Abstract

Public services that should have been better in every country, in every province and even in every region to the villages, but apparently our minds still see and lead to a complicated and complex public service process. This shows that the condition of public services in Indonesia is still far from the expectations of the community. As for the formulation of the problem in this study, namely: How do the comparisons / comparisons of the Community Satisfaction Survey (SKM) Against Public Services in 2019 (Study at the Mataram City Dukcapil and Dukcapil Services in West Lombok Regency)? and what are the inhibiting and supporting factors in public services conducted by the Mataram City Dukcapil Office and West Lombok Dukcapil District ?. This research is a type of survey research. Based on the results of the study note the comparison / comparison of the Community Satisfaction Survey (SKM) on Public Services in 2019 in the West Lombok Regency Dukcapil and Mataram City Dukcapil Services obtained the value of service quality with the category "B" which indicates the community satisfaction in the Population and Civil Registry Office of West Lombok Regency get the title "good". Whereas in the Department of Population and Civil Registry, the City of Mataram also received a good title but with a higher value. The inhibiting and supporting factors in public services conducted by the West Lombok Regency Dukcapil and the Mataram City Dukcapil Office are related to the variety of service time perceived to be quite long. In addition, even though the tariff has been free, it still gets a maximum score.

Abstract

Penelitian ini membahas mengenai Kontribusi Kampung Baca Asuransi Jasindo dalam Memenuhi Kebutuhan Literasi Informasi Masyarakat Di Taman Sandik, Desa Sandik, Kecamatan Gunungsari, Kabupaten Lombok Barat. Tujuan dari penelitian ini untuk mengetahui Bagaimana Kontribusi Kampung Baca Asuransi Jasindo dalam Memenuhi Kebutuhan Literasi Informasi Masyarakat Di Taman Sandik dan untuk mengetahui Bagaimana kendala-kendala dalam Memenuhi Kebutuhan Literasi Informasi Masyarakat Di Taman Sandik. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Adapun teknik analisis data yang digunakan teknik analisys flow model (model alur). Untuk menunjang penelitian ini ada tujuh langkah penelitian yang digunakan oleh peneliti yaitu (1) menyusun rancangan penelitian (2) Memilih lapangan penelitian (3) Mengurus perizinan (4) Menjajak dan menilai lapangan (5) Memilih dan memanfaatkan informan (6) Menyiapkan perlengkapan penelitian (7) Persoalan etika penelitian. Kontribusi Kampung Baca Asuransi Jasindo sebagai sumber belajar di Desa Sandik adalah menjadi wadah belajar yang berusaha menyediakan berbagai sumber belajar dan informasi, baik berupa bahan pustaka, novel, buku cerita rakyat dan bahan multimedia lainnya kepada masyarakat luas tanpa memandang status, usia, dan profesi. Adapun bentuk-bentuk dari kontribusi Kampung Baca Asuransi Jasindo sebagai sumber belajar di Desa Sandik antara lain adalah membuat program “Literasi Informasi”, dimana kegiatan tersebut berisi tentang kegiatan yang bersifat memperkenalkan masyarakat dalam menggunakan bahan bacaan yang ada di Kampung Baca Asuransi Jasindo.

Abstract

Reform and regional autonomy are under way in the country and are expected to provide a more democratic life. One of them is the demands of the Regional People's Legislative Assembly (DPRD) to carry out its duties and functions in the regions, the wrong function of legislation, the formulation process of Regional Regulation (PERDA). The purpose of this study is intended to examine the role of the West Lombok Regional House of Representatives as one of the actors of Policy Formulation of PERDA. 3 of 2015 on General Guidelines of Gender Mainstreaming in Development in West Lombok Regency and the Factors Affecting it. The method used in this research is qualitative method with descriptive approach, the data in this research are primary and secondary data in the form of observation, interview and documentation. The results of this research indicate that the role of West Lombok Regency DPRD as one of the actors of PERDA Formulation is seen from its role in the drafting of Local Regulation, where most have been run in accordance with Standard Operating Procedures (SOP), following the procedure of drafting of Raperda and preparing Raperda. Other actors involved are Family Planning and Women Empowerment (BKBPP). Supporting Factors are in the form of budget as a form of support from the budget of APBD for the field of women's empowerment, facilities and infrastructure formation Raperda Initiative DPRD. While the inhibiting factor in the formation of Raperda Initiative is Human Resources (HR) Experts remain that are not yet available in the formulation of Raperda on Gender Mainstreaming.

