Abstract

The purpose of this research is to find out how the service for making electronic ID card during the Covid-19 pandemic at the Department of Population and Civil Registration of Baubau City, as well as what are the inhibiting and supporting factors in providing services to the community. This research uses a descriptive qualitative approach through literature studies. The results show that the Department of Population and Civil Registration of Baubau City has implemented public services according to service standards in making electronic ID card, where services are carried out online using the WhatsApp (WA) application via an Android phone, the public is also free of charge in the manufacturing process, providing facilities and adequate infrastructure in accordance with the Covid-19 health protocol, and placing competent officer to facilitate service delivery. The results of this study also reveal the factors that affect the service of making electronic ID cards at the Department of Population and Civil Registration of Baubau City, during the Covid-19 pandemic, namely: supporting factor where the tools available in providing services are adequate and the human resources competent in their field. Even though there are several technical obstacles, especially from the internet network, not all people have an Android phone and understand the mechanism of online service.

Abstract

The purpose of this study was to determine the Accountablity of Fund Allocation Management (ADD) in Tikonu Village, Wundulako District, Kolaka Regency. The method used in this research is descriptive qualitative. research location in Tikonu village, Wundulako sub-district, Kolaka regency. The informants in this study were the Village Head, the Head of the BPD, the Chair of the LPM, the Village Secretary, the Village Treasurer, the Head of Development, Members of the BPD, Members of the LPM, TPK, Community Leaders and the community of Tikonu Village, Wundulako District, Kolaka Regency. Types and sources of primary research data obtained directly from research informants through data collection techniques, and secondary data obtained through library research, namely by inventorying and analyzing literature in the form of books, magazines and newspapers related to the problems under study. The results show that the village government of Tikonu has not fully implemented the accountability model for managing village fund allocations, seen from the completion of monthly reports that have passed the deadline and the village community has not been fully involved in the implementation of village meetings on village fund allocation, so there has not been good cooperation between village government and village communities as mandated in Kolaka Regent Regulation Number 04 of 2017. Lack of village community involvement in the preparation of village development plans using village fund resulting in development in Tikonu village not running optimally for the benefit of all its residents. All the problems that occur indicate the need for Village Fund Allocation management to be carried out in a participatory, transparent and accountable manner based on the Kolaka Regent Regulation Number 04 concerning the use and implementation of Village Fund Allocation. The process of implementing development programs through the Village Fund Allocation (ADD) should involve youth organizations, youth leaders and the community.

Abstract

Rumah Susun Sederhana Sewa (Rusunawa) menjadi solusi untuk menyiasati tingginya kebutuhan hunian di perkotaan. Kolaka mendapatkan bantuan Rusunawa dari Kementerian Pekerjaan Umum dan Perumahan Rakyat pada 2009. Penelitian ini membatasi lingkungan eksternal kebijakan penyediaan Rusunawa di Kolaka pada aspek lingkungan sosial untuk mendapatkan gambaran mengenai opini publik terkait pengelolaan Rusunawa. Penelitian ini mengandalkan metode kualitatif bersifat deskriptif melalui wawancara dan penelitian pustaka. Analisis data dimulai dari pengumpulan informasi atau reduksi data dan diakhiri dengan penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan dilematisnya penyediaan Rusunawa, karena meskipun bertujuan membantu hunian bagi masyarakat berpenghasilan rendah (MBR), juga menarget pendapatan asli daerah (PAD) dari iuran penghuni. Penghuni Rusunawa  mendukung Rusunawa Kolaka meskipun mengeluhkan pelayanan oleh pengelola. Pegiat sosial dan akademisi secara umum mendukung Rusu-nawa Kolaka dan menyarankan rendahnya tingkat keterisian dengan pening-katan jangkauan sosialisasi terhadap MBR. Wartawan juga  mendukung penye-diaan Rusunawa dengan memberikan perhatian pada penyediaan fasilitas,  meskipun belum memberikan ruang opini kepada publik sasaran Rusunawa.

