Abstract

The title of this research is The Application of Democracy in the Environment of '45 Islamic University of Bekasi Student Movement Organization (Philosophical Review Toward Democracy in Perspective: Epistemology, Ontology, and Axiology). The background of this research is the change of perspective direction and democracy development in contemporary era that the characteristic leans to be cosmopolitan and liberal, especially since Reformation Government. The base theory of this research is the opinion of Dahl in Sorensen, George (2003) that title is Democracy and Democratization which explains about democracy principles.The purpose of this research is to know how the democracy comprehension and application in the environment of '45 Islamic University Student Organization is reviewed from three base aspects: Epistemology, Ontology, and Axiology. It uses mix method: which is hermeneutic and analysis-descriptive method. the benefits of this research are to increase university student's understanding toward democracy concept, essence and values of Pancasila democracy, to increase the sensitivity and become the guidance for politic attitude toward the democracy development in Indonesia. for UNISMA, it can be a base consideration in formulating the things related to right, obligation, and responsibility of university student organization movement.Achieved Result: 100 respondent are divided in three pattern/comprehension, namely: 31 respondents (31 %) understand the democracy substance as participant, control (supervision) and society preference to get country authority through its representative in political leadership, 38 respondents (38 %) understand democracy substance as the equality of right and obligation for all citizen, and 29 respondents (29%) understand democracy substance as the freedom for society to express their opinion in front of public. The democracy in UNISMA students organization movement is well from in term of concept. However, the problem is the splitting of ideology that underlying their democracy.

Abstract

This study explores the relationship between Policy Evaluation Guide to Health Services in Bekasi Hospital in 2010. Theory used in this study is, the concept of public policy evaluation. Methodology used is correlation, also stressed on the type of case studies will be presented in the form of analysis in the discussion. The findings in this study is, Jamkesda policy has responded positively and enthusiastically by the poor and underprivileged in the city of Jakarta, but in terms of services remains to be done to improve and / or significant improvement.

Abstract

Citizen participation in local development planning should be one measure of the extent of the area to develop the values of good governance of his administration. Citizen involvement in the broad sense should be encouraged both through regulation and the creation of an ideal climate of democratization in the region. Thus, it will increasingly have a growing sense of community to the programs area. To realize these conditions, the forum Musrenbang in the budget process and as a formulator of policy development in the region should be carried out with the correct rules so as to meet the needs of people in the area.

Abstract

Alternative models of inter regency/city cooperation should be designed by West Java Province Governance to encourage those regencies/cities in West Java Province in actuating a form of partnership among them, particularly to respond the spirit of those regencies/city in Ciayumajakuning region (Kabupaten Cirebon, Kota Cirebon, Kabupaten Indramayu, Kabupaten Majalengka, dan Kabupaten Kuningan), since they intended to foster cooperation among their local governments. The study of designing alternative models was done by PUSKOTDA on September-November 2010, it was carried out in 4 four steps : (1) Study on those regulations relevant to inter regency/city cooperation, (2) Academic Review, (3) Formulated those models, and (4) FGD to discuss opinions and ideas toward a concept of inter regency/city cooperation. Focus groups recommended that a suitable concept for inter regency/city cooperation of Ciayumajakuning is a regional management, to explore, develop, and empower economic capacities of Ciayumajakuning. Four main aspects are also recommended to be done by this body : firstly institutionalized of the efforts, secondly human resources capacity development to pursue a competitive advantages of the region, and thirdly developing a good climate for investment, and lastly to encourage an engagement of local business owners in the region and public participation to accelerate the economic empowering partnership in the region.

Abstract

Penulisan ini membahas tentang realisasi Anggaran Pendapatan dan Belanja Daerah (APBD) dalam Pemilihan Bupati dan Wakil Bupati Kabupaten Pasuruan tahun 2018. Terkait dengan APBD dalam Pelaksanaan Pemilukada Wilayah Jawa Timur Tahun 2018 dapat diketahui bahwa Kabupaten Pasuruan menduduki posisi pertama dengan total pengeluaran APBD Pemilukada tertinggi di Jawa Timur. Dana yang dianggarkan dalam pelaksanaan pemilihan umum kepala daerah ini sebesar Rp 52.743.061.900,00. Pemilihan lokasi penulisan di Kabupaten Pasuruan dilatarbelakangi oleh besarnya anggaran yang diberikan oleh pihak KPU Kabupaten Pasuruan, sementara dalam pelaksanaan Pemilihan Umum Kepala Daerah hanya diikuti oleh satu calon pasangan tunggal sekaligus petahana. Penulisan ini bertujuan untuk mengetahui bagaimana realisasi APBD dalam Pemilihan Bupati dan Wakil Kabupaten Pasuruan Tahun 2018. Metode yang digunakan dalam penulisan ini merupakan kualitatif dengan pengumpulan data melalui wawancara dan dokumentasi. Konsep yang digunakan dalam peneitian ini yaitu prinsip tata kelola finansial menurut The International IDEA yang terdiri atas transparansi, efisiensi, efektivitas dan integritas. Hasil dari penelitiannya yaitu transpransi anggaran Pemilukada masih kurang dan perlu lebih ditingkatkan, efisiensi anggaran untuk kebutuhan Pemilukada secara keseluruhan biasa saja, penggunaan anggaran dalam Pemilukada tergolong cukup efektif dan integritas KPU Kabupaten Pasuruan dalam realisasi masih perlu perbaikan.

