Abstract

This research is motivated by the phenomenon of the number of underdeveloped villages in Keroncong District, even though the area is in the capital city of Pandeglang, not in an area far from the center of the capital city. As it is known that: Regulation of the Minister of Villages for Development of Disadvantaged Regions & Transmigration (Permendesia PDT Trans) Number 2 of 2016 concerning the Developing Village Index (IDM) classifies Village Status into 5 (five) Village statuses. Banten Province has 4 regencies which oversee the village administration. Of the four regencies, Pandeglang Regency has the most underdeveloped villages. Meanwhile, the closest sub-district to the Pandeglang Regency government and the most underdeveloped village is Keroncong District. The purpose of this study is to reveal the cause of the number of underdeveloped villages even though the area is in the center of the capital city. The locus of this research is all villages in Keroncong District. The data used is secondary data, namely from the Department of Community Empowerment of Pandeglang Regency and Banten Province and the Central Statistics Agency (BPS) of Pandeglang Regency, BPS of Banten Province. The analytical technique used in this research is descriptive qualitative analysis and content analysis. The results showed that the development of village status in Keroncong District was dominantly included in the category of underdeveloped villages. There are two villages that fall into the category of not being left behind, with the category of developing. The two villages are Bangkonol village and Pasir Karag village. Bangkonol Village has a developing status because of the easy access to the national road that crosses the Pandeglang and Lebak Regencies and has close access to the Pandeglang Regency government center. Meanwhile, Pasir Karag Village has the status of a Developing Village because of its location close to the government center of the Keroncong sub-district, the number of government public facilitiesand a high community work ethic in entrepreneurship.

Abstract

This study aims to answer the question of how to improve the quality of public service through training and how to evaluate the training to be effective through the Kirkpatrick method. This is qualitative research with a case study approach. Data was collected through unstructured interviews with 30 visitors who are taxpayers to obtain data related to the quality of services provided by civil servants at KPP Pratama Tanah Abang Dua.In addition, to obtain data related to the quality of training held for the civil servants (ASN), the researchers interviewed 10 ASN who had attended the training. The results of this study indicate that the public services implemented at the KPP Pratama Tanah Abang Dua still need to be improved. The services provided by the civil servants are still complained by taxpayers, namely in the aspects of Reliability, Responsiveness, Assurance, Empathy, and Tangible. The results of this study also indicate that the quality of the training that has been held must be improved regarding all aspects of the training, namely the quality of the trainers, the material presented, the type of exercise, case studies and various teaching aids. The training must also be followed up with training evaluations and assessments of all civil servants after participating in the training.

Abstract

Program Flood Management in Selected River Basins (FMSRB) merupakan program penanganan banjir yang difokuskan dalam pengendalian lahan kritis atau konservasi lahan pertanian didaerah hulu sungai yang berada pada Daerah Aliran Sungai Cidanau-Ciujung-Cidurian, salah satunya berada di Kabupaten Pandeglang. Penelitian ini bertujuan untuk untuk penetapan kegiatan prioritas yang perlu dilanjutkan setelah proyek FMSRB berakhir berdasarkan analisis capaian proyek dan hasil penapisan menggunakan kriteria dan indikator exit strategy yang dibangun. Penelitian ini dilakukan di beberapa Kecamatan di Kabupaten Pandeglang yaitu Kecamatan Cadasari, Kecamatan Karangtanjung, Kecamatan Pandeglang, Kecamatan Majasari, Kecamatan Kaduhejo, dan Kecamatan Mandalawangi. Metode penelitian menggunakan metode penelitian kuantitatif dengan pendekatan deskriptif, dengan teknik pengumpulan data primer dan sekunder. Teknik analisis data yang digunakan dalam penelitian ini menggunakan metode Urgency, Seriousness, Growth (USG) untuk mengetahui tingkat derajat kepentingan dari sebuah program apabila dijalankan, kesungguhan program, dan pertumbuhan dari program tersebut apabila tidak/dijalankan memiliki dampak seperti apa. Hasil penelitian ini didapat pengukuran mengenai keberlanjutan lingkungan dalam penanganan konservasi lahan bahwa program FMSRB yang sudah dijalankan oleh kelompok tani yang dinilai memiliki tingkat kepentingan yang mendesak, tingkat keseriusan, dan memiliki pengaruh pertumbuhan yaitu program penananam bibit tanaman multi guna dengan nilai 13,00. Sedangkan untuk program FMSRB konservasi lahan yang memiliki dampak pertumbuhan ekonomi bagi kelompok tani dan masyarakat, yaitu pembangunan Jalan Usaha Tani (JUT) dengan nilai 13,11. Serta untuk program FMSRB konservasi lahan yang memiliki dampak keberlanjutan sosial bagi kelompok tani dan masyarakat yaitu penguatan lembaga tani dengan nilai 13,33.

