Abstract

Less on developing and contributing fisheries sector on Gross National Product (GNP), especially capture fishing efforts in Indramayu Regency, dominantly because of capital limitation and imprecisely capture fishing sector development. This research is trying to analyze financial feasibility of capture fishing sector and its relationship with financial institutions. The analyzing methods would be referred to Hanley and Spash (1993) there are Net Present Value (NPV), Net Benefit – Cost Ratio (B/C Ratio), Internal Rate of Return (IRR), Return of Investment (ROI), and Payback Period (PP). The results shows that capture fishing with payang, drift gill net (JIH) and state gill net (JIT) are capture fisheries efforts with good financial conditions (NPV Payang = Rp 169.798.012, NPV JIH = Rp 344.738.291, NPV JIT = Rp 454.465.535, and the other five capture fisheries efforts have NPV, B/C Ratio, IRR, ROI and PP appropriate with terms and conditions, then its could be more development and proper to get financial institutions support. Capture fisheries with fishhook and fishing line are not properly to be develop. There are four potential financial institutions which could support the capture fisheries efforts, but for now, only Jabar-Banten Bank and KPL Mina Sumitra which needed its actions. And the kind of credits/payments/ services which could be optimally used from Jabar-Banten Bank are Micro Credits and Peduli Credits, with each reaching Rp 422.400.000 and Rp 105.600.000 each year. KPL Mina Sumitra consist of Investment Credits, Micro Credits and Development Services are reaching Rp 9.280.000.000, Rp 928.000.000 and Rp 464.000.000 each year. There are financial institution which not needed its services because of the credits scale which offered are not suitable, the relations not connected, there are problems in collateral, and trust factor.

Abstract

The total catch from small scale demersal trawl fisheries is categorised into target catch and the bycatch. The target catch were identified during the research consists of 6 species which comprises of bago (Penaeus semisulcatus), jerbung (Penaeus merguiensis), kipas (Scylaroides squamosus), krosok (Parapenaeopsis sculptilis), ronggeng (Harpiosquilla rhapidae) and windu (Penaeus monodon) with the total catch of 271,59 kg (25,41%). The bycatch which is categorised as economic highly valuable consists of 4 species such as (Loligo sp) , kepiting (Scylla serrata), rajungan (Portunus sp) and sotong (Sepia sp) with the total catch of 154,97 kg (14,50%). Then the bycatch which low economic valuable consists of 30 species 642,27 kg (60,10%), from the total catch of 1068,83 kg. The morfology of fish were dominated by compress fish with the standard length range between 7 to 20 cm and width range between 0,2 to 2,3 cm.

Abstract

This paper describe results of the experiment of resistance from four different types of fishing boat hull in Indonesia such as U-bottom, round bottom, round flat bottom and akatsuki. The objectives of the research are to estimate the value of the resistance from different type of fishing boat hull, and (2) to estimate the type of hull which is the highest and lowest resistance.The research was carried out in the flume tank by using the model of fishing boat hull with scale 1 : 40.The four different types of hull were investigate in the water flow. The data of resistance were taken when the fishing boat in stable condition, heaving, pitching and moving to the right and left. The 10 data were taken from each different types of hull.The results of the experiment shows that the akatsuki type is the highest resistance, followed by U-bottom, round flat bottom and round bottom. The percentage of resistance from each type of hull shows that the akatsuki 0,19% higher than U-bottom. While the resistance of U-bottom 8,05% higher than round flat bottom, and the resistance round flat bottom 3,23% higher than round bottom.

Abstract

Kawasan Konservasi Laut (KKL) sudah dikenal luas sebagai alat pengelolaan perikanan un-tuk mencapai pemanfaatan perikanan berkelanjutan. Paper ini akan menjelaskan proses pe-ngembangan program ko-manajemen KKL di Kabupaten Berau, Indonesia. Kepulauan Berau ter-diri dari 31 pulau-pulau yang sangat kecil, luas area 14000 ha dan memiliki keragaman hayati yang tinggi termasuk bakau, terumbu karang, dan lamun. Area ini merupakan rumah yang sangat pen-ting bagi penyu hijau dan tempat berkumpulnya pari manta di Indonesia. Kajian cepat ekologi mengindikasikan bahwa terumbu karang di Kepulauan Berau membentuk sebagian dari ―Coral Triangle‖ dalam mega keragaman hayati dunia. Ditemukan 872 spesies dari 287 genus dan 77 ke-kerabatan ikan-ikan karang di area ini yang diamati atau dikumpulkan (Allen, 2003). Selain itu, di-temukan sekitar 460 hingga 470 spesies karang scleractinian hermatypic, 8 spesies lamun, 8 spesies cetacean, dan 26 tempat potensial bagi ikan memijah (Wiryawan et al., 2004).Akhir-akhir ini banyak kegiatan yang berkaitan dengan pengelolaan pesisir telah di-implementasikan oleh beragam lembaga, baik pemerintah maupun LSM untuk melindungi dan me-ngelola sumberdaya laut dan pantai di kawasan ini. Akan tetapi, belum ada tindakan pengelolaan yang resmi sebagai tuntunan untuk integrasi program, mengelola sumberdaya pantai, dan untuk memecahkan permasalahan degradasi lingkungan. Kemitraan antar pemangku kepentingan diper-lukan untuk mencapai upaya maksimal menuju ko-manajemen KKL yang diimplementasikan dengan baik di kawasan ini pada tahun 2009.

