Abstract

This research is generally aimed at strengthening Muhammadiyah union institution in one of Muhammadiyah's business charity in Gorontalo Province, whereas specifically the purpose of this research is to know objective description about reality that happened at campus of Muhammadiyah University of Gorontalo from organizational culture that developed on campus This, taking into account the organizational culture found in Muhammadiyah in accordance with the PHIWM. This research uses qualitative method with case study approach. Data collection techniques used are observation, interview and documentation. Research time started from January to June 2017 From the results show that the employees have not implemented properly. Indicators of hard work still have not shown good results because most employees still do not understand the main duties and functions in work. Discipline indicators are also not well implemented where there are still many employees who enter the campus through the provisions of the time set as well while attending events on campus and when entering the time of prayer still not heed these things. The last indicator is the optimization in the work also has not shown the maximum results because only a few who are able to work effectively in accordance with the work agenda that they set previously.

Abstract

Perbedaan-perbedaan dalam format pertunjukkan, perangkat yang dipakai, motivasi dalam pertunjukkan, interkasi dengan penonton, interkasi dengan pemain lain dan improvisasi dalam pementasan secara tidak langsung menimbulkan sebuah gaya dan karakteristik dalam komunikasi yang pada akhirnya membentuk karakter masing-masing pertunjukkan.Kekuatan dalam memegang idelogi atau kepercayaan terhadap seni Reyog yang berbeda inilah yang selanjutnya menjadi sebuah karakteristik dalam proses komunikasi yang bisa kita jumpai dalam setiap pementasan baik dalam format Reyog obyog maupun Reyog dalam versi festival atau panggung. Hal inilah yang menyebabkan dalam setiap pertunjukan reyog baik dalam format obyog atau dalam versi festival selalu mempunyai ciri khas dan keunikan sendiri-sendiri dalam setiap pementasan. Dalam setiap pementasan yang berlangsung, secara langsung akan memproduksi simbol-simbol tertentu yang membuat atau mengajak penonton untuk saling berkomunikasi. Lebih detil dan terlihat perbedaan dapat dilihat dari perbandingan foto-foto pementasan Reyog obyogan dan Reyog dalam format festival. dalam menjelaskan fenomena ini, penelitian ini menggunakan perspektif dari Edward Hall yang mengkategorisasikan budaya berdasarkan high / low culture context.

Abstract

Muhammadiyah and Nahdlatul Ulama are the two largest Islamic organizations in Indonesia which have several different understandings in the implementation of worship, so people assume that the harmonization of worship between followers of these two organizations is very difficult to carry out, but it is different with Muhammadiyah and Nahdlatul Ulama members who become worshipers in At-Tawwabin Mosque, worshipers in this mosque worship together, without any debate or dispute. The purpose of this research is to find out how the harmony of worship of Muhammadiyah and Nahdlatul Ulama residents in the mosque, and what factors influence the harmonization of worship. This research is expected to be beneficial for Muhammadiyah and Nahdlatul Ulama residents in maintaining harmony in worship of fellow Muslims and can be used as a reference to avoid conflicts between Islamic religious organizations in Indonesia. The research method used is a descriptive research method with a qualitative analysis approach, through a series of observations, interviews, and taking documentation, while the research location is in the District of Tobat, Padangsidimpuan City. The results of this study conclude that the form of harmonization is as in the implementation of fard prayers, Friday prayers, Tarwih prayers, holiday prayers, and the implementation of corpse prayers. While the factors that influence it are historical factors, family / kinship factors, the influence of Dalihan Na Tolu, government support, and blind fanatic attitudes of Muhammadiyah and NU residents in the mosque.

Abstract

The concept of decentralization which manifests the concept of local autonomy has implications for efforts to strengthen regional governance based on local potential, including strengthening resource management apparatus is characterized by the process and implementation of personnel management started from procurement personnel consisting of; planning, formation, recruitment and selection, development, promotion, remuneration, discipline, and dismissal or retirement. Procedures and implementation of recruitment candidates for Civil Servants (CPNS) from internal sources (Workers Honorary) and from external sources (the general public) or a common path, and potentially very susceptible to spoil the practice of system and Nepo system. One of the efforts that must be made to minimize all forms of deviation in the framework of the process of recruitment and implementation is to implement a merit system, as the antithesis of giving jobs on the basis of race, ethnicity, religion, political award, gender discrimination, personal favoritism, or the selection of equipment valid.