Abstract

Based on Law No. 6 of 2014, village officials are appointed by the village head after consulting with the Camat on behalf of the Regent / Mayor. In this case the lifting and dismissal of the village apparatus must be in accordance with the Law and regulated by local regulations which refer to Law No. 6 of 2014 concerning villages in this case the Dompu Regency with Regional Regulation No. 2 of 2015 concerning procedures for appointment and dismissal of village officials. The aim is to determine the extent of the implementation of Law No. 6 concerning villages in upgrading and dismissing village officials and to find out what factors are inhibiting the appointment and dismissal of village officials in Manggelewa Sub-District, Dompu District. The research method used in this study is a qualitative method with data collection techniques used in this study: interviews, observation and documentation The results of this study indicate that the process of appointing village officials in Manggelewa Subdistrict is in accordance with the rules of both the law and regulations that refer to the law including permendagri No 67 of 2017 concerning the appointment and dismissal of village officials. Which is accommodated and implemented with the district regulation dompu No. 2 of 2015 concerning procedures for the appointment and dismissal of village officials. Which is where the Dompu district regulation takes the form of implementation and includes all terms and conditions. In terms of appointments, both general terms and administrative conditions where these conditions are the requirements points contained in Law No. 6 of 2014 concerning Villages. And the supporting factor is the existence of regency regulation dompu No. 2 of 2015 concerning procedures for the appointment and dismissal of village officials. While the inhibiting factor is the lack of resources, namely the ability of the village apparatus to implement the rules.

Abstract

This study was carried out at the Babakan Health Center to understand the introduction of the Youth Care Health Service innovation program and encourage and inhibit factors that enhance the quality of public services. With a sample of 40 respondents accessing services at the Babakan Health Center, the study approach used was qualitative. The method used for data collection was a questionnaire and interview. Although the data analysis approach used was qualitative analysis for interview data and quantitative percentage lines from the questionnaire.  This study's findings showed that % felt happy and very satisfied with the health facilities component  the implementation of the Youth Care Health Service program on the level of quality of public services. Then for the indicator of health workers hitting 57,50 % feeling happy and very satisfied. The adolescent variable hits 57,50  % feel satisfied and satisfied, network variables hit 65,00 percent feel satisfied and very satisfied, and eventually,  75,00 % feel satisfied and very satisfied with the health management variable. Overall, 65,00 % of the 5 study variables are in the satisfied and very satisfied band. Meanwhile, supporting factors include the availability of qualified workers with qualifications and competencies in their fields, the availability of air-conditioned examination room facilities, and the involvement and participation of young people in high-level activities. Moreover, the inhibiting factors include incomplete health facilities such as special counseling rooms for adolescents and inadequate room capacity, support from the community for this program is still low, and lack of cooperation in several work areas. Based on the research results, there are suggestions given that it is necessary to increase socialization to a broader extent. It is required to increase funding, especially supporting facilities and infrastructure and increasing training to existing health workers

Abstract

Indonesia is indeed one of the countries that has become a tourist destination for foreign tourists. Relatively large tourist spots make Indonesia a tourist destination that is mostly hunted by foreign tourists. NTB has cultural advantages, its people are 95% Muslim, religious, a thousand mosques. This is the basic capital of NTB, optimistic that it can become a world halal tourism. Based on the results of the study, it can be concluded that: The process of implementing Halal Tourism Policy in NTB based on NTB Provincial Regulation No.2 of 2016 concerning Halal Tourism by the NTB Province Tourism Office has been going well but not yet maximally. Communication, resources, disposition and bureaucratic structure factors have been carried out to make this policy a success. While the inhibiting factors in influencing the process of implementing Halal Tourism Policy in NTB by the NTB Province Tourism Office are each lack of halal tourism objects and each lack of awareness of business people to realize the concept of halal tourism.

