Abstract

Transportation problem is one of the problems that is faced in Tasikmalaya City especially at the intersection. Congestion problems and traffic conflicts often occur at a signal especially in intersection on Siliwangi road Tasikmalaya. One of the efforts made to reduce traffic conflicts and optimize the performance of the junction is by setting up the junction and optimizing the Simpang. The purpose of this research is to know the performance of intersection on Siliwangi road Tasikmalaya and provide recommendations for precise handling, as well as analyzing the traffic conflicts that occurred in the junction. The method used in the performance analysis of the junction signal is to use the calculations in the PKJI 2014, while for analysis of traffic conflicts used to determine the severity of the conflict at the intersection on Siliwangi road Tasikmalaya is using the method Traffic Conflict Technique (TCT). After analysis, the performance in the intersection on Siliwangi road Tasikmalaya Tasikmalaya has approached the critical number of the degree of saturation (DS) of 0.7 with level D. In addition to these problems, there is a traffic conflict crossing as many as 230 events (55%), merging as many as 145 events (35%) and diverging as many as 41 occurrences (10%). With the handling and recommendation of phase setting and cycle time setting, it is proven to suppress and minimize the decline of junction performance level to C level with the value of saturation of 0.58. This will also impact the reduction in the amount of traffic conflicts that occur.Keyword : intersection, traffic conflict, PKJI 2014, phase, cycle time

Abstract

In the planning, design and determination of various transportation system policies, the theory of traffic flow characteristics plays a very important role. To facilitate the application of the theory of traffic characteristics, a mathematical approach is used to analyze the phenomena that occur in the traffic flow. One approach to understanding traffic behavior is to describe it in mathematical and graphical relationships by paying attention to the relationship between speed (S), density (D) and volume (V) of traffic. The purpose of this study was to analyze the characteristics of traffic flow on Jalan KHZ Musthofa which is the primary arterial road connecting vital locations in the City of Tasikmalaya using several mathematical models, namely the greenshield, greenberg and underwood models. This study has an urgency to determine the characteristics of the appropriate traffic flow and closest to the existing conditions in the field so that it can be used as a basis for determining the level of service on a road segment. This is an answer and proof that there is no road segment that has the same traffic flow characteristics even though the environmental conditions are very similar. From the results of data analysis, it can be seen that the traffic characteristics that are most appropriate to the existing conditions in the field based on the analysis of the selected model on the KHZ Musthofa Road Section, namely the Greenshield Model with free flow speed (Sf) = 52,043 km/hour, congestion density that occurs (Dj ) = 70,207 pcu/km and the maximum volume or road capacity (Vmax) = 3,654,088 pcu/hour. The structure of the model of the relationship between velocity (S) and density (D) is S = 50.96 - (0.66)D, for the model of the relationship between volume (V) and density (D) is V = 50.96 D - (0.66) D2, for the model of the relationship between volume (V) and velocity (S), namely V = 77.13 S – (0.66) S2.

Abstract

Persimpangan merupakan bagian jalan terpenting yang menghubungkan jaringan jalan. Persimpangan sering terjadi kemacetan di beberapa daerah seperti adanya tundaan dan antrian yang sangat tinggi hingga sering terjadi kemacetan. Salah satu simpang yang sering terjadi macet yaitu di Simpang 3 Kudang yang berada dikecamatan singaparna. Simpang ini sering terjadi tundaan dan antrian yang panjang akibat adanya hambatan samping yang tinggi serta kurangnya lebar jalan pada jalan utama. Oleh karena itu perlu dilakukan analisis kinerja pada persimpangan 3 Kudang untuk diteliti. Penelitian ini bertujuan untuk menganalisis karakteristik dan kinerja simpang. Metode yang digunakan yaitu Metode MKJI 1997. Berdasarkan hasil penelitian selama 1 minggu pada tanggal 05–11 Oktober 2020 didapatkan volume arus lalu lintas jam puncak tertinggi di hari selasa dengan volume 3108 smp/jam, dengan kecepatan kendaraan < 35 km/jam dan kepadatan lalu lintas tinggi. Kinerja simpang yang telah dihitung berdasarkan hasil analisis nilai tundaan yaitu Tundaan di Jln. Raya Timur Singaparna (Jln.Mayor) di arah barat sebesar 12,77 det/smp dengan Tingkat Pelayanan C dan Tundaan di arah timur sebesar 10.59 det/smp dengan Tingkat Pelayanan B. Lalu untuk Tundaan di Jln.K.H.Z. Mustofa (Jln.Minor) di arah selatan sebesar 9.90 det/smp dengan Tingkat Pelayanan B. Kesimpulan yang dapat diambil adalah bahwa karakteristik lalu lintas di simpang 3 kudang sangat tinggi, tingkat pelayanan di simpang sampai pada tingkat C. Kesimpulan yang dapat diambil yaitu rekomendasi yang tepat pada kinerja simpang 3 kudang perlu dilakukan pelebaran jalan sebagai prioritas utama serta penambahan rambu lalu lintas dan marka jalan.

