Abstract

Beberapa problematik yang dihadapi para pengelola pendidikan tinggi pelayaran/maritim di antaranya adalah dalam pemenuhan tenaga pendidik dan pengembangannya. Dalam hal pemenuhan tenaga pendidik, Dirjen Dikti mensyaratkan minimal jenjang akademik S2 yang linear dengan S1 yang dimiliki, sementara otoritas perhubungan mewajibkan kualifikasi profesi pelaut bidang nautika dan teknika sekurang-kurangnya tingkat II (ATT-II dan/atau ANT-II). Dalam hal pengembangan karir dosen, di satu sisi sebagai dosen profesional diharuskan melaksanakan tugas-tugas pokok yang dikemas dalam kegiatan “Tri Dharma” Perguruan Tinggi (pendidikan dan pengajaran, penelitian dan pengabdian pada masyarakat serta penunjang lainnya), sementara sebagai pelaut mereka lebih memilih “melaut” selain karena komitmennya pada profesi juga tuntutan pasar kerja pelaut yang memang masih sangat tingi. Makalah ini dimaksudkan untuk memetakan pelbagai problematik tersebut dengan harapan dapat menjadi buah pemikiran bagi stakeholders yang berkecimpung pada pendidikan tinggi pelayaran. Dengan metode pendekatan empirik dipadukan dengan kajian berbagai regulasi disampaikan beberapa kondisi faktual berikut: Pertama, berdasar latar belakang pendidikan terjadi polarisasi tenaga pendidik pada diklat pelayaran, yakni pendidik pelaut dan pendidik non pelaut. Implikasinya ditemui kesulitan pada saat tenaga pendidik ini harus mengembangkan diri baik bagi dosen profesi maupun non-profesi. Implikasi lainnya lembaga mengalami kesulitan pada saat harus melakukan “recruiting” tenaga pendidik yang sekaligus memenuhi kualifikasi keduanya jenjang akademik S2/S3 sekaligus pelaut (sekurang-kurangnya ANT/ATT-II). Kedua, mendesak perlu terobosan kebijakan (extra ordinary policy) oleh otoritas negara dalam pemenuhan kualifikasi tenaga pendidik pada diklat pelayaran. Ketiga, keharusan bagi pendidik profesi pelaut maupun non profesi untuk menggali, memperdalam, mengkaji dan mengkritisi pengetahuan dan kebijakan-kebijakan terkait bidang pelayaran dan pendidikan meskipun itu di luar bidang disiplin keahliannya dalam rangka mengembangan karirnya sebagai tenaga pendidik bidang maritim/pelayaran.

Abstract

Pasar Impor dan ekspor saat ini sangat menjanjikan bagi dunia perdagangan internasional dengan kurs rupiah yang berlaku saat ini terhadap dolar menyebabkan gairah menggali rupiah di dalam negeri semakin baik. Namun bagi pasar internasional suatu negara tidak akan berpengaruh apabila antara pasar impor dan ekspor merimbang sehingga akan memberi nilai positif apabila ekspornya memberikan nilai surplus bagi perdagangan internasional. Berkenaan dengan tersebut khususnya bagi angkutan laut akan sangat dipengaruhi oleh aktifitas keduanya yaitu kegiatan impor dan ekspor. Apabila kegiatan impor dan ekspor baik maka akan memberikan keuntungan bagi penyelenggaraan angkutan laut. Hal ini tidak kalah pentingnya bagi perusahaan dalam mencari pangsa pasar baik pengangkutan untuk impor maupun ekspor dalam aktifitas perdagangan internasionalnya. Beberapa hal yang bisa dijadikan indikator agar mendapatkan pangsa pasar yang baik perlu memperhatikan : Pelayanan, Waktu Transit dan Perjalanan Kapal, Lalu lintas Kapal. Ketersediaan Tempat di Kapal, Ketersediaan Kontainer, Tariff dan Harga, Dokumen dan Paska Pelayanan.indikator ini akan sangat menentukan dalam merebut pangsa pasar.

Abstract

Pelayaran telah berkembang atas dasar perdagangan bebas, sebagaimana prinsip kebebasan di laut, yang berawal sejak The Age of Geographical Discovery yang mana diawali oleh bangsa Spanyol dan Portugis membuka kolonisasi di Asia (Hansen, 2001 ; Gaastra, 2003). Spirit kebebasan di laut dijadikan dasar dalam strategi manajemennya, persaingan demi efisiensi dan scale of economic selalu ditempatkan dalam setiap gerak langkah pelayaran. Namun realitanya lain, bahwa pelayaran kini tidak semuanya harus scale of economic oriented, namun juga harus dikelola dengan semangat shipping by control.