Abstract

The increasing demand for the availability of clean water has prompted some people to start a clean water supply business, especially in the supply of drinking water refill. In this regard, this research was conducted with the aim of analyzing the quality control of refilled drinking water by the Health Office in Wolo District, Kolaka Regency using qualitative research methods. Data collected through interviews, observation, and documentation. Informants were determined using the purposive sampling technique. The research data were analyzed using interactive model techniques. The results showed that the supervision carried out by the Kolaka District Health Office was not going well, so that refill drinking water businesses were still found that did not comply with the standards in accordance with the Minister of Health Regulation.

Abstract

The implementation of communication strengthening policies in the Fishermen Insurance of Government Assistance program in Tanggetada District, Kolaka Regency. The methods used in this study were analyzed using qualitative descriptive techniques. The informants in this study consisted of the Fisheries Secretary, Head of Small Fishermen Empowerment, Partnership Section, Science and Technology and Small Business Information in the Fisheries Sector, Small Fishermen Training and Assistance Section, Tanggetada District Extension Officer, Fishermen. Types and sources of data used in the study use primary and secondary data. The results of communication research in the socialization of the implementation of the Fishermen Insurance Government Assistance program (BPAN) have not been going well because information about BPAN has not been distributed to all fishermen in Tanggetada District. Communication is critical to the success of achieving the goals of implementation. For effective implementation, those who must be responsible for the implementation of a policy must know what to do. The government to implement policies must be conveyed clearly, accurately, and consistently to capable people. So the implementation of the Fishermen Insurance Government Assistance program (BPAN) carries out socialization actions to fishermen and prepares coordination for fishermen insurance recipients.

Abstract

Kualitas tata kelola pemerintahan desa meura masih relatif rendah akibat kurangnya pemahaman para aparat desa meura tentang prinsip-prinsip Good Governance. Hal tersebut juga berimbas terhadap rendahnya kinerja pemerintah desa dalam memberikan pelayanan yang prima kepada masyarakat. Tujuan dari kegiatan ini memberikan penguatan kapasitas Aparatur desa dalam menyelenggarakan Pemerintahan Desa. Pengabdian masyarakat ini dilaksanakan dengan menggunakan metode Sosialisasi. Hasil dari kegiatan ini yaitu peserta memahami tahapan-tahapan pembuatan perencanaan desa. Selain itu, pemerintah desa terbuka pikirannya untuk kedepannya akan menyelenggarakan pelatihan/penyuluhan peningkatan kapasitas aparatur desanya agar tidak tertinggal jauh dari desa yang lainnya

Abstract

The purpose of this research is to find out how the Rumah Khusus Nelayan “RUSUS” (the Fishermen's Special House) is effective for the fishermen community, especially in Pitulua Village, Lasusua District, North Kolaka Regency. This program consumes a large budget, considering that most of the people in Pitulua Village are still classified as underprivileged and do not have their own place to live. RUSUS program has been a program of the Kementrian Pekerjaan Umum dan Perumahan Rakyat “PUPR” (The Ministry of Public Works and Public Housing). Nationally for the construction of special houses during this period, 9,833 units were carried out in 34 provinces in Indonesia (Ministry of Public Works RI Communication Bureau) in 2020. The Ministry of Public Works and Public Housing will allocate ABPN funds to the people of North Kolaka Regency who are work as a fisherman with the help of at least 50 units of fisherman's houses in 2017 all fishermen's houses have been realized and have been inhabited for 2 years. The current phenomenon, apart from the Covid 19 pandemic, is related to RUSUS construction program, which is still having problems, in this case of RUSUS, which should be intended for fishermen who are less affluent, but in reality there are still middle and upper class people like honorary; there are also those who use it as a temporary residence and the community does not work as a fisherman; RUSUS is owned by his parents, but only his son occupies the house and does not work as a fisherman; there are still many local people who are more entitled to get RUSUS; there are still fisherman communities who occupy houses that cannot be declared as property rights but are still in the status of usufructuary rights for 5 (five) years.

