Abstract

The development of tourism potential is a necessity that cannot be ignored, following the determination of Pangandaran Regency as a Special Economic Zone (SEZ) and a world-class tourist destination. One of the efforts that can be made to realize these expectations is to strengthen the potential of tourist villages that emphasize the participation of local communities. Legokjawa Village is one of the tourist villages that has considerable potential in supporting the development and improvement of tourism objects in Pangandaran Regency. However, the problem is that the various tourism potentials owned by Legokjawa Village appear to have not been fully managed optimally, especially those related to the involvement of local communities in supporting the development of these tourism objects. Given the importance of developing these tourism objects, it is necessary to strengthen the potential of tourism villages based on local community participation. Thus, the potential development of the tourism village can not only be enjoyed by tourists, but also can encourage and improve the welfare of the local community

Abstract

Urgensi penelitian ini didasarkan pada fenomena yang mengindikasikan belum efektifnya sinergitas kebijakan diantara berbagai pemangku kepentingan, baik di tingkat pusat maupun daerah dalam pengadaan rumah bagi masyarakat yang berpenghasilan rendah (MBR). Kondisi tersebut, kemudian berimplikasi terhadap munculnya disparitas antara kebutuhan dengan kemampuan dalam menyediakan rumah yang layak bagi masyarakat. Mengingat konsep dan basis teori sinergitas kebijakan publik saat ini, masih terbatas referensinya, maka penelitian ini coba diarahkan untuk mengkonstruksi sebuah konsep sinergitas kebijakan public yang diharapkan dapat memperkaya khasanah konsep dan teori sinergitas kebijakan publik. Dengan demikian, diharapkan dapat menumbuhkan diskursus dan dialetika dalam mengembangkan ilmu, khususnya ilmu kebijakan public. Sejalan dengan konteks tersebut, penelitian ini menggunakan pendekatan kualitatif melalui metode Grounded Theory Research. Sedangkan teknik pengumpulan data, dilakukan dengan menggunakan wawancara mendalam, studi kepustakaan, observasi dan dokumentasi. Hasil dari penelitian menemukan konsep sinergitas kebijakan publik yang terkonstruksi dari lima dimensi dan dua puluh indikator, yakni dimensi persamaan persepsi, potensi sumber daya, pola komunikasi, sikap pelaku kebijakan, dan struktur organisasi. Dimensi persamaan persepsi, meliputi; indikator persamaan persepsi tentang tujuan, isi, program dan pelaksanaan. Dimensi potensi sumber daya meliputi; indikator kemampuan sumber daya manusia, anggaran, fasilitas dan teknologi dalam mensinergiskan kebijakan. Dimensi pola komunikasi, meliputi; indikator kejelasan, kecepatan, ketepatan pola komunikasi, bentuk sosialisasi, model kerjasama, dan kelengkapan informasi. Dimensi sikap pelaku kebijakan, meliputi; indikator responsivitas, konsistensi, dan komitmen pemangku kepentingan. Dimensi struktur organisasi meliputi; indikator pembagian wewenang, dukungan semua pemangku kepentingan dan kejelasan prosedur pelaksanaan kebijakan.

Abstract

  Abstract: Community service is an effort to improve the quality of human resources. including broadening horizons, knowledge, and in order to improve skills carried out by academics as proof of dharma filial piety and implementation of forms of caring to play an active role in improving the quality of human resources and increasing welfare. Postgraduate Postgraduate Public Policy and Administration Masters Program at Pasundan University carries out Optimization of Spatial Planning through Socialization of Legislation in Majalengka Regency. Participantsin the Socialization of Policies and Legislation in the Spatial Planning Sector in Majalengka Regency are all stakeholderssuch as: government agencies, institutions, community leaders, and entrepreneurs. The socialization activities yielded results, namely the socialization of a number of regulations and policies related to spatial planning, business permits, space utilization and so on. Socialization of Spatial Planning Policies and Legislation in Majalengka Regency was carried out well as a whole by the Regional Government. Of course, in this case it is necessary to coordinate between related agencies so that problems regarding spatial planning and investment activities can be synchronized. The socialization provided to all stakeholders can increase knowledge about spatial planning, foster community understanding and responsibility in implementing spatial planning and more importantly all stakeholders can participate in carrying out development in accordance with spatial planning objectives. After carrying out this socialization, all relevant stakeholders can understand the implementation of risk based business licenses in relation to the Spatial Planning policy in Majalengka Regency.