Abstract

The issue of this research is concerning the communication within and among Zakat Management Organizations (OPZs) as Faith-Based Organization (FBO). The main research problem is how OPZ(s) can successfullydevelop cooperationin increasing both public trust and institutional productivity. Interpretive Approach through Social Construction Theory was used as a reference to see the process of organizational communication through OPZ’s communicator ethos. The research method used was qualitative with a technique of case study, and informants were from OPZ’s West Java unit. The results showed that the communicator ethos as a source of credibility in communicationwithin and among OPZs, derived from Islamic Teachings, applicable (positive)laws, and basic guidelines of OPZs, can produce organizational values as the basis of implementing cooperation in community empowerment programs. Cooperation among OPZsin an empowerment program is more related to personal power and interpersonal power aspectsthan to political power aspect. There is a need to strengthen openness and mutual trust values among the OPZs, changes in zakat regulation, more transparent, accountable and equitable governance in order to increase trust, realization of zakat potentials, and prosperity.

Abstract

AbstrakQanun No. 13 Tahun 2003 Tentang Maisir disahkan pada awal penerapan syariat Islam di Aceh sebagai qanun dalam bidang jinayat. Pemilihan qanun ini sekurang-kurangnya memiliki dua alasan, alasan yang pertama, jenis perbuatan tersebut merupakan bentuk maksiat (haram) dalam syariat Islam dan sangat meresakan masyarakat namun belum tertangani dengan baik. Kedua, adanya euforia di dalam lapisan masyarakat dalam bentuk “peradilan rakyat” terhadap jenis yang diatur dalam qanun No. 13 ini, guna untuk menghindari main hakim sendiri ditengah-tengah masyarakat, maka disahkan Qanun Maisir sebagai bentuk antisipasi terhadap berbagai kekacauan ditengah-tengah lapisan masyarakat Aceh. Dalam perjalanannya, penerapan qanun yang berbasis jinayatdi Aceh tidak semua daerah berjalan dengan baik, banyak masalah dan kendala yang dihadapi dilapangan, baik dari pelaksananya (pemerintah) maupun masyarakat sebagai objek hukum penerapan syariat Islam itu sendiri. Abstract

This research is a scientific effort to trace the historical footsteps of the birth, growth, and development of Government Science in Indonesia. The disclosure of the early phenomenon of science would certainly be the gateway in giving a pure understanding of that science. so that, the result of its inquiry can serve as one of the main sources/ references that provide complete and comprehensive information for further study of Government Science. This study used a qualitative approach with descriptive type and with the library research form. In this study, the researcher observed the object of research through literature materials so that the theories underlying the problems in the field under study can be clearly revealed. With the selection of approaches, types, and forms of research, will certainly be able to reveal in depth how the historical roots of Government Science and able to emphasize the locus / position of Government Science among other state sciences.

