Abstract

The model of government policy has been somewhat over-oriented to the efficiency (development); this is especially in the urban areas. As a result, rural areas are left behind and the urbanization rates are continuously growing since the life supports in a city are more varied rather than the homogenous supports in a village. This results in inequality and the poverty within the village. To resolve this problem, the government has constituted the Regulation No. 6 of 2014 Considering Rural Areas in advancing the development of rural areas. The objective of this present study is to find out the effectiveness of the transfer of village funds in solving the issue of poverty in all villages within all the provinces in Indonesia during the period of the implementation of the program. Furthermore, this research was conducted by using econometric method through the equation of panel data in 2015 to 2016 in 33 provinces. The result reveals that the transfer of village funds is not significant in alleviating the issue of poverty in rural areas. By that, it is recommended to increase the amount of the fund of the program to reduce the rate of poverty in all villages in Indonesia.

Abstract

AbstractFiscal decentralization can create eficiency and effectiveness to promote growth and change in economic structures as well as to reduce inequalities amongst regions. This study intends to find out whether the fiscal decentralization policies during 2001-2010 contribute to the shift of economic sectors and inequality rates amongst districts/municipalities in the Province of Central Sulawesi. By using econometrics of panel data, the study found that fiscal decentralization supports a shift in the economic sector where the role of primary sector gradually decreased and the secondary and tertiary sector tend to be increased since the implementation of regional autonomy. As a result, the fiscal decentralization creates an economic change in Central Sulawesi, while at the same time, can inevitably generates higher economic inequality amongst regencies/municipalities in the region.Keywords: Fiscal Decentralization, Sectoral Shifts, Inequality AbstrakDesentralisasi skal dapat menciptakan esiensi dan efektivitas untuk mendorong pertumbuhan dan perubahan struktur ekonomi, serta mengurangi ketimpangan antardaerah. Studi ini ingin mengetahui pengaruh kebijakan desentralisasi fiskal terhadap pergeseran sektor dan ketimpangan antarkabupaten/kota di Provinsi Sulawesi Tengah. Dengan menggunakan metode ekonometrika melalui persamaan data panel pada periode tahun 2001-2010, studi ini menemukan bahwa kebijakan desentralisasi fiskal dapat mendorong pergeseran sektor, di mana peranan sektor primer kecenderungannya makin menurun, sehingga berakibat pada peningkatan peranan sektor sekunder dan tersier selama pelaksanaan otonomi daerah, dengan demikian kebijakan desentralisasi fiskal dapat menciptakan perubahan struktur ekonomi di Sulawesi Tengah. Kebijakan desentralisasi fiskal mendorong terjadinya peningkatan ketimpangan antara kabupaten/kota di Sulawesi Tengah selama periode studi.Kata kunci: Desentralisasi Fiskal, Pergeseran Sektoral, Ketimpangan

Abstract

Agriculture is the primary sector in many provinces in Indonesia. In fact, most of the rural communities work in the agricultural sector. Nevertheless, the poverty level in rural areas remains high. Therefore, this study was aimed at investigating the performance of the agricultural sector in reducing the rural poverty level in Indonesia, and to investigate factors that contribute as a determinant in reducing rural poverty level in Indonesia. This study was significant, considering that the result was to contribute to government policy evaluation in the agricultural sector, especially in reducing poverty in rural areas. This study used quantitative analysis through multiple regressions with data panel from 2014 to 2017 from 33 provinces in Indonesia. This study revealed that the increase of agricultural sector share and the widening of the income distribution had caused an increase in poor people in a rural area. This finding also revealed that the income distribution gap was a determinant to the severity of rural poverty. The growth in the agricultural sector to contribute toward the economy could reduce rural poverty level in Indonesia. Meanwhile, agricultural financing, economic growth, inflation, and the farmer exchange rate had not significantly contributed to reducing the poverty level.

Abstract

Private investments and exports are still limited to drive the economy of Gorontalo, therefore the government expenditures are certainly needed as a driver for the economic growth which in turn reduce the poverty. This research aims to test the effect of public expenditures on education, health, and infrastructure toward poverty. The research used econometric analysis of panel data of regencies/city in Gorontalo, 2009-2013. The results demonstrated that public expenditures on education and health had negative and significant effects toward the poverty level in all regencies/city in Gorontalo while the public expenditure on infrastructure did not have any effect toward the level of poverty in all regencies/city in Gorontalo.

