Abstract

This study aims to determine the implementation of the oversight function of the Ombudsman RI Representatives of West Sumatra on public services and also to determine the inhibiting factors for the implementation of the supervision of the Ombudsman RI Representatives of West Sumatra to public services in West Sumatra Province. This research uses a qualitative approach with descriptive methods. The results of this study are: 1. Implementation of the oversight function of the Indonesian Ombudsman Representative of West Sumatra on public services in West Sumatra Province which is carried out in 2 (two) fields, namely the field of report inspection and the field of prevention. In the field of report examination, the Indonesian Ombudsman Representative of West Sumatra receives reports, checks reports, follows up reports, carries out investigations, provides recommendations, and conducts monitoring. Meanwhile, in the field of prevention, the Indonesian Ombudsman, the West Sumatra Representative, has made efforts to prevent maladministration by empowering the community which aims to increase public awareness so that they can work together with the Indonesian Ombudsman Representative of West Sumatra in overseeing the implementation of public services in West Sumatra Province. 2. Inhibiting factors in the implementation of the supervision of the Indonesian Ombudsman Representative of West Sumatra on public services in West Sumatra Province is that the Ombudsman finds obstacles and obstacles in the form of a lack of human resources, the absence of a representative Ombudsman in the Regency / City, and a lack of budget

Abstract

This study describes the implementation of the strategy of the Tourism, Youth and Sports Office in developing the creative economy in Sawahlunto City. The background of this research is because several problems were found in the development of the creative economy in Sawahlunto, namely, human resource development is not optimal, capital is still limited, product marketing is still limited. The formulation of the problem in this study is how the implementation of the strategy of the Tourism, Youth and Sports Office in developing the creative economy in Sawahlunto City and what factors affect the implementation of the creative economy development strategy in Sawahlunto City. This research was conducted using descriptive qualitative methods. The selection of informants was carried out by using purposive sampling technique. Test the validity of the data using the triangulation technique. Data collection was carried out by means of interviews and documentation studies. The data were analyzed by means of data reduction, data presentation, data verification. The results show that the implementation of the strategy of the Tourism, Youth and Sports Office can be said to have been carried out well, although in its development there are still shortcomings and obstacles faced

Abstract

This study aims to determine the Renewable Energy Development Implementation in South Solok Regency. New and Renewable Energy is clean energy that is rich in diversity and quantity such as solar energy, wind, natural gas, ocean waves, garbage, wood, biomass, nuclear and water (microhydro). New and Renewable Energy was developed by the West Sumatra Provincial ESDM Office in the South Solok area since 2013, however, in implementing this development there were still some obstacles which was faced by the West Sumatra Provincial ESDM Office as the community which has not felt the impact of developing the benefits of PLTMH. It was because there were some PLTMH which were not functioning or have damaged caused by natural disasters such as floods and landslides, there was still a lack of technicians to repair the damage to the PLTMH, there was still a lack of costs obtained from PLTMH customers who aimed to repair damage to PLTMH generators and turbines. This study was a qualitative research which used descriptive method. The research respondents were selected by using a purposive sampling technique. For the data collection, this study used interview guidelines, observation, and documentation of the research as the instrumentation. The validation technique used the triangulation method. Furthermore, the data analysis technique was reducing data, displaying data, and drawing the conclusions of the study which has been conducted. The findings showed that the Renewable Energy Development implementation for Micro Hydro Power Plants (PLTMH) by the ESDM Office of West Sumatra Province in South Solok was still not running as it should be, because there were still some obstacles which were faced in developing of New Renewable Energy of PLTMH that the results was not being implemented properly. Supporting factors for the implementation of this PLTMH development were the data and information, communication, bureaucratic attitudes, and organizational structure. While communication, organizational characteristics, economic environment and human resources were the inhibiting factors. The Effort to overcome these obstacles was the government has signed several commitments related to the development of Renewable Energy. Beside that, to fill the conditions of the national electricity, the government has also involved the private sector

Abstract

The Government of the Republic of Indonesia has basic functions, namely as empowerment, development and services. One of the functions of government as a service is to provide services for identity and citizenship rights. This study aims to determine how services and supporting factors as well as constraints in the service of making birth certificates at the Department of Population and Civil Registration of Kuantan Singingi Regency. The results showed that the service for making birth certificates at the Department of Population and Civil Registration of Kuantan Singingi Regency was seen from the following 6 public service standards: (1) service procedures, simple service procedures and easy to understand by the community; (2) completion time, the completion time is still uncertain; (3) service fees, free costs; (4) service products, service products in accordance with the wishes of the community; (5) incomplete facilities and infrastructure, facilities and infrastructure; (6) Competence of service providers, officers have served in a friendly and fair manner. Service support factors are awareness and regulatory factors. The inhibiting factors are the lack of infrastructure, human resources and lack of public awareness