Abstract

Abstrak: Bantuan Operasional Sekolah (BOS) adalah program pemerintah yang pada dasarnya untuk penyediaan pendanaan biaya operasi nonpersonalia bagi satuan pendidikan, dengan sasaran semua sekolah SD/SDLB dan SMP/SMPLB/SMPT, termasuk SD-SMP Satu Atap (SATAP) dan Tempat Kegiatan Belajar Mandiri (TKB Mandiri) yang diselenggarakan oleh masyarakat, baik negeri maupun swasta di seluruh provinsi di Indonesia, dana BOS dikeluarkan dalam empat triwulan untuk satu tahun (satu periode), berdasarkan prosedur yang ada dana BOS perlu di kelola secara relevan dan efektif. Dalam pelaksanaan dana BOS, ini dibagi menjadi 8 standar penggunaan atau aliran dana BOS yaitu: Pengembangan Kompetensi Kelulusan, Pengembangan Standar Isi, Pengembangan Standar Proses, Pengembangan Pendidikdan Tenaga Kependidikan, Pengembangan Sarana dan Prasarana Sekolah, Pengembangan Standar Pengelolaan, Pengembangan Standar Pembiayaan, Pengembangan dan Implementasi Sistem Penilaian. Jenis penelitian ini menggunakan jenis deskriptif kualitatif. Lokasi penelitian ini dilaksanakan di SDN 44 Mande Kota Bima, Kelurahan Mande, Kecamatan Mpunda, Kota Bima. Sumber data dalam penelitian ini terdiri dari dua yaitu: (a) Data primer atau data utama, dan (b) Data sekunder atau data pendukung. Berdasarkan hasil penelitian dan pembahasan maka penelitian ini dapat disimpulkan sebagai berikut: (1) SDN 44 Mande Kota Bima dalam pengelolaan dana bantuan operasional sekolah (BOS) telah berjalan sesuai dengan petunjuk teknis pengelolaan dana bantuan operasional sekolah (JUKNIS BOS), (2) Faktor Pendukung, Adapun factor pendukung dalam pengelolaan dana bantuan operasional sekolah (BOS) adalah sebagai berikut: (a) Dukungan Pemerintah dengan memberikan petunjuk teknis pengelolaan dana BOS dan sosialisasi tentang tata cara pengelolaan dana bantuan operasional sekolah dari Dinas Pendidikan, (b) Terjalinnya bentuk kerjasama yang baik dari pihak pengelola dana BOS, Komite Sekolah dan para Guru, Pemerintah (Dinas Pendidikan dan Kebudayaan Kota bima), (c) Motivasi yang tinggi dan kinerja yang maksimal untuk mengembangkan kualitas pendidikan, (d) Dukungan dari para guru baik dengan sumbangan pemikiran maupun dengan dukungan tenaga. Sedangkan, Faktor penghambat, Adapun factor penghambat dalam pengelolaan dana bantuan operasional sekolah (BOS) yaitu: (a) Waktu pencairan dana sering mengalami keterlambatan, (b) Anggaran yang diperoleh tidak sebanding dengan kebutuhan sekolah, (c) Sekolah dibatasi dalam melakukan perbaikan berat sehingga sekolah masih mengalami kekurangan ruangan, dan (d) Dana bantuan operasional sekolah belum mampu membiayai seluruh program sekolah secara merata/menyeluruh. Abstract School Operational Assistance (BOS) is a government program that is basically to provide funding for non-personnel operating costs for education units, targeting all SD / SDLB and SMP / SMPLB / SMPT schools, including One-Roof SD-SMP (SATAP) and Independent Learning Activities Sites (TKB Mandiri) organized by the public, both public and private in all provinces in Indonesia, BOS funds are issued in four quarters for one year (one period), based on existing procedures BOS funds need to be managed in a relevant and effective way. In the implementation of BOS funds , this is divided into 8 standards for the use or flow of BOS funds, namely: Development of Graduation Competencies, Development of Content Standards, Development of Process Standards, Development of Teachers and Education Personnel, Development of School Facilities and Infrastructure, Development of Management Standards, Development of Funding Standards, Development and Implementation of Assessment Systems This type of research uses a descriptive type of quality atif. The location of this study was conducted at SDN 44 Mande Kota Bima, Mande Village, Mpunda District, Bima City. data sources in this study consisted of two, namely: (a) Primary data or primary data, and (b) secondary data or supporting data. Based on the results of research and discussion, this study can be concluded as follows: (1) SDN 44 MandeBima City in the management of school operational assistance funds (BOS) has run according to the technical guidelines for managing school operational assistance funds (JUKNIS BOS), (2) Supporting Factors, The supporting factors in managing school operational assistance funds (BOS) are as follows: (a) Support The government by providing technical guidelines on the management of BOS funds and dissemination of procedures for managing school operational assistance funds from the Education Office, (b) Establishing good forms of cooperation from the BOS fund managers, School Committees and Teachers, Government (Education and Culture Office of the City of Bima ), (c) High motivation and maximum performance to develop the quality of education, (d) Support from pa The teacher is good with the contribution of thought and with the support of staff. Meanwhile, the inhibiting factors, the inhibiting factors in the management of school operational assistance funds (BOS), namely: (a) Time of disbursement of funds often experience delays, (b) The budget obtained is not proportional to the needs of the school, (c) Schools are limited in making heavy repairs so that schools still lack space, and (d) School operational assistance funds have not been able to fund all school programs equally / thoroughly.

