Abstract

Stakeholders in Indonesia have accepted sustainable tourism as the protection and the long use of tourism resources as well as the availability of the resources for current and the future generation. Although such concept has been recognised as a good notion for developing tourism destination, its implementation needs to be investigated. Since 1970s, Toraja has been promoted as one of the main tourism destinations of Indonesia. For this reason, Toraja was chosen as a location for qualitative fieldwork to investigate the conduct of sustainable tourism. This article provides insights about sustainability and sustainable tourism based on the perspective of indigenous people in Toraja. Participant observations and interviews to stakeholders in South Sulawesi Province, Indonesia (specifically in North Toraja and Toraja land) were utilised to obtain information about sustainable tourism. On the basis of traditional cultural practices, Torajanese believe that the way they practice culture is actually a sustainable way. The idea of sustainability links to sustainability tourism which is now being promoted by the levels of government in Indonesia.

Abstract

This paper aims at analyzing the opportunities for managing and developing Kampung Nelayan as Desa wisata tourism village); 2) recommending efforts or steps to optimize the role and function of the community in managing tourism village. This paper employed a qualitative methodology in understanding and analyzing the actual condition of Kampung Nelayan through interviews and observation. The research was done in 2019 by visiting the research area. The research shows that Kampung Nelayan in Belitung Regency has the potential as a tourism village. Cultural tourism, with an emphasis on community-based rural tourism, is essential to attract visitors. The hospitality of the local people is an important factor in supporting the implementation of community-based rural tourism. This paper proposes the role of the local community for the implementation of a tourism village, including the initiator, executor, and evaluator. The local community, as the stakeholder of tourism, may implement stages (functions) such as socialization, economic, participation, and mutual support to achieve the goals of tourism village.

Abstract

Tourists' visits to rural areas are increasingly experiencing growth. However, the community has not taken advantage of tourism as an opportunity to increase income. The research aims to identify the factors driving and inhibiting homestay management by the community, analyze the community's capacities and opportunities for homestay management, and propose a community capacity-building model for homestay management. This research employs a qualitative approach through a case study in Maen Village, Likupang, North Minahasa Regency. The research was carried out in 2020 through two periods of visits with interviews with residents and observation. The research reveals that the community had not yet optimized their house as a homestay. Residents' houses only serve as lodging for mining workers. However, residents do not mind providing their house as an accommodation based on homestay management principles. The strategic location of Maen Village, the hospitality of the residents, and the use of people's houses as lodging are the driving forces for homestay management. A weak understanding of homestay is a challenge for most residents. Community capacity still needs to be improved with various training programs. This study proposes two homestay management models and development, including, entrepreneurial-based community capacity model and a homestay management model based on digital marketing principles. This research validates the concept of community capacity through homestay management. In addition, the paper provides an insight on how to utilize the opportunities possessed by the local community to obtain alternative income through homestay management.

Abstract

Tujuan penelitian ini adalah untuk mengkaji tingkat partisipasi masyarakat Dusun Rammang-Rammang dalam kegiatan pariwisata serta memberikan rekomendasi langkah-langkah strategis dalam mengoptimalkan partisipasi masyarakat. Penelitian ini memanfaatkan data primer dan sekunder yang diperoleh melalui wawancara, observasi partisipatif dan review data yang dikeluarkan oleh pemerintah maupun dari publikasi ilmiah. Penelitian dilakukan pada bulan April hingga Juni tahun 2017 dengan melakukan kunjungan ke Dusun Rammang-Rammang. Hasil penelitian menunjukkan bahwa masyarakat dibagi ke dalam 2 (dua) kelompok yakni partisipatif (penyedia perahu, pemanduan dan warung makan) dan non-partisipatif. Kelompok non-partisipatif perlu didorong dengan mengoptimalkan peran kelompok sadar wisata (Pokdarwis) serta melakukan koordinasi efektif dengan lembaga luar untuk memberikan pendampingan dalam mengelola daya tarik wisata berbasis masyarakat. Penelitian ini juga memandang bahwa perlu upaya yang maksimal dari berbagai pihak khususnya pemerintah dan masyarakat setempat untuk terlibat dalam mendorong masyarakat setempat mencapai partisipasi interaktif dan pergerakan secara mandiri.