Abstract

Penelitian ini merupakan penelitian Jenis penelitian deskriptif kualitatif. Dalam penelitian ini informan terdiri dari 12 orang. Teknik pengumpulan data adalah observasi langsung, wawancara langsung, adapun analisis data yang digunakan Reduksi Data, penyajian Data, Menarik Kesimpulan. Hasil penelitian ini menunjukkan bahwa implementasi Peraturan Menteri Kesehatan Republik Indonesia Nomor 736/menkes/per/VI/2010 Tentang tata laksana pengawasan kualitas air minum (studi pada pengawasan kualitas depot air minum isi ulang) belum maksimal dan belum optimal serta masih banyak kekurangan yang perlu diperbaiki. Hal ini dipengaruhi oleh beberapa faktor antara lain adalah standar dan sasaran kebijakan belum jelas dan terukur, sehingga banyak menimbulkan multiinprestasi baik dari pihak agen pelaksana maupun dari pihak masyarakat, sumber daya sudah cukup memadai, hal ini dapat dilihat dari adanya fasilitas laboratorium, namun masih kurang dalam hal pengawasan, komunikasi antar agen pelaksana dan penguatan aktifitas telah dikomunikasikan dengan baik oleh pihak terkait, kondisi sosial ekonomi dapat dilihat dari dukungan masyarakat, pihak swasta serta pengusaha yang menjadi sasaran kebijakan.

Abstract

Abstrak Peneltian ini bertujuan untuk mengetahui bagaimana kualitas pelayanan yang dilakukan pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Kolaka. Dengan menggunakan pendekatan deskriptif kualitatif yaitu memberikan gambaran seluruh tentang permasalahan analisis kualitas pelayanan pada Dinas penanaman modal dan pelayanan terpadu satu pintu Kabupaten Kolaka, studi pada pelayanan surat izin tempat usaha (SITU). Adapun hasil penelitian menunjukan bahwa pelayanan Surat Izin Tempat Usaha (SITU) pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Kolaka kualitas pelayanan masih rendah hal ini dapat dilihat dari aspek tangible dimana kenyaman masyarakat masih kurang. Dari Aspek realiability atau kehandalan mengenai ketepatan waktu dalam pelayanan Surat Izin Tempat Usaha (SITU) masih kurang. Berikut dari aspek responsivitas atau daya tanggap sering sekali ada masyarakat yang komplain dengan pelayanan SITU yang diberikan saat pelayanan. Aspek assurance atau jaminan khususnya keamanan pelayanan pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Kolaka sudah cukup baik, dan dilihat dari aspek empati yaitu dalam membantu kebutuhan masyarakat yang membutuhkan informasi namun kesediaan pegawai dalam melayani masyarakat belum baik dikarenakan para pegawai yang ada kurang merespon keluhan atau keinginan dari masyarakat.

Abstract

Stunting merupakan gangguan pertumbuhan yang menggambarkan tidak tercapainya potensi pertumbuhan sebagai akibat status kesehatan dan/atau nutrisi yang tidak optimal. Salah satu penyebab stunting adalah pola asuh ibu terhadap balitanya. Pola asuh ibu berkaitan erat dengan tingkat pengetahuan ibu. Peningkatan pengetahuan ibu tentang stunting dapat dilaksanakan melalui Pendidikan kesehatan. Kegiatan ini bertujuan untuk melaksanakan sosialisasi melalui Pendidikan kesehatan tentang stunting dan penanganannya. Kegiatan ini dilaksanakan dalam bentuk sosialisasi melalui Pendidikan kesehatan tentang stunting bagi masyarakat Desa Pitulua Kecamatan Lasusua Kabupaten Kolaka Utara pada bulan Oktober 2023 oleh tim Dosen pengabdi dari USN Kolaka. Semua peserta mengikuti kegiatan ini dari awal sampai selesai tanpa meninggalkan tempat pelaksanaan kegiatan. Kegiatan ini menunjukkan bahwa sosialisasi dapat meningkatkan pengetahuan masyarakat terkait dengan stunting dan penanganannya. Hal ini memperlihatkan bahwa kegiatan ini terlaksana dengan baik. Diperlukan upaya dari berbagai pihak untuk meningkatkan berbagai edukasi dalam meningkatkan pengetahuan masyarakat terkait stunting.