Abstract

            Penelitian ini telah dilaksanakan di Desa Batulayar, bertujuan untuk mengetahui efektivitas indikator peranan kepemimpinan Kepala Desa dalam meningkatkan partisipasi masyarakat dalam pembangunan fisik pasca gempa. Metode penelitian yang digunakan dalam penelitian ini yaitu dengan teknik analisis kualititatif dan analisis kuantitatif, untuk analisis kualititatif menggunakan data primer yang bersumber dari informan Kepala Desa dan Sekretaris Desa, sedangkan analisis kuantitatif ( prosentase baris ) menggunakan data primer yang bersumber dari 110 orang responden ( masyarakat, tokoh masyarakat, dan aparat desa ).Hasil penelitian yang dicapai, bahwa peranan kepemimpinan Kepala Desa untuk meningkatkan partisipasi masyarakat dalam pembangunan fisik pasca gempa, meliputi 8 indikator yaitu kepekaan terhadap lingkungan, keteladanan, kesetian pada janjinya, kemampuan mengambil keputusan, kemampuan menggerakan potensi masyarakat, kemampuan melaksanakan tugas  pemerintah, kemampuan  melaksanakan  koordinasi dan kemampuan melaksanakan tugas yang telah menjadi tanggung jawab berada pada kategori“Cukup Baik”(72,16 %).Meskipun ada beberapa factor penghambat terkait peranan kepemimpinan Kepala Desa, antara lain : masih terbatas sarana dan prasarana serta masih terdapat visi-misi kepala desa yang belum terealisasi. Akan tetapi juga terdapat sejumlah faktor pendukung, anatara lain : tokoh masyarakat setempat aktif memberikan masukan / saran untuk perbaikan dan koordinasi antara institusi terlaksana secara  intensif dalam  penanganan berbagai masalah di desa.