Abstract

The need for accurate shallow water mapping is highly desireable for various engineering work and navigational safety. The current research attempts to estimate shallow water depth using Landsat-7 ETM+ and to formulate the best combination of Van Hengel and Spitzer algorithm and the best original digital number model. The best digital number model is obtained by correlation analysis, Principal Component Analysis (PCA) and application of regression model to 1st, 2nd and 3rd bands of Landsat-7 ETM+ satellite images. The results show that: (1) Shallow water depth in Pari Island, as a study site, can be estimated from Landsat-7 ETM+; (2) Combination of 321 bands of Land Satellite-7 Enhanched Thematic Mapper Plus (Landsat-7 ETM+ )is the best combination of algorithm of Van Hengel and Spitzer; (3) The best model to estimate shallow water depth from original digital number is exponential equation: y = 21.07e-0.0591x; (4) The best original digital number model has smaller mean error at the depth of less than 9 meter while the Van Hengel and Spitzer algorithm has smaller mean error at the depth of more than 9 meter.

Abstract

Fishing vessel regeneration was barrier by high cost and late delivery. In the mean time, procurement activity influence production cost and on time delivery. Therefore efficiency in material supply chain keep cost and accelerate ship production. One of supply chain performance indicator is delivery performance. This capability depend on shipyard supply chain management in the procurement activity. Purpose of this research is analyze of material supply chain management. General problem of supply chain management is long lead time and material delay. Fluctuation material lead time depend on material specification, buying mechanism, manufacture lead time, supplier location, transportation, finance condition, and delay situation. Delay can happen because mistake of shipyard, supplier, forwarder, customs, and transportation service. The reduction of material lead time can be obtained through direct buying mechanism, using local component, and credit guarantee from national banking. Whereas, delivery delay can be anticipated through earlier purchasing, cooperation with national banking and internal integration of design, procurement and production activity.

Abstract

Supply chain analysis is the one of framework analysis begin great quantities in the world of industry to increase additional value and competitiveness. In the supply chain concept, Fishing port is becoming one of the unity of fisheries supply chain system which is consists of fisherman, local grocery, processing industry, exporter until the consumer. The objectives of the study are to observe flow of supply chain in Palabuhanratu Archipelago Fishing Port (PPNP) especially around distribution activities. As a result of the analysis, PPNP can be able to supply the fisheries product for local market (Jakarta, Sukabumi etc) of 94%, and 6% for export market. There are uneffective coordination by the PPNP within the industries/exportir, fishermen and local seller. The result of Gap Analysis shows need improving in the transportation and information system, policy, quality and tecnology enhancement.

Abstract

Key of fisheries management is how to manage fishing efforts which is operated by fisherman. To understand how fisherman operate their fishing gear, understanding on their adaptation pattern to changing of external factors are needed. In this study, adaptation strategy of garuk’s fisherman in Cirebon West Java to response external factors changing was studied. Results of this study showed that fisherman and captain tend to have similar adaptation pattern. Conversely, fisherman owners have different adaptation. In detail, this paper will discuss how fisherman adapts to some external factors which influence their fishing incomes.

Abstract

The objectives of this study are to know the distribution of the sea surface temperature (SST) and clorophill-a concentration around Wakatobi waters Southeast Sulawesi, and to determine the location of thermal front and upwelling. Fishing activity would be more efficient and effective when fishing ground was recognized well to fishing vessel leaved from fishing base. One of the method to determine fishing ground is to studying of thermal front and upwelling phenomenon by using the SST and chlorophyl-a analysis.The observation of the sea surface temperature and chlorophill-a which detected by using satellite data can be used to forcast the thermal front and upwelling phenomenon, and then used to forecast the potential fishing ground. The mean of SST during west season was 27.5°C with clorophill-a concentration 1.35 mg/m³. While the mean of SST during west-east season 26.7°C with clorophill-a concentration was about 0.78 mg/m³. Thermal Front occured around Kapota reefs, Kaledupa reefs, Koromaha reefs and Koka reefs. Based on thermal front distribution the potential fishing ground of cakalang was located in the east of Wakatobi waters especially around Koromaha reefs and Koka reefs. Upwelling was not found during west season and west-east season.

Abstract

The objective of the research is to determine optimum allocation of anchovy resource utilization in Tanjung Mutiara Waters at Agam District, West Sumatera Province. The research calculates optimum values of production level, effort, and benefit value or rent of anchovy resources. Optimum allocation is calculated by growth function of surplus production. This model uses component of real cost and price from price index consumer (IHK). Biological parameter of r, q, and K are estimated by using model CYP (1992). Analytic resolving by using program of MAPLE 9.5 to anchovy resource at discount rate 29% obtained optimal biomass (x*) for anchovy 1,921.52 ton, optimal yield (h*) 1,563.95 ton and optimal effort (E*) 2,709 trip with rent of resources Rp 2,886,878,358, and rent of overtime Rp 9,920,544,186. Result of calculation of optimum allocation of anchovy resources shows that fishing effort (E*) as much 2,709 trip with amount of fishing gear unit is 21 bagan (lift net).