This research is motivated because there are still a large number of poor and vulnerable people in Nagari Sagari Salido, while the government has implemented an Integrated Referral Service System (SLRT) program that provides social assistance to help people get out of the poverty zone, this Integrated Referral Service System (SLRT) is a one-stop service identifies the needs and complaints of the poor and vulnerable then they will be introduced to social protection and coping programs for the poor, make referrals, and help with complaint handling to ensure that these complaints are handled properly

Abstract

The RKUHP policy is the result of a regulation made by the DPR in 2019 at the end of its term of office, because the content of this regulation contains a lot of ombiguity and is controversial by students asking the government to re-examine this regulation, participation by students becomes a political force when the president finally takes it. action by resigning the endorsement of this policy to conduct a review, in practice the students of the State University of Padang (UNP) were a part of political power at that time, various ways of participation such as demonstrations, discussions, and the use of social media were carried out by UNP students. The biggest factor that affects the participation of UNP students is experience in organizations and the influence of information on social media. It is recognized that UNP students have high political awareness but it is inversely related to the relatively low trust in the government, thus giving birth to a form of militant-radical political participation

Abstract

This article aims to describe the Effectiveness of The Work Program of Mandatory Reporting Institutions (IPWL) in the Rehabilitation of Narcotics Addicts in Agam Regency. This research uses descriptive qualitative method. The location of the research was conducted in Agam Regency precisely on Jln. Surau Usang, Jorong Parit Putus, Nagari Ampang Gadang, District IV Angkek.Informan research determined purposive sampling. This research data is obtained from interviews, observations, and documentation studies. Data validity test is done by trianggulasi source then data analyzed by reducing data, display data and drawing conclusions during the research. The results obtained after conducting the research, namely the Effectiveness of the Labor Compulsory Recipient Institution Work Program (IPWL) in the Rehabilitation of Narcotics Addicts in Agam District have been considered effective because it is successful in carrying out social rehabilitation activities of drug addicts. However, if assessed in terms of efficiency can be said still not optimal. In fact, drug addicts have stopped using drugs after completing rehabilitation activities at IPWL. However, they still have obstacles to re-mingle with the community as well as activities as usual, because of the image of an addict who is inherent and burdensome. Abstract

This research is based on the inability of the family to meet food needs. The research objective is to explain the implementation, factors and solutions to overcome the obstacles of the Work Program in Ensuring Food Security of the Nagari Lubuk Layang Pasaman Community. The method in this research is descriptive qualitative. The research was conducted in Nagari Lubuk Layang, Pasaman Regency. Research informants were determined by purposive sampling. Research data obtained from observation, interviews and documentation. The data validity test was done by triangulating the source, then the data was analyzed by reducing, displaying, and drawing conclusions from the research. The research results show that the implementation of the Prosperous People Poverty (Work) Program policy in ensuring community food security has not been carried out properly, because the community still does not know about the Work program in ensuring community food security in Nagari Lubuk Layang, Pasaman Regency. The factors that influence the implementation of the Work Program in ensuring food security for the people in Nagari Lubuk Layang, Pasaman Regency, consist of three factors, namely land ownership, education, income. Furthermore, efforts to overcome these obstacles are to increase public awareness and carry out direct supervision. Abstract

This article aims to describe the Application of Padang Mayor Regulation Number 25 Year 2016 on Non-Smoking Areas in SMP Negeri 13 Padang City. Based on the regulation of the mayor of padang which includes non-smoking areas are Health Service Places, Teaching and Learning Process, Children Play, Worship, Public Transportation, Workplaces And other Public Places that have been determined. SMPN 13 is a place for teaching and learning. This research uses George C Edwar III Theory related to Communication, Resources, Disposition and Bureaucracy. This research uses descriptive qualitative method with Porposive Sampling informant selection technique. Data collection techniques are carried out with interviews, observations and documentation. The result obtained from research at SMPN 13 Padang city is the implementation of Padang Mayor Regulation No. 25 of 2016 on non-smoking areas

Abstract

This study describes the role of the local government in this case the Environmental Service in river water pollution preventing due to factory waste in Pancung Soal District, Pesisir Selatan Regency. The Environment Agency carries out control, supervision and restoration to prevent river water pollution due to factory waste with various activities in every aspect. This research uses descriptive qualitative method. Informants were selected using a proportional sampling technique. Test the validity of the data using the observation persistence technique. The data was collected by means of interviews, observation and document analysis studies. The data analysis technique is done by means of data reduction, data presentation and drawing conclusions. The results of this study indicate the role of the Department of the Environment in preventing river water pollution has been carried out well and optimally even though there are many obstacles and problems in the field