Abstract

Perayaan Grebeg Suro merupakan sebuah agenda rutin tahunan yangdiselenggarakan oleh Pemerintah Daerah Kabupaten Ponorogo dan mendapatkan perhatianserta dinantikan oleh masyarakat Ponorogo yang berdomisili di kota Ponorogo maupun dikota lain, termasuk para turis dari manca negara. Pemerintah Daerah Kabupaten Ponorogomerespon dengan baik dengan menyusun berbagai agenda kegiatan untuk mewarnaikemeriahan Perayaan Grebeg Suro. Berbagai acara yang digelar dalam Perayaan GrebegSuro, mulai acara Malam Pembukaan Grebeg Suro, Festival Reyog Nasional, Kirab Pusaka,Malam Penutupan Grebeg Suro, Larung Risallah Doa, dan berbagai acara lainnya yangmampu menarik penonton atau pengunjung yang sangat besar. Pusat Keramaian berada diAloon-Aloon Ponorogo, mulai dari sebelum pembukaan sampai dengan penutupan acaraPerayaaan Grebeg Suro, bahkan sampai beberapa hari setelah acara penutupan, tidakpernah sepi dari pengunjung. Penelitian ini bertujuan untuk mendeskripsikan HegemoniPemerintah Daerah dalam Penyelenggaraan Grebeg Suro Masyarakat Ponorogo.Penelitian ini merupakan penelitian eksplanatoris, dengan menggunakan metodepengamatan secara langsung serta melakukan wawancara. Metode analisis data penelitiandengan menggunakan metode deskriptif kualitatif, dan dilakukan analisis data secara naratif.Penyelenggaraan perayaan Grebek Suro telah terhegemoni oleh Pemerintah Daerah, karena semua kegiatan peringatan 1 Muharram yang biasanya dilakukan oleh masyarakat secara sporadis, telah dilembagakan dengan aturan Pemerintah Daerah. Hal ini tidak menimbulkan konflik dengan masyarakat, karena masyarakat lebih bisa menerima agenda-agenda yang telah diprogramkan oleh pemerintah. Kegiatan Grebek Suro terbukti mampu memberikan dampak saling menguntungkan bagi pelaku bisnis besar (misalnya rumah makan dan hotel), pelaku bisnis menengah ke bawah, usaha ekonomi kecil yang berada di aloon-aloon Ponorogo dan sekitarnya. Disamping itu, pelaksanaan Perayaan Grebeg Suro dapat digunakan sebagai sarana mempromosikan produk dan hasil alam unggulan serta bidang pariwisata Kabupaten Ponorogo.

Abstract

This article designed to examine patronage practice in the 2014 general election in Ogan Ilir district, South Sumatera Province, Indonesia, before and after election in one electoral area (Ogan Ilir 1). We apply Nine Step to Victory (Alamsyah, 2015) framework to achieve this goal. Our key informants are some legislative candidates and their brokerage or winning team at various level. Primary data gathered through depth interview and secondary data collected from the government institution. This data will be analyzed using interactive model (Miles, Huberman, and Saldana, 1994). Drawing on the qualitative approach, we find that, before election day, all candidates in this area practicing vote buying and patronage to get political support from the voters. A form of patronage dominated by club goods, and cash transfer (transport allowance, communication and consumption cost, and vote buying). We do not find incumbency candidate who is practicing fork barrel. After election day, especially when the winner candidates, has been working as a legislator, he has an obligation to continuing patronage through informal and cultural networking (personal or community event). In this various event, he must deliver goods, services, or money to the people (as an individual or group). Our results are strengthening the previous finding that all candidates have begun implementing patronage strategy when they are recruiting the winning team, campaign, and realize vote buying. Family, especially extended family, and friendship is the primary foundation for all candidates to build brokerage (the winning team) structure. All candidates also using “by name by address” strategy to guide vote-buying practice. We discuss this finding, showing limitation and agenda for the research on this topic.

Abstract

Perubahan pada dasarnya menyangkut berbagai hal, mulai dari aspek fisik sampai perubahan kehidupan manusia. Perubahan kehidupan manusia atau terkait dengan lingkungan kehidupannya itulah yang kemudian disebut sebagai perubahan sosial. Sejumlah pertanyaan tersebut menggambarkan realitas sosial dengan berbagai dinamikanya sejalan dengan pilihan jawaban yang ditetapkan. Menjawab pertanyaan tersebut Charles F. Andrain mengemukakan klasifikasi pola perubahan sosial sebagai berikut :Pertama, Golongan revolusioner, mengambil pilihan perubahan sosial secara fundamental dan cepat dengan kekerasan secara meluas untuk menggugah massa yang pasif dan membalas tekanan elit yang menentang perubahan.Islam sebagai sistem keyakinan atau tata nilai memuat generalisasi atau konseptualisasi yang memberikan kerangka bagaimana seharusnya manusia berpikir dan berperilaku dalam hidup dan kehidupan bersama. Fanatisme kelompok atau golongan di internal umat Islam itu sendiri dengan klaim-klaim kebenarannya yang final telah mereduksi universalitas ajaran Islam itu sendiri, termasuk peluangnya untuk mengambil peran potensial dalam mendorong perubahan sosial