Abstract

Jendral Sudirman road is one of the streets in Batang Regency which has function as primary artery and it has main access to connect vital locations. It makes Jendral Sudirman road has several transportation problems. In the planning, design and establishment of various transportation system policies, traffic flow theory of movement has very important role. To facilitate the application of traffic flow theory of movement used a mathematical approach which was used to analyze the phenomenon that took place in the traffic flow. One of approach ways to comprehend the traffic behavior was by verifying it into mathematical and graphics relationships with observing to the relationship among the speed (S), density (D) and volume (V) traffic.The objective of this study was to determine traffic flow characteristics on Jendral Sudirman Road consisting of three (3) main parameters such as volume, speed and density by using mathematical models included Greenshield, Greenberg and Underwood Model. In addition, this study also aimed to determine the results of a comparison of one of the chosen model with the road capacity calculation based on MKJI 1997.Based on the data analysis  by using Greenshield model, it was known that the characteristics of the traffic on Jendral Sudirman road values obtained free flow speed (Sf)= 45.53 km/h, density jam (Dj)= 38.31 unit/km and maximum volume or road capacity(Vmax)= 1774.25 unit/hour. The estimation result of model was calculated using Greenshield model and estimation capacity calculations of MKJI 1997 had a difference about 15.49%. This could be evidence that generalize the use of manual book as MKJI 1997 in estimating the value of a certain road location capacity without researching driver behavior, vehicle characteristics and the environment of the road would be at risk in the capacity estimation results obtained. Therefore, the use of existing guidelines such as the 1997 MKJI needs carefulness in assessing the environmental condition of the road and traffic characteristics.Keywords : TrafficCharacteristic, Volume, Speed, Density, Greenshield, Greenberg, Underwood

Abstract

Abstract: Walkability is an innovation concept in creating pedestrian path facilities that prioritize pedestrian comfort and minimize air pollution levels. The purpose of this study is to identify the application of the walkability concept in Tasikmalaya City, especially the H.Z. Musthofa to support the City of Tasikmalaya as a productive and sustainable city. The research uses a literature study methodology or literature review by reviewing books and journals related to walkability and other literature such as news and regulations. The results show that the application of the concept of walkability in Tasikmalaya City in realizing Tasikmalaya City as a productive and sustainable city is still very low when viewed from several global walkability index indicators. In realizing the City of Tasikmalaya as a pedestrian-friendly city, there are still some obstacles, such as the misuse of pedestrian paths as parking lots or as places or stalls for Street Vendors (PKL).Abstrak: Walkability merupakan sebuah konsep inovasi dalam menciptakan fasilitas jalur pedestrian yang mengutamakan kenyamanan pejalan kaki dan meminimalisir tingkat polusi udara.Tujuan penelitian ini adalah untuk mengidentifikasi penerapan konsep walkablility di Kota Tasikmalaya khususnya Ruas Jalan H.Z. Musthofa untuk mendukung Kota Tasikmalaya sebagai kota yang produktif dan berkelanjutan. Penelitian menggunakan metodologi studi kepustakaan atau literature review dengan menelaah buku dan jurnal terkait walkability serta litelature lainnya seperti berita dan regulasi. Hasil penelitian menunjukkan penerapan konsep walkability di Kota Tasikmalaya dalam mewujudkan Kota Tasikmalaya sebagai kota yg produktif dan berkelanjutan masih sangat rendah apabila dilihat dari beberapa indikator global walkability index. Dalam mewujudkan Kota Tasikmalaya sebagai Kota yang ramah bagi pejalan kaki masih ditemui beberapa hambatan seperti halnya penyalahgunaan jalur pedestrian sebagai lahan parkir maupun dijadikan tempat atau lapak Pedagang Kaki Lima (PKL).

