In Indonesia, so many financial institutions that provide financing, either in the form of equity or in the form of loan. Financial institutions that provide financing in the form of loan, such as financial institutions of Islamic banks, require borrower to provide collateral and require financing prospective customer to attach financial statement of the business operated. Abstract

When the enactment of Act Number 7 of 1992 concerning banking there is another alternative form in addition to conventional banks that are known a bank based on the principle of profit sharing. Act Number 7 of 1992 concerning Banking has not yet used explicitly the term sharia bank or Islamic bank. The mention still uses the term “profit sharing principle”. There is no more detailed provision regarding banks conducting business based on sharia principles. Financing is the majority of assets of sharia banks so that the financing must be maintained with quality based on the principle of prudence. The precautionary principle is a bank management guideline that must be adopted in order to realize a sound, robust and efficient banking system in accordance with the provisions of laws and regulations. Implementation of prudential principles by sharia banks is one of which is realized in performing a financing analysis that is analyzing confidence on the willingness and ability of prospective customers of the facility receiver to repay all obligations in time, before the Sharia Bank and/or UUS channel funds to the facility receiver. This confidence is derived from a careful assessment of the time, ability, capital, collateral, and business prospects of a potential customer (character, capacity, capital, collateral, condition). The sharia bank in providing financing hopes that the financing proceeds smoothly, the customer obeys what has been agreed upon in the agreement and pays in full when it matures. However, it can occur within the financing period of non-performing financing. Efforts made by sharia bank to handle problematic financing by conducting a rescue of troubled financing with restructuring efforts if the customer still has good intentions in the sense of still willing to be invited to cooperate in efforts to save troubled financing, but if the customer has no conviction either in the sense cannot be invited in an effort to rescue non-performing financing, sharia banks will make efforts to settle non-performing financing. Keywords: Sharia Bank, Non Performing Financing, Handling Solution

Abstract

The economic crisis that convolved the world economy a few years ago is the result of a series of government policies in the economic field. Starting from the Subprime Mortgage in America, the crisis eventually spreads across all sectors of the economy. As analysts say that the explosion of the current economic crisis is caused by the trend of low interest rates that are applied by the Fed. The trend of low interest rates will give rise to expectation of market to future economic situation. It is characterized by the overflow of capital expansion in all sectors, especially in property sector. Today, along with the growing mobility of capital from one country to another as part of unavoidable economic liberalization, mobility of capital, on the one hand, has spawned some of the imbalances in the life of a State. The powerlessness can not be separated from economic ideology and system on state role in the economy. Capitalism with its laissez faire brings the concept of state minimal role in the economy. In the empirical facts, it is broken by the crisis situation in 1930 and today's financial crisis. Socialism tends to carry the central role of the State in the economy through the centralistic planning system. The fall of the Soviet Union in the 1980s brought the world to a choice whether reconstructing capitalism or socialism as Fukuyama and Gidden said. On the other hand, as the new system, the economic system of Islam brings the concept of the role of the State in the economy on the basis of universal values of Islam, such as justice in the economy which is reflected in the mechanism of the prohibition of riba (usury), just income distribution and redistribution of income through zakat and social security. This article is an exposure of the State's role in the economy which is studied through the perspective of today’s economic system. The systems are capitalism, socialism, and Islam. The article not only explores conceptual framework, but also also contains an empirical framework mapping and how the conceptual framework is operated. At the end, from the two mapping (conceptual and empirical), author draws a reflection of how the State should play a role in the economic field. Keywords: Capitalism, Socialism, Islam, Economic Role of State