Abstract

The background of this research is based on the efforts of the KPU of Karawang Regency in achieving the target of voter participation in the election of the Regional Head of Karawang Regency in 2015, where the KPU targets community participation around 72%. But from the results of the KPU recapitulation in Karawang Regency voter participation reached 67%. This indicates that the target of voter participation from the KPU of Karawang Regency was not achieved in the election of the regional head. This study uses descriptive analysis method to focus on a specific problem in detail. The focus of the research is: KPU's efforts in achieving the target of community participation in the Karawang District Election especially in Cibuaya District, Karawang Regency. The results of this study indicate that in planning achievement of voter participation target in the Karawang regency elections in 2015 Karawang Regency KPU did various things to direct voter participation, especially in terms of planning. Thus the role of the KPU in achieving the target of voter participation in the election of the Regional Head of Karawang Regency in 2015 in the District of Cibuaya has been done well.

Abstract

Kebijakan Kelautan Indonesia (KKI) terdiri atas tujuh pilar yang terbagi kedalam lima kluster program prioritas, salah satunya adalah membangun kembali budaya maritim Indonesia. Untuk membangun kembali budaya maritim bukanlah sebuah perkara yang mudah dan cepat, namun butuh upaya dan proses yang memakan waktu cukup panjang. Sehingga dibutuhkan sebuah metode yang tepat dan efektif agar upaya yang dilakukan oleh pemerintah dapat membuahkan hasil sebagai mana yang diharapkan. Metode yang digunakan dalam penelitian ini yaitu metode penelitian deskriptif. Penelitian ini ingin menggambarkan fenomena-fenomena yang ada, yang berlangsung pada saat ini. Hasil Peneliian ini dengan adanya kemajuan teknologi di era digital seperti sekarang ini, membuat segala sesuatu menjadi lebih mudah dan cepat begitu juga saat digunakan untuk menyebarkan informasi dan pengaruh di tengah masyarakat. Generasi X, Milenial dan Z yang begitu melekat dengan teknologi memiliki ketergantungan yang sangat tinggi akan penggunaan jejaring internet dan media sosial. Hal ini harus dapat dimanfaatkan dengan gencar oleh pemerintah yang tengah berupaya keras membangun kembali budaya maritim masyarakat Indonesia dengan cara memberi pengaruh kesadaran (awareness) akan domain maritim khususnya di kedua generasi tersebut. Sehingga dengan harapan kemajuan teknologi digital yang diiringi dengan pertumbuhan positif jumlah pengguna internet di tanah air dapat membawa dampak positf dalam membangun kembali budaya maritim masyarakat guna mendukung terwujudnya Indonesia sebagai negara maritim besar.

Abstract

The Betawi Rempug Forum (FBR) is a Betawi ethnic organization with the majority of its members being Muslim. FBR is ready to work together and assist in maintaining security and peace, especially in the area of Kavling BNI 46. Security and public order is on the decline, especially in the residential Kavling BNI 46, because many residents are anxious about one form of crime that has recently occurred, namely theft cases. especially motorcycle theft. Various efforts made by the authorities and the community itself were unable to stop it. Because these crimes cannot be stopped easily but can only reduce the number of crimes and direct criminals to return as good citizens of society. This study aims to determine the role of FBR in improving environmental security and order as an effort to prevent motorbike theft in the BNI 46 Lot Area, Jati Asih District, Bekasi City. The research method in this study uses a descriptive method with a qualitative research approach. The results showed the quantity and quality of work activities / programs and the role of FBR in improving environmental safety and order had achieved success. That the quality of work activities / programs and also the role of the community organization FBR can be said to have gone very well in reducing the quantity of motorbike theft in the BNI 46 Lot area. In 2018 there were 4 cases and increased to 5 cases in 2019.

Abstract

This observation aims to find out how process Application of Filling Using the Application Bank Indonesia Records Management System (BI-RMS) on Divisi Arsip Bank Indonesia. The background to problem that prompted the author to make observations about filling was considering the use value and function of archives that are so important for organizing life so the need for good archive management by following the dynamics of technological developments that occur in the community. From observation made in Divisi Arsip Bank Indonesia archive management activities including the filling activities, have taken advantage of technology. As a tool for processing, accessing and disseminating and preserving archives. Application of Filling Using the Application Bank Indonesia Records Management System consists of file collection activities, rapid, input and validation, printing of label and list of file contents. And file storage in storage media.

Abstract

This article aims to explore the presence of women in power at the local level. The choice of this theme isvery interesting for two reasons. First, the election of regional heads directly opens women's access topower at the local level. In several regions in Indonesia, women have succeeded in becoming regents andmayors thanks to the direct election of regional heads. This phenomenon is part of the portrait ofwomen's success in the local political power struggle. Second, the positions of regents and mayors areincreasingly open to being contested in line with the strengthening of dynastic politics. This means thatdynastic political practices are increasingly enabling women to rule as regional heads. Because they arepart of the effort to maintain her husband's power. It is these two points that we want to prove throughsecondary data collection methods through critical reading of several pieces of literature that are relevantand related to writing. Meanwhile, the theory that will be used in dissecting women in power is thetheory of democracy which is interpreted as a mechanism for gaining power through competitivestruggles in elections. The choice of democratic theory is very appropriate because it substantiallycontains two things: participation and competition. Participation and competition are a must in thestruggle for the position of regent and mayor. With this way of thinking, it is believed to be able to revealin detail the involvement and ability of women in gaining power. Thus, the presence of women in powerat the local level shifts the perspective of power politics which is pro-men but gives a new meaning thatpower politics is increasingly friendly to women. The result is that women are expected to have morepower at the local level.