Abstract

Abstract— Tasikmalaya City Hospital Street is an urban road with road type 2/2 UD. The Hospital Street area is a place for public transportation to stop passengers, there are public hospitals, schools and shops that are busy with pedestrians. Hospital road infrastructure has several shortcomings, namely fading road markings, lack of traffic signs, road body parking which results in a decrease in vehicle speed, and more optimized safety of vehicle users and pedestrians. Analysis of road performance using the Indonesian Road Capacity Manual method (MKJI, 1997) and pedestrian characteristics using the Highway Capacity Manual method (HCM, 2000). Hospital roads have a traffic volume of 1108 pcu / hour with a road capacity of 2859.0288 pcu / hour, so the degree of saturation is 0.38 and results in a road service level at the "B" level. Data from the number of pedestrians reaches 59 people / hour, pedestrian travel time is 0.010 km / hour, pedestrian flow is 6 ped / m / minute, pedestrian speed is 1.66 m / sec, pedestrian density is 0.0332 ped /m2, and pedestrian space of 30.0659 m2/ ped, resulting in a pedestrian service level at level “A”. Recommendations to improve Tasikmalaya City Hospital Road services, for example by completing traffic signs and facilities for the School Safe Zone (ZoSS). Keywords — Traffic flow, Capacity, Level of Service, Pedestrians, Road Facilities. Abstrak— Jalan Rumah Sakit Kota Tasikmalaya merupakan jalan perkotaan dengan type jalan 2/2 UD. Kawasan Jalan Rumah Sakit merupakan tempat pemberhentian kendaraan umum untuk menaik turunkan penumpang, terdapat rumah sakit umum, sekolah dan pertokoan yang ramai oleh pejalan kaki. Infrastruktur ruas jalan Rumah Sakit terdapat beberapa kekurangan yaitu memudarnya marka jalan, kurangnya rambu-rambu lalu lintas, parkir badan jalan yang mengakibatkan terjadinya penurunan kecepatan kendaraan, dan keselamatan pengguna kendaraan maupun pejalan kaki yang lebih dioptimalkan. Analisis kinerja ruas jalan menggunakan metode Manual Kapasitas Jalan Indonesia (MKJI, 1997) dan karakteristik pejalan kaki menggunakan metode Highway Capacity Manual (HCM, 2000). Jalan Rumah Sakit memiliki volume lalu lintas sebesar 1108 smp/jam dengan kapasitas jalan mencapai 2859,0288 smp/jam maka hasil derajat kejenuhan sebesar 0,38 serta menghasilkan tingkat pelayanan jalan pada tingkat “B”. Data hasil jumlah pejalan kaki mencapai 59 orang/jam, waktu tempuh pejalan kaki 0,010 km/jam, arus pejalan kaki 6 ped/m/menit, kecepatan pejalan kaki 1,66 m/det, kepadatan pejalan kaki 0,0332 ped/m2, dan ruang pejalan kaki 30,0659 m2/ped, maka menghasilkan tingkat pelayanan pejalan kaki pada tingkat “A”. Rekomendasi untuk meningkatkan pelayanan Jalan Rumah Sakit Kota Tasikmalaya misalnya dengan melengkapi rambu-rambu lalu lintas dan fasilitas Zona Selamat Sekolah (ZoSS). Abstract

