. The writer give some problem about it, cause this is very interested to learn about APBDes in Teratakbuluh village, Siakhulu subdistrick Kampar districk. The writer conclude about APBDes Teratakbuluh still less to enough all people. Abstract

Development of E-Government is an attempt to develop the implementation of governance through the use of electronic media to improve the quality of public services. The purpose electronic government is to improve citizens' access to public services, government services, increasing access to sources of information held by the government, to handle public complaints and service quality equation that can be enjoyed by all citizens. The use of information systems for the purpose so that the service could be faster, but not all people know the existence of such passport information system. People who are or will make a passport, passport information system to use it. The purpose of this study was to analyze the implementation of E-Government in the passport at the Immigration Office of Pekanbaru. In this study, the concept used refers to the Electronic Government or the E-Government. This study uses descriptive study using a qualitative method approach. In the data collection researchers use interviewing techniques and documentation. The results of this study can be concluded that the implementation of E-Government in the passport at the Immigration Office Class IA Pekanbaru City has not been done well it turned out for a passport online just for formality data only applicant community still fill your data manually at the Immigration Office. For that is expected. The need for data updated regularly on the website of the Immigration Office Class IA Pekanbaru City so there is something new going on, so many attract people to access it. because such reforms are indispensable additions website operator to be fast in responding to any complaints society in the process of interaction.Keywords: Implementation, e-Government, Passport Online

Abstract

Raskin is part of the poverty alleviation program, the activity-based social protection of the family in the fulfillment of basic needs for the poor. Raskin have multiple functions, namely strengthening the food security of poor families, as advocates for improving the quality of Human Resources (HR), supporting rice farming and other sectors and increase the economic empowerment of the region. Therefore, which is the case in this study is the problem during the distribution of the Autonomous Raskin to RTS-PM. This study aims to describe the implementation of rice for the poor program autonomous District of Bengkalis 2015 and to find out what the factors that cause the occurrence of irregularities in the implementation of policies rice for the poor program autonomous District of Bengkalis 2015.This study uses qualitative research methods to the data types used primary data and secondary data obtained from the data source research informants. Data collected through interviews and documentation, and then analyzed to provide an overview of the research results.The results of this study addressing that policy rice program for poor communities in the District of Bengkalis autonomous going well. Factors that cause aberrations include: data collection RTS-PM is not on target, lack of socialization of the Raskin program autonomous, lack of oversight by the government, the policy goals Raskin autonomous imprecise, the lack of clarity of communication between relevant organizations, and their rejection of the implementers of the policy of autonomous Raskin program.Keywords: Policy Implementation, Regional Autonomy, Raskin

Abstract

The research present describe the performances of legislator of Riau Province in create a legislation function. In order that describe the some factors that influence of performance of legislator of Riau Province in create a legislation function. Legislations are one of most function of legislators. In 2014 Legislators of Riau Province create a twelve a district regulations and eight of district regulations that has a rativications.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Riau Province and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan research likes Head of Legislator Riau Province, Head of Legislative organ in Riau Province and Secreaty of Legislative Riau Province.The conclusion of this research are performance of legislator of Riau Province in create a legislation function are has done with some mechanism likes planning, organizing, discussion and rativication of district regulation. Some of factors that cause are skill and comptence of legislator, coordination between ecsecutive and legislative and implementations of regulatons.Keywords:performanc, legislative and legislation.

Abstract

This research was motivated by the problems of school-age children irregularities that occurred as a result of globalization have followed and negatively affect social order, especially school-age children Indragiri Hilir. The system of regional autonomy that gives the rights, powers and obligations of autonomous regions to set up and manage their own affairs and interests of the community both in terms of regional development and the setting order of a society, in which case through the initiative right of Parliament, Commission IV DPRD charge of the issue of education show a sense of responsibility to make regulations and signs the management and delivery of education is much higher quality.By using qualitative research methods, that is by explaining, describing the results of research to describe an event and process as well as the particular circumstances of the data collecting research using data collection techniques such as literature study to undertake a study of the literature-literature relating to the title of the research, interviews ( interviews) in order to gather information through communication debriefing against informants or respondents of this study, and by doing penulusaran documentation to documents relating to aspects of the study and then the data were analyzed by classifying, describing, examine the data for later described and presented in descriptive form in order to complete the scientific work in the form of the title of this research thesis.The results of this study, obtained by the process of policy formulation on Can Read Write Qur'an long enough from planning Ranperda since 2010 with obstacles such, the exclusion of Ranperda Can Read Write Koran on a scale of priorities in 2010 and the lack of the substance contained in Ranperda Can Read Write Qur'an in 2011. then Ranperda Can Read Write Qur'anic back proposed and the continuation into Ranperda Planning for later discussion together with the executive and legislative in 2 (two ) level talks which I and II level talks to be prescribed and enacted into sheets Indragiri Hilir regency in 2012.Keywords: Policy Formulation, Regional Regulations, Can Read Write Qur'an
