Abstract

The purpose of this study was to find out and analyze how the strategy for improving the performance of the Staff of the Information and Data Processing Section of the Army Officer Candidate School was. This research method uses qualitative methods. The data analysis technique used is SWOT analysis. This research data collection using interviews, observation and documentation review. The results showed that the strategy that should be used to improve the performance of the Staff of the Information and Data Processing Section for Army Officer Candidates is Supporting Aggressive Strategies. The strategy that is feasible to be implemented for the Staff of the Information and Data Processing Section of the Army Officer Candidate School is the Institutional strategy by improving employee performance which focuses on efforts to develop human resources, namely improving the quality of adequate human resources through training activities, increasing collaboration with outside organizations and consultants. , Support the provision of adequate facilities and infrastructure, Increasing the use of structured education and training programs, Providing awards for loyal and professional employees, Increasing collaboration between employees, Involvement of Infolahta staff in determining organizational policies, Increasing budget for technology development and the latest innovations.

Abstract

This study aims to analyze the need for training and education for education personnel at the Faculty of Sports and Health Education (FPOK) Universitas Pendidikan Indonesia. The research used in this study is a descriptive method with a qualitative approach. The process of collecting data from this research was obtained through interviews and documentation studies. Researchers used triangulation of data/data sources. The results of the study are known by analysis of training needs found several findings including there was still a competency gap between employees, namely a lack of understanding of work assignments and problem-solving in work assignments, although in the process employees asked each other to work with colleagues when there were obstacles.

Abstract

Industrial development has a positive impact on the economy and a negative impact on health and the environment. The implementation of monitoring policies in hazardous waste management in Purwakarta Regency has not been optimal. This is marked by complaints of hazardous waste pollution from the public, industries that have not submitted hazardous waste management reports to DLH Kabupaten Purwakarta, many industries do not yet have a hazardous waste management permit, and there are still industries that are under the monitor of DLH Kabupaten Purwakarta regarding violations of hazardous waste management. This research uses descriptive qualitative method. The results of this study obtained the provision of incentives in the form of Properda, the application of administrative sanctions, methods and technical monitoring carried out internally and externally. DLH Kabupaten Purwakarta has limited resources and autonomy. In addition, the information submitted offline and the environmental management information system has not yet been integrated, particularly hazardous waste management among related stakeholders. DLH Kabupaten Purwakarta does not yet have regional regulations derived from the work copyright law. In the implementation of monitoring policies in hazardous waste management in Purwakarta Regency, the supporting factors are the provision of incentives and the inhibiting factors are limited resources, autonomy, and information. Therefore, it is hoped that the DLH Kabupaten Purwakarta will use the concept of collaborative governance in the implementation of monitoring policies in hazardous waste management.

Abstract

Problems in Bandung city health departement related to Government Regulation Number 49 of 2018 clause 99 need to be addressed cerafully because it will reduce the number of human resources in the Health Office, especially human resources in the Puskesmas. This study aims to analyze the implementation of PPNPN governance at the Bandung City Health office and formulate a new strategy. This study used a qualitative, data collection use interviews and documentation studies with analysis technique use SWOT analysis. Based on the results of the study, it was found that the there were obstacles in the implementation of PPNPN governance, including the legal rules for PPNPN to get the status of being a PPPK or civil servants who have not been in favor of PPNPN because the current rules have not considered the period of service and work experience of PPNPN. PPNPN does not have a career development concept. PPNPN does not yet have standard rules in the management of performance appraisal. Performance appraisal given to PPNPN is still subjective. Therefore, the authors propose a PPNP governance strategy that can be applied to the implementation of PPNPN governance at the Bandung City Service. The strategy offered by the researcher is the Renewal strategy by Providing Incentives for PPNPN. Proposing PPNPN career development with achievements in reframing, revitalization, renewel, PPNPN governance with the proposed standard rules for PPNPN related to performance appraisal and discipline enforcement. Selection of PPNPN to be able to become PPPK or PNS.

Abstract

Subjective welfare is obtained from various internal and external factors in improving family welfare. Therefore, this study aims to look at the prevalence of the factors that shape the question of the welfare of the beneficiaries from the basic components/conditions of needs and welfare. A cross-section is used in this study because it is carried out in a certain period in view of the objective experience of subjective well-being. Therefore, we performed univariate and bivariate analyzes with chi-square tests to check for cross-relationships between variables. Research shows that one of the three basic needs is less relevant in shaping the quality of life, namely education. Meanwhile, welfare conditions (natural, economic, political, social, infrastructure, public services) in urban areas have a relationship in shaping the subjective well- being of beneficiaries, even though they are in critical or good conditions. There is a significant relationship between health, living standards, and all spheres of welfare in urban areas that shape the subjective well-being of beneficiaries and beneficiaries with their demographic characteristics showing that they are still below the poverty line. Therefore, the recommendation is addressed to the regional/central government to pay more attention to the quality of life of poor households in viewing and welfare through increasing human resources through efforts to improve the social economy to meet basic needs and improve the quality and accessibility of services. Because the quality of life is part of the goal of human development.

Abstract

The Mutation of civil servants is an important step taken by the agency to get civil servants from outside the agency following the organization's needs to accelerate the achievement of organizational goals. The purpose of this study was to produce recommendations for developing a transfer mechanism for civil servants based on the talent management transfer mechanism for the West Java Provincial Government. The research method used is a qualitative research method with the type of descriptive research with data collection techniques through in-depth interviews, observation, and documentation to test the validity of the data using triangulation techniques and sources. The results of this study indicate that the implementation of the selection of mutations for entering civil servants to the Regional Government of West Java Province still has several problems. The problem because the regulations used are not relevant to the transfer mechanism for civil servants and are not following the implementation of talent management. The obstacles faced are the lack of human resources to update regulations, the absence of an application system, and technical competency instruments. An alternative solution to improving the mechanism for entering civil servants is the development of a talent management-based transfer mechanism for civil servants through the preparation of relevant regulations, preparation of transfer applications, preparation of technical competency instruments, as well as additional mechanisms such as selection of competency assessments, preparation of innovation papers and final interviews to provide optimal public services to the West Java Community.

Abstract

The purpose of this study was to conduct an analysis of protocol services during  the  adaptation  period  to  new  habits,  which  then designed an information technology-based protocol service model in the local government of West Java province. The method used in this study uses a qualitative descriptive approach. Data collection techniques are carried out to obtain primary data and secondary data that interviews, observation, and documentation studies. Data analysis in this study uses a systems approach with a soft system methodology (SSM), with CATWOE analysis and role analysis. Based on the results of research using the concept/theory of service quality with its 5 aspects, the aspects that have been implemented well are the Reliability, Empathy, and Assurance aspects, what needs to be strengthened is the Responsiveness, Tangible aspects. There are obstacles in protocol services during the adaptation period to new habits in the Regional Government of West Java Province, namely the need to improve services in the response or attitude of the apparatus, limited human resources, the use of room facilitation data that is still manual. Development of a protocol service model during the adaptation period to new habits as a solution and innovation for the Regional Government in order to improve services in the Protocol Section in West Java Province. The recommendations for improving protocol services include: increasing the use of technology in the protocol service process, strengthening human resources through scheduled protocol training, supporting facility and infrastructure facilitation considering protocol services.