Abstract

Asean Economic Community (AEC) requires the tourism industry to employ human resources based on competencies as well as the necessary to manage tourism attraction (including beach) in sustainable ways. This research aims at proposing recommendation or strategies in managing Bira beach as tourism attraction under the framework of ‘stewardship’ for sustainable tourism. This research also investigates the visitors’ perception about the actual condition of Bira beach which then links to the value of stewardship. A qualitative research in 2015 (and updated in 2017) was employed to achieve the research goals through participant observation and interviews. The research reveals that in order to support Bira beach as tourism attraction, attention by different stakeholders is needed by implementing strategic management through the concept of stewardship. This paper recommends three kinds of stewardship including structural, functional and independent stewardships. The paper also argues that the stewardship concept is useful if there is high commitment and consensus among stakeholders to work based on the principles of responsibility.

Abstract

Understanding determinant factors in community participation is essential in encouraging community participation in tourism activities. However, community participation studies mainly focused on identifying community participation issues and reasons to advocate community participation. This research aims at 1) exploring factors that affect community participation in tourism, and 2) proposing strategies to encourage active participation by the local community. This paper employs a qualitative methodology conducted in 2019. The research reveals that community participation around Dutungan Island has three categories: supportive participation, micro business-based creation participation and passive participation. The determinant factors for community participation include; 1) private management of tourism attraction; 2) lack of collective awareness by the local community, and 3) lack of skills and knowledge in tourism. This paper proposes the importance of implementing communitybased tourism village; strengthening cooperation between the owner or manager of Dutungan Island and the local community; and optimising Dutungan Island management’s role to help the local people who reside the village. Dutungan Island’s manager should be able to share profit to help the local people through social programs that may include training for the local people and providing investment for micro business. This paper provides insight into how to encourage community participation through the role of different stakeholders, including the island and the local community.

Abstract

Menteri Pariwisata Republik Indonesia menggunakan istilah pentaheliks pariwisata yang terdiri dari academics, business, government, community, media (ABGCM) untuk mendorong keterlibatan stakeholder dalam program pengembangan destinasi wisata. Namun, belum terdapat data empiris mengenai bagaimana sinergi yang terbangun antara unsur pentaheliks pariwisata di Sulawesi Selatan. Karena itu, dibutuhkan model sinergi yang dapat menjadi panduan dalam mengelola potensi pariwisata daerah dalam menunjang tercapainya destinasi unggulan. Tujuan penelitian ini adalah 1) mengidentifikasi kondisi faktual sinergi yang terbangun dan faktor-faktor yang menghambat sinergi unsur pentaheliks pariwisata; 2) mengusulkan model yang dapat diterapkan dalam pengelolaan destinasi wisata dalam perspektif sinergi pentaheliks pariwisata. Penelitian dilaksanakan di Kota Parepare dan Kabupaten Bone, Provinsi Sulawesi Selatan pada 2017 dengan metode pengumpulan data kualitatif melalui wawancara dan participant observation. Penelitian ini memanfaatkan konsep stakeholder dalam menganalisis data penelitian. Hasil penelitian menunjukkan bahwa sinergi pentaheliks pariwisata telah terbangun meskipun program kerja bidang pariwisata lebih didominasi oleh pemerintah daerah. Keterlibatan pentaheliks pariwisata sangat dibutuhkan untuk mendukung program pengembangan pariwisata daerah. Faktor-faktor seperti implementasi otonomi daerah, kurangnya pemahaman teknologi dan pariwisata oleh beberapa pentaheliks pariwisata serta lemahnya upaya kreatif dan inovatif di bidang pariwisata menjadi tantangan dalam pengelolaan destinasi wisata. Penelitian ini merekomendasikan tiga model manajemen destinasi wisata yakni implementasi tata kelola destinasi wisata (DMO) model pemerintah, model kawasan pariwisata percontohan dan strategi atau model go digital.