Abstract

This research was started by a phenomenon that indicates the optimal quality of licensing service implemented by the BPPT-PM Majalengka Regency. The strengthening of the problem can be seen from public complaints related to the service process provided by the apparatus. Therefore, the researcher focuses on researching the realization of service quality at BPPT-PM in the MajaLengka District. The purpose of the study, among others; first, to examine and analyze the quality of service, secondly, to examine and analyze the factors that determine and cause the quality of service has not been adequate. Third, reviewing and analyzing alternative strategies for the realization of quality of service to run effectively. While the design of this research analysis using a mixed-methods approach through the sequential explanatory model. The study results found that the realization of the quality of business licensing services at BPPT-PM Majalengka District has not entirely run optimally. The results also found the factors that determine the success of realizing the quality of business licensing services on BPPT-PM Majalengka District, among others; Tangible, Reliable, Responsiveness, Assurance, Empathy. In addition to the five factors, the researcher also found one other factor (another dimension) related to the quality of licensing services at BPPT-PM Majalengka, namely; dimensional synergies. The birth of this dimension, academically, and the findings of a new concept in this dissertation research or often known as a novelty. At the same time, the factors that inhibit the realization of the quality of licensing services in BPPT-PM Majalengka District include limitations of online-based service facilities, limited parking area, uncomfortable waiting room, worship place, and little clean room not yet built a proactive and innovative work culture. Therefore, the empirically generated strategy is in the position of the quadrant to me. This position implies that to realize the quality of licensing services within the BPPT-PM, the Majalengka regency needs new alternative strategies to support the process of realizing the quality of service. While the strategy in question is an aggressive strategy (offensive), a development strategy about the situation is very good because there are forces utilized to seize opportunities that benefit.

Abstract

This study wants to examine how the Tadulako University library can improve its services to users through the development of a strategic plan. It aims to: (1) study and analyzes the quality of services using Tangible dimensions measurement methods (physical appearance), Reliability, Responsiveness, Assurance, and Empathy in the management of services at the University Tadulako; and (2) find strategies to improve the quality of services in the Tadulako University library management. The quantitative and qualitative (mix method) approaches are used in this study to obtain comprehensive, valid, reliable, and objective data. The service quality model uses the Servqual by Zeitham et al. In addition, a descriptive analysis approach is used to provide a description of the research subjects based on variable data. The number of samples is 397 people determined using the Slovin formula, with proportional sampling techniques. The data analysis technique used is the Mathew B. Miles and A. Michael Huberman analysis model. The data validity techniques used include (1) extension of participation; (2) perseverance/grace; and (3) triangulation. Testing research data through validity testing uses product-moment correlation, while reliability testing uses the Alpha-Cronbach method. Data collection techniques used are questionnaires, participant observation, in-depth interviews, documentation, and triangulation. The results of this study show that to improve the quality of service it needs to consider five dimensions of Servqual such as facilities and infrastructure that support service performance, reliability, and responsiveness of officers in serving and helping users who need information quickly and accurately. Providing guarantees of ease in the service process and security guarantees in the library building. The strategy for developing the external environment is done by giving library staff the opportunity to participate in education and training on libraries, collaboration with other universities, improving the quality of IT-based services, and making libraries centers of information for users. While the development of the internal environment is done by improving the quality of library service systems, optimizing the addition of facilities and infrastructure such as update collections, and providing the appropriate formation of human resources in the library so that service can be optimized. A research novelty is an information packaging dimension that supports the improvement of online-based library service quality systems