Abstract

Abstrak: Undang-undang Nomor 23 tahun 2014 tentang Pemerintahan Daerah telah memberikan berbagai perubahan kearah peningkatan kesejahteraan kepada masyarakat melalui pelayanan yang baik, serta kinerja yang maksimal secara langsung dan transparan kepada daerah, termasuk pelaksanaan UU tentang kebencanaan. Sudah sebulan berlalu sejak Organisasi Kesehatan Dunia (WHO) mendeklarasikan wabah virus corona baru sebagai sebuah pandemik yang masuk kategori bencana non alam. Untuk itu, pemerintah daerah sampai pemerintah desa bisa bekerjasama dengan berbagai pihak termasuk kampus untuk ikut terlibat dalam penanganann wabah ini. Pendampingan bertujuan memberikan pemahaman terkait bencana, bencana non alam khususnya wabah virus corona dan peran pemerintah pada saat terjadi bencana. Metode yang digunakan dimana masyarakat di desa masih cenderung tidak peduli dengan yang namanya wabah diberikan pengetahuan dan pemahaman. Di lanjutkan dengan saran dan kesempatan untuk diskusi, konsultasi kepada masyarakat dan pemerintah desa dan tokoh masyarakat, tokoh adat dan tokoh pemuda. Hasil kegiatan ini diperoleh adanya peningkatan pemahaman pada perwakilan masyarakat menjadi lebih percaya dan siap mengikuti anjuran pemerintah.Pendampingan ini masih pada tahap awal, dan perlu dilakukan secara berkelanjutan dengan kerjasama dari berbagai pihak.Abstract:  Law Number 23 of 2014 concerning Regional Government has provided various changes towards improving welfare for the community through good services, as well as maximum performance directly and transparently to the regions, including the implementation of the Law on Disasters. It has been a month since the World Health Organization (WHO) declared the novel coronavirus outbreak as a pandemic that is categorized as a non-natural disaster. For this reason, local governments to village governments can cooperate with various parties including campuses to get involved in handling this outbreak. Assistance aims to provide understanding related to disasters, non-natural disasters, especially the corona virus outbreak and the role of the government in times of disasters. The method used where people in the village still tend to not care about the plague, given the knowledge and understanding. Followed by suggestions and opportunities for discussion, consultation with the community and village government and community leaders, traditional leaders and youth leaders. The result of this activity is that there is an increase in understanding that community representatives become more confident and ready to follow government recommendations. This assistance is still at an early stage, and needs to be carried out continuously with cooperation from various parties.

Abstract

Pelanggan yang loyal adalah tujuan utama pemasaran yang dilakukan oleh perusahaan. Adanya inkonistensi teori pada penelitian-penelitian terdahulu. Tujuan penelitian ini adalah menguji pengaruh dimensi-dimensi nilai yang dipersepsikan (nilai fungsional, nilai emosional, kepantasan harga, dan nilai sosial), kepuasan, keterlibatan, dan kepercayaan merek pada loyalitas merek. Selain itu, menguji peran mediasi kepuasan dalam hubungan dimensi-dimensi nilai yang dipersepsikan pada loyalitas merek. Oleh sebab itu, penelitian ini dilakukan, dengan judul “Pengaruh Dimensi-Dimensi Nilai yang Dipersepsikan, Kepuasan, Keterlibatan, dan Kepercayaan Merek Pada Loyalitas Merek.” Desain penelitian yang digunakan adalah deskriptif, metode pengumpulan data melalui survey, alat pengumpulan data berupa kuesioner dengan skala pengukuran data menggunakan skala Likert. Responden pada penelitian ini adalah para pemilik dan pengguna laptop bermerek, berjumlah 300 responden. Teknik pengambilan sampel menggunakan metode non-probability sampling, yaitu purposive sampling. Teknik pengujian validitas instrumen menggunakan faktor analisis, sedangkan pengujian reliabilitas instrumen menggunakan Cronbach alpha. Alat analisa data yang digunakan adalah multiple regression. Temuan dalam penelitian ini adalah terbukti bahwa adanya pengaruh nilai fungsional, nilai emosional, nilai sosial, kepuasan, dan kepercayaan merek pada loyalitas merek. Namun, tidak ada pengaruh kepantasan harga dan keterlibatan pada loyalitas merek. Ternyata, adanya peran mediasi sebagian variabel kepuasan terhadap pengaruh nilai fungsional dan nilai sosial pada loyalitas merek. Juga terdapat hasil adanya peran mediasi penuh variabel kepuasan terhadap pengaruh nilai emosional dan kepantasan harga pada loyalitas merek