Abstract

Abstract: The aims of this research are 1) to study the advantages of students’ tour through modification of activities; 2) to analyse tourism themes or topics to support the learning process; and 3) to recommend efforts in optimising students learning through tourism tours. A qualitative approach was employed in this study. The data were collected through interviews and observation. The research indicates that innovative learning through modifying the tour has encouraged students to learn theories or concepts of tourism and their application in the tourism destination. Although there were many assignments to finish during the tour, the students enjoyed the tour because it was interesting and fun. This paper recommends three approaches for optimising the tour, i.e. utilising English as the main language in all activities; mastering theories or concepts of tourism and how they are implemented; and publishing the result of the students’ observation through online scientific articles.Keywords: modifying tour, tourism learning, tourism management MODIFIKASI PELAKSANAAN TOUR (OBSERVASI) DALAM PENINGKATANOPTIMALISASI PEMBELAJARAN MAHASISWA BIDANG PARIWISATAAbstrak: Tujuan penelitian ini adalah untuk mengetahui manfaat pelaksanaan observasi (tour) mahasiswa melalui modifikasi kegiatan; menganalisis tema atau topik kepariwisataan dalam mendukung proses belajar; dan menyarankan langkah-langkah dalam mengoptimalkan proses belajar mahasiswa melalui kegiatan tour. Penelitian dilakukan dengan pendekatan kualitatif yang dilakukan terhadap mahasiswa peserta tour yang dilaksanakan pada tahun 2017 memberikan informasi mengenai pelaksanaan kegiatan tour di provinsi Sulawesi Barat.. Data diperoleh melalui wawancara, observasi, dan studi pustaka sebagai data skunder.  Data dianalisis secara tematik lewat proses reduksi data, pengorganisasian, dan interpretasi. Hasil penelitian menunjukkan bahwa penerapan pembelajaran inovatif (modifikasi aktifitas tour) mampu mendorong mahasiswa meningkatkan pembelajaran konsep atau teori pariwisata serta aplikasinya di destinasi wisata. Tour mengharuskan mahasiswa untuk melaksanakan tugas-tugas yang diberikan, tetapi mereka dapat menikmati pelaksanaan tour karena dibarengi dengan suasana yang rileks dan menyenangkan. Tulisan ini merekomendasikan pentingnya mengubah pelaksanaan tour kepariwisataan dengan menitikberatkan pada penggunaan bahasa Inggris, penguasaan teori dan konsep pariwisata beserta implementasinya di destinasi wisata, dan pentingnya memublikasikan hasil observasi mahasiswa melalui karya tulis ilmiah singkat melalui media online. Kata Kunci: modifikasi tour, tour pariwisata, pembelajaran pariwisata, manajemen pariwisata

Abstract

Toraja has been considered as the icon of tourism in South Sulawesi province, Indonesia. As the number of tourist decreases and one tourism attraction belongs to many members of family, there is an expectation from stakeholders that innovative strategies should be implemented to develop tourism. To achieve this goal, yayasan keluarga (family foundation) has been established to manage tourism in Toraja. The study reveals that although family foundation has been the option to develop tourism and is an innovative strategy in managing tourism attractions, stakeholders believe that Toraja tourism should be developed together with the existence of the family foundation based on the principle of collaborative work. High demand on the role of the regional government in developing tourism exists although the family foundation is the main organizer of tourism attractions. Similarly, the regional government believes that the family foundation is a choice from the community and thus, it is the role of the family foundation to implement activities for tourism development in Toraja. This paper suggests that cultural heritage tourism in Toraja can be developed if the family foundation implements innovative strategies as well as strengthens relationship (synergy) and collaborative work with other stakeholders in Toraja.
