Abstract

This study aims (1) To find out the description of the allocation of the use of inputs, production and the influence of the use of inputs to the production of lowland rice farming (2) To determine the technical efficiency and productivity function of lowland rice farming (3) To determine the risk preferences of paddy rice production farmers. 4) To find out the model for increasing the productivity of lowland rice farming by taking into account the technical efficiency and risk preferences of farmers. The location of the research was Tanah Sepenggal Subdistrict, Bungo. The location was chosen purposively. The data used were primary data. Primary data include production and output inputs, input and output prices, primary data obtained directly from farmers using a questionnaire. The sample size of 70 farmers. The method of sampling is the Simple Random Sampling Method. The data analysis method uses the Kumbhakar Function Model with the Stochastic Frontier approach. The use of production inputs is still not technically efficient because the average technical efficiency is only 0.6235 (MT I) and 0.5647 (MT II). The behavior of rice farmers is risk averter. The risk averse behavior of farmers has consequences for the allocation of inputs used. The more avoiding the risk of productivity, the less input allocation used, this is evident from the use of production inputs below the recommended dosage so that the productivity achieved by farmers is low. The combination of the use of production inputs will affect the level of technical efficiency. Low average technical efficiency indicates that the risk preferences of lowland rice farmers affect the level of technical efficiency. To produce optimal productivity, it must use optimal production inputs. Key word : Technical Efficiency and Risk

Abstract

Agriculture contributes considerably in supporting development in rural communities. One of them is food agriculture. Food is one of the government's special concerns regarding development policies. There are many agricultural policies related to food in Indonesia. One of them is food sovereignty. The direction of food sovereignty is to strengthen food security towards food independence. To achieve food independence, one of the programs carried out by the government is the Seed Independent Village program. This study aims to determine the farm income of rice farmers from the independent seed village program, to determine the comparison of farmers' farm income from the sale of grain to rice seed sales. The study was conducted in Pudak Village, Kumpeh Ulu District, Muaro Jambi Regency. This research is a quantitative study, where the data obtained are primary and secondary data, obtained through in-depth interviews and questionnaires. Analysis of the data used in this research is descriptive analysis and income analysis. The results obtained indicate that the average level of income of paddy farmers in the paddy and seed farmers group is Rp. 37,768,816.25 / MT, greater than the rice farmers group of Rp. 25,894,292.5 / MT. The results of the average difference test show that there is a significant difference between the level of income of farmers who produce grain and seeds with farmers who only produce grain. With the additional effort to produce seeds in lowland rice farming in Pudak Village, Kumpeh Ulu sub-district has a positive effect in increasing the income of lowland rice farming. Abstract

As a producer of rice, Indonesia still import rice to meet domestic rice consumption. This is not appropriate with data that shows that domestic rice production has a surplus. Surplus rice production, the government should be able to meet domestic demand for rice without the need to import rice. Therefore, this study aims to: 1) describe the development of rice imports in Indonesia and the factors that influence them, 2) analyze the factors that influence rice imports in Indonesia. Variables used in this research are inflation, gross domestic product, land area, rice production, direct and indirect consumption, supply of rice, population, domestic rice prices, exchange rate and world rice prices period 1996-2016. The data used are secondary data obtained from FAO, COMTRADE UN, BPS and Directorate General of Food. The analytical method used is an approach using Partial Least Square (PLS). The results showed that rice imports in Indonesia fluctuate tend to increase due to the influence of macroeconomic variables with moderating variables, both directly and indirectly. Macroeconomic variables with moderating variables in rice farming have no significant effect on rice imports. While macroeconomic variables with moderating variables demand for rice significantly influence rice imports. Macroeconomic variables directly influence the import of rice.