Abstract

Service to the community has become the main goal in the implementation of public administration. Every citizen is entitled to all rights because of his or her position as an Indonesian citizen. However, it is still often found that the public facilities provided by the government do not support the accessibility of public services for the senior citizens and people with disabilities. This research is aimed at answering the questions of whether public services at the Tanah Sareal Bogor District Office are senior citizens and disabilities friendly, and what aspects should be improved so that public services can run as expected by the entire society. Data collection was carried out in addition to observation and documentation, as well as semi-structured interviews with 10 people belonging to the vulnerable society category, namely the senior citizens and people with disabilities. The results of this research indicate that public services at the Tanah Sareal Bogor District Office still need improvements to be senior citizens and people with disabilities friendly. Therefore, efforts must be done so that the missions of the Tanah Sareal Bogor District Office can be realized, namely improving the quality and integrity of human resources in services, providing professional human resources according to their field and complying with statutory provisions and increasing the professionalism of the apparatus in providing services to the society.

Abstract

This study proposes to analyze the influence of netizen (net citizen) accounts on the government's response to public service issues in Makassar over one year. The research method involves using data collected from the user's accounts, focusing on the frequency of reporting, types of issues reported, geographic distribution of reports, types of media used, and government responses to these reports. The analysis indicates that reports through citizen reporter accounts tend to receive quicker responses compared to direct complaints, with respondents evaluating the quality of these responses more positively. These findings suggest that digital platforms, such as social media, are effective in enhancing responsiveness due to emergency events, public priorities, and social pressures resulting from viral reporting.

Abstract

This study analyzes the role of actors in farmer institutional strengthening policies as an implementation of the Flood Management In Selected River Basins (FMSRB) Program that has been accompanied and fosters independence in funding farmer groups. The informants of this research were all farmer groups who received benefits from the Community Driven Development (CDD) program in the Farmland Management and Sustainable Agriculture Practices for Flood Management in Selected River Basins Sector Project – FMSAP FMSRB Pandeglang Regency as well as policy stakeholders and competent experts in the program with a total of 22 people.  Data analysis using Stakeholder Analysis. Based on stakeholder analysis, it was found that first, the main actor is the farmer group as the beneficiary, the relationship and influence are very strong because as the object of the beneficiary The secondary stakeholders are academics, mass media, private sector, consultants, CF (Facilitator), Extension (PPL), Communities are affected indirectly, with the actors most playing a role being private actors. Key stakeholder groups include donor agencies, the Asian Development Bank; the ministry of agriculture and related ministries such as the Environment; Local Government of Pandeglang Regency, especially the Department of Agriculture and Food Security; Regional Development Planning Agency; Regional Financial Revenue and Assets Agency; Environmental Agency; Regional Disaster Management Agency; Department of Public Works and Spatial Planning. The initiator and catalyst actors in the sustainability of the program are highly dependent on the Regional Government of Pandeglang Regency, especially the Department of Agriculture and Food Security. Second, the pattern of Sustainability and Development of FMSRB is expected to be initiated by the Pandeglang Regency Agriculture and Food Security Office by involving various agencies and community groups concerned with land conservation efforts.

Abstract

The problem of flooding and erosion is a natural phenomenon that greatly affects the community. Losses resulting from these events can reduce the quality of human life in various aspects of life. So there is a need for immediate management with various strategies. One of them is the Evaluation of the Flood Management in Selected River Basins Program in Pandeglang Regency. The purpose of this study was to evaluate the Farmland Management and Sustainable Agriculture Practices for Flood Management in Selected River Basins program Sector Project Pandeglang with the perspective of the CIPP evaluation model (Context, Input, Process, Product) and to recommend sustainability strategies. The research was conducted using a descriptive method with a qualitative approach. The results showed that the existence of the FMSRB program was able to answer various problems with critical lands and flood risk. Then the most effective continuation strategy that must be carried out is carried out by the Pandeglang Regency government with a Collaborative Governance strategy, namely collaboration between the Regency government and the private sector, universities/academics, and so on. The conclusion of the research is that the CIPP evaluation model can answer the main causes of flooding in the Pandeglang Regency.

Abstract

This study aims to develop exit protocols that promote the autonomy of conservation farmers by applying a Flood Management model in specific river basins within Pandeglang Regency. The present work utilizes the C.I.P.P. (Context, Input, Process, Product) and U.S.G. (Urgency, Seriousness, Growth) methodologies to assess the long-term viability of land conservation initiatives executed by farmers. Contextual input, process, and outcome analysis of implementing the flood management model is conducted using C.I.P.P. At the same time, the Urgency, Severity of the challenges, and prospective growth resulting from this program are assessed using U.S.G. A study revealed that when applied in specific river basin regions, the flooding management program can improve farmers' capacity to adapt and mitigate against flood hazards. Successful application of community-based conservation measures has demonstrated favourable outcomes in land administration and the improvement of food security. However, the long-term viability of the initiative relies on an exit strategy that ensures farmers' autonomy without necessitating external support. This approach entails enhancing the capabilities of farmers, broadening their sources of income, and enhancing their ability to reach markets and employ technology. The findings of this study will likely function as valuable policy suggestions to improve the sustainability of land protection and flood management within the Pandeglang Regency.