Abstract

Islamic banking development that is increasingly requires the development of Islamic banking products, which are used to meet the needs and demands of its customers. Islamic banking can overcome or manage their liquidity in an Islamic way, both the sukuk and other types of investments, which certainly does not violate the Islamic sharia. The keys are used by banks in their liquidity management is the availability of primary and secondary reserves. In fulfillment of secondary reserve, bank can invest idle fund in Money Market. Islamic interbank money market is able to support smooth for Islamic banking to use Islamic interbank money market as a means to organize and manage liquidity. Interbank money market with Sharia principle is one of the facilities provided by Bank Indonesia as control of Indonesia banking in terms of utilization of idle funds held by Islamic banking. Interbank money market with Sharia, which has the right to publish is only a BUS or UUS because, in the future, BUS or UUS will be the manager of the funds, both in terms of SIMA (Mudharabah Interbank Investment Certificate) or SIKA (Commodity Interbank Certificate). Commodity Certificates based on Sharia (SIKA) is different with SIMA. SIKA uses murabahah contract. The trade is conducted in the commodity exchange. The interbank money market with Sharia principles is not much different from the risks that exist in the money market in general. However, the risk in interbank money market seems more minimal because is conceptualized and organized by Bank Indonesia. Keywords: Sharia Money Market, Islamic Banking

Abstract

The failure of the capitalist system in realizing just welfare becomes a necessity for mankind to deconstruct the economy of capitalism into a just and civic economic system which in this case of course Islamic economics deserves to be considered as one alternative in realizing human prosperity. As one of today’s contemporary muslim economists, Baqir Sadr’s ideas are increasingly finding relevance to the current global economic situation. This article examines the thoughts of Baqir Sadr in the book Iqtishaduna (our Economic) by using the approach of library research. The results of this study include. First The idea that capitalism is a system that is solely oriented to the accumulation of capital and ignore the values outside the economic motive. The two important meanings of the State’s role in economics at Baqir Sadr’s foundation can be found in the notion of a conventional economist, one of which is former US Federal Reserve governor Alan Gleenspan, which highlights the importance of state involvement in economic activities as in the case of the Subprime Mortgage financial crisis. The three ideas of wealth distribution that require the circulation of property in both local and transnational domains become very relevant to see the imbalances that occur in the world today as the United Nations Development Program (UNDP) said as many as 20% of the rich in the world are enjoying 86% of world wealth, while 80% of the world's poor enjoy only 14% of the world's wealth. Keywords: Relevance, Capitalism Failure, Baqir Sadr Thought

Abstract

The Indonesian nation, which has undergone its independence for more than 70 years, experienced two major changes, namely in 1966 and 1998. 1966 gave birth to the New Order. The New Order period which lasted 32 years with a full orientation to pursue economic growth which was supported by security stability which killed democratic values. We have also gone through the reform era that was rolled out in 1998 which later gave birth to the state order as we feel today. During the 20 years or so of reformation, Indonesia's condition can be said to be more democratic even though it is still procedural which is marked by an election celebration party and post-conflict local election. However, economic orientation and development have almost no fundamental correction, no significant changes. The strategic economic policies taken by the government have not been in favor of the people. Potential economic resources are still held hostage by the interests of foreign countries. Both in the banking sector, insurance, capital markets, state-owned enterprises (BUMN), oil and gas mining and other economic sectors. The government only relies on the amount of economic growth, which does not contribute much to the real economy of the people. As a result, poverty and unemployment rates have not been significantly reduced. The quality of life of the people becomes low. In this paper, the author tries to study the economic growth which is always glorified by the ruling regime in the perspective of Islamic political economy. However, economic policies are inseparable from government political interference. Therefore, questions such as how is the political economy of Islam in view of economic growth amid the high poverty rate of the Indonesian people? Then what is the solution that Islamic political economy can provide in overcoming policies that are deemed not to benefit the people? From the discussion, the writer can provide some things that according to the authors are important to conclude. Islamic political economy is only one area of science that will be built based on the tauhid paradigm. Basically, all existing science needs to be built within the framework of the monotheistic paradigm. The emergence and development of Islamic civilization for more than a thousand years is always based on the Tawhid paradigm. At that time, all science was built on the basis of monotheism. The problem of economic development can be solved by tauhid paradigm. Keywords: Islamic Economic Politics, Maqashid al-Shari’ah Approach