Abstract

This research starts from the fundamental problems of low performance of employees at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. Its thought to have been came by Controling System and Organizational Structuring towards Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, not yet implemented. The approach in this study refers to the context of the theory of Controling System and Organizational Structuring also Employee Performance as part of the scope of Public Administration. The method of research used explanatory survey with technical analysis Structural Equation Modeling (SEM), while the population is Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. The results of the study showed the need for further research on the optimization of the increasing influence of Controling System and Organizational Structuring on Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, viewed from the perspective of Public Administration. This is indicated by the existence of other variables that influence the Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar.

Abstract

This research is based on the phenomenon of the city of Bandung which has a large and dense population and a high level of building density, so it is at risk of various disasters. One of the disaster risks that is quite vulnerable is the occurrence of fires in slums and densely populated areas. The high potential for fires and cases of fire incidents in the city of Bandung are empirically caused by various problems, including; Firefighters are hampered on their way, lack of understanding and knowledge of the public about fire services when providing information on fires, and traffic jams that occur on the highway, as well as crowds of residents who see the fire incident, making it difficult for firefighters to put out the fire. It is hoped that these various problems can be resolved immediately through policy synergy between the Bandung City Fire and Disaster Management Service and various other relevant agencies, so that the handling of fires in the City of Bandung can be carried out more effectively and efficiently. In line with this context, this study uses a qualitative approach through descriptive methods. Meanwhile, data collection techniques were carried out using in-depth interviews, literature studies, observation and documentation. The results of the study found that in order to synergize policies in handling fires in the city of Bandung, a clear concept and parameters were needed, so that they could be used as guidelines or references for all stakeholders involved in synergizing fire management policies. The parameters in question include; there is a common perception, potential resources, communication patterns, attitudes of policy actors, and the existence of an organizational structure.

Abstract

Aim of research is to examine (1) effect of motivation on employee performance in R&D agency in Bandung, (2) effect of work discipline on employee performance in R&D agency in Bandung, and (3) combined effect of motivation and work discipline on employee performance in R&D agency in Bandung. Quantitative methods are used in this research. The subjects of this study were 50 employees of the Regional Development Planning, Research and Development Agency of the Regency of Bandung. Data was collected by means of questionnaires and analysis was done by means of different linear techniques. The results of this study are (1) if calculation result of t count 7.745> t table value 2.012, Ha is accepted, (2) if calculation result of t count 8.050> t table value 2.2012, Ha is accepted. So it can be concluded that work discipline affects the performance of employees and (3) from the hypothesis test where Sig F is obtained at 0.000 <0.05 with F count (65.895) > F table (3.196), then Ha is accepted. To conclude, motivation and work discipline together affect employee performance in Bandung Regency

Abstract

The policy of preparing a bureaucratic reform road map for the Government of Purwakarta Regency is a strategic decision in line with the strengthening demands and needs of the community. The presence of an institutional bureaucratic reform road map has provided an opportunity for regional governments, including the Purwakarta Regency Government, to ensure the creation of improved governance. Comprehensively, the focus of changes in bureaucratic reform within the Purwakarta Regency Government includes 8 areas of bureaucratic reform, namely apparatus mentality, supervision, accountability, governance institutions, human resources for the state civil apparatus, laws and regulations, and public services. The results of the study found that in order to improve the quality of the policy road map for bureaucratic reform to be designed, there are three main things that must be updated, including; first, the road map for bureaucratic reform must project more on matters that are implementative in nature rather than matters that are merely formalities. Second, programs and activities that are designed must be realistic, so that they can be implemented up to work units. Third, policy analysis related to governance must be carried out in a more holistic, comprehensive and anticipatory manner so as to be able to capture real progress, challenges and problems of bureaucratic reform.