Abstract

Pembilasan dengan minyak mentah pada kapal adalah sistim yang menggunakan Crude Oil atau minyak mentah sebagai medium pencuci. Sedangkan keuntungan menggunakan Crude Oil adalah sudah tersedia dikapal dengan cara resirkulasi, efektif untuk menghilangkan sediment dan sisa-sisa minyak yang melekat dalam tanki (good Carrier) dan dibongkar bersama-sama dengan muatan, tidak menimbulkan karat serta tidak ada kemungkinan emulsi air dan minyak jadi mengurangi bahaya pollusi. Semua pekerjaan pembilasan harus sudah selesai sebelum kapal meninggalkan pelabuhan bongkar muatan terakhir.Jika sampai dilaksanakan Crude Oil Washing antara dua pelabuhan bongkar pada tanki-tanki tersebut harus tetap kosong untuk pemeriksaan pada pelabuhan-pelabuhan berikutnya sebelum diisi dengan air balas. Keuntungan lain dari system ini adalah bahwa jumlah cargo yangdibongkar dari kapal jadi bertambah dibandingkan dengan jika tengker tersebut tidakmenggunakan system ini.

Abstract

Port as a gateway, interface and become links in and out of goods bothregionally and internationally has a current density of services a very high,ranging from maintenance to come goings of ships, entry and exit of goods aswell as the utilization of existing facilities at the port, either by means ofcompulsory and only when needed , from hardware and software. The density ofthe maintenance of this service requires a long bureaucratic and everything isalmost in the form of a monopoly or near-monopoly at risk of fraud, since allservice users want quick service, which is generally to avoid high-cost economy,the condition of this kind must be overcome to prepare the system andprocedures either to eliminate the negative image of the harbor, m bureaucraticbarriers, and can also be reached by entrepreneurs bureaucracy, by changingthe mental attitude of bureaucrats to focus on the goals, improve the system ofreward, so that the organization is performing well, along with a control strategyby using rules that detail well as using culture that can touch feeling and canchange the minds of the organization, which eventually can strengthen newpositive behavior, so that the direction the organization is clear and can achievethe expected goals.

Abstract

Regarding the central role of human resources both for a corporation,and for the shipping company, human resource management should receiveserious attention so that the organization can optimally perform its efforts toachieve goals. The shipping industry plays a major role in world trade, especially Indonesia as an archipelagic country, has not demonstrated superiorperformance. This paper aims to propose to the Indonesian shipping industry with sustainable market-ing enterprice as marketing strategyconcept.The approach method by literature review mainly based on the marketing strategy concept of Kotler et al (2008) with meta analysis by other established iterature. Abstract

There are many approaches to analyze English sentence formations. Each approach has got different view upon the analysis of the sentence formation. The aim of this paper is to compare three approaches and this paper tries to compare the use of those three approaches in the production or analysis of English sentences applied in maritime english context. This study is a type of a library research. The conclusion of this paper shows that there are some differences in the perspective use of each approach. Traditional Grammar more focusses on the correct arrangement of the word in the native language and it is based on meaning. Besides it is also based on written language which is considered better than spoken language. Immediate Constituent Analysis focusses the analysis more on the relation of each constituent in a sentence rather than on how the sentence is constructed. Whereas Transformational Grammar which studies on internal language or it is called competence focusses on the grammar which is assumed as a model or systematic description of linguistics competence. From the study It is also known that each syntax approach has their own strengths and weaknesses regarding their use in maritime english subject.

Abstract

The opportunity to fill the high demand for international seaferers has not been met due to the mismatch between the requirements and education outcomes. In addition to the required knowledge and skill, personal character of the gradutes must also been built. Such personal character building is a crucial aspect to be a serious concern of Higher Degree Seaferer Education Institutions. The implementation of character building can not be separated from other aspects, but it should be considered in an assimilative manner. From the teaching-learning point of view, character building can be carried out through the combination of Cooperative Learning and Problem-Based Learning, that is being called as Co-PROL by the author. The Co-PROL is conceptually a teaching-learning approach that fit such requirement because it accommodate the two theories that is inline with the teaching outcomes by combining behavioristic and constructivistic learning theories.