Abstract

Abstract: Higher education budget allocations affect educational performance, and it also can improve human capital to boost the economic growth of a nation. Concerning this, the present study was implemented to find out the extent of educational performance effect towards the economic growth, and what variables are the most influential determinants to boost economic growth in Indonesia related to educational sector. Fixed effect approach through data panel was used to analyze the secondary data obtained from 34 provinces in Indonesia from 2014 to 2016. The result showed that educational performance in each province in Indonesia measured by using the pure participation rate of junior high school students and high school graduates and higher education graduates were able to increase the economic growth with the assumption that their skills were sufficient to increase productivity, whereas, crude participation rate of junior high school, senior high school graduates, and higher education graduates can be an obstacle to economic development. Also, the determinant factor to boost economic growth was public spending on education sector. Keywords: funding, education performance, economic growthAnalisis Pembiayaan, Kinerja Pendidikan, dan Pertumbuhan Ekonomi di IndonesiaAbstrak: Alokasi anggaran pendidikan yang makin besar memberikan efek terhadap kinerja pendidikan sekaligus memperbaiki mutu manusia yang dapat mendorong laju pertumbuhan ekonomi. Dalam kaitannya dengan hal tersebut studi ini dilakukan dengan tujuan untuk melihat seberapa besar pengaruh kinerja pendidikan terhadap pertumbuhan ekonomi dan variabel apa saja yang memiliki determinasi paling kuat mendorong pertumbuhan ekonomi di Indonesia yang terkait dengan sektor pendidikan. Metode analisis yang digunakan adalah panel data melalui pendekatan fixed effect, dengan menggunakan data sekunder untuk 34 provinsi di Indonesia selama periode 2014 – 2016. Hasil analisis menunjukkan bahwa kinerja pendidikan setiap provinsi di Indonesia yang diukur dari APM SLTP dan tamatan SLTA dapat meningkatkan pertumbuhan ekonomi dengan asumsi bahwa keterampilan mereka cukup memadai untuk meningkatkan produktivitas, sementara APK SLTP, lulusan SLTP dan lulusan perguruan tinggi dapat mengganggu pertumbuhan ekonomi. Sedangkan faktor determinan mendorong pertumbuhan ekonomi adalah variabel belanja publik sektor pendidikan. Kata Kunci: pembiayaan, kinerja pendidikan, pertumbuhan ekonomi

Abstract

This study aims to analyze (1) the effect of DAU on economic growth, (2) the effect of DAK on economic growth, (3) the effect of income distribution inequality on economic growth, (4) the influence of the Village Fund on income distribution inequality, (5) the effect of growth the economy against inequality of income distribution. The data used were sourced from the Ministry of Finance through the Directorate General of Fiscal Balance and the Indonesian Central Statistics Agency during the 2015-2018 period, the unit of analysis was 33 provinces in Indonesia. This study uses a simultaneous equation regression model with the two stage least square (2SLS) regression technique with the Fixed Effect Model (FEM). The results showed that, (1) general allocation funds have a positive and significant effect on economic growth, which means that any increase in general allocation funds will be followed by an increase in economic growth. (2) special allocation funds have a negative and significant effect on economic growth. This means that any increase in special allocation funds will make economic growth decline. (3) income distribution inequality has a negative and significant effect on economic growth, which means that any increase in income distribution inequality can as much as reduce economic growth. (4) the variable of village funds has a negative and not significant effect on the inequality of income distribution, which means that any increase in village funds will make the income distribution inequality decrease. (5) economic growth variable has a negative and significant effect on inequality of income distribution, which means that any increase in economic growth can reduce inequality of income distribution decreases. Abstract

This research aims to analyse the impact of government infrastructure spending on economic growth and poverty in Gorontalo Province. This research uses datasets on government expenditure, economic growth, and poverty rate from Central Statistics Bureau (Badan Pusat Statistik, BPS), Directorate General of Fiscal Balances Ministry of Finance. This research uses panel data regression in 5 regencies during 2013-2017 in Gorontalo Province. The main results of this research show that (i) public works has negative and insignificant impact on economic growth; (ii) the public housing sector has a negative and not significant impact on economic growth; (iii) the transportation sector has a positive and insignificant impact on economic growth; (iv) the public works sector has a negative and not significant impact on poverty; (v) the public housing sector has a positive and insignificant impact on poverty; (vi) the transportation sector has a negative and not significant impact on poverty. Abstract

This study aims to analyze the effect of capital expenditure in the form of regional government budgets to obtain fixed assets, the Human Development Index and Unemployment to the Poverty Level in Gorontalo Province. The data used are secondary data obtained from the Gorontalo Province Central Bureau of Statistics and the Registration Management Information System (Simreg Bappenas) during the period 2010-2015, the unit of analysis is 5 districts 1 city in Gorontalo Province. The research estimate uses panel data multiple regression analysis with the Fixed Model Effect (FEM) method. The results of the study indicate that (i) The amount of capital expenditure allocated by each region in Gorontalo Province shows a positive and significant influence on the Poverty Level in the 2010-2016 period. (ii) The Human Development Index, which is a benchmark for the achievement of an area in three basic things such as life expectancy, education level, and a decent level of life, turned out to have a positive and significant influence on the District / City Kemskinan Level in Gorontalo Province. (iii) Unemployment has a positive but not significant effect on the District / City Poverty Level in Gorontalo Province in the period 2010-2016.

Abstract

The research aims to find out the Design of Development of Tourism and community Economic in Botutonuo Beach, Bone Bolango District by distributing questionnaire to respondents. The data are collected from result of observation, questionnaire, and documentation. The data analysis user SWOT analysis to discover the IFAS and EFAS, SWOT matrix, and strategy diagram in the SWOT. The research finding shows that the position of development strategy of tourism and community economic in Botutonuo Beach, Bone Bolango District is currently in quadrant III or Turnaround strategy. The strategy emphasizes the importance of government commitment on focus of regional tourism development which can be performed through (1) implementing sapta pesona (seven ways of enchantment) for Botutonuo Beach as tourist attraction, (2) creating city branding for Botutonuo Beach, (3) conducting capacity building for neighboring community in terms of community-based creative economy and tourism, (4) creatimg tourism master plan and sustainable development, (5) optimizing role of tourism institution in meeting Locally-Generated Revenue target of the District and improving community economic including in reducing poverty and increasing labor absorption in Botutonuo Village. The development strategy should be encouraged more and directed properly to improve the tourism comparative and competitive advantages in Bone Bolango District.