Abstract— KHZ Street. Mustofa is an area dominated by shops, trade and services, street vendors and other activities. However, the condition in the area is still lacking in proper traffic management, especially on the existing pedestrian facilities which look chaotic and unorganized as well as the presence of street vendors. The purpose of this study is to identify the characteristics of pedestrians on Jalan KHZ. Tasikmalaya City Mustofa Identify. Traffic characteristics on Jalan KHZ. Mustofa Kota Tasikmalaya. Provide an overview of the pedestrian facilities design needed on Jalan KHZ. Mustofa, Tasikmalaya City. Data collection methods used are primary data collection and secondary data collection. Primary data collection is carried out by conducting field surveys to obtain pedestrian volume, traffic volume and road variation. Secondary data collection was obtained from related agencies (Dishub Kominfo Kota Tasikmalaya Year 2020). The results of the Pedestrian Characteristics Analysis show that the largest volume of pedestrians crossing the road on weekdays is at point 4 in the afternoon observation of 139 people / hour, then on holidays it is at point 7 at 140 people / hour, while for the largest volume of pedestrians along on weekdays it is at point 4 in the afternoon observation of 304 people per hour. then on holidays at the observation point 9 at noon observation of 314 people per hour. As for the traffic volume characteristics, the highest volume on weekdays occurs in afternoon observations of 1,472 pcu / hour, then on holidays occurs in the afternoon observations of 1,518 pcu / hour, with an average vehicle speed of less than 40 km / hour with the category service levels for roads B and C, as well as recommendations for Zebra Crossing facilities at 7 points with a total of 9 units. Kata Kunci— Pedestrian Characteristics Traffic Volume Characteristics, Crossing Facilities Abstrak— Jalan KHZ. Mustofa merupakan kawasan yang  didominasi oleh area pertokoan, perdagangan dan jasa, pedagang kaki lima dan kegiatan lainnya. Tetapi keadaan pada kawasan tersebut masih kurang penataan lalu lintas yang baik khususnya pada fasilitas pejalan kaki yang ada terlihat semerawut dan tidak tertata serta dengan adanya PKL. Tujuan dari penelitian ini untuk Mengidentifikasi karakteristik pejalan kaki di Ruas Jalan KHZ. Mustofa Kota Tasikmalaya Mengidentifikasi. Karakteristik lalu lintas di Ruas Jalan KHZ. Mustofa Kota Tasikmalaya.Memberikan gambaran desain fasilitas pejalan kaki yang dibutuhkan di Ruas Jalan KHZ. Mustofa Kota Tasikmalaya. Metode pengumpulan data yang digunakan adalah pengumpulan data primer dan pengumpulan data sekunder. Pengumpulan data primer dilakukan dengan melakukan survai di lapangan untuk mendapatkan Volume Pejalan kaki, Volume lalu lintas dan inventariasi Jalan. Pengumpulan data sekunder didapatkan dari instansi terkait (Dishub Kominfo Kota Tasikmalaya Tahun 2020). Hasil Analisis Karakteristik Pejalan Kaki menunjukan bahwa volume pejalan kaki meyeberang jalan terbesar pada hari kerja berada di titik 4 pada pengamatan sore sebsar 139 orang/jam, lalu pada hari libur berada pada titik 7 sebesar 140 orang/jam, sedangkan untuk volume pejalan kaki menyusuri terbesar pada hari kerja berada pada titik 4 pada pengamatan siang sebesar 304 orang per jam. Lalu pada hari libur berada pada titik pengamatan 9 pada pengamatan siang sebesar 314 orang per jam. Sedangkan untuk karakteristik Volume lalu lntas menunjukan volume tertinggi pada hari kerja terjadi pada pengamatan sore sebesar 1.472 smp/jam, lalu pada hari libur terjadi pada pengamatan sore sebesar 1.518 smp/jam, dengan kecepatan rata – rata kendaraan kurang dari 40 km/jam dengan kategori tingkat pelayanan jalan B dan C , serta rekomendasi fasiltas penyeberangan  Zebra Cross pada 7 titik dengan total 9 unit. In realizing the City of Tasikmalaya as a pedestrian-friendly city, there are still some obstacles, such as the misuse of pedestrian paths as parking lots or as places or stalls for Street Vendors (PKL).Abstrak: Walkability merupakan sebuah konsep inovasi dalam menciptakan fasilitas jalur pedestrian yang mengutamakan kenyamanan pejalan kaki dan meminimalisir tingkat polusi udara.Tujuan penelitian ini adalah untuk mengidentifikasi penerapan konsep walkablility di Kota Tasikmalaya khususnya Ruas Jalan H.Z. Musthofa untuk mendukung Kota Tasikmalaya sebagai kota yang produktif dan berkelanjutan. Penelitian menggunakan metodologi studi kepustakaan atau literature review dengan menelaah buku dan jurnal terkait walkability serta litelature lainnya seperti berita dan regulasi. Hasil penelitian menunjukkan penerapan konsep walkability di Kota Tasikmalaya dalam mewujudkan Kota Tasikmalaya sebagai kota yg produktif dan berkelanjutan masih sangat rendah apabila dilihat dari beberapa indikator global walkability index. Dalam mewujudkan Kota Tasikmalaya sebagai Kota yang ramah bagi pejalan kaki masih ditemui beberapa hambatan seperti halnya penyalahgunaan jalur pedestrian sebagai lahan parkir maupun dijadikan tempat atau lapak Pedagang Kaki Lima (PKL).
